A Note on COVID-19

Greetings to our Residents,We hope that this newsletter finds you and your family healthy and well

after the challenging spring with the COVID-19 pandemic. We have all had our lives turned upside down by the virus. Like you, the Township and staff have been impacted by the measures to slow the virus’s spread. While we had to close the township office to public access, staff has kept the Township functioning during the stay-at-home order.

If, by the time this newsletter goes to press, the state is still mandating social distancing guidelines, we will continue to prevent the spread of COVID-19 to our community, volunteers, and staff by keeping the office closed to the public until further notice. So what does this mean for you?This means:

• While the building is closed staff are remotely answering emails and we will return messages left on the Township phone line (610-933-1770) as soon as possible.

• We are still processing building permits. Please drop off all permits and forms in the box outside the front door.

• The Recycling Yard is still open 7am-3pm Monday-Friday and 9am-1pm on Saturday for your yard waste. We are still taking orders for mulch delivery. Please call 610-933-1770 and leave a message if you’d like to schedule a delivery.

• While the courts and play area at Kimberton Park are currently closed, you can still enjoy the walking paths at the Park and at the French Creek Trail, which remain open for public enjoyment.

We have also created a new COVID-19 tab on our website that has local, county and State information about the virus, as well as resources for people working from home and for families with younger children.

Thank you for your cooperation and understanding during this time, please do your part to prevent the spread of COVID-19 by staying home and practicing good hygiene.

All public meetings have been moved online until further notice!

Township staff and volunteers are still working on projects to move the Township forward for years to come. In order to keep everyone safe, these meetings have been moved to an online platform, Zoom. This allows Board members and guests to log on via a phone, tablet, or laptop or desktop computer.

SPRING EVENT UPDATES Although most of our Spring events were cancelled, Township residents still found creative ways to bring joy to their neighbors and families.

DID YOU KNOW…

During a foraging trip, bees fly from 2 1/2 to 3 miles visiting 50 to 100 flowers to collect pollen, nectar and water. One bee will produce only about 1/12 of a teaspoon of honey

in its short 6 to 8 week lifetime.

Earth Day Clean Ups

Although we couldn’t get together for a cleanup, residents have still been picking up trash to keep our community clean.

Bird Watching

Our feathered friends are back for spring, and with people getting outside more the challenge to find them is on!

Secret Easter Bunny

Thank you to the secret Easter Bunny who placed eggs and inspirational messages along the French Creek Trail on Easter Sunday!

Social Distancing Easter Egg Hunt Members of the community were encouraged to decorate paper eggs and hung them in their windows for children to find.

Spring Trail Clean Up

It was our best Spring Trail Clean Up yet, with over 50 people in attendance! Participants picked up trash and cleared invasive species from the trail in order to keep it healthy and beautiful for users.

French Creek Trail News

With more residents trying to get outside during social distancing our trail has seen a huge increase in use! We are happy that it can provide an escape for

you during these times. Please remember the following trail rules and etiquette when using the trail:

• The trail is open dawn to dusk• Be aware of other users including hikers, bikers, photographers, and other

pedestrians• All dogs must remain ON THEIR LEASH. Please use the provided bags to

pick up waste.• Respect the wildlife you find along the trail• Keep our trail trash free – practice leave no trace• No motor vehicles allowed• Stay on the trail – Respect the rights of adjacent property owners• No smoking, alcohol, fires, hunting, or trapping• In case of an emergency call 911

By now, all residents should have received and responded to an invitation to complete the 2020 Census – either online or over the phone. If you missed

the April deadline to file your Census form electronically, you should have received a paper questionnaire in the mail. You have until July 31st to complete and mail it in, or respond online. Normally, if you had not responded to either an electronic or written request, a census worker would visit your home to gather the information. Unfortunately , due to the COVID-19 pandemic, the Census Bureau is not authorizing home visits by their employees.

What is the Census? The U.S. Constitution requires a census or “count” of all residents every 10 years. Every person living in the US is counted once and only once. You are counted based on where you are living on April 1, 2020.

Data from the census informs government decisions for 10 years.

Why is the Census important? Federal and State funding is based on census data. Additionally, the State relies on the data to allocate money to local governments in the form of highway aid funds, grants and more. The census data also determines how many seats Pennsylvania has in the U.S. House of Representatives and how U.S. congressional and state legislative districts are drawn.

Is the Census safe? Yes. The data you provide remains secure. If you receive a call from a “census worker” remember that they will never ask for your social security number, bank information, money, or anything on behalf of a political party. If a census worker does come to your home ask them to produce their official ID badge with a photo. You can call 1-800-923-8282 to verify a worker’s identity.

Spotted Lanternfly

Now is the time to check your trees for Spotted Lanternfly nymphs. They will be small in their first phases of life, and will be black with

white spots, eventually morphing to red and black with white spots in late summer. Please check the Penn State Extension website for best practices for tree wrapping, treatments, and other control methods.

Reducing Stormwater & Flooding Tips about what homeowners can do to make a difference…

• Redirect your rain gutters (downspouts) to discharge onto grassy areas or into infiltration beds on your property.

• Install a rain barrel and use the collected rainwater for watering flowers and gardens.• Allow a buffer of native grasses and other vegetation to grow along streams, ponds,

or wetlands on your property. This will filter pollutants, protect the stream channel and bank from erosion and provide better habitat for aquatic based animals.

• Convert small low-lying areas on your property into rain gardens. These can consist of small gardens of water tolerant plans and bushes that will help retain and infiltrate runoff.

• When maintaining your swimming pool, discharge chlorinated water onto a grassy area. Never discharge water directly into a storm drain or onto the road where it flows to a storm drain.

• When applying fertilizer or pesticides to your lawn or garden, only apply the recommended amount, and do not apply just before a rainstorm or near a water body.

• One of the best ways you can reduce the impact of stormwater is to reduce the pollutants that can be carried in runoff into streams and water supply intakes. Always properly dispose of household hazardous waste, including cleaning solutions, paints, oils, batteries, solvents, pesticides, sealants, fertilizers, etc.

Building and Zoning permits are required for all construction and most renovation projects. If the project is structural or involves plumbing, electrical or mechanical work, you must obtain a permit. A permit is not needed to re-

shingle your roof, replace siding, or replacing windows and doors (size for size). Decks lower than 30” inches from the ground, accessory structures under 500 square feet, gazebos and the like require a Zoning Permit. Detached garages, pole barns or other accessory structures over 500 sf. require a Building Permit and must be setback a minimum distance equal to the height of the structure, but not less than 15’ from the property line. Accessory structures cannot be located in the front yard. If your home or property is designated a Historic Resource or located within the Kimberton Village Historic District, any façade changes, including paint, roofing, windows, solar panels, or other exterior changes require review and approval by the East Pikeland Historical Commission prior to commencement of the work. Article XVI of the East Pikeland Zoning Ordinance, entitled Historic Resource Protection Standards, clearly outlines the regulations applicable to historic resources. Accessory structures, such as a detached garages, barns, greenhouses and storage sheds also require review in advance of obtaining a building permit.

Barking Dogs and the Leash LawChapter 2-102 of the township Code prohibits dogs running

at large in the community. A dog must be leashed and under the control of the owner at all times while on a street, sidewalk, public land, or private property of others. Be considerate of your neighbors when leaving your dog outside. Chapter 2-202 addresses the nuisance of barking dogs and could result in a citation if not controlled. Don’t forget pet waste bags when taking your dog for a walk. All dogs must be licensed through Chester County.

Burning is PROHIBITED! Ordinance No. 136 prohibits outdoor burning for purposes

of disposing of any municipal waste, leaf waste, yard waste or recyclable material. An outdoor fireplace or fire pit, a small campfire for recreational purposes, and any outdoor wood burning unit for home heating are allowed as long as they are used for their intended purpose. Controlled burning for Farm Use properties over 5-acres is permitted for agricultural purposes with prior notification to the township.

Chickens and Keeping of AnimalsSection 1818 of the Zoning Ordinance is entitled Keeping of

Animals. In summary, if your property is 1-acre or more, you may be allowed one horse, cow, pig, three sheep or goats, ten fowl or rabbits per acre. The provisions vary for farms and properties over 10-acres and those located within the AP-Agricultural Preservation zoning district. Before acquiring any animals, other than domestic pets, you should contact the township office to confirm minimum lot size requirement, the number and type of animals permitted. §1818.2.E requires a fence or other enclosure sufficient in size and sturdiness to keep the animals from straying. Chicken coops must be setback 15’ from the rear and side property lines.

Lawn Maintenance and Outdoor PlantingsGrass and weeds in excess of 12” is a violation of the

Property Maintenance Code (natural meadows, cultivated flowers and gardens are excluded from this provision). Shrubs bordering sidewalks or streets must be kept trimmed to ensure pedestrian and vehicle safety. Make sure any plantings along your front or side yard do not block the view for neighbors pulling out of their driveways. Mowing or blowing grass clippings or leaves into the roadway is PROHIBITED under §2326 of The Second Class Township Code and may result in a citation being issued.

Yard Sale (No Permit Required)A few temporary lawn signs can be placed in the

neighborhood or at the nearest intersection, but MUST be removed at the end of sale! Posting signs on utility poles, lampposts, piers or columns located along public roadways is PROHIBITED by state and local ordinances.

Stay Safe from Scammers!The Coronavirus (COVID-19) has created challenging and uncertain times for everyone.

The concern for our physical and emotional health, as well as the worry over our economic status, may distract us from our everyday habits. The Federal Government as well as Pennsylvania State officials and Law enforcement remind us to stay vigilant and guard against scams during these difficult times. Please take extra precautions when navigating and using your electronic devices.

Residents should remain especially vigilant against scammers attempting to take advantage of the stimulus disbursement and other programs that are being rolled out to help with current economic issues. It has been reported that emails claiming to be from Federal and state government agencies have been requesting personally identifying information (PII) so the person can receive their deposit. The emails may contain poor grammar and spelling and links that contain malware that, once installed on one’s computer, steal information. There have also been reports of scams using texts, robocalls and messages on other platforms containing links that direct one to a website that prompts them to enter their PII and other information, such as bank account information, passwords and email address.

Other scams that have been circulating include criminals seeking to take advantage of the pandemic to steal money or sensitive information from consumers under the auspice of charitable organizations seeking donations. The FCC reports scams with COVID-19 themed work-from-home opportunities, student loan repayment plans and debt consolidation offer which are fraudulent and seeking personal information.

The government agencies recommend numerous safety tips including not giving banking or other personal information to anyone who requests it to make a “stimulus payment”. The federal government is using banking information that it has on file from previous years’ tax returns, eliminating you from probably not having to take any action. Do not give money or personal information to anyone claiming to have information about government programs.

Do not respond to calls or texts from unknown numbers that may appear suspicious. Do not share personal or financial information via email, text message, or over the phone. Be very cautious if you are being pressured to share any information or make a payment. Scammers often use spoofing to trick you into answering or responding to personal questions. Do not click on any links in a text message. If a friend sends you a text with a suspicious link that seems out of character, call them to make sure they were not hacked. Always check on a charity before donating. You can check their website to see if they are a legitimate charitable organization. Remember that the government will never call you to ask for personal or financial information!

It is important to have good cybersecurity software on all your devices and set your auto-update to protect your equipment from the latest malware and other threats. Make sure you create long passwords and do not use the same ones for all your online activity. It is also important to change the passwords every few months. There are password manager apps to help you organize your passwords and be secure.

Hopefully these tips will help keep you safe as we navigate through this period. If you do receive calls, email or other communication claiming to be from government agencies such as the Treasury Department offering COVID-19 related grants or stimulus payments in exchange for personal information, or a charge of any kind remember these are scams. Please contact the FBI at www.ic3.gov so that the scammers can be tracked and stopped. Stay safe!

The following roads have been identified for repairs this summer. The township is aware that there are other township roads in need of attention, however the limited budget means the projects must be prioritized with those that require more immediate attention being addressed sooner. These projects will cost approximately $200,000 with some of the funds coming from the PA Liquid Fuels Fund. With the onset of the COVID-19 virus in mid-March, and the eventual closing of all school buildings for the remainder of the school year, it has been a brave new world for Phoenixville Area School District. We are proud to say our district more than rose to the challenge, with teachers switching almost overnight from a regular classroom setting to virtual learning to ensure all of our students were provided a continuous learning opportunity. Were there bumps along the way?? You betcha! But, we couldn’t be prouder of the way our entire staff pulled together to support our students and families. From some of the most creative lessons we’ve ever seen, to reconfiguring and distributing more than 500 laptops and hotspots, to providing daily grab and go breakfasts and lunches at five different distribution sites. The sense of “we’re all in this together” was palpable, and the results were indicative of this teamwork.

And, the Phoenixville community responded in what we have come to know is very typical Phoenixville fashion—raising more than $30,000 through the Phoenixville Community Education Foundation to support our families in need, donating bag after bag of non-perishable items, and we can’t forget the restaurants and businesses who stepped up to provide special meals… we are overwhelmed with the generosity and the caring and the LOVE shown to our families.

We often talk about how special our community is, and maybe it has never been more evident than during this time of crisis. “Thank you” feels woefully inadequate, but we are truly grateful for each and every act of kindness.

School musicals were just one of the early casualties of the closing of our school buildings. While the high school musical and all three of the elementary musicals were canceled, the Middle School was able to give one performance of Madagascar. The audience was limited to family members, but the distributor allowed Phantom TV to tape the show and televize it each evening during the scheduled performance time. Bravo!

PASD students routinely support a wide variety of philanthropic efforts. Mini-THON is a year-long fundraising effort in the battle against childhood cancer. Modeled after the Penn State IFC/Panhellenic Dance Marathon (THON), this 12 hour event is a wonderful opportunity for students to bring hope to families in need and give back to their community. Led by Senior Maddie Fisher, the 2020 PAHS Mini-THON raised more than $30,000 toward this very worthy cause.

Citadel Heart of Learning AwardThe Citadel Heart of Learning Award honors teachers

from across Chester County. One teacher is selected from the hundreds of nominations to represent each school district. Mrs. Jennifer Adams was chosen as the 2020 PASD Citadel Heart of Learning recipient. A fifth grade teacher at Manavon Elementary, Mrs. Adams’ selection was celebrated with all of the Manavon students in attendance at an assembly in her honor. Congratulations to Mrs. Adams…we think the Citadel made an excellent choice!

For the third consecutive year, the Phoenixville Area School District has been selected as one of the country’s Best Communities for Music Education. The NAMM Foundation’s Best Communities for Music Education (BCME) is a signature program of The NAMM Foundation that recognizes and celebrates school districts and schools for their support and commitment to music education and efforts to assure access to music for all students as part of a well-rounded education.

Dr. Seuss’ Birthday & Read Across America

One of our favorite weeks of the year is the celebration of Dr. Seuss’ Birthday and Read Across America. With the silliest of rhymes and Thing 1 and Thing 2, our elementary students delight in hearing those familiar stories again and again. In PAHS one of the highlights each year are the high school students who visit to share their love of reading. We’re never sure who enjoys it more—the big kids or the little kids!

Elmwood Park Zoo Community Mural Arts Project

In the early spring, the PAHS Art Department hosted a community painting event to support the Elmwood Park Zoo Community Mural Arts Project. A year-long partnership between the school and the zoo created the opportunity for PASD families to paint pavers which will be installed throughout the zoo. Each of the pavers featured an endangered animal. This wildly popular event combined the love of art and animals in a lasting tribute to both.
