CWO News is a quarterly publication of the Chief Warrant and Warrant Officers Association, U.S. Coast

Guard. The CWOA is a non-profit organization comprised of active duty,

reserve and retired members.

From The PresidentGreetings Fellow Warrants,

I hope that everyone had a pleasing summer, and for those of you that trans-ferred, I hope you have had an uneventful transfer season. Please take some time to welcome all of the newly promoted warrant officers to the ranks and help guide them into our Association so that our numbers reach new heights.

New initiative:

I would like to start developing a presidents contact list of our members and I real-ize that not all members are represented by association chapters. Many members just have old information in the database. If you are recieving this publication then please send me an email to [email protected] and give me your name and email address so that I can reach as many members as possible. If you belong to a chapter please let me know that also. I want to hear from you and I want your voice to be heard.

The annual meeting will be upon us before we know it so let’s start thinking about the following items:

(1) Agenda items for the next Annual meeting- Start thinking outside the box. Let’s make our association better together, send us items you would like to see presented before the executive committee.

(2) Distinguished Member nominations - Read the following 2 paragraphs. We did not nominate anyone last year and there are plenty of people to consider.

Distinguished members shall enjoy the rights, privileges and benefits of Regular members. In addition, Distinguished members, when present at the Annual Meeting, are entitled to vote on all matters appearing before the Executive Committee. The distinguished member shall enjoy lifetime dues free membership, effective on the first day of the month following election, without regard to any subsequent change in status as a chief warrant officer or warrant officer of the United States Coast Guard.

Nomination of a member for distinguished membership may be made by any regu-lar member of the Association and must be made in writing to the President of the Association. The letter of nomination shall contain sufficient information on the activities of the nominee to permit special committee to exercise sound judgment on the acceptance or rejection of the nomination. All letters of nomination received by the President of the Association no later than 1 February will be considered that calendar year. Nominations received after 1 February will be considered the fol-lowing year. Letters of nomination for distinguished membership shall be referred to the Membership Committee. The Membership Committee shall assure that the nominee is in good standing and shall return the letter of nomination to the Presi-dent of the Association with a statement of offices held and committees in which the nominee participated in either the Association chapters.

(3) CWOA Officer positions coming open this year:

Welcome to another edition of the CWO News. In my last article I spoke of updating your information and allot-ments in the Pay and Personnel Center retired pay database. After some very helpful customer service from PPC, I lo-cated and distributed a guide with step by step directions on how to manage your allotments. If you would like a copy via email, send an email to me at: [email protected] .

On the subject of email, I’ve receive several requests from our members to be added to the retired email list; at last count we have 25 members on the email list. As before, if you would like to be added, please send me an email at the above address. Also be sure to check the Association web site for more information.

It seems as if we just finished our 2016 annual meeting but preparations are already underway for the 2017 meeting. If you or your chapter has an agenda item or nominations for Distinguished Member, consider getting those written up and sent to the Association asap.

On that note, please ensure you are supporting your local chapter. Your experience and wisdom goes a long way to help ensure our newest members are getting the most out of being a member and making the chapter a functioning body and not just a chapter in name.

Please click the link to see more on their web page. “On June 7, 2016 I was honored and privileged to be on the Honor Flight 26 from Clearwater, Fla. We were flown to Washington, DC. We visited all of the War Memorials. It was a trip that I will never forget. A real tribute to the Veter-ans. Out of 84 Veterans I was the only Coast Guard. At this time they are looking for Korean and Viet Nam Vets and of course World II Vets that are remaining. I am sure that we have plenty of CG Vets who were serving during this era and would love to be considered. They are also looking for volunteers to participate as Guardians.

Vice President of Reserve Affairs - Any regular member in good standing who is a member of the Reserve component shall be eligible for nomination to or hold the office of Vice President of Reserve Affairs.

Treasurer - Any Regular Member stationed or residing in the Washington-Baltimore areas, in good standing, shall be eligible for nomination to or hold the office of Treasurer. In the absence of two candidates for secretary or treasurer from the Washington-Baltimore area, the office vacancy may be opened to any regular member within the continental United States.

Fleet Reserve Association Hosts 18th Annual Coast Guard Caucus Event The Fleet Reserve Association (FRA) hosted its 16th annual Coast Guard Caucus Breakfast June 24, an event designed to expand awareness of the Coast Guard’s remarkable service to our nation and promote dialogue between members of Congress and key Coast Guard leaders.

The Caucus is a bipartisan group of 73 lawmakers who share a common interest in the Coast Guard, co-chaired by Representatives Howard Coble (N.C.), the only USCG veteran serving in Congress, Frank LoBiondo (N.J.), Rick Larsen (Wash.) and Joe Courtney (Conn.).

The Commandant of the Coast Guard, Admiral Paul Zukunft, presented Congressman Coble with a Distin-guished Public Service Award. Coble served and sup-ported the Coast Guard for over 23 years as a member of the Coast Guard and Coast Guard Reserve, and has continued to be an ardent supporter during his 30-year career in the U.S. House of Representatives. Congress-man Coble’s exceptional public service and extraordi-nary contributions to the service were praised as befit-ting the highest traditions of the U.S. Coast Guard. Zukunft and Master Chief Petty Officer of the Coast Guard (MCPOCG) Steven Cantrell acknowledged

FRA’s long-standing and strong commitment to the Coast Guard, thanking the association for its constant support of Coast Guard personnel and their families.

FRA’s advocacy work focuses on compensation, health care and various quality-of-life programs that affect USCG personnel and their families. Specifically, FRA works to ensure Coast Guard pay and benefits remain on par with those enjoyed by Department of

Defense personnel, and that adequate funding is available to support these programs. FRA is committed to educat-ing members of Congress, their staff and the public about the Coast Guard’s critical missions as a part of the Department of Homeland Security.

Other lawmakers in atten-dance included Representa-tives Walter Jones (N.C.), John Garamendi (Calif.), Mike McIntyre (N.C.), and Mark Meadows (N.C.) who all praised the versatile, multimission service of USCG.

CWO (COMM) Huey Grandstaff, USCG (Ret) crossed the bar on May 21, 2016. He is survived by his widow, Mrs. Beaudy Grandstaff of 1165 Burchwood Bay, Hot Springs, AR 71913. CWO Grandstaff was born on Dec. 21, 1932 and retired on Apr. 1, 1982. He was a member of the Association for 47 years.

CWO (COMM) Malcolm L. Simmons, USCG (Ret) crossed the bar on May 28, 2016. He is survived by his widow, Mrs. Mary Ann Simmons of 637 Prince Phillip Drive, Virginia Beach, VA 23452. CWO Simmons was born on Feb. 26, 1928 and retired on Jun. 1, 1976. He was a member of the Association for 49 years.

S Shelters and organizations in South East Connecticut received much needed bed linens again this year thanks to members of the Long Island Sound Chapter of the CWOA and the graduating class of the Coast Guard Academy. The donated com-forters and sheets will be used to help the homeless around the New London and New Haven areas.

“Each year these shelters provide help and support to needy people and families,” said CWO Craig Kerby, President of the Long Island Sound Chapter. “Our donations help to ensure that these shelters have linens to distribute to these people.”

Each May graduating cadets receive their diplomas, toss their hats in the air, and leave the campus for their assignments out in the fleet. When they leave, they no longer have use for the bedding they used in their dorm rooms. That’s where the LIS chapter has stepped in. For the third year in a row the chapter has collected these

unwanted linens and redistributed them to local organizations.

“We started the collec-tion drive around the first of the year, advertis-ing that we would take the bed-ding when they leave, rather than them just throwing it away” said CWO Scott Epperson (Ret). “Some cadets drop off their linens early in the year, but on graduation day we literally get piles and piles of bedding.”

This year, Kerby, Epperson, Tina Epper-son, and CWO Mike Bryant washed and packaged the bedding for distribution over a four-week period. In all more than 200 Comforters, 40 blankets, 350 sheets, 70

pillow-cases, and almost 100 mattress pads were processed and distributed.

“Although it’s a lot of hard work getting the linens collected, sorted, washed, dried and folded, along with dedicating numerous hours of personal time,” said Kerby “it’s well worth the effort when we deliver these linens to the shelters and see the sincere appre-ciation on the faces of both the workers and people who will be receiving the linens”

Members of the Norfolk District Chapter of the CWOA were selected to be mentors for Recruit Company Whiskey-192 this past spring. Chapter members visited the company during week two, week five and then attended their graduation. Five members of the Chapter attended each event and had the “best experience of their careers mentoring the recruits” according to CWO Laura Freeman, chapter president.

The members held a classroom session May 14 and had one-on-one discussions with the recruits. It was the first time the company was able to relax and have “normal” conversations with someone other than their Company Commanders.

The chapter participated in the Confidence course with the recruits June 4 and then sat with them and talked during lunch at the galley. This was another first for the company – being able to talk during ameal.

The chapter members then returned June 23 and had pizza with the company the night before grad-uation. They also had a meet-and-greet with all the parents that evening. They were able to share their Coast Guard experiences with them and let them know what their kids could expect out in the “real Guard”.

During the course of the eight weeks the chapter had been heavily involved in answering questions from

the parents on FaceBook, so the meet-and-greet gave the members a chance to finally meet them. CWO Dave Ridenour then gave the keynote address June 24 at the company graduation.

“We gained so much from the experience, it rejuvenated our CG esprit de corps and was a real-time reminder of why we continue to serve,” said Freemam. “Having the capability to interact with the recruits and their loved ones not only fortified the pride we felt but also calmed the ner-vousness of all involved. Norfolk District Chapter was honored to be selected and highly encourages all chapters to submit a package.”

On June 7, Honor Flight 26 took off from Clearwater Fla. and flew to Washington D.C. to take veterans to visit the memorials dedicated “to honor the service and sacrifices of themselves and their friends.” Of the 84 veterans on board CWO (Ret) Art Lucier was the only Coastie in the group. Chief Warrant Officer Professional DevelopmentClass 08-16 “Record Breakers”By CWO Gabriel Hall

At 31 students, class 08-16 was the largest CWOPD class in history. The class contained the largest num-ber of CGIS agents and MSSRs to date. It was also a very tall class, with many students well above 6 feet tall. As with all CWOPD classes, students arrived to

the CG Academy June 13 from various points across the country to receive instruction on how to be effec-tive Chief Warrant Officers. The entire class quickly realized we had picked the best time of year to at-tend CWOPD, as the weather was perfect and the CG Academy was quite peaceful due to the cadets being away on their summer assignments. All the students arrived with abundant information from previous CWOPD graduates concerning CWO4 Pete Mantel, Dr. Susan Roberts and Mr. Todd Schafer. All three instructors did not disappoint, and easily lived up to their colorful reputations.

Highlights of the course included volunteer events at the Coast Guard Museum and a local women’s shelter. While volunteering at the CG Museum, students were fortunate enough to be shown rare artifacts not typical-

ly seen by the average Coastie. These included Doug-las Munro’s Medal of Honor, Joshua James’ medals, Hopley Yeaton’s musket and Thad Allen’s National Incident Commander cover from Deepwater Horizon. Additionally, the class was so moved by their experi-

ence at the women’s shelter that a donation was taken in order to purchase a much needed lawn mower for the shelter. Furthermore, the class proudly donated a brick for the Coast Guard Enlisted Memorial at Cape May New Jersey.

CWOPD class 08-16 was the next to the last class for CWO4 Pete Mantel before his retirement from the Coast Guard. Thank you Mr. Mantel for your 30 years of faithful service to this great country.

The class also benefitted significantly from the excep-tional instruction and leadership of LT Rob Garris and CWO4 Seth Andersen.

Congratulations to all graduates of class 08-16 and good luck in your future careers as Chief Warrant Officers!

S*M*A*R*T is a Not-for-Profit 501(c)(19) Veterans' Organization recreational vehicle (RV) social club for active, retired, and honorably discharged military veterans (and spouses), including reservists and National Guard, from all the uniformed services. Founded in 1982 we have 44+ chapters across the U.S., encompassing all 50 states. Touted as one of the "best kept secrets,” S*M*A*R*T welcomes all eligible veterans. Our members be-lieve there is something for everyone in S*M*A*R*T. We camp and travel together to share camaraderie, travel, and RVing, while supporting all veterans. We provide information for the military RV family and support veteran welfare programs while “Seeing the Country We Defend.”

Dues Increase Reminder of the Dues Increase The monthly dues for the CWOA increased to $7 per month on April 1. This is an increase of $2 from the previous dues. Please make sure you update your allotments to account for this increase.

Of the 3416 members of the Association, 3097 have not updated their dues yet. Please make sure you check yours.

The reason for the increase is to bring the death gratuity fund to a sustainable state. In an average year the as-sociation pays out $28,000 in death gratuity benefits. This increase was based on membership votes.

If you raise your dues above $7 please send us an email and let us know which fund your excess money should go to: You can donate to the general fund, Keller Scholarship, or building fund. For those of you who are al-ready contributing more than $7 we will distribute your money properly to $6 Dues and $1 Death Gratuity Fund. The rest will remain the way you requested.

Acitve Duty can change their allotments in Direct Access. If you have not started an allotment and would like to, please use the Blanket Code 015.
