ANIMAL DISEASE ACT, 1965(Act No. 7 of 1965)

THE STOCK DISEASES (FOOT AND MOUTH DISEASE) REGULATIONS, 1997(Under Section 3 of the Act)

In exercise of the powers conferred by Section 3 of the Animal Diseases Act 1965, theMinister for Agriculture and Cooperatives hereby makes the following Regulations:

Citation and Commencement.

These Regulations may be cited as the Stock Diseases (Foot and Mouth Disease No. 1)Regulations 1997 and shall be deemed to have comeinto force on 23rd October 1997.

Declaration of Foot and Mouth Disease Guard Areas.

The areas falling under the diptank areas specified in the First and Second Schedules arehereby declared Foot and Mouth Disease Guard Areas.

Prohibition ofMovement ofAnimals and Animal Products.

The movement of animals and animal products out of the guard areas is hereby prohibitedand any Movementof such into the guard areas other than in accordance with a written permitobtained from the Director of Veterinary Services or his appointed representatives is prohibited.

Restriction of Movementof Persons, Vehicles and Containers.

The movement of persons in the guard areas other than those involved in official dutiesrelated to the disease is restricted and Vehicles, containers and people moving in and out of

these areas may be subjected to the necessary searches and sanitary measures prescribed underthese regulations

Presentation of Susceptible Animals for Examination and Testing.

Owners of all susceptible animals in the guard areas shall present them to the diptank areasspecified in schedules 1 and 11 for examination and testing as is necessary and are called uponto do so.

Destruction of Infected Animals.

All susceptible animals found to be infected or reacting positively to the disease antigen inthe guard areas shall be destroyed under veterinary supervision.

Offences and Penalties.

Any person who contravenesthe provisionsor fails to comply with the requirements of theregulation prescribed under Section 3 commits an offence and shall be liable to such penalties

as are prescribed with these regulations. No such penalty shall exceed Six Hundred Emalangeni(£600.00) or imprisonment for two years or both.

ANIMAL DISEASE ACT, 1965(Act No. 7 of 1965)

THE STOCK DISEASE REGULATIONS, 1997(Under Regulation 11)

In exercise of the powers conferred on him by regulation 11 of the Animal Disease Act,1965 the Director of Veterinary Services issues the following notice.

Citation and commencement.

1. This Notice may becited as the Dipping of Stock Notice, 1997 and shall be deemed to havecomeinto force on the 1st November, 1997.

Compulsory Dipping of Stock.

2. (i) Subject to sub-regulation (2) all owners of cattle in Swaziland shall dip their cattle once

in every seven (7) days.

(ii) Not withstanding sub-regulation (1) owners of cattle in the Schedule here io shall dip

their cattle once in every fourteen (14) days.

Dipping Hours.

3. Subject to any order to the contrary issued by an officer authorized under regulation 11, ofStock Diseases Regulation 7/1965 (1) dipping hours under regulation (2) of this notice shall be

between 5.00 am and 12 noon.

Revocation of Legal Notice No. 79 of 1997.

4. The Dipping of Stock Notice No. 79 of 1997 is hereby revoked.

In exercise of the powers conferred by Section 3 of the Animal Diseases Act, 1965 theMinister for Agriculture and Cooperatives hereby makes the following Regulations:


1. These Regulations may be cited as the Stock Disease (Rabies No. 8) Regulations, 1997 andshall be deemed to have comeinto force on 14th October, 1997.

Declaration of Rabies Guard Areas.

2. The areas specified in the First Schedule are declared to be Rabies Guard Areas.

Isolation and Confinement of Dogs.

3. Every owner of a dog or cat in a guard area shall isolate and confine his dog or cat so as to

preventit from escaping from such guard areas and such confinement andisolation shall remain

in force until further notice.

Presentation ofDogs and Cats for Vaccination.

4. A person who ownsa dog orcat and lives within the area specified in the first schedule tothis Notice shall present his pets for inoculation at the designated vaccination centre and on the

time specified in the Second Schedule.

Offence and Penalty.

5. An ownerof a dog or cat who fails to comply with Regulation 3 or 4 commits an offence andis liable on conviction,to a fine not exceeding E300.00 and in default ofpayment, to imprisonment

for a period not exceeding 3 months.

Destruction ofDogs and Cats in Rabies Guard Areas.

6. (1) A Government Veterinary Officer may destroy a dog or cat in any of the Rabies guardareas if in his opinion, the dog or cat has not been confined so as to prevent it from escapingfrom such guard areas.

(2) In pursuance of subregulation (1) a Government Veterinary Officer may ask for the

assistance of the Royal Swaziland Police in carrying out the provision of that sub-regulation.

THE STOCK DISEASE (RABIES NO. 9) REGULATION, 1997(UnderSection 3)

In exercise of the powers conferred by Section 3 of the Animal Diseases Act, 1965 the

Minister for Agriculture and Cooperatives hereby makes the following Regulations:


1. These Regulations may be cited as the Stock Disease (Rabies No. 9) Regulations, 1997 and

shall be deemed to have come into force on 16th October, 1997.
