Agenda for Improvement
Global Tracking Framework takes a pragmatic approach balancing ideal metrics and data availability
To build a closer link to countries, the five UN Regional Economic Commissions will join Global Tracking Framework 2017 to publish regional reports that:
• Provide important context and interpretation of GTF results at regional and national level – what does the data really mean?
• Give countries an opportunity to showcase complimentary information – to explain GTF results, update data, or provide alternative points of view
• Understand the capabilities and challenges for collecting energy data in regions and countries – and set the agenda for capacity-building
• Disseminate GTF at a regional level and increase resulting dialogue with national policymakers
Plans for 2017: Regional Reports
Global Tracking Framework 2017 will include 5 stand-alone regional reports
Group of experts can offer important contributions
Readiness for Investment in Sustainable Energy (RISE) measures policies that support SE4AAll Goals
7
• RISE is a suite of indicators to assess government support for sustainable energy investments
• Examines policies, regulations, and support mechanisms for private investments
• Information is collected by local experts and verified by World Bank staff
• Results will be published in a summary report in late 2016/early 2017 and all source data will be available online

RISE indicators include 80 subindicators and 150+ questions per country
NOT SCORED
All RISE indicators are designed to be:
Actionable focusing on what is under policymakers’ control
Objective yes/no or quantitative answers that don’t depend on subjective perspectives
Comparable allow comparability across countries and over time
Context neutral reflecting best practices applicable in all countries
RISE covers the vast majority of the world
111 countries including:• 96% of global population• 91% of global energy consumption• 97% of global access deficit• Top 50 SE4All “high impact” countries for each pillar

Policies and Regulations Administrative Procedures
Not scored: 1 indicator and 1 sub-indicator
National energy efficiency planning• Existence of legislation /
action plan• National targets• Sector targets
Energy Efficiency Entities• Functions covered by
dedicated entities
Information provided to electricity consumers• Reports on electricity use• Quality of information• Comparisons with other
users• Energy saving
informationMandates & incentives: utilities• Mandates for utilities• Cost recovery mechanisms
for utilities
Mandates & incentives: public sector• Obligations for public
buildings• Obligations for other public
facilities• Public procurement of
energy efficient products• Ability to retain energy
savings
Incentives from electricity rate structures• Electricity rate structure• Demand charges (large
customers)• Time of use tariffs
Mandates & incentives: large consumers• Mandates for large
consumers• Incentives for large
consumers• Performance recognition
Financing mechanisms for energy efficiency• Type of mechanism in
each sector
Minimum energy performance standards• Range of product types
covered• Verification and penalties
for non-compliance
Energy labeling systems• Range of product types
covered• Mandatory vs voluntary
system
Building energy codes• New residential /
commercial buildings• Renovated buildings• Compliance system• Building energy
information• Building energy
efficiency incentives
Securing energy efficient appliance standards certification• Time and cost of
procedures (refrigerator)
Carbon pricing and monitoring• Carbon pricing mechanism• Monitoring, reporting and
verification (MRV) system
RISE score: 12 indicator and 32 sub-indicators
Every country scored separately on each indicator and pillar
Scores from 0-100, with indicators and sub-indicators equally weightedPerformance is grouped by “traffic light” color
Green: scores between 67 and 100. Most elements of a strong policy framework to support sustainable energy are in place.
Yellow: scores between 34 and 66: Significant opportunities exist to strengthen the policy framework
Red: scores 33 or lower. Few or no elements of a supportive policy framework in place.
Energy access policies often stronger in countries where it is a priority, while EE lags behind
