Austria’s finance ministry is toying with the idea of cutting taxes in a way that would encourage companies to seek funding through equity rather than debt, following models adopted by Belgium and Italy with mixed results.

Finance Minister Gernot Bluemel (pictured) plans to introduce a tax allowance for corporate equity as early as next year, he told a meeting of selected investors, lobbyists, business owners and econo-mists in Vienna this week. That would allow companies to deduct a defined rate of interest on equity from their tax base, to balance against the deduction of debt-interest payments that is already possible.

Austrian companies have an equity ratio of about 34%, according to the ministry, similar to France or Italy but below Belgium, Denmark or the Czech Republic, which all exceed 40%. Notably, small firms and companies in certain

sectors like the tourism industry rely mostly on debt financing. High leverage makes them vul-nerable in crises like the coro-navirus recession because they can’t weather loss-making periods.

That’s at least in part driven by the “debt bias” that cor-porate tax systems virtually all over the world feature: as debt interest can be deducted from taxable income while dividends can’t, there’s an incentive to lever up. Only a few countries

have tried to scrap this bias, with mixed results.

In Belgium, for example, the equity allowance did result in an increase of the equity ratio

of around 10 percentage points, according to Eva Eberhartinger, an economist at the Vienna Uni-versity of Economics and Business who participated in Bluemel’s meeting -- but studies show that this effect is driven by large companies, and small firms’ leverage barely moved.

Depending on the design, the move could amount to a massive tax cut -- at an interest rate of 2%, about 4 billion euros, or almost half of the current corporate tax revenue would be lost in Austria, Eberhartinger estimates. It can also pave the way for new tax avoidance schemes for multinationals, as the Belgian example also demonstrated.

Bluemel didn’t elaborate in the meeting on how the tax would be designed in Austria or how it would be combined with a planned cut of the headline corporate tax rate. His conserv-ative People’s Party governs in a coalition with the environ-mentalist, centre-left Green party.

The dollar was broadly lower on Friday as the euro rose to just under a four-month high, with negotiations underway between European Union leaders on a recovery fund that could lift the bloc out of the current recession.

EU leaders’ views on a mass stimulus plan remained “dia-metrically different”, Czech Prime Minister Andrej Babis said on Friday. The 27 EU heads are struggling to reach con-sensus on the 2021-27 budget, proposed at above €1trillion, and a linked new recovery fund worth €750bn, meant to help rebuild southern economies most affected by the pandemic.

The euro was up 0.49 percent at $1.144 late in the North American session, just off Wednesday’s top of $1.145, its highest since the coronavirus financial crash in March.

“A positive outcome by the end of the EU summit on today

could potentially be the euro’s ticket to fresh highs for the year,” said Joe Manimbo, senior market analyst at Western Union Business Solutions.

If progress is made, the euro could break through the technically significant $1.15 level, which has not been touched since February 2019.

“Conversely, a disappointing outcome that merely kicks the fiscal can down the road would risk an unwinding of recent euro gains,” Manimbo said.

Implications for the euro should the EU go ahead with its plan would be long-lasting, Marshall Gittler, head of investment research at BDSwiss, told his clients.

A deal “would make the euro more attractive as a reserve currency” by “estab-lishing a central fiscal capacity that can respond to adverse shocks, which would make monetary union more stable”, he said. The dollar index, which heavily weights the euro, was 0.36 percent lower at 95.930.

COVID-19, electric vehicles to reshape Thailand’s auto industryREUTERS — BANGKOK

The COVID-19 pandemic is accelerating the remaking of Thailand’s automotive industry, the backbone of Southeast Asia’s auto sector, as factory shutdowns compound a shift toward electric vehicles.

Thailand’s auto-related businesses, which employ 900,000, are reopening after months of coronavirus shut-downs, promising relief for many laid-off workers.

But there’s a catch: Thai-land’s shift toward electric vehicles (EVs) could pummel the local auto industry because it is dominated by hundreds of parts makers, while EVs require just 10 percent to 20 percent as many of parts as internal-com-bustion vehicles.

With an estimated one-third of a million jobs at risk, Thai auto-parts makers are scrambling into industries like medical equipment, a trend likely to keep reshaping Southeast Asia’s second-largest economy after the pandemic passes.

“We are all worried... this is a sunset industry,” said Kasem Tiankanon, manager at Siam Filter Products Ltd.

The Bangkok-based

company has avoided laying off any of its hundreds of workers by offsetting the drop in orders from automakers with an increase in replacement parts. The company is looking to branch out into making filters for industrial and medical use and is developing a new kind of protective mask.

“We cannot just stay in the auto business,” Kasem said. “If you don’t adjust, you’ll die.” Others moved to packaging and aviation.

“It’s a pivot to industries that use the same processes because there is already expertise in machining,” said Sompol Tanadumrongsak, head of the Thai Auto-Parts Manu-facturers Association.

The coronavirus damage to car demand will crush

Thailand’s output by almost half to 1.14 million vehicles this year, research firm IHS Markit forecasts.

Parts makers, which account for some 80 percent of the country’s auto-industry workers, have laid off 20,000, a number that could hit 100,000 by year end, said Manit Promkareekul, president of the Automobile Labour Con-gress of Thailand.

EV prospects are brighter.Global sales will rise 6

percent this year to 2.3 million vehicles before exploding to 45 million by 2030, the Interna-tional Energy Agency forecasts.

Even before the new coro-navirus struck, Thailand’s parts makers were starting to shift gears as the global car industry moves toward EVs, spurred by the likes of Elon Musk’s Tesla Inc..

The government in March targeted EVs at 30% of pro-duction, or 750,000 vehicles, by 2030, initially for domestic use in a bid to curb pollution.

Truck-chassis maker Sammitr Group last month received approval for a $170 million project to make 30,000 battery-power vehicles a year in a joint venture with a Chinese company.

In 2018 Honda Motor Co and Nissan Motor Co received approval for investments worth a combined $888 million to produce hybrid electric vehicles and batteries.

To be sure, Thailand faces competition from other coun-tries in gaining factories for the expected EV boom. Toyota Motor Corp last year announced a $2 billion EV investment in Indonesia.

But even if Thailand attracts more EV production, 800 auto-parts companies and more than 325,000 jobs could be at risk because an EV uses 1,500 to 3,000 parts, versus 30,000 in a traditional gasoline vehicle, said Kiriya Kulkolkarn at Thammasat University.

Businesses suffering the most from the coronavirus crisis could receive a second round of financing under a federal emergency relief program, US Treasury Secretary Steven Mnuchin said on Friday.

He said sectors that have been especially battered such as travel and restaurants are prime candidates for another round of support under the Paycheck Protection Program, which was launched in April to provide support to smaller enterprises devastated by coronavirus shutdowns.

“There should be a second check available to the busi-nesses that are the hardest hit,” Mnuchin said in testimony before a House committee, noting the government has $130 billion in unspent PPP funds.

However, he said he favored a revenue test to determine which companies should be supported, and pledged to work with Con-gress to determine the size of company eligible for a second round of financing.

Mnuchin is leading the effort to negotiate a new support package with the Democratic-led House of Representatives as the coro-navirus outbreak worsens in much of the country.

Hanging in the balance is $600 a week in additional unemployment benefits that is set to expire at the end of July. Economists have credited massive federal

support programs with lim-iting the hit to households from the COVID-19 crisis thus far, even as 15 million workers remain jobless.

The House in May approved a new $3 trillion aid package, but Senate Republicans and the White House refused to support that plan, and reportedly favor a payroll tax cut which would help only those currently receiving a paycheck.

While the PPP forgivable loan program has been credited with saving millions of jobs, the program suffered a glitchy rollout and has been a subject of myriad controversy, most recently over loans to politically-connected figures and businesses connected to billionaires like Kanye West.

Even with the latest data releases from the Small Business Administration, several lawmakers said Friday the program continued to fall short of adequate trans-parency, including of a breakout of loan data by bor-rower demographics.

G20 finance officials poised to recommend extension of debt freezeREUTERS — WASHINGTON

Finance officials from the Group of 20 major economies are poised to recommend extending a freeze in official bilateral debt payments by the world’s poorest countries, according to sources briefed on a virtual G20 meeting taking place yesterday.

Multiple sources said there was strong support for extending the Debt Service Suspension Initiative agreed in April into 2021, but the move would not be finalized until later in the year, when G20 leaders are due to meet.

World Bank chief econ-omist Carmen Reinhart told reporters on Friday that the move was “highly probable” since the novel coronavirus pandemic was more severe and taking longer to overcome than initially expected.

The debt standstill, which is due to expire at the end of 2020, has proven challenging to implement, with only 41 of 73 eligible countries expressing interest, while some official bilateral creditors like China have failed to participate fully.

The private sector has also failed to match the freeze thus far.

The initiative would save $12bn in service payments on official bilateral debt through the end of the year, but finance officials in developing countries say they will need far more help to weather the pandemic and its economic fallout.
