The purpose of this database is to give all prospective suppliers an equal opportunity to submit quotations to Tshwane North TVET College.
Preference will be given to registered suppliers and in cases where suitable suppliers are not available on the registered database, Tshwane North TVET College reserves the right to source quotations of the supply of goods and services outside the database.
Certified copies of the following documents must be attached to application form:
a) A concise company profile b) Company Certificate or Shareholder(s) register; c) Tax Clearance Certificate: d) B-BBEE e) ID for all members/partners/directors. f) CIDB certificate (Only for Construction) g) CSD detailed report – banking details must be verified.
Failure to submit all the above documents will result in non-registration.
The following important notes should be read carefully before the completion of this form
1. Registration form to be completed by all businesses seeking to conduct business with TNC.
2. This form must be completed in full and signed by the owner(s) or manager or administration head.
3. Full signature is required when alterations are made in this document.
4. If the information required is not applicable to your business, clearly insert N/A in the appropriate space.
5. Mark the appropriate square with an 'X' where it is applicable to you. 6. All fields on application form MUST be completed by applicant; if the space provided is left blank,
it will be regarded as information that is still outstanding and you will not be registered.
7. The front page of the submission must be clearly marked "DATABASE" and be posted to the
below postal address or hand delivered to TNC.
8. Businesses providing information intentionally incorrectly or fraudulently will be disqualified.
9. Applicants who have been declared insolvent and wish to do business with TNC must have been
rehabilitated and provide the necessary proof thereof.
10. Businesses blacklisted by any organs of state* must first be removed or cleared from blacklist
before registration.
11. Fronting* will result in a business being blacklisted. 12. TNC has the right to visit the business premises to verify the information provided in this form. 13. Members / directors / partners / owners in service with any organ of state* management; must
declare any conflict of interest. Failure to do so may lead to disqualification or de-registration. 14. This is only a registration form for our database and does not guarantee any award of bid / contract. 15. TNC reserves the right to reject any application, which in its opinion failed to comply with the
registration requirements or criteria.

1. The supplier will be required to furnish documentary proof of the information relating
to preferences, if requested to do so.
2. If the information supplied is found to be incorrect, then Tshwane North TVET College may, in addition to
any remedies it may have:
(i) Disqualify the supplier/contractor for a particular bid/contract/project it may be
considered for, or which had been awarded to the supplier/contractor;
(ii Recover from the supplier/contractor for all costs, losses or damages incurred or
sustained by Tshwane North College as a result of breach of contract;
(iii Cancel the contract and claim any damages which Tshwane North College may suffer by favourable
arrangements after such cancellation and/or;
(iv De-register the supplier registered on the Supplier Database
3. A registered supplier MUST notify Supply Chain Management Office of any changes to information
supplied on this form. Failure to do so may result in such a supplier being removed from the Supplier
database and / or the cancellation of contracts awarded to the supplier, on the basis of
misrepresentation.

Annexure 6- terms and conditions
1. Please do not deliver any goods and/or services without receiving an official order from TNC. Goods must be delivered only to Assets Controllers
2. All quotations must be on a company letterhead and include your company details, VAT number, date of the quotation and the expiry date of the quotation. Please indicate the sales person name on the quotation and sign the quotation.
3. TNC's order number and VAT number must appear on the Delivery Note and Tax Invoice. Any Tax Invoices and Delivery Notes without an order number will be ignored and returned to your company. Tax Invoices without order numbers are seen as private agreements between individual(s) and the Supplier.
4. The seller shall bear the risk of goods being damaged, lost or destroyed until delivery to TNC is effected and receipt thereof is acknowledged.
5. The seller shall make provision for suitable packaging and preservation in all quotations. Unless otherwise stated all packaging containers and material shall become property of TNC upon delivery.
6. Unless otherwise stated, all goods shall be new and of the best quality. Goods shall be subject to approval by TNC at all times. The seller shall not be released from its obligations in respect of suitability of the materials and / or the quality of the goods by reason of the fact that TNC made no objection, even though the said goods may have been inspected by TNC or by reason of the fact that delivery thereof was taken by or on behalf of TNC.
7. Should the seller be unable to fulfil its obligations in terms of the order; it shall advise TNC to the effect in writing. In which case TNC reserves the right to cancel the order and to purchase the goods from another supplier. The Seller may be obligated to compensate TNC for any differences in the cost.
8. In as much as delivery of the goods may require the Seller or its authorized agent to enter TNC's premises, the Seller shall ensure that such precautions as are necessary to protect life and property anywhere on TNC's premises are taken, and the Seller shall be liable to TNC for injury to any person, or damage to TNC's property caused by or incidental upon negligence or default on the part of the Seller or its authorized agent.
9. No alterations to an order may be made without the written approval of the Procurement Department of TNC.
10. Part deliveries will be accepted only under exceptional circumstances. Payment thereof will be made only when ALL goods / services have been delivered.
11. TNC reserves the right to cancel any order in the event where the goods or services are not delivered by the agreed date.
12. It is a strict TNC requirement that all prospective Suppliers must complete a Supplier List Application form in full to be registered on its database.

15. Should the Seller accept the order, or should the order not be returned within 10 days of the date thereof, it shall be assumed that the conditions as set out in the paragraphs above are binding.
16. It is the Suppliers responsibility to inform TNC of any changes of contact details, company details or banking details and to submit all expired documents annually. Failure to adhere to the above will lead to the Supplier being made Non-Active on TNC's Supplier Database.

Legislation:
Procedures are set out in the Accounting Officers Procurement Procedures (AOPP)
as referred to in the Public Finance Management Act, 1999 (Act 1 of 1999)(PFMA), to
give all prospective suppliers an equal opportunity to submit quotations to a State
Department.
Terminology:
Commodities:
The commodities the company wishes to be registered for as a supplier. Please define
your principal business to a maximum of 10 commodities.
Trade Names:
The trade names that the company own or distribute, which you wish to be registered for.
Owned:
Having all the customary elements of ownership, including the right of decision-making
and sharing all the risks and profits commensurate with the degree of ownership interests
as demonstrated by an examination rather than the form of ownership arrangements.
Historically Disadvantaged Individuals (HDI):
For the purpose of registering as a supplier for TNC, the refutable presumption shall be
made that SA citizens who fall into population groups that had no franchise in national
elections prior to the introduction of the 1983 and 1993 constitution are Historically
Disadvantaged Individuals. It is incumbent on individuals to demonstrate their claims to
fall into such population groups on the basis of identification and association with and
recognition by the members of such a group.
Women:
A female person who is a SA citizen.
Disability:
In respect of a person, a permanent of physical, intellectual, or sensory function,
which result in restricted, or lack of, ability to perform an activity in the manner, or
within the considered normal for a human being.
Establishment of HDI / Women Equity Ownership in an enterprise:
Equity ownership shall be equated to the percentage of an enterprise which is owned
by individuals, or in the case of a company, the percentage shares that are owned by
individuals who are actively involved in the management and daily business operations
of the enterprise and exercise control over the enterprise, commensurate with their
degree of ownership.
Fronting:
Companies with no Black Economic Empowerment (BEE) status illegally claiming to
be headed by previously disadvantaged individuals* and claim false BEE credentials
in order to win tenders/contracts.
