THE STRUCTURE OF LITTLE ATHLETICSNational: Australian Little Athletics (ALA), Little Athletics Australia (LAA). This national body is controlled

by an annual conference attended by two delegates from each State and Territory. Between conferences the body is administered by a President and Secretary/Treasurer.

State: West Australian Little Athletics Inc. (WALA), Little Athletics Western Australia (LAWA). This State body has quarterly meetings attended by two delegates from each Centre. Between meetings the body is controlled by an Honorary Board of Management consisting of members who are elected by the centres. A full time Secretary carries out the day to day management of WALA.

Zone: A group of centre’s responsible for the conduct of the local heats and quarter finals of State Track & Field Championships.

Centre A group of Clubs in an area with an Executive Committee elected by the general membership. Swan Valley Centre has an Executive of twelve members when all positions are filled.

Club: Committee drawn from parents of registered athletes and other interested persons.

athletes to abide by the rules. teach athletes that honest effort is as important as victory, so that the result of each

event is accepted without undue disappointment. endeavour to turn defeat to victory by helping a child towards skill improvement and

good sportsmanship. never ridicule or yell at an athlete for making a mistake or losing an event.

remember that children learn best by example and will applaud good performances by my own child and by other young athletes.

not publicly question the judgement of officials, and never their honesty. support all efforts to remove verbal and physical abuse from children’s sporting activities. recognise the value and importance of volunteer coaches and officials who give

their time and resources to provide recreational activities for my child.

Volunteer Role

Because Little Athletics is a totally voluntary organisation, centre’s cannot operate without the assistance of parents each week in fulfilling the many and varied duties required. These include officiating at an event; managing an age group; recording results; working in the canteen; to name just a few. Most centre’s have parent assistance rosters. Additional assistance is always required on the centre committees and all parents are encouraged to become involved. Little Athletics is one of the few sports where parents can become fully involved in their child’s sporting interests.

At WA Little Athletics (Little Athletics Australia) we understand that just like our athletes, our parents come from a diverse range of backgrounds and as such have different talents and experience. There is a place for everyone at Little Athletics and there are a number of ways that you can become involved. You may have skills that the Centre doesn’t even know they need. So if you think you can help with something, let the committee know.

Whatever your experience, don’t feel scared about putting your hand up and ‘giving it a go’. After all, isn’t that what we ask our kids to do?

Parental Role

Regardless of whether or not this is your first involvement as a Little Athletics parent, it is always worthwhile, at the start of each season, to consider what your role will be over the next six months or so.

Your child is in a sport that provides an opportunity for immediate and long term benefits. The benefits include: higher levels of fitness; better health; a pleasurable social environment and the satisfaction derived from skilled performances. Little Athletics can provide a launching pad for a life-long involvement in sport, whether it is elite or purely recreational.

Just as important as any of the above benefits is that Little Athletics provides children with the chance to have fun - TO PLAY. Please do not ever lose sight of this!

Unfortunately, all of the potential benefits of involving a child in a sport can be quickly lost due to one very important factor - ADULTS.

Do not underestimate the effect that you can have on your child’s long term participation in and enjoyment of sport.

By taking a considered, understanding approach, a parent can be their child’s most valuable asset.On the other hand, parents who bribe, threaten punishment, push their children, or hang over the fence screaming,have totally lost a true understanding of Little Athletics. Fortunately, these ‘clowns’ as Denis Baker in his book, ‘Winning is Kids’ Stuff’ terms them, are few and far between.

You must realise, however, that you don’t have to be a ‘screamer’ to have a subtle negative effect on your child in sport.

All too often, adults attempt to impose their own values on children’s’ sport. Do not assume that children play sport for the same reason that adults do. For example, when surveyed, a large number of children list ‘beating opponents’ and ‘receiving medals and trophies’ as last on a ranking of ten enjoyment factors in sport. Children are not little adults and their sport should be free from adult pressures and demands.

Denis Baker has some valuable advice about putting children’s sport into perspective:

“Remember, when kids play sport - they are not a team of professionals - don’t deprive them of the opportunity to be kids. When you start getting too serious about a kid’s game, for heaven’s sake walk

away. You will inevitably be more worried about what is happening than the kids.”

GENERAL INFORMATION

COMPETITION FACILITIES

Athletics competition held at Ellenbrook through the courtesy of the City of Swan. We are indebted to the Council’s Leisure Service’s Section for regular maintenance of the facilities. All competitors are requested to take care of the track and the surrounding area. Please ensure that you put all your rubbish in the bins provided or better still, take it home. All athletes are not to stand on the seats around the Arena.

INSURANCE

Under arrangements made by Western Australian Little Athletics Inc (LAWA), all registered athletes and voluntary helpers are covered by insurance while engaged in all Centre and Club organised activities. This includes training sessions, competitions, working bees, officiating etc. If an accident occurs which may result in a claim the circumstances surrounding the accident must be immediately reported to your Club Manager, who shall advise the Centre Secretary. An excess is applicable to all claims. All Chaperones, Site Officials and Helpers must sign on each week to be covered by Insurance.

Note: Adults (voluntary workers, parents and family members) are NOT covered by insurance if injured whilst participating in any form of organised competition. E.g. Parent Track or Field Events (normally held on the Xmas Modified Program) and Toddlers race.

IF YOUR CHILD RECEIVES AN INJURY DURING TRAINING OR COMPETITION, PLEASE SEE OUR FIRST AID OFFICER AND THE CENTRE SECRETARY SO WE CAN HELP YOU FILL OUT THE PERSONAL INJURY CLAIM FORM. IF THIS FORM IS NOT FILLED OUT THEN YOU WILL NOT BE ENTITLED TO A CLAIM.

1. AGE GROUPING

Competitors are segregated into age groups for the entire year, Under 6 to Under 17. The registration period is from 1 October to 30 September. Once a child is registered he or she remains registered until the following 30 September. A child’s age is taken as at 1 October and he or she remains in that age group for the year.

2. AGE GROUP CHAPERONES

Age groups from Under 6 through to Under 17 will have chaperones allocated. Age Group Chaperones should have a basic knowledge of event rules.

The duties of an age group chaperone are as follows:

Undertake marshalling duties at all events Escort athletes to event site In the event of no key site officials (eg. U7/U8 throws site) undertake key site official duties In liaison with key site officials, ensure the effective operation of events by encouraging parent involvement Advise athletes of correct uniform attire Guide younger athletes in event rules Monitor and check unruly behaviour. Attend each competition day. If unavailable arrange someone to act as relief.

Note 1: At the start of each season some leniency is recommended for the younger age groups when implementing event rules.

Note 2: A chaperone must consult with the key site official or Arena Manager before disqualifying an athlete from an event for bad behaviour.

3. PARENT PARTICIPATION

All Clubs must provide officials to assist with the conducting of competition.

4. CENTRE CHAMPIONSHIPS

All Swan Valley registered athletes are eligible to nominate for the Centre Championships.

Centre Championships for season 2017/18 will be held over two day, Friday 9 February and Saturday 10 February.

Athletes may enter into a maximum of 6 events for the Centre Championships, however they must have competed in the chosen event 4 times prior to the championships and 1 of these occasions must be after the Christmas break.

Nomination forms are due to club managers by Tuesday 30 January.

Medals will be presented to first, second and third places in all finals. All athletes who compete at the Championships will be presented with a Participation Certificate as a record of their performances.

It should be noted that an earlier start time is usual for the Centre Championships.

Finals will be comprised using the WA Little Athletics ruling. All heats will be timed in 100th of a second to decide the final.

In all field events (except high jump) athletes up to and including Under 10 will be allowed three (3) attempts only. Under 11-17 will be allowed three (3) attempts, on the completion of these attempts the top eight (8) competitors will be allowed three (3) further attempts. The winning performance may come from any of the six(6) attempts. If less than eight competitors commence in the event, all athletes will receive six (6) attempts.

In all field events a count back will be used to determine the placing’s in the event of a tie.

Note: Calls and rules regarding marshalling will strictly adhered to.

5. UNDER 6 & 7 COMPETITION

Events for our Under 6 & 7 athletes are conducted in such a way that it allows them time to learn the event while still competing against one another. This has proved to be a very good introduction to the sport for the children and their parents.

6. REGISTRATION FEES

The Registration Fee you pay is divided between LAWA, Swan Valley Centre and your Club and a user pays fee by the City of Swan.

7. PURCHASING OF SWAN VALLEY UNIFORM

The Swan Valley Singlet may be purchased every Saturday morning from the office.

All shorts must be worn above the knee; Bike pants worn under shorts are to be BLACK and must not have any logos or other markings of any kind

including stripes. (The exception is the skins made by 2XU for Little Athletics, they have the 2XU logo on the bottom of the left leg.)

All competitors must wear correct club uniform. Ellenbrook LAC Athletes may still wear Navy Blue shorts at Centre Competitions for 2

years, at the commencement of the 2018/19 season, Black Shorts for Ellenbrook LAC Athletes will be compulsory.

For All State Events conducted by LAWA, Black shorts must be worn with the Swan Valley Singlet. The registration number is worn on the front with the athletes name written in the space provided. Age tags

must be on the left hand corner. Other badges and logos are to be affixed as specified. Shoes are considered to be part of the uniform and are compulsory for all events.

Under 6 – Under 9’s may wear club shirt for Winter & Zones. Centre Uniform must be worn for State Relays.

RULES FOR COMPETITION1. COMPETITION

All competitors must be registered with Little Athletics Western Australia Inc. (LAWA).

All events are conducted in accordance with rules as determined by LAWA. The Centre Executive may, at their discretion, implement competition rules to be applied at the Centre. If in doubt you should consult your Club Manager.

Athletes are to compete in their age/sex group only unless otherwise approved by the Arena Manager or Centre Executive.

2. BEHAVIOUR

All athletes are expected to be courteous to officials and show the utmost regard for their fellow competitors.

People new to athletics may not always be as proficient at an event as you. Your support of their endeavours will ensure that they enjoy their time at Swan Valley as much as you.

A Key Site Official or Age Group Chaperone (if the Key Site Official is unavailable and in consultation with the Arena Manager) may suspend a competitor under their control from continuing in an event should they consider that the competitor’s behaviour is detrimental to the safe and efficient conduct of the event.

Continual misbehaviour throughout a competition day or over a period of competition days may result in firstly, an athlete not being able to compete unless the athlete’s parents are present or suspension from competition for a period determined by the Executive Committee. Please refer to the Swan Valley Code of Conduct for more information.

3. MARSHALLING

All competitors will be called prior to the start of an event, to report to the marshalling area or field site.

Two calls will be given for each event. If all athletes are present before the second call, the key site official may commence the event. The club managers and parents are requested to listen to all announcements to ensure that athletes do not miss their events. For all track events if an athlete does not go through the marshalling area they will not be able to compete, athletes cannot be bought out to the track and placed in an event.

4. SHOES AND SPIKES

Shoes are compulsory in all events.Spiked Shoes: The wearing of spikes is optional for athletes from Under 11 upwards. Because of the likely danger to others it is necessary that the Centre must impose conditions on their use. The approval to wear spikes is only given if the athlete agrees to abide by the following conditions:

Under 10 and below are not entitled to wear shoes capable of taking spikes. Shoes having sharp plastic edges or spike like dimples may be worn but must be filed to a safe level.

a) An athlete must apply to their Club for permission to wear spikes and undertake a spike test.These athletes will be identified by a Green Button placed on their age tag.

b) Spiked shoes must be carried with the spikes on each shoe facing each other in order to prevent accidental injury. c) Spikes must be carried to a field site or the start line of a track event and donned prior to the start of the event.d) At the completion of an event spiked shoes must be removed before leaving the track or field site.e) Spikes are permitted to have a maximum spike length of 7mm for synthetic track events (eg WA Stadium) and

12mm for grass track events and, 9mm for field events. Only Christmas Tree Spikes are permitted at the WA Athletic Stadium.

f) Warming up for track events may be done in the area provided.g) Spiked shoes may be used in the following events:

Under 11 - 13: Hurdles, 100m, 200m, 400m, Javelin, High Jump and Long Jump/Triple Jump.Under 13 - 17: As Above but includes 800m, 1500m and Track Relays.

h) A breach of these rules will result in a one (1) week suspension of the privilege to wear spikes. If the breach is severe the Centre Executive may remove the right to wear spikes at Swan Valley for the remainder of the season.

5. HIGH JUMP

Athletes who are under taking Fosbury flop or Scissor Kick for the first time each season are required to demonstrate to an ability to jump using this style in a safe manner & be able to pass the starting height for their age group. A suitably competent coaching staff member of a club will certify the athlete able to jump safely.The athlete will be issued with a red button or dot to be attached to their age tag & their name added to the list supplied to the recording personal. Athlete’s names must be submitted to Susan Swanton no later than 8pm on the Thursday to be able to compete on the Saturday Morning. If an athlete’s name is not on the recording sheet, THEY WILL NOT BE ABLE TO COMPETE IN THE HIGH JUMP EVENT THAT WEEK.

5. STARTING BLOCKS

Starting blocks may be used by U13-17 athletes in laned events only. The Centre provides sets of starting blocks for use by athletes. These can be borrowed from the starting block cart and must be returned at the completion of an event. Athletes who do not return blocks at the end of their event will be refused use of the blocks for the rest of the day. Private starting blocks may be used. For state run events conducted at Challenge Stadium, starting block spikes should not exceed 12 mm with a maximum of 10 spikes per set. All starting blocks may be checked by appropriate marshals at these events.

6. GRADING FOR TRACK ATHLETES

At the completion of the second week of competition (first full round of the two week program) competitors in all track events are graded according to achieved times. This ensures that heats each week will be as even as possible. Grading’s are automatically reviewed after each performance.

7. RECORDING OF TRACK & FIELD EVENTS

On the completion of a track event, athletes must report to the Judge to ensure their time is recorded.

Recording for all field events will be done on site

8. PROGRAM MANAGEMENT

Events can be amended or cancelled at the discretion of the Arena Manager or Program Coordinator.

Lanes will not be used for events longer than 800 metres. Lots may be drawn for lane positions in events up to and including 400 metres. The 800 metres is started in lanes with a staggered start and it is run-in a lane for 120 metres, the cut in is marked with flags at approximately the 1500 metre start line.

9. PROTESTS

Protests must be made by the Team Manager, in writing, on the approved protest form within 15 minutes of the official results being posted. The protest must be handed to announcer, and must be accompanied by a deposit of a $55 protest fee. The protest fee as set by the Association, will be refunded if the protest is upheld by the Arena Manager. In the event that the protest is dismissed, the deposit will not be refunded. In the case of a dismissed protest, A second appeal can be then made to the Jury Of Appeal within 15 minutes of the result of the first protest. This protest must be accompanied by another protest fee of $55 ( payable immediately). In the event that the protest is deemed frivolous by the Jury of Appeal and dismissed then the deposit will not be refunded.

10. PENTATHLON POINTS SYSTEM

Each athlete receives a Pentathlon point’s allocation based on their performance i.e. time or distance. This system has a maximum score of fifty (50) points and is graded to suit each age group. The table of points is used by the Centre to decide Champion Athlete and Club Awards

11. STARTING

For events in which the athletes run in lanes, a three (3) call start will be used. The start marshal or starter will assemble the athletes about two (2) metres behind the start line.

The starter will issue the command “On Your Marks”. Athletes then take up their position on the start line. Any part of the body in contact with the ground must be entirely behind the starting line. When the athletes are still, the starter will call the command “Set”. Athletes can then move to the set position. When the athletes are completely still, the gun will be fired. A second gun will indicate that a false start has occurred.

Under 6 to Under 9: An athlete will be disqualified if he/she breaks three times. Under 10 to Under 15: An athlete will be disqualified if he/she breaks twice. Under 16 to Under 17: An athlete will be warned once; the athlete who breaks the second time will be

disqualified regardless of them breaking the first time or not.

For events in which the athletes do not run in lanes, a two (2) call start will be used, in which the set command is omitted.

A crouched starting position may be used. Two hands and one knee must be in contact with the ground at the “On Your Marks” command.

12. TRACK ACCESS

The centre of the track must be kept clear except for competing athletes and officials. Athletes proceeding to an event must not cut across the inside area of the track.

Parents are not permitted in the centre of the track unless volunteering at a field site. Parents must stay out of the Athletes tent areas.

No Athlete, Parent or Official are permitted to use any field site or equipment for practice or training during Saturday Competitions.

13. TIMING

An athlete has finished a race when any part of his/her torso crosses the leading edge of the finishing line. Head, neck, arms, legs, hands or feet are not considered in deciding the finish of an event.

Times for all events will not be rounded out as in previous years.

14. TRACK AND FIELD EVENT RECORDS

Possible field event records will be measured with a steel tape measure by the arena manager. An athlete will be credited with a Centre record if the existing record is broken during any round of the field event being contested. Swan Valley Centre competition records can only be claimed by athletes registered with the Centre and competing at Swan Valley.

15. COACHING DURING COMPETITION

Strict rules apply at State Championship events regarding the coaching of athletes while an event is in progress. Parents and coaches should make themselves familiar with these rules. At inter-club meets at the Centre these rules are relaxed to some extent however, athletes need to be aware that they will have to look after themselves at State run events and the Centre is a good place to learn. Measuring the run ups for competitors in long and triple jump is an example of the type of assistance that cannot be given by a parent or a coach at a State run event. No parents are allowed to coach their child whilst volunteering at a field site.

EVENT RULES Unless exceptional circumstances exist and approval of the Centre Executive has been obtained, only equipment

provided by the Centre may be used. Personnel equipment, with the exception of personnel attire and starting blocks, may not be used.

No athlete may commence any trial, in any event, until the site official has given permission to do so. Safety rules must be observed at all times.

JAVELIN

1. After preparing to throw the javelin, and until it has been thrown, athletes must not turn completely around so that their backs are towards the throwing arc.

2. Athletes may not touch the arc, or the ground beyond the arc or the lines extending from the arc with any part of their body. Athletes may cross the parallel lines defining the run up without penalty.

3. Athletes must not leave the delivery area until the javelin has touched the ground, and then only from a standing position. Athletes must leave from behind the arc or the lines extending from the arc.

4. The tip of the javelin must strike the ground before any other part of the javelin.5. The javelin must fall within the inner edges of the lines marking the sector. It does not matter where the javelin

goes after the initial ground impact.6. No device, such as taping of the fingers together may be used unless legitimately covering a wound.7. Measurement of throw is taken from the point where the javelin landed to the inside of the circumference of the

arc. All measurements are to be recorded to the nearest whole centimetre below the distance measured.8. Time allowed for athletes to commence their trial should not exceed one (1) minute.9. Athletes may interrupt a trial once started providing no rules have been broken up to that point. Athletes may lay

the implement down inside or outside and may leave the runway. When leaving the runway they shall step out as required in point 3 before returning to a satisfactory position and begin a fresh trial. All the moves permitted by this paragraph shall be included in the maximum time for a trial of one (1) minute.

Note: Javelins must be carried vertically back to the throwing arc. THEY MUST NOT BE THROWN.

DISCUS

1. The throw must commence from a stationary position.2. The athlete may enter the circle from any direction, but must leave from the rear half of the circle.3. The athlete must not leave the circle until the discus has landed.4. The athlete must leave the circle from a standing position.5. The athlete must not touch the top of the circle or the ground outside the circle during the throw.6. The discus must fall so that the point of impact is within the inner edges of the lines marking the sector. It does’

not matter where the discus goes after the first impact.7. The measurement is recorded to the inside of the ring and taken back to the nearest whole centimetre below

the distance measured.8. Time allowed for athletes to commence their trial should not exceed one (1) minute.9. Athletes may interrupt a trial once started providing no rules have been broken up to that point. Athletes may lay

the implement down inside or outside and may leave the circle. When leaving the circle they shall step out as required in point 2 before returning to a satisfactory position and begin a fresh trial. All the moves permitted by this paragraph shall be included in the maximum time for a trial of one (1) minute.

SHOT PUT

1. The shot put must be held against or close to the neck under the chin when the athlete takes his stance to commence the trial. The hand holding the shot must not be dropped below this position during the trial.

2. The shot must not be brought from behind the line of the shoulders.3. The trial must commence from a stationary position.4. The athlete may enter the circle from any direction, but must leave from the rear half of the circle.5. The athlete must not leave the circle until the shot has landed.6. The athlete must leave the circle from a standing position.7. The athlete must not touch the top of the stop board, the circle or the ground outside the circle during the throw.8. The shot must fall so that the point of impact is within the inner edges of the lines marking the sector. It does’ not

matter where the shot rolls after the first impact.9. The measurement is recorded to the inside of the stop board and taken back to the nearest whole centimetre

below the distance measured.10. Time allowed for athletes to commence their trial should not exceed one (1) minute.11. Athletes may interrupt a trial once started providing no rules have been broken up to that point.12. Athletes may lay the implement down inside or outside and may leave the circle. When leaving the circle they

shall step out as required in point 4 before returning to a satisfactory position and begin a fresh trial. All the moves permitted by this paragraph shall be included in the maximum time for a trial of one (1) minute.

LONG JUMP

1. The entire take off foot must be placed behind the edge of the mat closest to the pit.2. The athlete must not swerve to one side of the board and run past a line extended outwards from the front of the

mat or metre square.3. The landing must be made in the sand, and any contact outside the pit must be forward of the landing mark in the

sand.4. The competitor must walk forward from the pit.5. No practice jumps will be permitted. However, athletes will be permitted to have on run through to measure their

run-up.6. Athletes may not employ any form of somersaulting.7. Time allowed for athletes to commence their trial should not exceed one (1) minute.8. If athletes take off from behind the mat, the measurement shall be made to the edge of the 20cm strip closest to

the landing area.9. Where a competitor jumps before the ½ metre or metre square mat the measurement shall be taken from the

edge furthermost from the edge of the pit.

TRIPLE JUMP

1. Rules 1 to 9 of long jump apply.2. The trial must consist of three jumps. The first jump (hop) is made from the take-off leg to a landing on the same

leg. The second jump (step) is made such that the landing is made on the opposite leg to the take off. The third jump is made so that the athlete lands in the pit, generally with both legs together.

3. The distance of the mat from the pit will be as per the listed event specifications measured to the front of the mat. However, an athlete may request the mat to be moved back or forward. All moves may only be done in whole metres.

HURDLES

1. Athletes are to hurdle the hurdle in their lane only.2. Athletes must not deliberately knock down hurdles.3. Athletes trailing leg must come over the hurdle and not around the hurdle.4. Athletes are not to run the wrong way over the hurdles as this is a dangerous practice

HIGH JUMP

Note: Clubs are advised on the minimum starting heights for scissor kick or Fosbury flop and the athletes must be certified by their clubs that they can achieve the minimum starting height for competition and demonstrate the technique safely. All athletes must be re certified by their clubs each season that they are able to demonstrate the technique safely and can clear the starting height for their age group. Upon demonstration of the safe technique and starting height the club will certify that athlete may be issued with a license to perform this jump and will advise the Swan Valley Centre accordingly. All athletes with a license will be noted on the recording sheet and only those athletes will be permitted to compete. If an athlete’s name is not on the recording list they WILL NOT be able to compete in that event.

1. Before the competition begins, the Judge shall announce to the competitors the starting height and the subsequent heights to which the bar will be raised at the end of each round until there is only one competitor remaining having won the competition, or there is a tie for first place.

2. Unless there is only one competitor remaining and he/she has won the competition:(a) the bar should never be raised by less than 2cm

And unless all competitors agree:

(b) the increment for raising the bar should never increase greater than 5cm.

3. For all age groups the bar will be raised in increments of 5cm until there are three or less competitors in the event and then by 2 rises of 3cm and all subsequent rises of 2cm unless all competitors agree to greater increments.

4. The competitor shall take off on lead foot (Foot closest to the bar). When the scissor action is used the lead foot must touch the landing area before any other part of the body.

5. Under 8, Under 9 and under 10 athletes must use the scissor kick technique.

6. Once the competition has begun, competitors are not permitted to use the runway or take off area for practice purposes or to re-measure their run up.

7. A competitor fails if;(a) After the jump, the bar does not remain on the supports because of the action of the competitor whilst jumping

irrespective of whether the competitor has left the landing area or not. (In windy conditions the Chief Judge must decide whether the wind or the athlete was responsible for the bar falling); or

(b) The athlete touches the ground including the landing area beyond the plane of the uprights, either between or outside the uprights with any part of their body, without clearing the bar. However, if when jumping, a competitor touches the landing area with their foot and in the opinion of the Judge no advantage is gained the jump for that reason should not be considered as a failure.

8. A competitor may commence jumping at any height previously announced by the Judge and may jump at any subsequent height. Three consecutive failures, regardless of the height at which any such failures occur, disqualify an athlete from further jumping.

The effect of this rule is that a competitor may forego their second or third trial at a particular height (after failing at the first or second attempt) and still jump at a subsequent height. If an athlete for goes a trial at a certain height, he/she may not make any subsequent attempt at that height.

9. Any measurement of a new height shall be made before competitors attempt such height. In all cases of records the Judge shall check the measurement and have it confirmed by an arena manager when the bar is placed at the record height and they shall re-check the measurement before each subsequent record attempt if the bar has been touched since last measured.

10. Even after all other competitors have failed; a competitor is entitled to continue jumping until they have forfeited their right to compete further.

After a competitor has won the competition, the height or heights, to which the bar shall be raised, shall be decided by the athlete in consultation with the Judge or Field Referee. However, after a maximum of two further heights the athlete must attempt a new personal best or forfeit their right to continue.

The effect of this rule is to allow athletes to continue jumping indefinitely while they achieve new personal bests.

Should the winner of the event continue jumping and another event for that age group is called then they shall be advised accordingly and they must:

(a) Elect to continue to jump until they have forfeited the right to do so and not contest the next event if the event is to be a track event.

(b) Elect to continue to jump until they have forfeited the right to do so and join the next event at the stage it is up to if the event is to be a field event.

(c) Elect to forfeit the right to continue jumping and join the event. In which case the high jump event will conclude.

11. A competitor will be credited with the best of all their jumps.

12.Competitors have one (1) minute to complete their trial once called to jump by the Judge. A competitor may interrupt a trial and begin a fresh trial in the one (1) minute allowed provided that no rules have been infringed.

If a competitor is the only one remaining; then

(a) he/she shall be allowed no more than one (1) minute between attempts before being called to take the next jump in the round.

(b) If the bar is to be raised to the next height he/she shall receive no more time than it takes to complete this action before being called to jump.

(Note in both instances above the competitor then has a further minute to complete his/her trial.)

13. Ties shall be resolved as follows:(a) The competitor with the lowest number of trials at the height at which the tie occurs shall be awarded the

higher place.

(b) If the tie still remains, the competitor with the lowest total of failures throughout the competition up to and including the height last cleared shall be awarded the higher place.

(c) If a tie still remains the athletes will be awarded first place.

WALKING

Race walking is a progression of steps so taken that the walker makes contact with the ground, so that no visible (to the human eye) loss of contact occurs.

The advancing leg shall be straightened (i.e. not bent at the knee) from the moment of first contact with the ground until the vertical upright position Note: The advancing foot of the walker must make contact with the ground before the rear foot leaves the ground.

Caution (Yellow Paddle)

Any judge can give a “Yellow Paddle” to a competitor when a competitor appears to be in danger of failing to comply with the rules (definition of race walking)

Cautions are issued verbally and briefly taking care that remarks do not constitute coaching Note: All remarks should be loud and clear and always in the form: e.g. "CAUTION No..... contact or knees"

For loss of contact ~ a wavy line in black on a yellow background For knees a 45o angle < also in black on a yellow background shall be used A judge can only caution a competitor once for each offence during the event A caution has no bearing on disqualification. It is possible to be cautioned by every judge in the race yet not

receive a single warning. This advice is only to indicate to a competitor that their action is deteriorating to a dangerous state.

Red Card

A judge gives a “Red Card” for disqualification if a competitor is actually breaking the rules of race walking For the U12 and above age groups, no verbal Red Card will be given. For other age groups, the Red Card will

be given verbally at the time of detection of the actual infringement Note: All remarks should be loud and clear and always in the form: e.g. "Red Card No..... contact or knees

Red Card is recorded on the judging pad and forwarded to the Chief Judge as soon as practicable A judge may only give a competitor one Red Card during the event irrespective of the infringement If a judge in an event requiring verbal Red Cards to be given, is not sure a competitor has heard the "Red Card"

the Judge should repeat it at the next suitable opportunity Note: A Red Card should never be given unless there is absolute certainty the rules have been infringed. Any doubt existing must be given to the competitor and the Red Card not issued

Disqualification

a) A Red Card by 3 or more walk judges that in their opinion a competitor’s mode of progression failed to comply with the definition of race walking brings about a disqualification

b) Only the Chief Judge may advise a competitor of their disqualification

c) Where a competitor is disqualified the Chief Judge shall indicate to such competitor verbally that they are disqualified and give the reasons for the disqualification

d) The result of an event shall not become final until the Chief Walk Judge and Track Referee has given the all clear

Methods of Judging

a) Prior to each walking event, the Chief Judge or a judge appointed by the Chief Judge, will acquaint the competitors with the judging procedures for the event

b) It is imperative that during an event all judges act in an individual capacity and their judging is not influenced by the judging of another judge, per medium of conversation or messages

c) The Chief Judge shall allocate judges their judging position

d) Walk judges, recorders or messengers shall not use transceivers during the conduct of the event.

e) The judges must adequately cover the whole of the track/course, this can be done by having approximately equal distance between judges. There should be no blind spots, judges should judge from the outside of the track/course and not encroach on an area allocated to another judge, but judge from their allotted position as walkers are passing or approaching their section

Track Umpires and Referees

a) Track Umpires and Referees shall work during the event to determine the fairness of the competition other than walking rules

b) The Track Umpires will be responsible for detecting deliberate impedance or interference by competitors who leave the track or the course, or who cut corners: reporting it to the Track Referee

c) The Track Referee should confer with the Chief Walk Judge and indicate any athletes who are to be disqualified before walk results are finalised

Walk Judge’s Master Sheet

a) A copy of the master sheets of each walk event will be posted on the notice board with the result sheet

b) The master sheet is that document which the Chief Judge records the Red Cards of the judges and themselves and indicates which competitors received 3 or more Red Cards

c) Judges should be indicated by number and not by name on the notice board copy of the sheet

HEALTH AND WELFARE1. WEATHER

Concerns and misunderstandings always arise when the mercury soars beyond forty (40) degrees or the rain sets in for the morning. As a sporting organisation in control of young children and teenagers our objective is to provide athletes and officials with an enjoyable and friendly atmosphere in which to participate and a safe environment which ensures reasonable comfort and protection.

The onus will always rest with the parents/guardians to finally decide on what is best for their children when weather extremes are experienced.

In the event of rain the Executive Committee will decide whether the program will be held or not. If the program is reduced the allocation of points will be at the discretion of the Centre Executive.

Shade is provided on all sites and athletes are encouraged to utilise this facility.

The Arena Manager may cancel an event if the conditions are such that there may be a considerable risk of injury.

Please assist us by ensuring that your children are provided with, and encouraged to use, the following:

a tee-shirt to cover their shoulders between events a hat and a good quality sun block Drink plenty of fluids. It is better to drink little and often. Water is best!! However, avoid drinking water that is ice

cold when you are hot as this may cause cramps in the stomach. Fizzy drinks are not recommended while competing because of the danger of dehydration.

Swan Valley Centre recognises the importance of good nutrition for sports performance by promoting good nutrition and healthy eating messages.

2. INJURY / ILLNESS

Injury is one of the down sides of exercise or sport. It is often caused by overdoing things or lack of a proper warm up. Some of the more common injuries are:

Tendonitis: Usually occurs in the shoulder, elbow, knee or Achilles (ankle) tendons. Ensure a good warm up and don’t try a new exercise program beyond your level of fitness. Well heeled shoes may help with tendonitis.

Stiff or Sore Muscles: Come after a hard, long or different work out. May be avoided by warming up, cooling down and stretches.

Strains and Sprains: When a muscle or ligament is damaged, bleeding or swelling occurs, suppressing nerve endings, causing pain and reducing mobility. Caused through over stretching, poor warm up or accident.

Key Site Officials have the discretionary power to stop an athlete from competing in an event if they believe that their ability or action is such that they are likely to injure themselves.

In relation to illnesses, the Centre’s registration form has provision for the listing of allergies and other known medical conditions. It is imperative that this information be kept up to date to assist our first aid staff

R = Rest

Avoid:

H = Heat, which increases swelling and pain

A = Alcohol

R = Running or exercise too soon, which makes an injury worse.

M = Massage, which may increase bleeding in the first 24 hours.

Do not pick up an athlete who has fallen until the injury has been determined.

Consult the First Aid Officer as soon as possible.

Swan Valley Centre discourages the use of medication in respect of injury/recovery that would enable a participant to compete where they would not otherwise have been able. The use of illicit drugs and performance enhancing drugs is not permitted by any Swan Valley Centre members or patrons. We will adopt and be guided by the Sports Medicine Australia policy on the administration of medication by non-medical personnel.

3. NON SMOKING POLICY

The Executive Committee of the Swan Valley Centre understands the harmful effects of smoking on health, fitness and performance in sport and as a result has adopted the following policy:

ATHLETES are reminded that smoking adversely affects performance. Athletes are prohibited from smoking whilst engaged in athletics.

COACHES AND OFFICIALS are reminded that they are role models for junior athletes and are asked to refrain from smoking whilst associated with the sport

PREMISES and competition areas at Swan Valley are declared smoke free zones. Smoking is permitted well away from all sites.

SPECTATORS are reminded that smoking is considered to be inappropriate in a sporting environment and are urged to respect our policy on tobacco products.

4. SUN PROTECTION POLICY:

The health of members and supporters is of primary concern to the Swan Valley Little Athletics Centre. Accordingly, the Centre will actively seek to promote, encourage and support sun protection at Centre meetings, training and competitions.

As Centre competition is held between the hours of 7.45am and 12.45pm on Saturday mornings, Swan Valley Little Athletic Centre, where possible, will:

Provide an SPF30+ or higher sunscreen for members and make it available for sale and/or use to spectators; Encourage members and supporters to wear a hat that complies with the Cancer Foundation of WA

recommendations while participating in Centre activities; Ensure maximum use of existing shade at the Centre. Where shade is not adequate, the Centre will

endeavour to provide temporary shade structures. Provide portable shade structures for members at competitions held away from Swan Valley e.g. Inter Centre

competitions, Zone & State Championships; Promote the Sun Smart/Me No Fry message in all Centre publications including posters, newsletters,

SATURDAY INTER-CLUB COMPETITION PROGRAM

Saturday inter-club competitions are held at Coolamon Oval, Ellenbrook, starting Saturday 8th October 2016. Marshalling will commence at 8:00 am . Program commences at 8:15am sharp .

Two (2) calls will be given to inform athletes that their event is to be held. You must be at the marshalling tent before the second call.

THE PROGRAM COORDINATOR MAY FROM TIME TO TIME AND BASED ON THE AVAILABILITY OF SITES, ALTER THE ORDER OF EVENTS CONDUCTED.

Athletics WA welcome athletes of almost all ages. We do have a minimum age - 11 years or older at 31 Dec 2017. If younger than this, then stick with WA Little Athletics, it is the best way to start Athletics. However you can continue to compete with us for as long as you like as there is no maximum age limit.

We do have a club affiliated with us that also provides additional competition for athletes aged 30yrs+ in the Masters WA club.

In order to compete in WA Athletics competitions all athletes must be members of Athletics WA either directly through a 'senior' club as per the club directory or directly with the WA Athletics association as an independent. The independent option may be useful for those looking to only compete once or twice during a season, or for those not looking for the support of a club.

Little Athletics athletes are not automatically members of Athletics WA but can register directly with Athletics WA and select WALA as their membership type, similarly Wheelchair Sports athletes should do the same.

Athletes who have previously been members of Athletics WA will already have a profile in the system and should login to update personal details or to renew membership. Should an existing member wish to change their affiliation (club etc), then please contact Athletics WA first to arrange the transfer before renewing membership.

CLUBS

Clubs are a great part of Athletics. It is a great way to meet new people, new training partners, and new friends and create a team environment in what can be a lonely and individual pursuit. STATE EVENTS

Brave Hearts Athletics ChallengeSunday 5th November 2017

The aim of this day is to introduce our younger athletes to competition at the State Athletic stadium without too much pressure, by participating in a team event.

Each Centre may enter unlimited number of each gender and each age group.

All athletes will receive two attempts only in all field events. The top three place getters for each event will receive a place ribbon; all Athletes will receive participation ribbons. Whilst all performances are acknowledged on the day No Centre points or Trophies will be awarded it is for fun and participation only.

ALL athletes will receive a small show bag on the day.

We have decided to make this day a really fun day combining it with a fundraising/awareness day for the BRAVE HEARTS Foundation by turning it PURPLE.

Athletes can come in their club or centre uniforms or dressed in PURPLE and WHITE but must wear their competition numbers. We ask that everyone else please come in purple to highlight the cause and support the Brave Hearts foundation.

State Relay ChampionshipsSunday 2nd December 2017

WA Athletics StadiumRelay Program will be available on the Swan Valley LAC website and WA Little Athletics Website

1: Relays Sub Committee

a. This Committee will be undertaken by the Officer for Coaching & Development (Track Relays) Officer for Records & Rankings (Files and Times & information) Officer for Championship & Special Events (Field Relays),

b. The Committee will be responsible for the appointment of Coaches for all Girls & Boys Track relay squads in each age group from U8 to U16/17

2: Appointment of Coaches

a. Coaches from the previous season will be approached firstly to ascertain if they intend continuing with coaching of that same team/ teams from the previous year. Coaches must confirm if they will be continuing no later than the second week of Centre competition. (Priority will be given to these coaches).

b. Any coaches that do not intend continuing then these team will be offered to interested parties, any inquiries regarding coaching relay teams to be directed to the Relays Committee.

c. After the appointment of coaches under the provision of paragraph 1 (b) a call for expression of interest for vacant teams will be called for over the Public Address system at normal Saturday morning competition in addition the Relays Committee will approach perspective Persons interested people to undertake the roll of coaches for these teams.

3: Team Selection for Track Relay Teams

a. At the commencement of the season the Officer for Records & Ranking will compile a dossier file for each age group boys & girls, this file will contain a squad list of the top 8 or 10 ranked Athletes Names & Times from which the Coach/Coaches will be able to select their teams from the file will also contain Parents details phone numbers & Email addresses if available.

b. Events for each age group:

Track: U8 to U10 4 X 100m & 4 X 200m U11 to U16/17 4 X 100m & 4 X 400m

c. Athletes will only be Selected on Current seasons Times.d. The Coach/Coaches are responsible for the selection of their teams once the team is selected any changes of

that team must go through the Relays Committee and must show good reason for said changes unless it is because of an athlete being injured or withdrawing from the team.

e. Coach/Coaches Please Note you are required to select your team as early as possible so that the Officer for Championship & Special Events has reasonable time to be able to select Athletes for State Relay Field Teams this is very important

f. Coach/Coaches may change their team as long as 3 (d) is followed up until two week prior to the relays after that period Coaches must consult the Officer for Coaching & Development and Relays Committee of any changes. The Relays Committee will decide if the change does not affect any athlete already selected in the team before making any changes unless it is because of an injury or withdrawal of an athlete.

g. If an athlete is picked for both the 4x100 and 4x200/4x400 they must compete in both of these events and not pull out of one and do the other.

h. If an athletes does not want to participate in a Track Relay team than they are not allowed to compete in a Field Team.

i. New athletes joining the Centre must complete at least Three full Saturday competition before they become eligible to be selected this Rule Also Applies to athletes who join the Centre after the first three weeks of normal competition Coaches must seek permission from the Relays Committee before including said athletes in their Relay Squad/Squads any changes to this rule must be discussed between Relays Committee and the Swan Valley Executive before any permission will be given.

j. Athletes who rank well in both Track & Field events then that athlete will automatically be selected for the Track Relays. Under LAWA’s Guide lines Track selection will take preference over Field Relay selection. An athlete who refuses to do the track relays will automatically be excluded from doing the field Relays. Unless the Coach of that Team can show good reason to the Relay’s Committee Coordinator why this rule may be changed for their team to achieve the best result for their team in both Track & Field.

k. No Athlete will be automatically be selected into any team Track or Field if he/she has not recorded a Time or Distance which ranks them well.

l. The final day that any Relays Coach can make any changes to their team will be (2) weeks prior to the State relays as long as the changes comply with Rules 3d/3f/3g are followed apart from injuries or withdrawals.

m. Any queries, disputes or questions by Coaches, parents or other interested parties regarding team selections for track or field teams are to be directed to the Relays Committee

n. The decision of the Relays Committee will be final or so directed by the Swan Valley Centre Executive, who reserves the right to override any decision made by the Relays Committee in respect to disputes relating to team selection.

o. Changes to a Relay Team as a result of an injury to an athlete or late withdrawal in the final week any time up till the day of the State Relay Championships may be automatic consultation with the Relays Committee is not required.

4: Relay Training

a) When Coaches receive their files it is the Coaches responsibility to arrange training times and days to suit both Coach and athletes.

b) Coaches to remember that athlete’s do have other commitments and may not be able to attend some nights so the coach should look to find the easiest solution to suit all parties. It is also the responsibility of the Coach to let both parents and athletes know of any changes that might occur.

c) It is the responsibility of Parents of athlete to make sure they attend training sessions at the time and days required by the Coach if possible. If an athlete cannot attend a training session it will be the Parents responsibility to contact the Coach

d) If an athlete continually fails to attend or arrive late on the stated days and times for training, whether it be their fault or not then at the discretion of the Coach and after consultation with the Relays Committee the athlete may be Excluded from the team.

e) Coaches please take note: - Only Shoes that cannot take Spikes must be worn. Spikes are not allowed in Track events. As per LAWA guide lines.

f) In accordance with Western Australia Little Athletics (LAWA) guidelines, athletes selected in the track relay teams cannot be selected for field relay teams.

5: Track Relay Team Composition

a) A track relay team may consist of a minimum of four (4) athletes to a maximum of ten(10), the final number will be affected by the availability of athletes in an age group, the times recorded by each athlete competing in an age group, and the selection strategy of the Coach.

b) The Relay team for each event may consist of four (4) or five (5) athletes, i.e.:- four competitors and one (1) reserve. Coaches are encouraged to select a reserve for each event.

c) A coach may use all five (5) athletes in heats and finals at their own discretion. All athletes including the reserves will receive a medal if the team is successful.

d) The format of each team will be at the discretion of the Coach.

5: Field Relay Team Composition

a) Selection of athletes for Field Relays will be done by the Officer for Championships & Special Events these athletes will be contacted upon selection of athletes for each team.

b) Any disputes about athletes selected will dealt with by the Relays Committee & Officer for Championships & Special Events

c) A field relay team may consist of a minimum of two (2) athletes to a maximum of four (4) athletes; the final number will be affected by the availability of athletes in an age group the distances recorded by each athlete competing in an age group.

d) If four (4) athletes are selected, each athlete will compete in one (1) event.e) If three (3) are selected, one (1) athlete will compete in two (2) events while the remaining

two (2) athletes will compete in one (1) event.f) If two (2) athletes are selected, each will compete in two (2) events.g) Athletes will only be selected on this seasons Field event results

This competition is held at the WA Athletics Stadium and is open to athletes in the U11 to U17 age groups. Each age group competes in five (5) events and points are awarded based on performance. Centre uniform with registration number and age tag must be worn.

Nomination fee of $10 will be refundable on attendance. “Athletes must compete in ALL five events”.

State Championship Quarter Finals and Finals (ZONES & STATES)

ZONESVenue: Kingsway LACDate: Saturday, 17th February & Sunday, 18th February 2018Program: Zones program will be available on the Swan Valley Website and the WA Athletics website

The State Championship Heats and Quarter Finals meet is held over two (2) consecutive days. Athletes must compete in Swan Valley Singlet and Black Shorts (U7-U9 can wear Club Uniforms) including age tags, registration numbers and sponsorship tag. Entry will be done online.

Our Zone consists of Eastern Hills, Inglewood, Bayswater, Swan Valley and Kingsway LAC. In the U7 to U9 age group Bunbury and Eastern Goldfields are also included in our Zone. The Zone Championships can be hosted by any of the above centres; Location of the zones will be confirmed and advertised during each season.

Athletes are limited to a maximum number of events for the championships. There is no restriction on the number of events an athlete can contest on any one (1) day.U7 –U9: Four Events U10 – U12: Five Events U13 – U15: Six Events

U16 & U17’S WILL NOT COMPETE IN ZONES, BUT WILL BE ELIGIBLE TO NOMINATE FOR THE SEMI FINALS& FINALS OF THE STATE CHAMPIONSHIPS.

Athletes who qualify through the Zone Championships go on to compete against qualifiers from other Zones and Country Centre’s. The top 6 athletes in all events qualify for the State Championships except for Discus and Javelin where it was the top 5 athletes. These championships are held at the WA Athletics Stadium. Athletes must compete in Swan Valley uniform consisting of the Swan Valley Singlet, Black Shorts, age tags, registration numbers and sponsorship tag.

This event is held in April each year. Hosting of the championships is rotated between states on an annual basis. Twenty two (22) athletes, normally eleven (11) of each gender, are selected from the U13 age group to represent Western Australia. State representatives are chosen on their overall season performances including those at local Centre competition, State Multi Event Championships and State Track & Field Championships.

Athletic results recorded from outside the W.A.L.A. umbrella are not considered.

NATIONAL MULTI EVENT CHAMPIONSHIPS

Competition is held in conjunction with the National Teams Championships. The team is comprised of two (2) boys and two (2) girls from the U15 age group. Selection is based mainly on performance at the State Multi Event Championships & season performances.

WALA INTERNATIONAL TEAM

All medal winners in the U14 and U15 age groups at the State Track & Field Championships are eligible to be selected in the team. The WALA International team competes in either Singapore or Kuala Lumpa.

DONATIONS

The Executive Committee will give a monetary donation to athletes who are selected in the WALA Under 14/15 International Team.

Any athlete who qualifies by winning a medal in the summer season and competes in the under 14/15 international team will receive $150 from the Centre. This award shall be presented on the opening day of competition each year; the donation will be issued upon the return of the trip.

LIFE MEMBERSHIP

The Executive Committee shall have the power to confer on a person (not being a registered athlete) for meritorious service, the honour of LIFE MEMBERSHIP of the Swan Valley Little Athletics Centre.

The person nominated must have given exemplary service over a minimum of ten (10) years (Service as a registered athlete is not considered.) The nomination must demonstrate exceptional Service above and beyond the performance of other volunteers during this period.It is not a requirement to have served on Club or Executive Committees to be eligible.

The number of life memberships awarded in any one year shall be limited to a maximum of two (2). A person, not being a registered athlete, may be nominated for life membership by:

Notice of Intention to nominate a person must be submitted in writing, with credentials, to the Centre Secretary. The Notice of Intention shall be circulated to all Executive Committee members and affiliated clubs for comments. If endorsement is obtained final approval can be formalized at an Executive Committee monthly meeting.PresentationEach recipient shall receive a centre plaque suitably engraved and a life membership badge. Presentation is to take place on the Opening Day of a new season

WINTER COMPETITIONThe winter season is undertaken from May to August and covers Cross Country Running and Road Walking at different venues throughout the metropolitan area. All athletes compete in Swan Valley Centre uniform (U7-U9 can wear Club Uniforms) and in the same age group as the preceding summer.

Age tags and registration numbers must be transferred to the Swan Valley uniform.

New registrations are welcome with the payment of the appropriate fee to cover insurance, C.O.W user pays etc.

CROSS COUNTRY RUNS

Competition is Inter-Centre, organised by LAWA and is held every second Saturday afternoon commencing at 1.00pm. The first competition date, and one (1) other, is run as scratch races and the remainder are run on a handicap basis.

Athletes must compete in a minimum of five (5) cross country runs to be eligible to compete in the State Cross Country Championships.

Events conducted are:

Under 7 - 9: 1500 metres Under 10 - 12: 2000 metres Under 13 - 17: 3000 metres

ROAD WALKS

Competition is Inter Centre, organised by LAWA and is held on alternate Saturday afternoons to the cross country runs also commencing at 1.00pm.

Athletes must compete in a minimum of four (4) road walks to be eligible to compete in the State Road Walking Championships.

Events conducted are:

Under 7: 1000 metres Under 8 - 9: 1500 metres Under 10 - 17: 2000 metres

STATE CROSS COUNTRY RUNS & ROAD WALKS CHAMPIONSHIPS

Hosted by centre’s on an expression of interest basis.

Races are held over their respective distances and conclude the winter season. Medals are awarded to place getters in each age group. Under 7’s are now eligible to compete in the winter state championships. Athletes in the U7 – U9 may wear their club uniform with numbers, age tag and Jetstar badge, all other athletes must wear a Centre uniform with their number and age tag
