1. The tenderers shall place the Earnest Money instrument, Part I of Tender (Technical) andPart II of’ Tender (commercial) in three different sealed envelopes marked ‘EarnestMoney’: `Part I of Tender (Technical)’ and `Part II of Tender (Price schedule)’.Commercial terms and conditions, if any, shall be attached to Part-I. All the Three envelopsshall then be placed in another sealed envelop and submitted to the Purchase Officer,SAMEER-Centre for Electromagnetics, 2nd Cross Road, CIT Campus, Taramani, Chennai-600 113.

2. The officer opening the Tender shall first open the envelope marked ‘Earnest Money’. If theEarnest Money instrument is found to be in order, only then the officer shall proceedfurther with the opening of Part I of Tender (Technical). In case the Earnest Money is notdeposited or is not in order, the tender shall be returned to the tenderer unopened either onthe spot, if the tenderer is present, or later by post. Only a mention to this effect shall bemade in the tender opening register.

3. Part II of Tender (Price Schedule) will be opened only if the Part I of Tender (Technical) isin order. The date and Time of Part II of Tender opening will be intimated to thosetenderers who have been shortlisted by the evaluating committee..

4. Tender document in full should be returned along with the offer. No correction should bemade. No additional writing in Tender documents is permitted and it will lead to rejectionof the under. 7. Deviation if any can be brought out in a separate sheet with supporting document.

8. The complete system should be ready for acceptance testing at factory with in 60 days ofthe confirmed order / or better of indent.

9. All the equipments supplied should be under warranty for a minimum period of 12months from the date of final commissioning and all the faults, failures, malfunctioningetc. should be attended within 48 hours, including free replacement of components /devices.

10.The equipment is to be delivered and installed at CHENNAI and the vendor should clearlyindicate the spare and service support available at CHENNAI.

11. All the tools, special tools, test instruments, labourers etc., for the installation andcommissioning to be arranged by supplier.

12. Acceptance tests at factory for the complete panel will be conducted by DepartmentEngineers for which supplier shall arrange for the same intimating the date for tests 15days in advance.

13. The price quoted should include packing, forwarding, insurance, transportation to site, alltypes of taxes and duties, loading, unloading and other handling charges, hire charges forcrane or any other loading / unloading and shifting machinery, labour charges, installation,testing, commissioning, other incidentals and technical support till acceptance, all suchcharges to be indicated as lump sum only.

14. No ‘C’ or ‘D’ form will be issued by SAMEER

15.Beyond warranty, list of consumables, spares and tools required for day-to-daymaintenance and servicing of BREAKER Panel may be enclosed with the offer.

16. Supplier should strictly follow the safety and security norms and regulations enforced bythe department at site.

17. The quote should be very clear about the specifications, scope of supply and scope ofwork and give a compliance statement serial number wise as given in the tenderdocument and also clearly indicate deviations if any.

18. Specification and performance details of the Single Breaker Panel offered shall beprovided as per the list enclosed, additional information / details also shall beincorporated wherever needed.

19. In respect of all labour directly or indirectly employed in the works for performance ofcontractor’s part, the contractor shall comply with the CPWD Contractor’s Labourregulations made by Government of India from time to time in regard to payment ofwages and implementation of safety norms and settlement of claims.
