• 6% of all premises in Devon and Somerset receive less than 2Mbps*
• Current average speeds are 9Mbps in Devon and 8Mbps in Somerset – much less in rural areas*
• If left to private sector alone, some 360,000 premises including 26,000 businesses with a combined turnover of £9 billion have no certainty of receiving improved or superfast broadband in the next three year period.

What are we delivering:
• 91% of premises covered by Superfast broadband – this programme and commercial rollout
• 100% coverage of at least 2Mbps broadband for all premises

• A world class broadband infrastructure for Devon and Somerset with the capacity, capability and scale to offer extensive coverage and services
• A sustainable and future proof fibre based broadband network which is open to all service and communications providers
• The deployment of fibre as far as possible. Increasing the delivery of high-speed fibre broadband to around 91 per cent of premises in Devon and Somerset by the end of 2016.
• A minimum of 2Mbps will be available for 100% of premises within the intervention area in Devon and Somerset.

• Implement the Head-end essential to connect Devon and Somerset to the national fibre infrastructure. In total 36 new Head-ends are planned to be implemented across both counties.
• Implement Fibre Spines which connect local areas to the nearest Head-end. There will be additional backhaul built with new strategic Fibre Spines to link exchanges and local spines to every cabinet.
• Fibre to the Cabinet connects premises using existing copper lines by installing a fibre cabinet on the Fibre Spine and connecting to the existing cabinet – over 1500 additional structures in new locations across the area.
• Fibre to the Premise fibre connects a premise directly to the spine network, independent of the copper network.

• Existence/condition of existing infrastructure, particularly ducts• Costs and timings vary according to the type and quantity of
infrastructure required• Power requirements for cabinets - existing street cabinets don’t
require power, fibre street cabinets do and in rural areas this is more likely to be overhead
• Power requirements for Head-ends• Broadband performance reflects proximity to existing cabinets• Road closures more likely in rural areas as roads tend to be narrower• Securing wayleaves e.g. for FTTP in multi-dwelling units

The Supplier Network
• Wired West was created following an IT supplier networking set up in 2003 by Business Link
• It set out simple objectives:
– Sector Development - to establish and promote the IT sector within and without the SW region
– Networking – to establish simple, fast, effective and easy to understand communications channels across the sector
– Collaboration – to encourage joint ventures and supply chain arrangements within the membership
– Best practice sharing – to showcase, share, promote and encourage emergent and established best practice.
A little history (1)
In order to achieve these objectives Wired West adopted the principle of membership that was open to any IT company that would:
•Sign up to a simple code of professional conduct
•Have professional indemnity insurance (PII)
It negotiated a special rate for PII with Hiscox – a product that is still very popular and which generates a modest income for the organisation.
At its height, Wired West was running monthly networking meetings for the IT sector which attracted over 120 attendees.
A little history (2)
• Has been relatively inactive but…
• Still a legal entity
• Still maintains accounts
• Has a database of suppliers
• Supports other networking activities such as the ‘Pop-Up’ events
• Key members still keen to see a network of this type to achieve the original aspirations
• SFBB could provide the catalyst for this to happen

In addition to the market stimulus created by SFBB several critical success factors have been identified:

What is needed for the network to succeed?
• Superfast Business needs transparent and effective links to the IT supplier base.
• It believes the services will stimulate considerable growth in this sector as it helps to catalyse innovative applications using superfast connectivity
• As such it is offering to provide effective facilitation of the network for a 2 year period at the end of which it is hoped the network will be self-sustaining
