This letter report has been prepared by Arcadis of New York, Inc. (Arcadis) on behalf of the General Electric Company (GE) to summarize the activities performed and results of the 2016 surface water sampling in Tributary T11A and the Valatie Kill located in the Town of Nassau, Rensselaer County, New York. The activities described herein were completed in general accordance with the Phase 1 Remedial Investigation (RI) Work Plan originally submitted to the United States Environmental Protection Agency (USEPA) on January 22, 2014 and last revised on June 1, 2015, which was approved by USEPA on August 6, 2015.

BACKGROUND

GE submitted to the New York State Department of Environmental Conservation (NYSDEC) on December 22, 2010 a Statement of Work (SOW) to implement an expanded surface water monitoring program within the western drainageway between the Dewey Loeffel Landfill and Nassau Lake, including the collection of surface water samples on three occasions at several locations using methods that result in lower detection limits than those used previously. This was proposed to better assess the transport of polychlorinated biphenyls (PCBs), including into and out of Tributary T11A, and the potential implications for PCB concentrations in fish. NYSDEC approved implementation of this SOW in a June 9, 2011 email.

Surface water samples were collected during three events on July 6, July 29, and September 13, 2011. A letter report that summarized the activities performed and results of the surface water sampling was submitted to NYSDEC and USEPA on November 1, 2011. For reference, Tables 1 through 4 from the 2011 letter report are presented in Appendix A.

Surface water samples were collected during three events on June 7, October 5, and November 1, 2012. A letter report that summarized the activities performed and results of the surface sampling was submitted to NYSDEC and USEPA on December 20, 2012. For reference, Tables 1 through 4 from the 2012 letter report are presented in Appendix A.

Surface water samples were collected during three events on June 24, July 25, and August 21, 2013. A letter report that summarized the activities performed and results of the surface sampling was submitted to NYSDEC and USEPA on November 14, 2013. For reference, Tables 1 through 4 from the 2013 letter report are presented in Appendix A.

Surface water samples were collected during three events on June 11, July 30, and October 24, 2014. A letter report that summarized the activities performed and results of the surface sampling was submitted to NYSDEC and USEPA on March 16, 2015. For reference, Tables 1 through 4 from the 2014 letter report are presented in Appendix A.

Surface water samples were collected during three events on September 16, October 5, and November 4, 2015. A letter report that summarized the activities performed and results of the surface sampling was submitted to NYSDEC and USEPA on January 29, 2016. For reference, Tables 1 through 4 from the 2015 letter report are presented in Appendix A.

2016 SURFACE WATER SAMPLING ACTIVITIES

Surface water samples were collected during three events on June 24, October 14, and November 28, 2016 in Tributary T11A and the Valatie Kill to assess PCBs in surface water at several locations relevant to the ongoing fish monitoring program. The surface water samples were collected at the following 14 locations shown on Figure 1:

The samples were collected under a range of flow conditions in the Valatie Kill associated with the months of June, October, and November 2016. During each sampling event, an instantaneous flow measurement was taken using a weir installed in May 2016 as per the Phase 1 RI Work Plan in Tributary T11A (near sampling location 5). Also, an instantaneous flow reading was taken in the Valatie Kill at the United States Geological Survey (USGS) Gauging Station 01360640 located near Area 28 (near sampling location 8). These flow rates are summarized below. For comparison purposes, the maximum, average, median, and minimum flow rates in the Valatie Kill for each sampling month based on meter readings taken every 15 minutes in the Valatie Kill at the USGS Gauging Station are shown.

Surface water grab samples were collected from mid-stream and mid-depth at each of the 14 locations using two 1-liter amber glass containers provided by the analytical laboratory. Samples were collected in a downstream to upstream direction to minimize the effect of any stream disturbance.

To assess the precision and accuracy of the field sampling and analytical methods, quality assurance/quality control (QA/QC) samples were collected during each sampling event including one blind field duplicate along with one matrix spike/matrix spike duplicate (MS/MSD) sample pair. All samples were packed in a cooler with ice for hand-delivery using standard chain-of-custody (COC) procedures to Pace Analytical Services, Inc. (Pace) of Schenectady, New York.

The samples were identified using a unique location and date-based system. The sample identification used the sample location followed by the date of the sampling event. The prefix SW for surface water was used for all samples (e.g., SW-03U-062416). Blind field duplicate samples were labeled with a similar identification, but included “DUP” after the SW prefix rather than the sampling location (e.g., SW-DUP-062416). Copies of the field log sheets are presented in Appendix B.

LABORATORY ANALYSES AND RESULTS

This section presents a summary of a method detection limit (MDL) study originally performed in 2011 and updated in 2015 to support use of the low-level USEPA Method 8082 for PCB quantification, followed by the results from the three surface water sampling events in 2016.

MDL Study Results

The MDL study was completed by Pace using laboratory reagent grade water and utilized Aroclors 1221, 1248, 1254, and 1260, which were the Aroclors that were reported in the surface water sample results. For each Aroclor, the MDL study included seven or eight replicate extractions on a primary column and secondary gas chromatography column confirmation. This study resulted in MDLs of about 0.001 micrograms per liter (µg/L) per Aroclor with a practical quantitation limit (PQL) of about 0.005 µg/L per Aroclor as shown below.

These PQLs of about 0.005 µg/L are about an order of magnitude lower than the

0.050 µg/L PQL per Aroclor achieved in surface water samples prior to 2011 from

Tributary T11A and the Valatie Kill using the standard USEPA Method 8082. The

lower MDLs and PQLs were achieved by doubling the sample volume (i.e., two

liters rather than one liter), decreasing the extract concentration volume (i.e., from

ten to two milliliters [mL]), and using a calibration curve low standard of 0.005

micrograms per milliliter (µg/mL). The MDL study is summarized in Appendix C.

Surface Water Sample Results

A total of 45 surface water samples (including three blind duplicate samples) were collected at 14 locations in Tributary T11A and the Valatie Kill, and submitted to Pace for analysis of total PCBs in accordance with low-level USEPA Method 8280 and total suspended solids (TSS) in accordance with Standard Method (SM) 2540D. The surface water data from these three sampling events are presented in Tables 1 (summary), 2 (June 24, 2016), 3 (October 14, 2016), and 4 (November 28, 2016). Copies of the laboratory reports from the three sampling events are provided in Appendix D.

Summary statistics for total PCBs and Aroclor 1260 (the primary Aroclor quantified in past sampling of soil/sediment at the site) from the three surface water sampling events are presented below. Where duplicate samples were collected, the results of the sample pair (i.e., the original sample and its duplicate sample) were averaged before calculating the arithmetic means, geometric means, and medians. Also, in calculating the arithmetic means, geometric means, and medians, each non-detect (ND) sample result for Aroclors 1221, 1248, 1254, and 1260 was represented by zero.

The data in the tables below show that the concentrations of total PCBs and Aroclor 1260 in and above Tributary T11A are generally about an order of magnitude or more greater than the concentrations in the Valatie Kill downstream from the confluence of Tributary T11A. Total PCB concentrations in surface water ranged from less than 0.005 µg/L at all sampling locations in the Valatie Kill Above and Below (except sampling location 7D) the Confluence with Tributary T11A during the third sampling events to 0.432 µg/L at sampling location 3 (Upper Third of Tributary T11A) during the second sampling event.
