NEW DELHI, Aug 27: Finance Minister Arun Jaitley today made out a strong case for BRICS nations developing their own arbitration mechanism to cut reliance on redressal centres in developed nations whose awards at times tend to be loaded against developing countries. Speaking at a conference on 'International arbitration in BRICS', he said faster growth will return to emerging economies once the world emerges out of the current slowdown and the dispute resolution mechanism should be now perfect as trade between countries grows. "Many countries fear, and have been suggesting, that the awards emerging out of these arbitration are at times loaded against the emerging economies. Therefore, need has been felt to develop par- allel arbitration centres across the world. Let alone London, let alone Paris, now we see Singapore emerging as an emerging arbitral centre," Jaitley said. "Therefore, for BRICS nations to resolve trading dis- putes which may arise out of BRICS nations, it is extremely important that we have to devel- op a mechanism." Jaitley suggested that the BRICS countries should set up a task force comprising officials and experts to discuss and then set up an appropriate mechanism where these nations can have arbi- tral centres of their own. "And hopefully, if we are able to evolve and develop that capacity, eventually those cen- tres will also become centres of great international acceptability even with regard to the non- BRICS nations as far as arbitral abilities are concerned," he said. Talking about rationale behind companies going for international arbitration, he said they fear an institutional bias and hence look for a neutral forum for applicability of law. "The experience over the years has been that some centres did monopolise a bulk of inter- national arbitrations, they devel- oped capacities, they created arbitrators of stature, they creat- ed a set of international lawyers who could practise from one jurisdiction to other. Therefore, those jurisdiction tended to have a big share in international arbi- tration," he said. The emerging economies of Brazil, Russia, India, China and South Africa mostly follow the UNCITRAL model law on inter- national commercial arbitration. According to Jaitley, it is essential that the dispute resolution mechanism is absolutely fair, detached from local commitments, to ensure free and fair trade. "As the world slowly emerges from the current economic crisis, trade which has shrunk will come back in a bigger way. Growth will return to the world and faster growth will return to emerging economies. Therefore inter-se trade and trade related issues will necessarily involve the dispute resolution mechanism which we need to now perfect, and we need to prepare ourselves for that," the finance minister added. He laid a premium on credi- bility of arbitrators to develop this mechanism. Jaitley further said the chal- lenges posed by economic slow- down continue to haunt the global economy and the emerg- ing economies, pre-dominantly the BRICS ones, will have to shoulder the responsibility of driving global growth. The BRICS nations will have to evolve and put forth a common agenda for growth and the key is to develop local capabilities to deal with the challenges that lie ahead, he suggested. Law Secretary Suresh Chandra spoke about the need for regional cooperation on arbi- tration. A positive debate on set- ting up a common framework for arbitration among BRICS nations will help bring down cost of arbitration and develop trust among investors and juris- dictions, he said. (PTI) CHENNAI, Aug 27: In its quest to build its first Resuable Launch Vehicle (RLV) and to bring down the launch cost significantly, the Indian Space Research Organisation (ISRO) is all set to conduct the air-breathing propulsion experi- ment using its RH-560 rocket fitted with a supersonic combus- tion ramjet (Scramjet) engine from the spaceport of Sriharikota, tomorrow. ISRO sources said the launch of aircraft-shaped RH- 560 sounding rocket to test the scramjet (air breathing) engine, to be used during the atmospher- ic phase of the rocket's flight, would take place at 0600 hrs tomorrow. The scramjet engine will help in bringing down the launch cost by reducing he amount of oxidiser to be carried along with the fuel. This test was to have been done on July 28, but the search by the Indian Air Force and the Navy for the IAF's transport air- craft AN-32, which went miss- ing over the Bay of Bengal on July 22, has delayed it by a month. The Vikram Sarabhai Space Centre (VSSC), Thiruvananthapuram, has devel- oped the engines to be used in the RH-560 rocket. The scramjet engine was part of the ISRO'S plans to build India's first reusable launch vehicle (RLV) by 2030. During the test, the engine would be fitted on a two-stage RH-560 sounding rocket and launched to an altitude of about 70 km using conventional engines. There, the first stage will break off and fall into the Bay of Bengal. The second stage will coast horizontally for a bit, travelling at over six-times the speed of sound. This is when the scramjet engine will fire for five seconds. RH-560 signifies two things-- RH means its a Rohini-class sounding rocket and 560 is its diameter in millimetres. Its modi- fied second stage, to which the scramjet engine was being affixed, was called the Advanced Technology Vehicle (ATV). According to ISRO, it is a scaled-down prototype of the RLV that will eventually fly on missions about 14 years from now. To be more economical than ISRO's existing launch vehicles, the RLV should be able to carry payloads weighing 10,000- 20,000 kg to the low earth orbit. Tomorrow's testing was the second in the series of experi- ments, the Indian Space Agency would be conducting en route to developing the first RLV. On May 23, ISRO successful- ly flight tested India's first winged body aerospace vehicle operating in hypersonic flight regime. In this experimental mission, the HS9 solid rocket booster carrying RLV-TD lifted off from the First Launch Pad at Satish Dhawan Space Centre, Sriharikota at 0700 hrs. After a successful flight of 91.1 secs, HS9 burn out occurred, following which both HS9 and RLV-TD mounted on its top coasted to a height of about 56 km. At that height, RLV-TD separated from HS9 booster and further ascended to a height of about 65km. From that peak altitude of 65 km, RLV-TD began its descent followed by atmospheric re- entry at around Mach 5 (five times the speed of sound). The vehicle's Navigation, Guidance and Control system accurately steered the vehicle during this phase for safe descent. After successfully surviving high temperatures of re-entry with the help of its Thermal Protection System (TPS), RLV- TD successfully glided down to the defined landing spot over Bay of Bengal, at a distance of about 450 km from Sriharikota, thereby fulfilling its mission objectives. The vehicle was successfully tracked during its flight from ground stations at Sriharikota and a shipborne terminal. The total flight duration from launch to landing of this mission of the delta winged RLV-TD, lasted for about 770 seconds. Describing India as "pivotal power of Asia", Minister of Statefor External Affairs M J Akbar today said the country has thepotential to "tilt" the continent the way it wanted.

"I consider our country as Asia's pivotal power. Pivotal powermeans that we are the power which has the potential to tilt this con-tinent the way it wants. No country or the world will be able tooverlook our potential," he said.
