for the community to continue to adopt
the proper Hygiene practice, by
establishing a mechanism for an
effective community hygiene education
and providing easy access to resources
need for adopting proper hygiene
practice to enable behavior changes.
Primarily a capacity Building activity forthe GMF in Liquisa district organized byWaterAird,and
Secondarily a second level capacitybuilding programme for the members ofthe FINI groups which will be tapped inthe training activities for the GMFtraining.
The second level capacity building ismore on organization development andmanagement for future scaling0up ofproduction and marketing activities.
� This project is will supportive of Ministry of Health exitingprogramme on sanitation and hygiene and such as willintegrate with MoH’s SISKa(Servisu Intregadu SaudeComunitario). Therefore it will endeavor to included the PSFs(Promotor Saude Familiar) in its capacity9building in Liquisadistrict even as some of the FINI members with functioning ofMeja 4 (for). The project also closely with the District PublicHealth Officer (DPHO),especially in the conduct of the trainingactivities.
� The Project will also initiate the organization of a network onhygiene (and sanitation) marketing in Timor Leste which will becomposed of Local organization such as FiNI,GMF,NGOs andthe other relevant organizations including governmentagencies such as the District Health Service ,MoH and theMinistry of Education.
� Part of out come of this network on hygiene marketing is thedevelopment of the supply chain from Lautem district andLiquisa district as well ,to Dili.
What is Value Chain Development in sustainable Hygiene Marketing Project?
Is a process of providing opportunities for local community and stakeholders to engage in effective campaign for change in hygiene behavior at their respective levels and capacities, thus providing opportunities for participation in the sharing of benefits as well that may be derived from the process.
From AFMET advocacy on the local of herbal soap, the use of herbal soap will add value in more sustainable hygiene marketing in several aspect:
0 The use of soap will enable the community to practice proper hygiene behavior
0 The use of herbal soap add value in the cure and prevention of skin diseases as well as other waterborne disease
0 The availability of herbal soap will enable the communities to continue to adopt proper hygiene practice
0 The local production of herbal soap will enable producers to earn income to augment their basic needs
0 Local production of herbal soap will enable suppliers of raw materials from the community to earn in come as well
0 the capacity building of local groups to promote Hygiene education and to product local herbal soaps will accelerate changes in hygiene practice as well as in meeting local demand for soap
0 The Local production of herbal soap will initiate the development of a local soap industry
0 Development of the local soap industry will help to strengthen the local economy
� Preparatory Phase (six month),from January to Jun 2010
� Consultation meeting with collaboration organization and Government agency , i.e. WaterAid,MoH ,DHS and Ministry of Education
� Conduct baseline survey to determine incidence of hygiene related disease in the identified community in Liquisa District. This baseline survey will also determine levels of capacities of both GMFs and FINI
� Initial Capacity building for FINI 5:37 AM
� Piloting of hand washing and hygiene behavior change in Sukco Pairara,Lautem Moro sub –district ,Lautem district AFMET’s CLTS Project is being implemented.

� The Concept of Sustainable Hygiene
marketing is a new undertaking while
adopting concepts from sanitation
marketing and CLTS
� Indigenous Leader will be utilized as
service providers to train other
indigenous leader.
( Farmer – to0 Farmer strategy)
� At least 25 % all GMF beneficiaries are women
� All training will include the promotion and discussion for the active participation of women and man in WASH, wich will include a discussion of roles of woman and man
� Marketing promotion will target men and man
� The First Two Years 99999 Managed by AFMET
A Local Project Manager and Administrative &
Finance officer will be designated for the
project (Provide Local Capacity Building for the
eventual turn0over of the project to FINI).
� The Second year will prepared the FINICooperative Group for its eventual
management of the project beginning on the
third year and for the next Phase AFMET will
retain responsibility as a project holder,M &
E,audit,and reporting to the funding partner.
