The search functionality on MERX4 is predictive. As soon as you start to type in your keywords, you’ll notice a drop down of items to select from below the search field.
My Searches is where you save a typical search related to what you are looking for using the selections shown here on the left, based on the criteria you selected. Click Save Search when satisfied with the results. Provide a name and it will appear in the drop-down menu.
You have the option to refine your search by using the various categories available such as: GSIN, UNSPSC, Organization, Region of Delivery etc…
Notice also beside every section or option, a # in parenthesis. This is your at-a-glance view of how many solicitations are available in that section.

Follow an opportunity to remain aware of any activities in relation to this solicitation. You can also choose from this point if you want to Follow and receive notifications which will email you whenever an amendment is issued OR you can choose to Follow and receive amendmentswhich will send you the amendment details and documents via email when they are issued.
The Document Request List (DRL) or Plan Holders List (PHL) or Document Takers List (DTL) are found in the Notice Description/ Opportunity Abstract. All Complete subscribers can view the DRL/PHL/DTL for organizations who have enabled this feature.

Some buying organizations choose to use our Bid Intent feature. If so, you will see a button “BID INTENT” and you will be required to let the Buyer know of your intent to bid. Click the button and enter your response.
The Place Bid button is what you select when you are ready to submit your bid. You can make changes or withdraw your submission anytime before the closing time and date.
*** It is recommended to always upload your documents at least 1 to 2 hours before closing time to avoid lengthy upload time when including larger documents in your submission.
Here is the button to order the tender documents.The next screen takes you to the order basket.
If it is a physical bid submission, it will be indicated in the Bid submission type field.
***Please be certain to read all the tender document instructions on how to submit your bid to the Buying Organization.

Select your delivery method and quantity. Downloading a document is included in your complete subscription. There are additional fees associated with our other delivery methods. Click Continue.
Choose the appropriate amendment notification setting (FOLLOW). Details are available in the highlighted section below.
ORDERING DOCUMENTS
If you see that documents are a hyperlink, this means you have the Complete Subscription so you are not obligated to go through the order basket. Simply click the link and the document will download. You will still appear in the Document Request List if it is available. Otherwise, click on the order button in the top corner. This will open the screen you see here on the left.

It is at the discretion of the buying organization to choose whether or not to share the List. It may not be available for your viewing.
When enabled, The Document Request List (DRL) or Plan Holders List (PHL) or Document Takers List (DTL) allows you to view a list of all organizations that have chosen to download the document(s) for a specific opportunity.
It is also important to keep your MERX profile up to date in order for current and accurate details about you/your business appear on the list.
Many organizations use this method to provide transparency, fairness and accountability to the tendering process and create lasting business partnerships or sub-contracting opportunities.

If the Buying organization has enabled the Q&A function, you will see the Ask Questionbutton within the notice description. If you want to ask a question, click the button to ask your question. This will prompt you with a new window (below) that requests a subject and your question. Click submit and the Buyer responsible for this solicitation will either respond directly to you in the system as seen in the left screen, or they will publicize a list of questions and answers for all to see.
*If the Buyer makes the questions public, you will never see who asked the question. Which means, your details will not be published with your question should you ask one.

In your Dashboard, you can see any solicitations that you choose to follow. If a response to one of your Questions has been replied to, you will be notified in the Dashboard. The Dashboard allows you to quickly view any activities related to the solicitations you chose to follow.
Quickly access your bids in the My Bidssection. You can view or edit from the Action column.

Click on the Solicitation No. link to view the Notice description/Opportunity Abstract from a previously ordered solicitation.
To re-download the documents from a previously ordered solicitation, click on the Confirmation No. link to access the download screen.
Change your amendment setting for an already ordered opportunity by clicking Following. From there, you can also choose to unfollow a solicitation as well.
ORDERED DOCUMENTSView your history of document orders from the Reports tab, then select Ordered Documents.

AWARD DATABASEWhen posted, you can view who the contract was awarded to and in some cases, the amount for which it was awarded. Find the solicitation and select the ‘Award’ tab to view the details.
The awards database contains a history that goes back 7 years.
In this example, you can see the awardee organization and the value for which the contract was awarded.
You will find the Buyer information from the NOTICE Tab. This is the individual you may contact for a debrief (where possible). Find out where you lost points, where you did well and this may help you for the next time you decide to bid on a similar contract.
