I. Introduction

Since 2004, Historic Barns of Connecticut has been responsible for documenting more than 7,900 barns in the state through a windshield survey and for writing more than 2,000 Historic Resource Inventory items. The Historic Resource Inventory is presented with this document.

Existing surveys and nominations to the National and State Registers of Historic Places have focused primarily on major buildings and their histories, with outbuildings such as barns mentioned briefly or not at all. Notable exceptions are some individual State Register and National Register nominations of farmsteads in rural areas of the state and some of the more recent historic district nominations which have explicitly inventoried barns as contributing resources.

In this context, the Trust recognized that we are rapidly losing the state’s stock of historic barns. The Board of Trustees decided that an initial study of the kinds of barns still standing in the state would be the first step in preservation. The Connecticut Trust hired architectural historian Dr. James Sexton to document 100 highly visible (not necessarily most significant) barns in the state. The resulting survey and narrative, included here in Part IV, helped the Trust recognize what types of barns remained in the state, how they were used and what they looked like. The decision was made to expand the project to a comprehensive windshield survey of barns statewide.

In 2006, the Trust introduced a web site http://www.connecticutbarns.org/ featuring a database in which survey data could be recorded interactively by volunteers, staff, and individual barn owners, then edited by Trust staff. The Trust also introduced its outreach program, which has been the backbone of this survey. A series of individual town and regional workshops enlisted volunteer windshield surveyors from towns throughout Connecticut, who subsequently identified and photographed thousands of barns during the years 2006-2011.

In 2009, with funding from the Connecticut Commission on Culture & Tourism, the Trust began a project to write a thematic State Historic Resource Inventory (SHRI) of Connecticut barns. The target number of 2,000 inventory items, selected from the resources surveyed in the windshield phase, was determined in the grant funding process. Many more buildings merit inventory, if time and funding had permitted.

The goals of the survey were:

1. To recognize and document an important building type representing the agricultural history of the state of Connecticut since European settlement.

2. To recognize and document changes in the construction and use of agricultural buildings over four centuries.

3. To encourage careful renovation and adaptation of significant barns as their original agricultural functions have been lost. The recognition afforded by a survey and, where appropriate, State or National Register

listing, along with potential tax and code incentives, can make such work easier to accomplish in ways that preserve historic character.

4. To promote the Connecticut landscape. The state’s rural architecture represents a potential source of pride and an attraction for visitors that we do not fully take advantage of.

The Trust plans to continue the work of which this survey forms one component. The next phase, a context statement and State Register nomination for 200 significant barns, is already underway with funding from the Commission on Culture & Tourism. Ongoing technical assistance and advocacy will continue to help encourage and guide the restoration, rehabilitation, and/or reuse of significant barns. The Barns Grant program of the Trust has been supporting barn preservation since 2008.

II. Method

A team of researchers and writers was assembled under the management and oversight of Historic Barns of Connecticut Director, Todd Levine, with Charlotte Hitchcock as lead researcher. Other Trust staff members provided administrative support. The in-house team was supplemented by a group of consultants who wrote inventory items under the supervision of Todd Levine.

Criteria

The historic resource survey of historic barns in Connecticut was conducted in accordance with the Secretary of the Interior’s Standards for Identification and Evaluation (National Park Service, U.S. Department of the Interior, 1983). The criteria used for the evaluation of properties were based on those of the National Register of Historic Places, which is administered by the National Park Service under the supervision of the Secretary of the Interior. Priorities listed on the National Register include districts, sites, buildings, structures, and objects that are significant in American history, architecture, archeology, engineering, and culture, and which contribute to the understanding of the states and the nation.

The National Register’s criteria for evaluation state:

The quality of significance in American history, architecture, archeology, engineering, and culture is present in districts, sites, buildings, structures, and objects that possess the integrity of location, design, setting, materials, workmanship, feeling, and association and:

a. that are associated with events that have made a significant contribution to the broad pattern of history, or;

b. that are significant in our past, or; c. that embody the distinctive characteristics of a type, period, or method of

construction, or that represent the work of a master, or that possess high artistic values, or that represent a distinctive and distinguishable entity whose component may lack individual distinction; or

d. that have yielded, or may be likely to yield, information important to prehistory or history.

The use of these criteria has ensured that all properties recommended for inclusion on the National Register of Historic Places meet consistent standards.

Selection

Some of the barns in this survey are already included as contributing resources within National Register Historic Districts, in individually-listed sites, or within Local Historic Districts. In many cases, such as nominations written in the 1970s, the

boundaries of districts are not clearly defined, or the outbuildings have not been inventoried as contributing resources.

Therefore, the decision was made to complete the inventory form on a barn whether or not it had been explicitly designated as part of a larger site. The impetus for this was that many of these resources are threatened by a lack of recognition of the barn as a significant contributing resource. In order to understand the resource and the nature of the threats, it was necessary to survey each barn in its own right.

The selection of 2,000 barns for inventory has only described a fraction of the barns which merit inclusion. The number of inventory items per town varies from one to more than one hundred. In the case of most towns for which only one or two have been inventoried, either the windshield survey provided insufficient information to complete the inventory form or time and funding did not permit further research.

Research

Research on the barns included primary and secondary sources. Volunteers provided photographs and addresses, if possible, and in some instances historical background from local inventories or owner interviews.

Staff and consultants wrote descriptions of the barns based on the photographs or on site visits. Further evidence of appearance was acquired through online mapping systems, such as Google Maps-Google Earth and Microsoft’s Bing Maps which came online mid-way through the project. Lot sizes and layout were acquired via online Geographic Information Systems such as the Capitol Region Council of Governments GIS mapping system and those of other cities and regional planning councils (not available in all areas of the state). Online assessor’s cards were used to verify lot size and addresses, to determine square footage of the barns, to determine if any other outbuildings were on the site and to acquire the assessor’s parcel identification number of the site. Information from interviews with owners was included in the field notes. Visits were made to the town assessors in those cases where the information was not available online.

III. Historic Resource Inventory form

For each historic resource surveyed, a Historic Resource Inventory form was prepared. The survey area of the web site < http://connecticutbarns.org/survey >was programmed to accommodate the information found on each Historic Resource Inventory form. Information was submitted directly into an interactive form on the website < http://www.connecticutbarns.org/submitstructure.cgi?resource=190 > by volunteers and then edited by Trust staff through a specialized interface.

Each record of a barn site is assigned a unique record number at the time of its initial creation. The site is identified primarily by street name, street number, and town, and by the town assessor’s parcel identification code. In addition UTM coordinates are added in many instances, as they can now be determined using online aerial mapping.

The web-based form is adapted from a standard Connecticut Historic Resource Inventory Form with the addition of uses, types, and materials specific to agricultural buildings. Explanations follow of differences from the standard form.

As viewed on the web site, each form is divided into six main sections which appear as a row of clickable “file folder” tabs. These provide Overview, Use and Accessibility, Environment, Typology and Materials, History, and Photographs. A clickable “Print” button permits printing a version that resembles the standard form.

Overview

The Overview includes a summary of address, building types (more than one is possible), and historic designations, and a small “thumbnail” photograph. Historic Significance includes two sub-sections: Architectural description and Historical significance. Architectural description details materials, construction technique, floor plan, roof type, size and shape of the barn as well as significant details. Historical significance identifies the building in relation to the types associated with Connecticut’s historic outbuildings, using a common Glossary of building types (attached as Appendix D) which is drawn upon by all writers. This section also includes Field Notes, an area for volunteer observations and/or owner comments.

Use and Accessibility

Under the Use and Accessibility section, the Connecticut Barns Historic Resource Inventory form includes a section on historic and present use of each resource. This is in order to record whether the agricultural building is still being used for agricultural means or if the use has changed.

Environment

Under the Environment section, extra features were added that differ from those found on the standard form. These features are: cupola, silo, and stone walls. These features are distinctive elements of the agricultural landscape.

Typology and Materials

Instead of listing the architectural style of these vernacular agricultural buildings, a section titled Typology and Materials has been added. The Type category includes: Carriage House, Chicken Coop, Connected Barn, Corn Crib, English, English Bank, English/New England Hybrid, Gambrel, Gambrel Bank, Ground-Level Stable, Mill, Multi-tiered, New England, New England Bank, Other Shed, Pole, Polygonal/Round, Prefab, Tobacco Shed, and Wagon Shed. Each of these descriptive types has typical associated uses and construction methods.

Materials were added to supplement those found on the standard form. These features include: flush-board, horizontal siding, metal panels, plywood, vertical siding, and vinyl siding. Each of these features have been found on agricultural buildings in the state, and some of these materials are typical of barns.

A subcategory of Structural System has been added — the Layout System. This is specific to post-and-beam framing, and includes the terms Scribe Rule, Square Rule, Transition, and Other. The layout system of barns and agricultural buildings is descriptive of timber framing technology and can be a clue to the age of such structures.

Also added into the Structural System section is Pole Barn. This is a type of construction specific to an agricultural building.

Several roof types were added to the form including Dutch Gambrel, Gothic, Octagonal, and Saltbox. Each of these roof forms has been found on barns in the state.

A roof material that has been added is metal panels, usually corrugated steel or one of a variety of interlocking panel types. It was found that the generic “tin” was inadequate to describe the variety of barn roofing materials.

History

This section covers sources, and identifies the photographer and the compiler of the submission.

A particularly interesting detail in historic barn timber frame construction is the use of a dropped girt (below the eave-line) in the gable-end of a barn that acts as both a structural component and a board to nail sheathing to. In the section called Subsequent Field Evaluations, the Trust is documenting barns which have this feature, barns having a girt in the plane of the plate at the eave-line, and which barns that use neither. It is conjectured that this feature, the dropped girt, may be a regional phenomenon common to certain areas in the state or to migration patterns in New England.

Photographs

This last section has a selection of photographs recording the structure and its context, including a photograph of the associated farmhouse where appropriate.

V. Sources

The Bibliography includes materials used in developing the Glossary. Included in the Bibliography are online mapping resources which were extensively used for viewing the context of barns in their settings. The Glossary was assembled by the staff team as a common vocabulary to be used by all researchers in writing Historic Resource Inventory forms. The Bibliography is included as Appendix C. The Glossary is included as Appendix D.

VI. Future Activities

• Additional sites will continue to be added to the web-based database as they are surveyed and as photographs are provided by staff and volunteers.

• Additional Historic Resource Inventory forms will be written as staff time permits.

• Barn Grants will continue on an annual basis, subject to funding.

• The next phase of the Historic Barns of Connecticut project, funded by the Commission on Culture & Tourism, will be to write a statewide thematic context statement for agriculture and subsequently to write nominations of 200 barns to the State Register. Selection of these resources will be made from among the inventoried buildings based on criteria established in the context statement. The selection will have the goal of identifying and researching barns which have not been included in previous individual nominations and historic districts.
