As Chairman of the International Road Federation, it is with great pleasure that I welcome you to the 2nd IRF Africa Regional Congress to be held July 11-13, 2017 in Windhoek, Namibia.

We have developed together this important and highly relevant event to bring the region’s stakeholders together to identify new and innovative resources to bridge the current financing gap, while also sharing case studies, best practices, and new technologies that can all contribute to making Africa a shining example to the transport sector.

This Congress is a direct result of the IRF’s strategic vision to become the world’s leading industry knowledge platform to help countries everywhere progress towards safer, cleaner, more resilient and better connected transportation systems.

It is with great pleasure that I extend a cordial invitation to join me and other distinguished heads of African road agencies on the occasion of the 2nd IRF Africa Regional Congress. We have collaborated with the International Road Federation in a spirit of true partnership to bring you a program that will inform and inspire you.

The Roads Authority Act of 1999 empowered the Roads Authority of Namibia to manage a safe and efficient national road network to support economic growth in pursuit of

Namibia’s Vision 2030. Today, with hard choices ahead of us, Namibia is at a crossroads as we seek to select the appropriate engineering and management models to make this vision a reality.

Roads are key to Africa’s competitiveness and a major driving force behind our respective nations’ socio-economic development objectives. As our cities develop, as our trade volumes grow, lack of adequate road facilities and transport services will translate into chronic delays, increased injury risk and higher costs borne by society unless the appropriate policies are identified and implemented.

The 2nd IRF Africa Regional Congress could not come at a better time for international road professionals to forge lasting bonds with our planners, engineers and other transport stakeholders.

Why Participate?• Premier knowledge and technology transfer event: The Congress aims to engage delegates within

the framework of knowledge sharing, capacity building and technology transfer. Questions will be the principal avenues by which delegates interact with each other, such as: What are the best practices in different countries? What are the state of the art products? How can we share this knowledge?

• Pivotal and regionally-relevant themes: Road Safety, Capacity Building, Innovative Financing, and Infrastructure Asset Management

• High-level interaction amongst transportation sector stakeholders: In attendance will be road industry leaders from around the world. The structure of the Congress will provide an enabling environment for delegates to interact with these leaders so as to trigger healthy discussions on various topics shared at the Congress.

• Advanced, practical workshops for attendees: Two workshops will be organized on road safety and capacity building, respectively. The training will cover the principles, concepts, components and techniques involved in following best practices within these two subject areas. The workshop materials are based on documented best practices and on the instructors’ experiences in providing expertise in their respective fields around the world.

• Networking opportunities with key regional decision-makers: Opportunities will be provided for Congress delegates to network and engage with transportation stakeholders from different parts of Africa. Preventive risk assessment tools, such as road safety audits and inspections, are effective and essential instruments to help road authorities reduce the number of road crashes as well as fatalities and serious injuries.Road safety audits and/or road safety inspections can typically be applied at successive stages of road planning, design, opening and operations. They all serve the common purpose of identifying risk factors related to road design or traffic control that may lead to crashes, or make crashes more severe. In many cases, they help network highway operators and city traffic departments identify engineering weaknesses and hazardous road sections, even in the absence of robust traffic injury data.As a global leader in road safety, the International Road Federation (IRF) is well positioned to present state of the art methodologies and cutting edge technologies that have been field tested to reduce traffic injury risk through road safety audits and road safety inspections. Workshop attendees will receive the necessary theoretical background and applied practices, with specific application to the roads and highways in Africa, to ensure their road safety audit and/or road safety inspection programs are effective and impactful.Workshop attendees will Understand the basic concept of a road safety audit and/or road safety inspection and will know how to implement the eight step process used for any road safety audit and/or road safety inspection.A special emphasis will be made to understand the role and skills of each member of a road safety audit team, especially the team leader.

The Transport Sector Leadership Development Programme (TSLDP) is a proposededucational programme which is being created to support highway transport professionalsin Africa. The programme is being funded by UKAID through the Research for CommunityAccess Partnership (ReCAP). It aims to develop professionals by enhancing their technicaland leadership skills and equip them to become the future industry leaders in Africa.The purpose of the workshop is to present the educationalprogramme’s content and structure, as developed to date.We want to receive industry feedback on our proposals, asthis is critical to ensure the programme will meet theneeds of transport professionals across Africa.
