Letter to the Community

Dear Novato Community: On behalf of the City of Novato, we hope you are having a happy and healthy start to 2012! The City’s Parks, Recreation and Community Services Activity Guide has a variety of outstanding programs for children, teens and adults. We hope you have the opportunity to participate in one of these programs this summer and fall. Active and busy youth supervised by positive adult role models will keep our children engaged and enjoying their out-of-

school time in the coming months.

The mission of the City of Novato is to: “provide excellent services and enrich the quality of life within the community in a fiscally responsible manner.” In addition to excellent parks and recreation programs, another way that the City enriches the quality of life for the community is through a strong public safety presence and programs. The positive reality is that Novato is a very safe community. Our crime data continue to demonstrate this, and the statistics show Novato has lower crime rates than our neighboring communities of San Rafael and Petaluma. The statistics further demonstrate that we have a lower crime rate per capita for both property crimes and violent crimes even when compared to cities such as Walnut Creek and Beverly Hills.

No community is crime-free and no community has all of the necessary resources that it takes to combat crimes and factors that cause criminal activity. Effective crime prevention and crime management requires the collaborative resources of our governmental agencies and the cooperation of our residents to effectively manage public safety concerns. The Novato community has a low tolerance for criminal activity and has hundreds of volunteers who donate their time and energy to improve public safety. We thank the community for your support!

In 2011, we initiated a community discussion about gang activity due to some increasing crime trends in that area. It was our hope to educate the public and reassure the community that our city government and our public safety agencies have and continue to seek ongoing solutions to these very complex problems. In a collaborative effort involving Marin County educators and law enforcement agencies including probation and the District Attorney’s Office, we recently held gang awareness and identification workshops at the Marin County Office of Education and the Novato Unified School District. As a City, we recently redoubled our efforts to combat graffiti (especially gang-related graffiti) and we welcome the response that we have received from many citizen volunteers who have stepped forward to offer their time and commitment to assist us in eliminating this senseless vandalism and blight in our community.

Community Information

We are pleased to have recently received Federal grant funding for three additional Police Officer positions for three years that the City will then augment with funding for one additional year. These Police Officers will be working with an integrated City team to focus on proactive neighborhood enforcement issues including working with our youth and schools.

There are many ways for Novato residents and business owners to get involved in partnering with the Novato Police Department to maintain Novato’s safe and small town feel. Below is a list of some of the public safety programs where we actively engage community members.

• Novato Police Explorer Post

• Citizens Police Academy

• Emergency Services – Disaster Preparedness – Get Ready Marin

• Youth Safety and Prevention Programs – Drug/Alcohol Education

• Volunteers in Policing (VIP’s)

• Crime Prevention Programs for Seniors

• Traffic Safety Programs

The City remains committed to enriching the quality of life for the community by providing the professional delivery of quality law enforcement services and high quality recreation programs and community facilities to keep youth engaged, active and away from crime. Although we continue to cope with ongoing economic difficulties, our staff will continue to seek creative opportunities to increase efficiencies and enhance services. We encourage residents to be involved, and we ask that you seek to increase your awareness of criminal activities in your community and to join us in developing solutions that will help us reduce crime and improve public safety.

Most importantly, we ask all of our residents, businesses and visitors to communicate with us about any issue or concern. Please call the Novato Police Department Business Line at 415-897-4361 or visit our website at www.novato.org.

Sincerely,

Michael S. Frank Joseph M. Kreins City Manager Chief of PoliceCity of Novato Novato Police Department

San Rafael will provide swim lessons, water exercise, lap, recreation swimming and special events, and will coordinate pool rentals. San Rafael will handle all program registrations and rental reservations. This is an exciting partnership between two public agencies, who have come together to support a valued community asset. The renovated facility was transformed from its weathered 1930’s era condition, to a state-of-the-art pool great for instruction, deep water exercise, and recreational and rental use. The site is also home to an exciting new water play structure with a slide and lots of water spray, great for even our youngest residents.

Watercolor in ActionInstructor: Melissa Adkison

No wishy-washy watercolors here! Learn to paint intense, glowing colors instead of ‘muddy’ washed-out ones. In this class, students will learn how to mix colors that are clean and vibrant, both on the palette and wet-in-wet techniques. This comprehensive class caters to the beginner as well as the advanced watercolorist. Beginners will work on the basic techniques; wet-in-wet, mixing color, washes and just familiarizing themselves with the paint. Advanced students will work from Studio Still Life. Students are encouraged to work with their own projects and consult with the instructor. Bring whatever watercolor supplies you may have to the first class. Materials will be discussed in class and you are expected to purchase your own. The supply list is available at www.novatofun.org (Directory of Forms-Margaret Todd Senior Center Forms). 6 weeks

Notice – Flood Safety InformationAreas of Novato are in the special Flood Hazard Area (SFHA) as shown on the current Flood Insurance Rate Map (FIRM) compiled by the Federal Emergency Management Agency. These areas are subject to inundation by a 100-year flood. Properties upstream of the confluence of Novato, Warner and Arroyo Avichi Creeks are most susceptible to flooding during a 100-year flood event. Heavy winter rains have caused flooding and property damage in these areas.

SOME THINGS THAT MAY HELP PROTECT YOUR PROPERTY:• Rake, collect and bag leaves, grass clippings, and tree branches before storms occur. Debris clogging storm drains is the primary cause of most floods. Dumping or throwing anything into drainage ditches or streams is a violation of the City Code.

• Clean drains around your home, including roof gutters, downspouts, drain inlets, pipes, drainage ditches, and driveway culverts.

• Do not construct driveway ramps in street gutters.

• Check with the Community Development Department (899-8989), or Engineering Division (899-8246) before you build on, alter, regrade, or add fill to your property. Permit(s) may be required to ensure that projects do not cause problems on your or your neighbor’s property.

• Talk to you insurance agent to determine your flood insurance needs. Homeowner insurance policies do not cover flood damage. Recommend getting at least three quotes.

DURING A FLOOD WATCH: Listen to the radio for storm news, and be prepared to evacuate. If time permits, bring outdoor belongings indoors, and move valuable possessions to upper floors or safe ground. Report local flooding or severe runoff to the Maintenance Division (899-8280), or Police Department (897-4361).

DURING A FLOOD: Listen to the radio for news; if told to evacuate, do so immediately. Novato emergency radio station is 530 AM. Do not walk, or drive through flooded areas.

General information about flood hazards, and ways to protect your family and property can be found at the Marin County Library, City website, www.novato.org, and in the lobby of the Novato Police Department (909 Machin Avenue). Call the Public Works Department (899-8246) for questions regarding the FIRM. To locate your property in the SFHA, visit our website at www.novato.org, or call 899-8946.

We’re Havin’ A Blast! . . . Flood Safety Information
