Supplemental FAST Act Compliance Documentation for Metropolitan & Statewide Transportation Planning Process 1. Roy Miller is the Airport Director and is included in the MPO’s Public Distribution List to receive regular notices on transportation planning projects and notices. b) The Longview MPO has a mailing list that is continuously updated to communicate transportation planning projects and notices to interested parties. Included on this list is Greyhound Bus Line and Amtrak, as well as GoBus, who provides rural transit services and is operated by East Texas Council of Governments. The Longview MPO also serves on the EasTexConnects Committee, whose purpose is to improve the quality of life in East Texas through Transportation Services. The Longview area does not currently have a parking cash-out program or transit benefits program. The most recent update to the Public Participation Plan was on February 28, 2018. MPO(s), State(s), and the providers of public transportation shall jointly agree upon and develop specific written provisions for cooperatively developing and sharing information related to: a) transportation performance data; b) the selection of performance targets; c) the reporting of performance targets; d) the reporting of performance to be used in tracking progress toward attainment of critical outcomes for the region of the MPO & the collection of data for the State asset management plan for the NHS. (Ref: 23 CFR 450.314(h)) The Longview MPO has a Memorandum of Understanding (MOU) with TxDOT and Longview Transit with regard to responsibilities for implementing Performance Management and carrying our performance-based planning tasks. The MOU was executed on May 23rd, 2018 and copies can be found in Appendix A of this supplement.

4. Incorporate two new planning factors: a) Improve the resiliency and reliability of the transportation system and reduce or mitigate storm-water impacts of surface transportation; b) Enhance travel and tourism. (Ref: 23 CFR 450.206(a)(9&10) and 306(b)(9&10)) a) The Longview MPO and City of Longview have GIS capabilities to map project extents

and identify flood plains when selecting surface transportation projects. TxDOT handles the storm-water runoff on the on-system roads. All projects are compliant with the TxDOT design manual or the local public agency design guides.

b) The Longview MPO has listed Longview Transit as a Planning Partner on our website and includes a link to Longview Transit’s website so visitors have access to information on fixed and paratransit route services. The Convention and Visitors Bureau is a Community Partner of the City of Longview and their website can be accessed through a link located on the City of Longview’s website, which is where the Longview MPO’s website is hosted. The Convention and Visitors Bureau regularly updates a calendar of events on their website for the public to access.

5. Include consideration of intercity buses (in both MTPs and Statewide Long-Range Transportation Plans). (Ref: 23 CFR 450.216(b) and 324(f)(2)) Greyhound Bus Line and Amtrak, as well as GoBus, who provides rural transit services and is operated by East Texas Council of Governments, receive notifications of upcoming MPO Policy Board meetings, plans, and projects. Input from each of these service providers is important to the transportation planning process and the Longview MPO will continue to serve alongside these transit providers as a member of the EasTexConnects Committee, whose purpose is to improve the quality of life in East Texas through Transportation Services.

6. MTP includes an assessment of capital investment and other strategies to preserve the

existing and future transportation system and reduce the vulnerability of the existing transportation infrastructure to natural disasters. (Ref: 23 CFR 450.324(f)(7))

The Metropolitan Transportation Plan (MTP) includes a section on Maintenance & System Efficiency. The maintenance of existing roadways is the second highest priority element in the region. With the amount of truck traffic in the region for a variety of reasons, many of the roadways face a greater need for pavement replacement and upgrading. The current Pavement Management Information System (PMIS) maintained by the City of Longview and TxDOT provides an up-to-date status on the pavement conditions in the region and allows for better decision making on what kind of maintenance activity is necessary to provide a comfortable and safe transportation system. The MTP outlines goals and objectives for the region and prioritizes developing methods of maintaining existing infrastructure.

7. MTP includes a description of the (Federally required) performance measures and performance targets used in assessing the performance of the transportation system. (Ref: 23 CFR 450.324(f)(3)) Safety was the first Performance Management area to be adopted by the MPO on February 28, 2018. The MPO adopted TxDOT’s safety targets for five (5) performance measures: Number of Fatalities, Rate of Fatalities, Number of Serious Injuries, Rate of Serious Injuries, and Number of Non-Motorized Fatalities and Serious Injuries involving bicyclists and pedestrians. The focus on safety is a multi-prong approach for reducing dangerous crashes. In addition to building safer highways, there’s an emphasis to address pedestrian safety, roadway and lane departures, speeding, etc; all with the goal of reducing fatalities and serious injury crashes. In the realm of Longview’s public transportation system, Longview Transit has adopted performance management to maintain the bus system in a State of Good Repair. The Federal Transit Administration recommends Transit Asset Management practices to preserve and expand transit investments. Having well-maintained, reliable transit infrastructure such as vehicles and stations will help ensure safe, dependable and accessible services. Longview Transit has chosen to use the FTA default Useful Life Benchmark (ULB) for rolling stock and the TERM five point scale for facilities. The Longview MPO Policy Board adopted Longview Transit ULBs performance targets for state of good repair on April 26, 2017. The incorporation of PM2 and PM3 performance measures will take place upon adoption of the performance targets for specific measures, which will support better condition and safety of the transportation network, move freight more efficiently, and help with air quality.

8. MTP includes a system evaluation report evaluating the condition and performance of the transportation system with respect to the (Federally required) performance targets including progress achieved by the MPO toward the performance targets. (Ref: 23 CFR 450.324(f)(4))

The FAST Act requires that the MTP include a system evaluation report. As the Longview MPO sets targets, a baseline will be established from which to evaluate the future performance of systems. By identifying the targets, the MTP can begin to address individual factors related to areas of Performance Management: Safety, Pavement & Bridge, System Performance, and Transit Asset Management. The Longview MPO will develop goals, set targets for measures, create plans, and report results, all in an effort to make performance based decisions about how to invest transportation funding for a safer and better connected system.

9. STIP/TIPs include (to the maximum extent practicable) a description of the anticipated

effect of the STIP and TIP toward achieving the performance targets identified by the State in the long-range statewide transportation plan and by MPO in the MTP. (Ref: 23 CFR 450.218(q) and 326(d)) The Longview MPO utilizes a performance-based approach to planning roadway and highway projects to make informed decisions about how to invest transportation funding using goals and measures. The result is a better connected transportation system for the greater Longview area. The Longview MPO TIP includes widening FM 2206 from two lanes to a divided four lane roadway with a center turn lane. Traffic on FM 2206 is presently at capacity or exceeds capacity and a significant portion of this is heavy truck traffic. Future traffic volumes are projected to have 11,000 plus vehicles per day. A two lane roadway can’t handle this volume of vehicles, plus the heavy truck traffic. Widening FM 2206 will greatly improve the freight mobility in and out of Longview and for the commercial businesses and manufacturers on FM 2206 and Fisher Rd. In addition, this roadway will include a center turn lane for safer turning movements and provide pedestrian and bicycling improvements. The Longview MPO TIP includes the widening of FM 2275 and US 271 that will both improve freight mobility and safety within the MPA.

10. STIP/TIPs include a linkage from the investment priorities in the TIP/STIP to achievement

of performance targets in the plans. (Ref: 23 CFR 450.218(q) and 326(d)) A performance based planning process has been in place since 2014 when the Longview MPO adopted a project ranking criteria during the development of the 2040 Metropolitan Transportation Plan. Safety is the most heavily weighted factor when selecting long range highway projects. The MPO utilizes a performance-based approach to planning roadway and highway projects to make informed decisions about how to invest transportation funding using goals and measures. The result is a better connected transportation system for the greater Longview area. Due the fact that safety and pavement condition are two of the three highest factors in the MPO’s project evaluation criteria, the mobility projects in the 2019 – 2022 Transportation Improvement Program did meet the performance management emphasis areas.

11. Statewide plan shall include a description of the performance measures & targets and a

systems performance report assessing the performance of the transportation system. (Ref: 23 CFR 450.216(f)(1&2)) N/A (State DOT)
