Q 1(k) Who are the customers/end users

Appendix request 1(i) Please also provide documentary evidence or outline any discussions or agreements you have or intend to have with intended customers/end users for the services to be provided by the infrastructure in an Appendix. Outline relating to Question 1(i) Initially, Sydney Desalination Plant Pty Ltd will not have a direct relationship with the end users of water from the desalination plant, Sydney Water’s customers. Instead, SDP Pty Ltd will have a sole customer, Sydney Water Corporation. Sydney Water and SDP Pty Ltd are seeking to have a water price agreement in place ahead of the financial year 2010-11. In addition, the review of the Metropolitan Water Plan is considering the principles for the operation of the desalination plant. This will determine when the desalination plant will run, and set a dam level that triggers the running of the plant.

Q 1(m)ii Quantity of water

Appendix request 1(m) (ii) Please provide documentary evidence or outline any agreements, authorisations, contracts or licences that you have obtained or intend to obtain to access water or sewage source(s) and relevant infrastructure to meet your anticipated customer needs in an Appendix. Outline relating to question 1(m) (ii) No agreements or authorisations are required for SDP Pty Limited to extract source water from the Tasman Sea. SDP Pty Limited constructed the offshore infrastructure associated with the desalination plant, including the seawater intake and outlet structures and the offshore sections of the twin intake and outlet tunnels to the plant, using the delegated authority of the Water Administration Ministerial Corporation (WAMC). The letter from the former NSW Minister for Climate Change, Environment, and Water, Phil Koperberg MP, enclosing this delegation dated 26 September 2007, is attached to this application. Construction of the seawater intake and outlet system was granted planning approval by the Minister for Planning on 16 November 2006. This approval was granted at the conclusion of a thorough Environmental Assessment process. The Environmental Assessment for the desalination plant, including seawater intakes and outlets, was placed on public display from 24 November 2005 to 3 February 2006, during which time the Department of Planning and Sydney Water invited and received public submissions.
