Université Laval plays a major role in society both at home and abroad. Solidly rooted in the realities of today’s modern world, the University feels a particular concern for the many challenges posed by sustainable development. Its influence in this area is genuine, because it is at once:

> A place to train qualified, responsible individuals who promote change

> A source of new knowledge and innovation

> An establishment with a social calling that generates significant economic spinoffs and invests in its com-

munity

> A living environment for tens of thousands of people

Université Laval, an institution of international repute and high academic standards, fully understands so-ciety’s concerns about sustainable development as well as the importance of committing to an approach that adheres to its principles.

Our university is also resolutely focused on pursuing its mission to teach, conduct research, and contribute to the community, with concern for social equity, the environment, and efficiency. Members of our university community are engaged and actively help us reach this objective.

Université Laval is a legacy on loan to us for a time, and we as individuals and a community have a duty to preserve and improve it for future generations.

It is therefore with great pride that we present this first sustainable development report, which paints a picture of the results of our efforts thus far to make Université Laval an example of discipline and innovation in sustainable development.

Since its beginnings, Université Laval has borne a responsibility that is both institutional and community based, and today it continues to pursue the same objective of preserving and improving people’s quality of life without compromising that of others or of future generations.

“For Université Laval, sustainable quality of life for individuals and the community is achieved by striking a balance between our efforts in three areas: living environment (environment), lifestyle (society), and standard of living (economy).” (Éric Bauce, Executive and Development Vice-Rector)

In keeping with this vision, in 2007 University management set about firmly anchoring its campus and community in the key values of sustainable development.

To undertake such a project, Université Laval needed to have its members on board with the cause to help transform sustainable development issues into action. That is why it opted to lay out the resources needed to carry out a number of initiatives set in motion by students and employees.

The various issues were divided into three categories, as illustrated in the following diagram:

In connection with these issues, this report provides an account of all that has been accomplished during this first year of the 2009–2012 Action plan.

It presents the University’s approach, the steps taken to implement its action plan, sug-gested educational programs, achievements in research and creativity, and the university community’s various initiatives.

the following is therefore a detailed and comprehensive report on Université Laval’s successes in sustainable development for 2009–2010.

> A structured, consistent approach, based on community involvementBolstered by its shared vision of sustainable development, in 2007 Université Laval set about establishing a structured approach designed to get the entire university community involved. Every step of its approach was therefore part of a continuum that, in addition to rallying various stakeholders around a single cause, produced lasting, exciting results.

1. Sustainable development fund

OBjECTIVE AChIEVEmENT

encourage sustainable development initiatives within the university community and demonstrate the University’s desire to support concrete action

In September 2007 the Sustainable Development Fund was created with a budget of $2 million spread over five years.

> the Fund is the largest of its kind to be established by any Québec university. It aims to financially support the sustainable

development projects of community members (students, employees, units).

Achievements:- As of May 2010, this fund had supported 106 projects, 35% of which originated from student initiatives.

2. Sustainable development issue table

OBjECTIVE AChIEVEmENT

Motivate the university community to take ownership of the sustainable development vision and take a concrete decision making role

In December 2007 the sustainable development issue table was established.

> the table’s mandate is to “propose a future vision, as well as suitable objectives and strategies to meet the sustainable development

challenge at Université Laval and, more specifically, within the University’s current activities (operations, administrative management,

campus development, community and student life), with the exception of educational and research content.”

> the table meets about six times a year and is composed of 19 people from all member categories (students, staff, and community partners).

3. Institutional Internet portal

4. Institutional Sustainable Development policy

OBjECTIVE AChIEVEmENT

ensure consistent action in sustainable development and strengthen the university community’s commitment to the cause

In November 2008 the University’s board of directors adopted the institutional Sustainable Development policy.

> the policy, developed by the issue table, is the product of a wide-ranging participative process with the university community.

> the policy also now defines the University’s principles, priorities, and areas of action.

5. 2009–2012 sustainable development Action plan

OBjECTIVE AChIEVEmENT

Consolidate and present the institution’s sustainable development commitments and promote concrete action

In june 2009 the University’s executive committee adopted the 2009–2012 Action plan, which was drafted by the sustainable development issue table.

> the Action plan presents institutional commitments, i.e. the concrete initiatives Université Laval’s management intends to introduce.

Additional initiatives proposed by community members during the target period will be added.

Achievements: - the consultation made it possible to identify 84 initiatives for the 2009–2012 period, each associated with an objective,

a performance indicator, and a unit responsible for followup (using a preestablished mechanism). - As an evolving and inclusive document, the plan is supplemented with new initiatives every year to maintain a consistent

three-year completion time window. In late fall 2009, the plan included 88 initiatives.

6. Sustainable development report

OBjECTIVE AChIEVEmENT

Measure progress and promote the sustainable development efforts made by the university community

the production of this report is the sixth step.

> this report takes stock of the process undertaken and the achievements to date.

> Institutional indicators have been established to be able to present a comprehensive overview of the evolution of various facets of sustainable development at Université Laval in 2009–2010.

Institut Hydro-Québec en environnement, développement et société (Institut eDS)Created in 2005, Institut eDS is both a catalyst and a crossroads for sustainable development stakeholders. Its primary mission is to promote the coordination and organization of educational, research, and knowledge sharing activities in sustainable development. to this end, it relies on the cooperation of nearly 50 professors and 200 students from nine faculties.

> Knowledge sharing through events and publications

> A portal that links societal needs with Université Laval’s expertise

Alongside its institutional approach, Université Laval has been working from the outset with two entities that play an essential role in applying and following up on its sustainable development priorities.

The network of local stakeholdersthe network of local stakeholders is a group of individuals representing Université Laval units.

the role of network members is to support and follow up on sustainable development–related operations in the field. the network is frequently called upon and, when needed, can act as a test bed for new approaches advanced by Université Laval.

Implementation of the Action plan

The 2009–2012 sustainable development action plan is the product of in-depth reflection. It was drafted following a wide-rea-ching consultative process with Université Laval community members. Its implementation hinges on the commitment and active participation of all. Various performance indicators for each group of initiatives will be used to measure the progress made, the objectives achieved, and the institutional commitments fulfilled.

> Initiatives are divided into 12 categories:Once a semester, we will follow up on every initiative, and the units concerned must demonstrate their progress, as well as the targets and deadlines they have achieved. 1

Results:

the University will apply for certification in 2011.

Obtaining the Healthy enterprise certification is part of a comprehensive approach by the University to promote employee health and wellbeing that includes a number of initiatives on lifestyle habits, work-life balance, the work environment, and management practices.

An example:

> Since 2004 the food services committee has implemented the virage Santé program,

which aims to build awareness of the importance of healthy eating and proposes

the introduction of healthy menus and dishes at all university food concessions.

However there is some data that helps paint a summary picture of the current situation:

> In 2009–2010, over 200 volunteers worked on the University foundation’s annual

campaign, over 200 on the Centraide campaign, and nearly 250 on the MIRA campaign.

> every year the student agency préambule Communication organizes a toy drive

for underprivileged children of Québec City region. Over the last two years, over 6,000 gifts

were collected by students.

Healthy Enterprise standard: Bureau de normalisation du Québec standard concerning the maintenance and sustainable improvement of the health of individuals in the workplace. The standard looks at various dimensions of individual health, including physical activity, diet, stress management, personal work-life balance, work environment, and management practices.

At the end of the fall 2009 semester, Université Laval already had a total of 88 projects underway, a number of which have already produced excellent results.2

A FeW HIGHLIGHTS

> 2009–2010 sustainable development achievements:

> 97 sustainable humanitarian development interns

> 1,000+ attendees at Institut eDS conferences and events

> 32 people attended the first summer school for environmental and sustainable development teaching

> 1,166 people took the energy challenge, including 629 employees and 537 students

> 2,299 instances of public action on societal issues by professors

> All multifunctional self-service devices (photocopiers) use 100% recycled paper

> 95% of envelopes used by the University contain over 50% recycled fibers

> 360,000 sheets of paper saved every year since transcripts are no longer printed while students are enrolled

> 360 kg of batteries recovered by the Zone student cooperative

> 13% of the Montmorency Forest designated as a biological reserve

> 10,000 bikes borrowed as part of the self-service bike program

Université Laval’s mission in this area is to teach students about the values and issues conveyed by sustainable development. It provides them with this extra training so they can become responsible citizens and agents of change in their community, a key component of sustainable development.

In spring 2010 Université Laval therefore amended section 100 of its Academic Regulations so that all bachelor’s programs educate undergraduate students about sustainable development.

To achieve this objective, the University now offers a diverse and accessible program. In addition, to help students incorporate this new component into their studies, it has divided its program into different levels so students can get involved based on their individual needs.

Service des résidences held its fifth annual Le Grand don event in fall 2010. the purpose of this giant flea market is to offer up items left behind by students who have vacated the residences to new resident students, free of charge.

Alerion Supermileage, a student team from the Department of Mechanical Engineering (Faculty of Science and Engineering), was named north American gas savings champion for a second consecutive year. Université Laval is becoming a university benchmark in fuel efficiency.

In January 2010 the Faculty of Forestry, Geography and Geomatics estab-lished Jardin de Colette, a place of relaxation developed after one of the faculty’s employees donated a large number of plants.

Created in August 2009, Coop Roue-libre is a cooperative association that helps its community enjoy the benefits of bicycling by providing a customized workshop, specialized tools, and bike maintenance and repair expertise. this social economy enterprise helps increase the number of cyclists in Québec City.

the Agriculture, Food Sciences, and Consumer Science show and Salon de la forêt took place January 15–17, 2010. these two student initiatives are a great showcase for the innovations being made in these two industries, which are closely tied to sustainable development. together the two events attracted over 15,000 people.

A team from the Faculty of Science Education traveled to Africa to help teachers learn how to use laptops in a primary school in Gabon. these computers, which were provided by the One Laptop per Child (OLpC) foundation, helped enrich the young students’ educational experience.

In summer 2009, 67 students in medicine, physiotherapy, and occupational therapy (Faculty of Medecine) completed humanitarian internships in sustainable development in 12 countries in Latin America, Africa, and Asia.

the School of Visual Arts (Faculty of Arts) took part once again in Institut universitaire en santé mentale de Québec’s Vincent et moi program. For seven years, students have paired up with mentally ill artists to co-create works of art. In 2009–2010 they worked together to create a mobile, which they displayed at the La Fabrique building.

On April 9, 2010, Chimistes pour l’environnement, the Department of Chem-istry’s sustainable development committee (Faculty of Science and Engineer-ing), organized a conference with Jérôme Dupras from Cowboys Fringants, a group well known for its social and environmental involvement. the event drew over 100 people.

Run to raise awareness about global water shortagesIn April 2010, MC2 expérience stratégique, a Université Laval–affiliated entity, organized the Dow Live earth Run for Water to raise community awareness about water shortage problems around the world.

41st annual 5–10 km challenge the 5–10 km challenge, organized by physical education students and the psychological health committee, was an opportunity for 1,114 people to walk or run a 5 or 10 km course on campus.

ACDI’s international development week at Université Lavalthis themed week by partenariat pour les objectifs du millénaire, a group of student and university associations, featured a variety of activities: a dinner debate on the realities experienced by aid workers in the field, a lecture on internships abroad, and presentations on issues related to international stays.

His study aimed to uncover the direct and indirect benefits of agricultural approaches geared toward human and environmental harmony, as can currently be observed on organic and biodynamic farms in Québec.

“Sustainable Campus” CertificationWhat is the “Sustainable Campus” certification?

It attests to the concrete, thorough, and serious commitment to a process that aims to make sustainable development a priority.

Université Laval is the first major Canadian university to earn the “Sustainable Campus” certification, awarded by the Sierra Youth Coalition (SYC), a national student organization that promotes sustainable development on campus.

this certification is the next logical step in the progression of initiatives undertaken by the University over the past 50+ years. It represents a form of societal recognition as well as a source of pride and motivation for university students and staff.

Université Laval – commemorative site of the 100th anniversary of the Quebec Society for the Protection of Plants (QSPP)

the Quebec Society for the protection of plants (QSpp) recognized the contribution made by the Faculty of Agriculture and Food Sciences to the conservation of Québec flora by selecting the University as a commemorative site for its 100th anniversary. A commemorative plaque was unveiled in the lobby of pavillon paul-Comtois in September 2009.

Conclusion

Université Laval is proud of what its community has accomplished in sustainable development over the past year. It has every intention of continuing along this road with the benefit of its new structured approach, which has already allowed it to make progress on a number of fronts. It looks forward with optimism to the second year of its 2009–2012 action plan.
