Dick Cross (shown above with his beloved wife of 56 years, Susie, who predeceased him) passed away on 12/19/13. He is survived by his sons John and Paul Cross and his daughter, Carolyn Suttle.

Past President Helena SeltzerHelena was a f o u n d i n g member of RCPOA and stayed very active in our organization. Her children wrote: “She valued her

friendships made over her 66 years ‘in the ’hood.’ ... Thank you for all the years of joy that you brought to Mom through her interaction with [RCPOA].” She is survived by her children Pam, Bryan, Sheree and Wendy.

In 2013, the housing recovery was a welcome bright spot for the economy. Here are several projections by housing experts for 2014:

1. More homes will be available for Sale. Low inventory in 2013 took a bite out of homes sold. Realtor.com notes that the inventory (homes available for purchase) shortage began to soften last Febru-ary. According to the California Association of Realtors, first-time home buyers will enter the market after a period of tough competition from investors.

2. Mortgage rates will rise. Online real estate database Zillow predicts rates will hit 5% by the end of 2014-well up from the 4�s and 3�s of late, but still well within normal levels.

3. Home buying will be less frenzied. During the bust, investors bought as many as one out of every five homes in America, according to online real estate brokerage Redfin. The perfect storm of increased inventory, higher prices, and fewer foreclosures means that investors are stepping out of the buying market, giving way for regular folks. Add to that the loosening credit rules, and the housing buy market begins to look more normal.

4. Home Lending

Rising interest rales means lenders’ refinancing business will dwindle, forcing them to compete for home loans by loosening lender standards. But lending standards have been very tough, so qualifying for a home loan is still serious business.

5. Continued Increase in Home Values

The short housing supply in 2013 drove rapid price increases. With increased consumer confidence in the economy, buying demand from true buyers and some loosening of credit restrictions, prices are heading higher in 2014.

Many of you may have noticed that certain traffic improvements have been completed at and near the intersections of Royal Blvd., Arboles Dr. and Princes Dr. Coming downhill (southbound) on Royal, a STOP AHEAD legend has been added on the pavement before Princes Dr. The STOP pavement legend and stop limit line have been relocated closer to the intersection at Princes Dr. Tree branches have been trimmed adjacent to the STOP sign on the west side of Royal Blvd. north of Princes. Now people entering Royal from Princes can more easily see vehicles at the stop sign to their left. A 4”-wide white edge of travel way stripe has also been added on Royal between Majestic and Mountain to define the travel lane.

A traffic volume and speed count for Greenbriar Rd. was completed in September showing nothing excep-tional, so no remedial changes are anticipated on that street. Condi-tions will continue to be monitored.

For the past 3 years, RCPOA-supported Interest Groups have been bringing residents together based on shared interests. Cooking, gardening and books are the interests on which various groups are currently based. Dogs will be the common interest for a new group in the coming year.

The Gardening Group visits neighborhood gardens, as well as nearby public ones, helps solve members’ land-scape challenges and exchanges growing tips. Begin-ner to expert gardeners welcome. Meetings are the 1st Saturday of every month, except for the hot months of July – September.

The Book Discussion Group, which generally meets every 6 weeks on a weekday at 7:30, is scheduled to

discuss its 18th book next month. The group tries to alternate between fiction and non-fiction books, based on recommendations from members.

The appeal of a cooking group was strong enough to produce two cooking groups: a gourmet group with equal interest in epicurean dishes and wine pairing and a more informal, eclectic group with its focus on food.
