The Sussex Village Board approved the removal of four ofthe five basketball hoops at Armory Park May 27.
Trustee Matt Petricca said the hoops are located in thenortheast corner of the parking lot. Information from villagestaff indicated that the hoops are not frequently used and thatremoving them would create additional room for parking forbaseball tournaments and games.
In addition, the board supported the removal of two aban-doned volleyball poles near the Lions building at VillagePark. Petricca noted that the sand volleyball courts are morefrequently used than the two volleyball items near the Lionsbuilding.
In another matter, the board approved a tree service con-tract with Wachtel Tree Service, which had the lowest bidamong the three firm that submitted quotes to the village.
Under the contract, Wachtel will conduct a tree inventorythat will provide complete information on the location, size,species and health of trees in parks and right-of-ways. Suchinformation will help the village for future tree replacements,according to information from village staff.

additional of a second drive at Lannon Stone Products, N52W23096. Trustee Pat Tetzlaff explained that when LannonStone purchased the quarry from the Vulcan firm it began tomake several changes, including adding the second drive-way.

The Sussex Village Board gave a formalcommendation to Pat Plude and Barb ZoellickMay 27 for their work on village committee.
Its not often you get citizens like Pat andBarb to serve as long as they do and do agreat job for the community, Village PresidentGreg Goetz said during the presentation.These committees are a lot of times very hardto fill and get involvement from citizens in thevillage to give up that time, since everybodyhas such a busy schedule. Were very proud ofboth of them.
Plude served on the villages WaterCommission and the Public Works Committeefrom 1988 until recently. Plude thanked theboard for the recognition.
Zoellick served on the Park and Recreation
Board from May 11,2004 until recently.In another matter at the board, Trustee TimDietrich said the Pauline Haass Public Librarywill create the position of digital services coor-
dinator. Dietrich said the person in that posi-tion will identify and investigate new technolo-gies, and train current staff.
The person for the post will have to have aMasters Degree in Library Science. Dietrichsaid the position will entail 86 different top-ics.
Its something that we need over thereand were looking forward to that person giv-ing us some new direction in that area,Dietrich said.
According to a May 21 report from LibraryDirector Kathy Klager, Adult and TeenServices Librarian Adele Loria will have thenew position incorporated into her current jobresponsibilities.

Last week the U.S. EPA proposed aglobal warming regulation that will signifi-cantly increase the cost of electricity forWisconsin consumers, and kill thousands ofjobs.
The rule targets our fleet of coal-firedpower plants, and is likely to inflict dramat-ic and irreversible harm to our economy if itis allowed to move forward.
Numerous studies have been doneattempting to predict the cost of EPA's ruleand the impact it will have on higher elec-tric rates for homeowners and businesses.For example, the U.S. Chamber ofCommerce recently released a study show-ing that the rule will cost consumers in ourregion $3.3 billion per year in higher elec-tricity prices.
Another study done by NERA EconomicConsultants predicted the rule will cost con-sumers between $13 billion and $17 billionper year. Yet another study released by theHeritage Foundation predicts the rule willcost a family of four $1,200 per year by
2023.No matter which study turns out to bemost accurate, its clear the EPA rule will betremendously expensive, and that addedexpense will ultimately mean that you and Ipay more for electricity. A lot more.
The EPA's global warming rule will beespecially destructive to manufacturing jobsin our state. Wisconsin has the second mostmanufacturing jobs per capita in the UnitedStates, and those jobs rely upon affordableand reliable energy to remain viable.
The electric rate spikes inevitably result-ing from this new rule will make it muchmore costly to manufacture goods inWisconsin, providing an incentive to shiftthat production to another state or anothercountry. In the end, many middle-classworking families will pay the cost of this rulewith their job.
Just how many jobs wi ll be lost becau seof President Obama and his EPA's ideologi-
cal war on coal? The studies predict stag-gering numbers.
The U.S. Chamber study predicts224,000 Americans will lose their jobsevery year between now and 2030because of the EPA rule. Closer to home,the analysis suggests 31,700 jobs will belost in the five-state census region thatincludes Wisconsin.
The NERA Economic Consultant analy-sis was equally dire. It predicts 2.85 millionlost jobs in the United States by the year2033.
By any measure, the EPAs proposedrule will dramatically increase energyprices and result in thousands of lost jobs inWisconsin and throughout the country. Itraises a fair question about what benefit, ifany, we get for this considerable economicpain.
The answer to this question is preciouslittle.
The rule is expected to reduce carbondioxide levels in the United States by 970million tons by the year 2030. Althoughthat sounds like a lot, it is essentially mean-ingless in the global scale of things.
While the EPA has us busy destroyingjobs and our economy in the name of glob-
al warming orthodoxy, the rest of the worldwill increase carbon emissions by 4.7 bil-lion tons over the same time period.
For those keeping score at home, thatmeans other countries will collectivelyincrease carbon emissions by six tons forevery ton reduced by Americans under theEPA rule. So much for saving the planet.
The EPAs new global warming rule is alose-lose proposition for energy consumersand workers. It represents the worst kind ofregulation in that it has enormous andpainful costs, and essentially no benefit.
President Obama should explain whymiddle class manufacturing workers inWisconsin should lose thousands of family-supporting jobs each year in the name ofglobal warming alarmism, while other coun-tries continue to increase emissions.
Wisconsinites deserve to know why weshould be forced to commit an act of unilat-eral economic disarmament.

Juneteenth, celebrated on June 19, isthe name given to emancipation day byAfrican-Americans in Texas. On that day in1865 Union Major-General GordonGranger read General Orders, No.3 to thepeople of Galveston. It stated:
"The people of Texas are informed that,in accordance with a proclamation from the
Executive of the United States, all s laves arefree. This involves an absolute equality ofpersonal rights and rights of propertybetween former masters and slaves, andthe connection heretofore existing betweenthem becomes that between employer andhired labor. The freedmen are advised toremain quietly at their present homes andwork for wages. They are informed thatthey will not be allowed to collect at mili-tary posts and that they will not be support-ed in idleness either there or elsewhere."
Large celebrations on June 19 began in
1866 and continued regularly into the
early 20th century. The African-Americanstreated this day like the Fourth of July andthe celebrations contained similar events. Inthe early days, the celebration included aprayer service, speakers with inspirationalmessages, reading of the emancipationproclamation, stories from former slaves,food, red soda water, games, rodeos and
dances.The celebration of June 19 as emanci-pation day spread from Texas to the neigh-boring states of Louisiana, Arkansas andOklahoma. It has also appeared inAlabama, Florida, and California asAfrican-American Texans migrated.
In many parts of Texas, ex-slaves pur-chased land, or "emancipation grounds,"for the Juneteenth gathering. Examplesinclude: Emancipation Park in Houston, pur-chased in 1872; what is now Booker T.Washington Park in Mexia; and

On June 3 the Milwaukee CommonCouncil overwhelmingly approvedJuneteenth Day as an optional holidayfor city employees. The annual holidayfalls on June 19 and marks the date thatthe last enslaved people of Africandescent received word of theEmancipation Proclamation.Alderwoman Milele A. Coggsauthored the legislation, which was co-sponsored by 11 Council colleagues.
Juneteenth Day is a time of reflectionon history, remembrance of culture, andcelebration of family and community. It isimportant that we allow city workers theoption of a paid holiday (using vacation)for Juneteenth, Alderwoman Coggs said.City employees may now take the option-al paid holiday by using vacation time onanother paid holiday in the same calen-
dar year. Juneteenth Day does not change thetot al number of annual paid holidays,and if it falls on a work day, departments
will remain open and workers will notreceive holiday premium pay. AlthoughPresident Abraham Lincoln issued theEmancipation Proclamation on Jan. 1,1863, Juneteenth Day recognizes thedate Major General Gordon Grangerand his regiment of Union soldiers landedat Galveston, Texas, and freed theenslaved Africans there in 1865.

Dogs evolved from wolves around 15,000 yearsago. Modern DNA analysis proves that dogsevolved from wolves, their DNA is almost identical.In fact, dogs have been reclassified from Canis famil-iaris to Canis lupus familiaris, to reflect that they area very close relative to the wolf (Canis lupus).
Dogs are said to be man (and womans) bestfriend. This may sound clich but there is no planertruth. Dogs are one of the most popular companionanimals in the world. Most people consider them tobe an important part of the family. Dogs provide:companionship, protection, aid to the handicapped,military and police services, help with raising live-stock, search and rescue, medical diagnosis of dis-eases, and increase health for their owners.
Service dogs can be trained to warn their own-ers of hypoglycemia, to detect cancer of the bladderand melanomas of the skin with great accuracy. Dogowners have lower blood pressure and heart rates,cholesterol, and triglycerides. They can be a set ofeyes for the blind, hands for paralysis victims andhelp people with anxiety disorders such as our return-ing veterans with PTSD. Police dogs can track crimi-nals and military dogs can be used to detect bombs,helping to save human lives. Blood hounds havesuch an incredible sense of smell that they can tracka person by smelling skin cells that are shed from akidnap victim locked in the trunk of a car. Anyonewho has ever had a dog will tell you, anecdotally,that they can understand human emotions. This waspreviously thought untrue by the scientific community.It wasnt until recently that MRI studies have shownthat dogs actually do read human emotions, similar-ly to human infants. They seem to
have empathy and sympathy.Throughout most of the 1900s there was not a
lot of scientific research on the cognitive abilities ofdogs. However, around 1975 that began to change.In 1995 Brian Hare Ph.D., an evolutionary anthro-pologist and director of Duke Canine CognitionCenter, made an observation while studying chim-panzees ability to understand human gestures. He
was looking at a chimps ability to interpret the inten-tion if a person was pointing at one of two turnedover cups, one with a treat. They had a difficult timeteaching chimps to look under the cup by pointing, ifthey could do it at all. Dr. Hare came to the realiza-tion that My dog can do that. In fact most dogsinstinctively understand that if a person is pointing tosomething, it is significant. This was an importantfinding because it helped to answer how dogsevolved from wolves and became domesticated.
Through selection the modern dog is changedmore dramatically evolutionarily by man than anyother domestic animal. Modern man has placedeven greater selective pressure on dogs due to themany different jobs that dogs have. There are dogsthat were bred purely for companionship such as theChihuahua, dogs to herd farm animals such as theborder collie, dogs that retrieve game such as theLabrador, dogs for personal protection such as theDoberman pincher and dogs that hunt differentspecies of game from mice to lions such as the terriersand the Rhodesian ridgeback, respectively. In theprocess man has developed breeds as small as thetea cup Chihuahua and Poodle weighing less than 2lbs. to the Mastiff weighing greater than 200 lbs.
Relative to other mammals dogs have aboveaverage cognitive abilities in the following areas:comprehending visual gestures, learning new words,understanding the audiences perspective, copyingothers actions, and recruiting help. However, thereis no scientific evidence that dogs experience guilt.This is why reprimanding a dog after the fact does nogood

Theydont care what you look like or how much moneyyou have. Their love is unconditional. After a three-year campaign that includedcountless meetings, petitions and letters, the sen-iors at Scenic View Apartments in Slinger areenjoying the fruits of their labora hot lunch.
In January, the Senior Dining programreturned to Scenic View Apartments in Slingerafter a seven-year stint at S t. Luke's Church at thecorner of Highway 144 and Arthur Road.Senior Dining is a program offered through theAging & Disability Resource Center ofWashington County. It provides people 60 andolder with an affordable, hot meal and anopportunity for a social interaction.
The efforts to relocate the program werespearheaded by the building's ResidentAdvisory Committee (RAC), a group of tenantschosen to represent the interests of the seniorswho live there.
"The response has been great," said JackieWilkes, an RAC member. "All the many meet-ings that were attended by the RAC that wasneeded to understand the requirements to makethis possible, that was all worth it. All were met."
Starting in 2010, the RAC undertook effortsto have the Senior Dining program return toScenic View Apartments. The RAC visited othermeal sites in the county, wrote letters to the
Department of Aging, held a public meeting,surveyed the building's residents and agreed tosponsor and support the program in order tomake the move happen.
"The five members of RACLorna Weber,Rosemary Obermeyer, Barb Waiter, NancyHeilgendorf and Jackie Wilkedid an incredi-ble job," said Carol Biersach, executive directorof the Slinger Housing Authority, managementof Scenic View Apartments. "They knew whatthey wanted and they didn't stop until they suc-ceeded. Their efforts are now benefiting theirfellow tenants as well as the community."
The response from residents of Scenic Viewand the community has been very positive," saidHeilgendorf.
She said her first day there she met some-one who lived in the building who she hadnever seen before.
"It's very good because you live in the samebuilding and you never see each other," shesaid.
