Reading Sufficiency Act Survey A child count system for K-3 in the support of the RSA act. Planned for

elimination with student level data within the next few years.


School Personnel Records A framework that assists districts on reporting their personnel to meet

data gathering requirements that support a myriad of other programs,

partnerships, and funding opportunities. It includes secure upload for

districts to upload the school personnel lists, which uploads into the SPR

application itself, which then requires certification. Otherwise, districts

can add manually the list of personnel, their salaries, certification

information, and support staff. Support staff and some other

certification information may not yet be available in other systems.


Special Education Child Count Special Education - Child Count. Exists primarily for the purposes of

districts that are not on SEAS, for child count and aggregate sum

purposes. (Districts that are on SEAS upload student level data into the

State's Special Ed Child Count system from the SEAS database. All

federal and state mandated reports for OSEP are pulled from this data.

If all districts used SEAS, the reports could be pulled from their system.)


Technology Plan Management System An auxiliary tool that supports 21st century education technology

planning, the Technology Plan Management System provides an

alternative method for districts to collaborate with the State

Department of Education on elevating technology support for

education, both within the classroom and without. Includes an upload

tool for tech plans that does not require manual entry (upload of

structured files) to fulfill the needs of the Oklahoma Annual District

Technology Survey application.


Testing Status Application A small, simple application that helps districts handle corrections and

updates to Oklahoma standardized testing. Districts can submit to SDE

an invalidation or correction for their students for the results of their

standardized OMAAP and OCCT. This may be rendered redundant when

we move to CTB/McGraw-Hill


WAVE - PreCode Core Curriculum Testing Precode. For OCCT, this takes SIS data and

submits it directly to the OCCT vendor for the district. Allows districts to

view their students who will be precoded and submitted, and then

requests certification of this data prior to the due date. Eases the

burden on teachers and administrators by providing a method to

confirm their students so that standardized test vendors have an

automated feed of student information.


WAVE - State Reporting Certification A series of reports that assists districts in certifying good, clean data,

with an emphasis on consolidating and reducing the burden on districts

for State and Federally mandated reporting. Provides a grid for data

certification in the Wave that shows what data the Districts have

submitted that is pulled for specific, consolidated student-level reports.


WAVE - Student Transfer System Provides a method to ease the transfer of students between districts

throughout Oklahoma.


Title IV - Safe and Drug Free Schools Title IV is no longer federally mandated, even though some of the

information in this collection is still mandated by EDFacts.


Special Education Application System A robust architecture of tools provided at no cost to districts to

Client Services (FACS) is the software used by OKDHS staff to update and

maintain Family Support Services Division (FSSD) case information. The

first version of FACS went to production in December, 1996. The

software is now considered to be a legacy application. FACS is a

client/server based application (which means that it runs from the local

county office server) as opposed to a web based application (which

would run using web technology from one central site). Most new

generation software development is done with web based software

(such as .net (dot net) or C# (C Sharp)). FACS serves as a front end to the

PS2 system. PS2 stands for “Payments and Services 2” It is an arbitrary

name given to the collection of databases, programs, transactions,

modules, and functions that are directly related to Family Support

Services Division benefits and services. The PS2 system is called a

WMIS - Wavier Management

Information System

ADvantage Waiver Management System for Aging Services, WMIS-

Advantage Program. Supports program that allows recipients to receive

care at home. WMIS is an application that supports both the tracking of

administrative and care activities for individuals on Medicaid who have

been qualified for the ADvantage program. Tracking is performed by the

ADvantage Administration Unit (AAU) within Aging Services.

Qualification of OKDHS applicants for the ADvantage waiver is done

through an assessment (Uniform Comprehensive Assessment Tool).

Once that assessment is complete and the individual is eligible, tracking

is completed through WMIS. Services that are tracked and statused

include: adult day health care, case management, consumer directed

personal assistance services and supports, home delivered meals, home

modifications, hospice, occupational therapy, personal care, physical

therapy, prescription drugs, specialized equipment and supplies, speech

therapy, supported restorative assistance. In addition, the AAU handles

questions from the public regarding policies, procedures, programs

available and issues with members and providers. The business value of

WMIS is that it performs the necessary functions to provide data and

compliance with Section 1915(c) of the Social Security Act and it

provides cost-efficient tracking of services to Oklahomans who qualify

for ADvantage. The ADvantage Program of the Home-and Community-

Based Services provides Medicaid services to help people stay at home

instead of going to a nursing home. The program assists frail elders and

adults who have physical disabilities. WMIS is an application that

supports both the tracking of administrative and care activities for
