uly was such a big month as far ascelebrations go. It’s really is the startof summer, as the weather reallywarms up around this time.

We also have some of Surrey’sbiggest events happen during themonth of July. Specifically, I am talk-ing about the City of Surrey’s CanadaDay celebration and the FusionFestival.

I am proud to say that not onlyam I a proud supporter and spon-sor of both of these events but I alsohelp organize the India pavilion atthe Fusion Festival. Volunteering asan organizer has really helped meunderstand some things about Surreythat I’d like to share with the Now’sreaders.

So many times we see articlesabout how different we are as a com-munity and how little we integrateourselves.

The Fusion Festival shatters thisperception. It is a role model for allcities to help bridge community dif-ferences and help create culturalunderstanding.

I grew up in Surrey, so I know firsthand the changes that have happenedin the last 37 or so years.

I have experienced the beauty ofthis place, as well as the ugliness ofhatred. I have personally experienceda lot of racism in Surrey as a child.No, not the typical name calling,but more severe physical incidencesinvolving hospital visits from assault– as early as the age of 10.

But this place is my home, and hasraised me to be the individual whoI am today: someone proud of hisheritage, culture and yes, his city.

Racial hatred was common for

new immigrants in Surrey – I say wasbecause things have come a long,long way.

It’s not perfect, but I can say thatthis city has grown up a lot overthese years. Immigrants – and peopleof colour in general – have a lot ofresources and support to help themin times of need regarding racialproblems.

This brings me to the festival that Iam so passionate about – the FusionFestival.

What a wonderful concept, tobring together cultures to help themunderstand one another, not moldthem or melt them together, but justbring them closer together. This wasits mission and this is its success.

I have to congratulate our MayorDianne Watts and Coun. BarinderRasode for continuing this amazingand important event that was startedthree years ago under the guidanceof Mayor Watts, Coun. Mary Martinand council members.

In its first year, I was a somewhatskeptical organizer of the India pavil-ion, as I wasn’t so sure if Surrey wasready to openly experience all thecultural richness it has hidden away.But to my surprise and delight thefirst year was a monumental success.What surprised me even more, nearlyto the point of tears, was the responsethat the people of Surrey gave to ourIndia pavilion.

You see, I am a proud turbanedSikh. I have struggled and watchedmy community struggle to maintainits identity for years. As a Grade 7student at Betty Huff Elementary inSurrey, I decided it was the right timeto start wearing the formal turban I

wear today to my school.To my sadness, the other students

weren’t ready. In fact, there was aresentment toward my turban andat the first lunch break, a few of theother boys thought it would be funnyto go home and grab some eggs andegg me on the head.

I was already feeling very insecure,and this act caused me to delay wear-ing the turban until junior high. (Ifyou’re reading this, I hope you boysrealize that “egging” me only mademe value my turban even more and Iwould hope you regretted the act.)

In my eyes, mainstream societydidn’t understand or want to under-stand how important the turban isto a Sikh or someone of the Punjabicommunity.

Which brings me back to theFusion Festival – part of our pavil-ion experience was dedicated toturban tying. This was something Iwas proud to bring to the event, butwasn’t sure would be a hit as the firstday of the festival approached.

Believe me, the egging incidentkept coming into my thoughts; wouldmainstream society mock the turbanas was done to me years ago? Was allthis fusion too early? Would there beno interest in having a turban tied?I had so many doubts and so manyworries.

What happened that first day ofthe Fusion Festival brought me toa new level of happiness I neverthought I could experience – the tur-ban tying was the most popular event.Our turban tying lines were longerthan any other.

I had a grin from ear to ear theentire day. The people of Surrey

showed so much support and interestthat I was overwhelmed with emo-tion.

By the end of the festival, wellover 2,000 turbans were tied. Turbanswere tied on men, women, children,seniors and families.

We even had all the stage crewdisplaying their turbans with respectand pride – the truest form of culturalunderstanding.

The 2009 and 2010 festivals wereno less of a success, with the turbantying being one of the most popularevents.

I suppose understanding happenedat all levels. The residents of Surreywho tied a turban gained the experi-ence and respect of what Sikhs gothrough to tie their turbans, plus theextreme value Sikhs place on theturban.

But what surprised me was theunderstanding I gained about thegood people of Surrey, how thingshave changed for the better. I firmlybelieve now that it is time thatwe nourish events like the FusionFestival.

Of course, without direction andleadership none of this is possible,and I have to say that Mayor Wattsand Coun. Rasode (the chair of theFusion Festival and someone whoreally went out of her way to makethis a success) and the rest of our citycouncil should be congratulated onthe festival’s success.

As well, I’d like to personallythank the staff of events departmentat City of Surrey, Mary, Dan andMelissa – you guys (and gals) are thebest! Thank you. I can’t wait untilnext July.

SURREY – A Whalley man was hit witha Taser Wednesday night when he threat-ened police with a rifle.

Surrey RCMP officers were called toa residence in the 9400-block of 133AStreet around 8:30 p.m. to investigate adomestic dispute report. A woman livingin the home told police her common-lawhusband had slashed her tires and wasthreatening her with a rifle.

When police arrived, they found thewoman and her four children in thedriveway where the armed man was seen

to approach them. Officers repeatedlyordered him to drop the weapon, but herefused.

When he began pointing his rifle atpolice, he was taken down with a stungun and taken into custody. No one wasinjured.

Officers seized the .22 rifle the suspectwas carrying and another rifle found inthe home. He faces a number of weaponscharges along with assault and mischiefcharges.

SURREY – CityCoun. BarbaraSteele is jazzedabout plans to createa regional park at Surrey Bend.

“It’s going to be beautiful,”Steels said.

“It’s going to be like theStanley Park of South Fraser.”

The city and Metro Vancouverwill ante up $350,000 apieceto finance the planning of thenew park. Once it’s built, MetroVancouver will manage thepark, offer programs like natureinterpretation, guided walks andbylaw enforcement. Park operat-ing costs will be borne by theregional district.

Surrey Bend is a 348-hectare(860-acre) complex of parks andprotected areas on the FraserRiver at the north end of 104thAvenue. Both the city and theregional district have been buyingland at Surrey Bend since 1995.

The park plan, developedthrough consultation with a var-iety of stakeholder groups andinput from three public meet-ings, will include a trail network,washrooms, a picnic area, a view-ing platform and a dock. It will

also have a children’s nature playarea and the future constructionof a pedestrian/bicycle overpassover the railway tracks is alsobeing considered.

The plan also allows for theprotection of large areas of bog,forest and shoreline habitat andthe water system that createdthose ecosystems.

“Surrey Bend is an integralcomponent of our ecosystem,home to many natural habitatsand important species of life,”Mayor Dianne Watts said.

“We need to protect and studythis sensitive area, while allowingmore people to enjoy the beautyof nature.”

The Metro Vancouver boardwas to vote on the plan lastFriday after the Now had gone topress. If the project is approved,additional hydrologic and geo-technical studies will be conduct-ed and detailed design will startnext year. Construction wouldbegin in 2012.

In the meantime, the existingpark is open and visitors maywalk the informal trails from104th Avenue.

SURREY – Citycouncil has sent staffback to the drawingboard to find emer-gency access to Crescent Beachthat can’t be blocked by trains.

There are just two roads lead-ing into the South Surrey villageand both intersect the BurlingtonNorthern Santa Fe rail line thatwinds around the SemiahmooPeninsula on its way to and fromthe U.S. The roads are a mere 500metres apart and can be blockedwhen long trains pass throughtown.

In 2007, a train broke down inCrescent Beach and both accessroads were blocked for severalhours. Residents, afraid they’ll beleft high and dry in an emergency,have been lobbying city hall fora third road in that doesn’t crossthe railway.

On Monday, council receiveda staff report rejecting a proposedroute under the BNSF trestle atthe nearby marina on the groundsit would be expensive – some-where between $500,000 and$1.5 million depending on thescale of the work – and liabilityinsurance would also be pricey.The report said the likelihood

of both roads being blockedagain was slight, but council wasuneasy at rejecting outright anemergency road.

“Coun. Judy Villeneuve askedto have the report sent back tostaff,” Coun. Barbara Steele said.“Council voted to send it backand ask staff to find another solu-tion.”

Villeneuve, who lives inCrescent Beach, pointed outthat hundreds, if not thousands,of people descend on the vil-lage beaches every summer. Shealso said when long trains passthrough, the two existing roadsare blocked for as much as 10minutes.

“If someone’s in a life or deathsituation,” she said, “that doesn’tbode well. I just don’t think we’dbe acting in a responsible way ifwe say ‘no’ to this.”

Mayor Dianne Watts agreed,saying she means to see theaccess built, one way or another.

This year’sbad timingaward has togo to EnbridgeInc., the lat-est oil com-pany to becomeenmeshed ina public rela-tions nightmarecaused by a leak in one of its pipe-lines.

I wrote in this space a coupleof months back that Enbridge’sbid for approval of its NorthernGateway pipeline from Alberta toKitimat would be a hard sell, fromboth political and environmentalperspectives.

That hard sell has now becomenear impossible, as public outrageover the BP oil spill in the Gulf ofMexico and now Enbridge’s ownspill in Michigan may be sound-ing the death knell of Enbridge’splans.

While its Gateway pipeline willstill go through a federal environ-mental process, it’s almost impos-sible to believe the Harper govern-ment will give the final go-ahead.While there is some local supportfor the project, based on its jobcreation potential, the oppositionis more organized and vocal.

First Nations firmly oppose thepipeline, and the Michigan spillwill heighten concerns about thesame thing happening in this prov-ince.

Enbridge has been criticized forits inadequate response to the spillof 3.1 million litres of oil into theKalamazoo River, creating a 50-kilometre slick that threatens todrift into Lake Michigan.

As well, it has been accused ofignoring concerns that its pipe-line had seriously deteriorated.Not exactly the kind of publicityEnbridge needs as its pushes tobuild another such pipeline here.

The spill in Michigan tookplace in a populated area thatis relatively easy to get to forcleanup. But the proposed north-

ern pipeline runs through remote,pristine wilderness where access isanything but easy, thus presentinga nightmarish scenario of a similarleak occurring in a place where aclean-up response may almost beimpossible.

But before all the anti-Gatewayfolks get too excited, rememberthis: Alberta’s dirty tarsands oilwill still be shipped to Asia (nota-bly China) and that means poten-tially even more oil being loadedand shipped out of Vancouver.

That could translate into evenmore tanker traffic throughBurrard Inlet and the Juan de FucaStrait. Tankers have been plyingthose waters for decades, and traf-fic is already up significantly thepast few years.

For now, the tankers have car-ried oil from the Kinder Morganpipeline that extends from Albertato Burnaby. One of the trickiestparts of the ocean voyage occursearly on: navigating through theSecond Narrows in Burrard Inlet,which is just 121 metres wide andnot very deep.

The BP oil spill understandablyhas everyone concerned aboutoil drilling and has revived awfulmemories of the Exxon Valdezdisaster in Alaska. Many people

have called for a ban on tankertraffic, period.

But those who want to kill allthe pipelines and beach all the oiltankers are ignoring an essentialpart of the picture – we depend onoil for our state of living. To thinkotherwise is to ignore reality.

That’s not to say we shouldn’ttry to wean ourselves off of oildependence, but that will takemany, many years and require ahuge shift in our social behaviour.There is a hypocritical streakembedded in many of the moralarguments against oil usage. (Forexample, how many people whoattend anti-oil protests take diesel-burning transit or gas-fueled carsto get there?)

The Alberta oil sands are anenormous financial investment forthe companies involved up there.They are not going to walk awaybecause a pipeline doesn’t get builtto Kitimat.

Rather, the dirty oil will find away out of the province – and thatstill means cutting through B.C.– either through the existing pipe-line or, more likely, via tanker railcars — and likely into the Burnabyrefinery.

And that will mean more tank-ers cruising past Vancouver,

the supposedly green capital ofCanada. Kitimat’s loss is not nec-essarily Vancouver’s gain.

Oil spills do happen. Let’s justhope and pray one doesn’t occur ifa tanker runs aground or collideswith something in Burrard Inlet orout in the waters surrounding theGulf Islands.

If it does, we’ll have a toughtime continuing to brag aboutbeing the “best place on Earth.”Oil-soaked beaches along StanleyPark aren’t exactly the kind ofimage that goes with that claim.

The Editor,After more than 30 years of

debate and uncertainty, the Cityof Surrey has moved to imple-ment its own policy on second-ary suites in single-family homes.

As a member of this commun-ity for most of my life, I havewatched, listened and partici-pated as a citizen in the debatearound the issue of secondarysuites.

Ultimately, as a city council-lor since 2005 I, along with theentire council, have struggled tofind the best solution to an issuethat effects us all but has goneunresolved for decades, a polit-ical football tossed off by genera-tions of councils before this one.

As with our predecessors,we were aware that it was timecouncil took the leadership rolefor which we were elected and

produced a secondary-suite pol-icy based in reality. The differ-ence is that this council acted,recognizing that the approval ofthis policy will provide a respect-ful, safe, affordable, and varietyof housing choices for peopleseeking rental accommodationsin our city. Furthermore, withhomeowners now able to effi-ciently install or convert existingnonconforming suites to legalsuites, home ownership becomesmore realistic for many citizens.

As well, this bylaw recognizesthe important human element ofallowing extended families to livetogether.

It should be noted that thepolicy direction adopted bycouncil is the result of extensivepublic consultation. As part ofthe dialogue with citizens andcommunity groups, council

undertook a city-wide Ipsos Reidpoll to gauge public response tothe long-time issue.

According to the survey, 63per cent of Surrey residents agreethat allowing one secondary suitein a single-family home is a posi-tive, progressive step for the city.

The decision to move forwardwith a secondary suite bylawwas a necessary one. I applaudstaff for their due diligence inlooking for best practices in thisarea from other Lower Mainlandmunicipalities, all of which haveexisting secondary-suite bylaws,and taking those ideas and, inmy opinion, improving uponthem with a uniquely “made inSurrey” approach.

Finally, I commend my fel-low councillors for unanimouslytaking the correct step in mov-ing forward with a bylaw that

brings Surrey in line with boththe wishes of its residents andthe policies of our neighbouringcommunities. After 30 years ofuncertainty, Surrey can moveforward with the confidence thatthe wishes of the majority of itscitizens have won the day on anissue that affects us all.

Congratulations to the City ofSurrey for helping ensure thathousing prices will keep climbinghigher and out of the price rangefor the average first-time buyer.

Now that secondary suits areno longer illegal, there is moreincentive for people to purchasethe smaller, more affordablerancher homes, in order toknock them down and build alarger home – big enough for atleast one suite.

When destroying these per-fectly good, yet smaller olderhomes, the lower-priced homesare taken out of the real estateinventory forever. These moreaffordable homes will bereplaced with larger and far moreexpensive homes. As the averagehouse price rises, more peoplewill be forever stuck renting thebasement suites of these megahomes instead of being able toafford their own home.

When Evelyn Zaklanretired from a 30-yearteaching career, it didn’ttake her long to work with young kids again.

She volunteered her time in classroomsfor the first couple of years after retirement,and then discovered the joys of being adocent at Surrey Art Gallery.

“It seemed like a really good opportunity,an interesting volunteer position,” said theformer Kindergarten teacher.

Today, with a dozen years under her beltas a trained guide at the gallery, Zaklan isamong the longest-serving such volunteers atthe Bear Creek Park facility, located not farfrom her home in Newton.

As a docent, she is constantly challengedto understand new art and how to appreci-ate it.

“It’s a learning experience for me, too,”Zaklan told the Now. “Every three months,down goes a show that we just got comfort-able with, and then a new one comes along.It keeps us challenged. I think that’s why wedocents stay, because it’s something differentevery day.”

Surrey Art Gallery is currently searchingfor more docents, to add to the roster of twodozen trained volunteers who share a pas-sion for art and education. A training pro-gram begins in mid-September; applicationsare encouraged before Aug. 20.

The program involves 30 hours of vol-unteer time each month for the first threemonths of training, then 20 hours monthlyduring the school year. Docents must be 19years of age or older.

Tour groups typically range fromKindergarten age to Grade 5, and docentsare expected to lead one session per week.

“Because I live so close to the gallery, Ican come do a couple of tours a week,” saidZaklan.

During the school year, docents meetevery two weeks on a Monday morning forthree hours — “classroom” time with gallerystaff and the artists whose work is exhibitedthere.

“They’re so enthusiastic about the art,”Zaklan said. “They pass that on to us, andwe try to pass on that enthusiasm to thechildren.… We often have works created bystudents hanging in the gallery, so I tell themthat they too could have their (art) in thegallery. That tends to excite them.”

More than anything, docents at the gal-lery help young students respond to originalworks of art.

Zaklan is not an artist.“I have tried it, but I’m better at appreciat-

ing it.”One of her favourite exhibits of recent

times was the touring Quilt of Belonging, amassive tapestry that involves the multicul-tural creations of people from all corners ofCanada.

“It was so much fun to tour the children

through that exhibit,” Zaklan recalled. “It gotthem talking about their racial and ethnicheritage. Each little piece was a work of art.”

She highly endorses the docent experience— including its “lovely social group” aspect— at the gallery, which focuses on art madesince 1975.

“It’s contemporary art — that’s the man-date of the gallery, so some of the art is a bitoff the wall — quite literally,” Zaklan said.“The tech lab is often a challenge, but it’s alearning experience and the artists are thereto enlighten us.”

Close to 60 hours of film workpaid off for John Banovich, whoseefforts landed him a new truck.

The South Surreyite is the grandprize winner in the “Win a 4RunnerVideo Contest” staged by ToyotaCanada.

His creative entry, whichinvolved an imagined first timebehind the wheel of a 4Runner, wastops among nearly 200 entries fromacross Canada. Basically, the videois about a guy who loves the truckbut doesn’t have one — and goes to

the woods making truck noises.The video “captured the enthusi-

asm of Toyota truck owners in atruly humorous way,” said StephenBeatty, managing director at ToyotaCanada.

Banovich is a film director andcinematographer who has frequentlypressed into service a 2001 ToyotaTacoma for his GreenEarth Filmsproductions.

“It’s been the backbone of mywildlife and nature cinematographywork, in lots of places,” Banovich.

Naturally, his goal was to the winthe video contest.

“We believe in the product, that’sthe key,” he said.

The winning video is postedonline at johnbanovich.net/media/practicing4runner.mov.

Banovich made the comedySharp as Marbles in 2007. He is alsoknown for his work with MothersAgainst Drunk Driving, followinghis near-death car crash involvingan impaired driver in 1997.

Calgaryis sleepingsoundly in thepitch-black ofan early fall morning whenthe Rocky Mountaineertrain pulls out of UnionStation. It’s 6:15 a.m. andmost passengers are blearyeyed but for the jumpstartof coffee, lulled into inertiaby the fast movement ofthe train as we zip throughthe darkness en route toBanff. When the morninglight creeps in, there aretowering mountains oneither side of us and thesun breaks gently overtheir rocky slopes.

Around us there’s a humof chatter with accentshailing from Germany,England and Australia.Many of these travellershave come vast distances,lured by the prospect ofseeing the day break overthe snow-capped Rockies.The mountains steal theshow, their silhouetteshighlighted by the blue skyof a perfectly clear mor-ning. Some have smooth,snow-topped foreheadswhile others, like Castleand Cathedral mountains,have jagged spears andridges protruding fromthem, evidence of meticu-lous sculpting by glaciersmillions of years ago.

And what a place toexperience them.

Apart from glaciers andmountains, it’s wildlifewe’re watching for. Bearsare a frequent sightingon these trips, as are elk,moose, bighorn sheep,wolves and other animals.

The next day the scen-ery changes dramatically,to that of desert countryalongside the ThompsonRiver canyon. Sightingsof bear and bald eaglesbecome more frequentalong the riverbank as theyfeast on the wasting bodiesof the salmon.

Within a few hours thescenery changes again andthe barren desert yields tothe maples and Douglas firforests of the Fraser Rivercanyon. We’re in a temper-ate rainforest, the treesturning that magical fallcolour of yellow and gold.

Travel through this land-scape and the view is tran-quilizing for the very soul,the kind of scenery thatmakes you sigh deeply ingrateful appreciation of liv-ing in so beautiful a regionof the world. Stone bridgessail by, crucifixes adornlong-unused cemeteriesand magnificent expansesof land stretch forever— a reminder of how smalland insignificant our citiesreally are. These are moun-tains and rapids that havebeen there forever, cours-ing through the land fromgeneration to generation.To see them up close issomething spectacular.

I’m a B.C. boy – born and raised in Richmond. I began playing football while attending high school at Vancouver College andcontinued to develop my skills during my university career at Simon Fraser. I have been a fan of the Black and Orange all mylife and distinctly remember attending Lions games at BC Place in the 1980s. My brother Mark was briefly a Lion in 1990– so football genes definitely run in my family!After 10 seasons with the Lions, I still can’t believe that I get to come to work every day and play the game I love, and I’m

more determined than ever to bring the Grey Cup home to B.C. at least one more time during my career.As one of the longest-serving veterans on the team and the guy anchoring the offensive line in the centre position, I take a

leadership role in the locker room and am sometimes looked to for advice by the younger players. Our team — and the O-line inparticular — is like a family to me and I’m proud of my contributions in the locker room and on the field.As the second-youngest of six kids in my family, I looked up to my older siblings when I was growing up for inspiration and guidance.For that reason, I love taking part in the Lions’ community programs throughout the year, particularly the club’s Lions in the Houseinitiative. It makes me feel proud to know that I could have a positive influence on a young person who is at a very important timein their life.As much as I love playing professional football, I believe it’s also important to give back to the community you grew up in and set agood example for the next generation.

These days, it seems like everyone is tighteningtheir wallet, and drivers everywhere are look-ing to get the most out of every tank of gasoline.While some people use alternate modes of trans-portation, many need their cars on a daily basis.For those in the driver’s seat, there are simpleways to increase fuel efficiency and save at thepump.

“With the cost of vehicle ownership and carcare growing every year, we all wantto be more fuel efficient,” says JensMueller-Belau, Fuels Portfolioand Category Manager NorthAmerica, Shell Retail. “Usingmoney-saving driving tech-niques and car care tips arean easy way to help get themost out of every gasolinepurchase.”

Following are sometips designed to helpdrivers save money.

❚ Drive smoothly:Avoid heavy accelera-tion or heavy braking.Speeding, rapid accel-eration and heavy brakingcan use as much as 33 percent more fuel than sensibledriving.

❚ Service your car regularly:A well-tuned engine alonecan improve fuel economyby up to four per cent so fol-low your car manufacturer’srecommendation for servicing,and change your oil as required.It’s also important to keep yourentire vehicle well maintained.A poorly maintained vehicle can

increase fuel consumption by up to 50 per cent.Even replacing dirty spark plugs can improve fuelconsumption by five per cent, so you should readthe vehicle owner’s manual thoroughly to famil-iarize yourself with its mechanical maintenancerequirements.

❚ Make sure tires are not over or under-inflated:Proper air pressurecutsdown on fuel used whiledriving. A tire that is under-inflated by just two psi (14

kPa) can reduce fuel efficiencyby as much as two percent and reduce the

tire’s life by about 6,500 kilometres.❚ Use the correct grade of oil in your engine:

Following your manufacturer’s motor oil recom-mendation can improve fuel efficiency by one to

two percent. Look for motor oil thatsays “energy conserving” on thelabel.

❚ Choose a high-quality gaso-line: Top automakers say that-carbon deposits can build up

on critical engine parts, whichcan decrease the power, per-formance and fuel efficiencyof your vehicle. Audi, BMW,GM, Honda, Toyota andVolkswagen introduced a TOPTIER detergent standard toraise the bar on fuel qualitybeyond minimum require-

ments and to help drivers avoidlower quality gasolines.

❚ Use cruise control onmajor roads and in free-flowingtraffic: Maintaining a constantspeed can improve gasolinemileage.
