IntroductionWelcome to the Swindon Local Safeguarding Children Board training brochure.

This brochure provides details of Swindon Local Safeguarding Children Board courses designed to assist individual agencies to meet their responsibility in respect of safeguarding children training.

Multi-agency training enables staff to work effectively both within their own agency and across organisational boundaries. Training people together can make a significant contribution to building mutually respectful and trusting relationships, which forms the foundation of any partnership working.

LSCB training aims to achieve:•A shared understanding of roles and responsibilities•Improved communication between professionals and others working with children, young people and families•Contribute to whatever actions are needed to safeguard and promote the child’s welfare•Improved assessment, analysis and decision making•Improved effective working together based on sound working relationships.

Levels of TrainingIn order to meet the differing levels of training needs across the range of agencies and staff roles, the courses are targeted according to the level of contact with children and families and level of responsibility for safeguarding children. Details about levels can be found at the end of this brochure.

LSCB Learning and Development ProvisionAll LSCB training courses at Level 2 and above will be multi agency. Completion of Level One training will be a prerequisite to attendance at any of the core training courses (Child Protection Level 2 & 3)

Cost of CoursesSwindon Safeguarding Children Board courses are free of charge to all partner agencies. However there will be a subsidised charge of £100 per person per full day course and £50 per day per half day course for academies, schools and large organisations who charge the Local Authority to provide specialist services. All eLearning courses provided by the LSCB are free of charge.

We require 10 working days notice of any cancellation. Cancellations made outside of this period or non-attendance on the day will incur a fee of £ 100 per full day course, £50 per half day course and £15 per eLearning course . This fee will be payable regardless of the reason for non-attendance or late cancellation.

How to ApplyApplication for any of the LSCB courses outlined in this brochure can be made online via the ‘Training’ section of our website www.swindonlscb.org.uk To apply for a course you will need to complete the online application form. Successful applicants will be sent joining instructions three weeks prior to the course starting.

Pre course preparation Child protection training can include subjects that participants may find difficult. Please consider where you can gain support after the course. For LSCB courses you will need to be prepared to actively participatewithin the workshops and discussions in order to give you the best training and learning experience possible

Line Managers are expected to:•Sign and agree to the delegate’s application form•Spend time with the staff member or volunteer after the course to facilitate learning into practice•Ensure that the staff member or volunteer is freed up from their work to attend training•Organise the payment of a cancellation fee if the staff member or volunteer does not attend the course without giving ten days notice•Complete the one month follow up evaluation survey and feedback on the impact of training on the delegate’s work practice

Swindon Local Safeguarding Children Board will:•Provide experienced and knowledgeable trainers•Email hand-outs to print off and bring to training course•Provide you with up to date training in accordance with learning objectives set•Challenge any discrimination and/or oppressive behaviour or language •Listen to comments made through evaluations and make changes where necessary•Create a learning environment where confidentiality will be maintained unless this impacts on the welfare of a child•Raise concerns which may arise during training with regards to practice•Carry out one month post training evaluation of impact of training•Publicise all training opportunities via the LSCB website

Delegates are expected to:•Print off and bring hand-outs to training•Notify the LSCB if they are unable to attend a course ten days prior to the course date•Contribute and take time to listen within the group•Fully participate in group work and discussion during the training session•Respect each other’s differences.•Use any knowledge or skills gained to improve your practice•Be vigilant about the health and safety of others and comply with any evacuation procedures as appropriate•Seek support after training if needed•Complete evaluation forms after the course•Complete one month follow-up evaluation

Which training is right for me?

Level One: Required for all staff, who may be in infrequent contact with children, young people and/or parents/carers who may become aware of possible abuse or neglect. Swindon LSCB recommends that Level One training is delivered via Artemis eLearning.

Level Two: In addition to Level One, Level Two training is required for staff, working frequently with parents, children or young people. At Level Two, LSCB courses are multi agency and have a focus on the skills, knowledge and behaviours required for inter-agency working. (NB some agencies also deliver their own Level 2 training, however these are single agency programmes).

Level Three: In addition to Level One and Two training, Level Three is for all staff working with children, young people and/or their parents/carers and who could potentially contribute to assessing, planning, intervening and evaluating the needs of a child or young person and parenting capacity where there are safeguarding/child protection concerns.

Level Four: This level of training is advanced training for specialist workers, managers and supervisors in all agencies.

Frequency of trainingSwindon LSCB recommends that all child protection training is refreshed every three years with the exception of Designated Persons for Child Protection within Schools and Early Years providers who should refresh training every two years.

Attendees may include teachers, staff from housing providers, health, youth services, child minders, foster carers, residential care settings, leisure services, faith groups, voluntary organisations.

Attendees may include Reception /Admin Staff, librarians, sports development officers, disability specialists, faith groups, community youth

groups, play scheme volunteers, adult services workers.

Attendees may include those who complete section 47 enquiries, including professionals from health, education, police and children’s social care; who work with complex cases co-ordinate assessments of children in need.

This level of training is advanced training for specialist

workers, managers and supervisors in all agencies.

Child Protection Level OneAim: The Child Protection course is an introduction to the concept of providing protection to children in your care. Child Protection Level TwoAim: Building on the level one online module, or your specific single agency training, This full day looks at practitioners awareness of their roles and responsibilities and of those of other agencies, working with families, for safeguarding children and young people. The course explores the referral system for child protection concerns, child in need and child protection processes, recording and confidentiality. Child Protection Level ThreeAim: Building on the learning gained from training at Level one and two, this course aims to provide delegates with an enhanced understanding of the knowledge and skills required to work together within the processes for safeguarding and promoting the welfare of children in complex and challenging situations. Recognising & Responding to Sexual AbuseAim: To increase practitioners’ knowledge in the area of Child Sexual Abuse (CSA). To give practitioners practical tools to use when working with children who have experienced CSA. To give practitioners confidence when working in the area of CSA.Objectives: •Knowledge of the signs and symptoms of CSA as a means to identifying children who are being abused.•Develop skills in the recognition of and response to allegations of sexual abuse.•Understand the child’s perspective on abuse and the emotional impact on them.•Understand issues relating to the abuser and the theoretical perspectives on CSA.•Understand the issues that need to be addressed to prevent and manage abusive situations.•Have an ability to identify areas for intervention with the child.•Have an understanding of the various treatment methods.

Aim: Aimed at individuals and teams with a direct role in working with young people (individually or in a group setting) develop an awareness of safe and healthy sexual relationships: how to keep safe, recognise exploitative situations, build resilience and develop self-efficacy skillsObjectives: •Understand what child sexual exploitation is and what is known about it•Understand how young people become involved in and react to exploitative situations•Consider the strategic and practical approach you/ your organisation needs to take to respond effectively to CSE•Identify a core curriculum and programme of work with children and young people within a variety of settings•Identify key partners within single service and multi- agency settings•Increase knowledge of resources available to assist work with children and young people

Conference & Core GroupsAim: This course is for those professionals who may have to attend a child protection conference or who want to feel more confident about the conference process. This course includes the latest updates surrounding the new ways of working with children and families in child protection conferences.Objectives: For Participants to:•Be able to equip themselves for the preparation and planning for Core Groups and Reviews•Have had the opportunity to contribute to participate in a mock Child Protection Conference and Core Group•To effectively put into practice the skills and knowledge they have learned for Child Protection Conferences, Core Groups and Reviews•Understand their roles and responsibilities when attending Child Protection Conferences, Review and Core Groups•Be confident in representing their agency by presenting themselves and their reports clearly effectively within Child Protection Conferences, Core Groups and Reviews.•Ensure that Core Groups are effective in driving the Child Protection Plan forward.

Risky Behaviour in AdolescentsAim: Delegates will: Learn about risky behaviours such as substance misuse, sexual health issues, offending and gang membership and how these can be related to teenagers being “in need”. Be informed about the current government guidance which statutory agencies are obliged to follow. Learn about multi agency and community interventions which are known to be effective in protecting vulnerable young people.

Keeping Safe Online

Aim: This course has been designed to participants with awareness and understanding of contexts, meanings and information to enable them to contribute to safeguarding children from bullying and abuse on-line.

Objectives: By the end of this course participants will be able to:•The potentials, opportunities, uses and risks of ICT•Legislation pertaining to ICT, including Data Protection Act for privacy, and the Sexual Offences Act 2003 designed to protect children from sexual exploitation on the Internet•The continuum for safeguarding children on the internet, from risk-taking behaviours to child abuse•Tactics used by paedophiles and sexual predators on the Internet•Signs & symptoms of cyber-abuse

Sexually Harmful BehaviourAim: This is an opportunity to develop your understanding of sexual behaviour in children and young people. To develop an understanding of inappropriate & abusive sexual behaviour. To understand contributory pathways into sexual behaviour, factors that maintain sexual behaviour and intervention methods to divert children from harmful behaviour. Level 1: All staff working in settings who may be in infrequent contact with children, young people and/or parents/carers who may become aware of possible abuse or neglect

This level is equivalent to basic safeguarding/child protection training across all partner organisations working with children and young people.

Staff groups Attendees may include Reception /Admin Staff, librarians, sports development officers, disability specialists, faith groups, community youth groups, play scheme volunteers, adult services workers

Core competences•Essentially competence at this level is about individuals knowing what to look for which may indicate possible harm and knowing who to contact and seek advice from if they have concerns. It comprises of: •Recognising potential indicators of child maltreatment – physical, emotional, and sexual abuse, and neglect •Recognising the potential impact of a parent/carers physical and mental health on the well-being of a child or young person•Taking appropriate action if they have concerns, including appropriately reporting concerns and seeking advice•Competences should be reviewed annually as part of staff appraisal in conjunction with individual learning and development plan

Criteria for assessment•Demonstrates an awareness and understanding of child maltreatment •Demonstrates an understanding of appropriate referral mechanisms and information sharing i.e. Knows who to contact, where to access advice and how to report

Level 3: In addition to Level 1 & 2 training, Level 3 is for all staff working with children, young people and/or their parents/carers and who could potentially contribute to assessing, planning, intervening and evaluating the needs of a child or young person and parenting capacity where there are safeguarding/child protection concerns Staff groups•This may include staff who complete section 47 enquiries, GPs, mental health staff (adult and CAMHS), child psychologists, child psychotherapists, adult learning disability staff, designated officers in education settings, Police, health professionals working in substance misuse services, youth offending team staff, sexual health staff, school nurses, social workers, health visitors, all children’s nurses, midwives, child psychologists, obstetricians, all paediatricians and those who work with complex cases co-ordinate assessments of children in need. Core competences•As outlined for Level 1 and 2 •Contributes to inter-agency assessments, the gathering and sharing of information and where appropriate analysis of risk•Undertakes regular documented reviews of own (and/or team) safeguarding/child protection practice as appropriate to role (in various ways, such as through audit, case discussion, peer review, and supervision and as a component of refresher training) •Draws on child and family-focused clinical and professional knowledge and expertise of what constitutes child maltreatment, to identify signs of sexual, physical, or emotional abuse or neglect•Will have professionally relevant core and case specific clinical competencies•Documents concerns in a manner that is appropriate for safeguarding/child protection and legal processes •Contributes to serious case reviews/case management reviews/significant case reviews, and child death review processes •Works with other professionals and agencies, with children, young people and their families when there are safeguarding concerns •Advises others on appropriate information sharing

Level 4: This level of training is advanced training for specialist workers, managers and supervisors in all agencies Staff groupsThis includes social care managers, named doctors, named nurses and named health visitors.

Core competences •As outlined for Level 1, 2 and 3•Contributes to the development of robust internal safeguarding/child protection policy, guidelines, and protocols•Able to effectively communicate local safeguarding knowledge, research and findings from audits •Works with the safeguarding/child protection team and partners in other agencies to conduct safeguarding training needs analysis, and to commission, plan, design, deliver and evaluate single and inter-agency training and teaching for staff in the organisations covered•Undertakes and contributes to serious case reviews/case management reviews/significant case reviews, individual management reviews/individual agency reviews/internal management reviews, and undertakes chronologies, and the development of action plans where appropriate•Works effectively with colleagues from other organisations, providing advice as appropriate•Provides specialist advice to practitioners, both actively and reactively, including clarification about organisational policies, legal issues and the management of child protection cases•Provide safeguarding/child protection supervision •Participates in sub-groups, as required, of the LSCB•Leads/oversees safeguarding quality assurance and improvement processes•Undertakes risk assessments of the organisation’s ability to safeguard/protect children and young people•Competence should be reviewed annually as part of staff appraisal in conjunction with individual learning and development plan
