Provincial Health Minister Sarah Hoffman gave no clear indication of whether an urgent care facility would be funded for Sylvan Lake after she was pressed on the matter by Innisfail-Sylvan Lake MLA Don MacIntyre last week.

MacIntyre, speaking during question period in the legislature last Wednesday, told Hoffman of the town’s need for such a facility and prompted assur-ance that funding for one would be considered once again.

But Hoffman wasn’t able to offer any such confirma-tion.

“In terms of negotiations that may have happened with past governments and the Official Opposition around floor crossings and promised infrastructure projects, I can’t speak to what happened before the election,” said Hoffman.

MacIntyre told Hoffman that the town had been promised an urgent care centre “for the umpteenth time” as part of the pre-election budget in March. He twice urged her to con-firm the town would in fact receive the “desperately needed” facility.

“Sadly, Sylvan Lake is still without access to any 24-hour emergency care for our sick and injured,” he said. “(Town) council, local health professionals and the community have put years of resources and time into trying to make this a reality, even raising $66,000 for equipment. We shouldn’t make them wait any longer — they just need an answer.”

Hoffman said the gov-ernment wasn’t prepared to “make announcements in the time it takes to write press releases,” and would instead compile all the information it needs before making such a decision.

MacIntyre, in a state-ment issued subsequent to the discussion, said he would continue to pursue the matter until its fate becomes clear.

“While I’m disappointed the minister wouldn’t com-mit to the project in the legislature today, this will continue to be one of my top priorities as MLA for our riding,” he said.

Meanwhile, the Sylvan Lake and Area Urgent Care Committee has organized a golf tournament fundraiser in support of urgent care on Aug. 14. Details are avail-able at sylvanlake.ca/urgentcare.

Rachel Notley’s New Democratic government faces severe fiscal challenges it did not create, but it has an opportunity to solve them. Will her NDP government clean up the fiscal mess left behind by its Progressive Conservative predeces-sor?

It wouldn’t be the first time. Just next door in Saskatchewan, during the

early 1990s, Roy Romanow’s NDP government inherited large deficits from the Progressive Conservatives. Romanow’s government respond-ed successfully, eliminating the deficit in just three years, providing useful lessons for Notley’s government to consider.

The Saskatchewan NDP took office during the 1991/92 fiscal year, during which Saskatchewan ran an $843 million budget deficit. Repeated budget deficits caused a dangerous spike in net debt. Rapid spending growth under the preceding Progressive Conservatives was largely responsible for the deteriorating fiscal situation.

Romanow’s government immediately began to rein in provincial program spending. In its first budget, the government enacted policies that led to the elimination of 20 programs. The government also pursued a new approach to welfare policy, using earned income supplements and training programs to encourage social assis-tance recipients to re-join the labour market. As a result of these and other initiatives, provincial program spending fell by a total of 10 per cent

between fiscal years 1990/91 and 1993/94.Romanow’s approach produced outstanding

fiscal outcomes, eliminating the deficit by 1994/95. In subsequent years, his government continued to exercise spending restraint and repeatedly produced surplus budgets. As a result, net debt as a share of GDP began to shrink. The improved fiscal situation meant reduced spend-ing on debt service payments, leaving more resources available for public services and tax relief, which the NDP delivered in the late 1990s and early 2000s.

Romanow’s spending reforms are of national historic importance, as his government was the first in Canada in the 1990s to seriously respond to the public finance crisis that faced govern-ments across the country. Romanow’s govern-ment helped pave the way for the subsequent successes of other reform-minded governments including Jean Chretien’s in Ottawa, Ralph Klein’s in Alberta, and Mike Harris’ in Ontario.

Of course, not all provincial NDP govern-ments have produced comparable fiscal out-comes. For example, Bob Rae’s NDP government in Ontario during the early 1990s offers a stark contrast, increasing both spending and taxes, with the outcome being sluggish economic per-formance, record deficits and an explosion of provincial debt. If Notley’s government chooses to pursue the Rae government’s path of higher taxes and spending, Alberta will likely endure a similar fate.

Like Romanow’s NDP, Notley’s government inherits serious fiscal challenges. The province’s March 2015 budget projects the deficit to be

approximately $5 billion. As was the case in Saskatchewan, overspending by the previous administration is a major cause of Alberta’s troubles. A recent analysis showed that recent provincial spending growth in Alberta signifi-cantly outstripped what would have been neces-sary to keep pace with inflation and population growth. If Alberta’s government had aligned spending increases with the rate of inflation plus population growth since 2004/05, program spending would have been $8 billion lower in 2013/14, and Alberta’s fiscal situation today would be drastically stronger.

This NDP government did not create Alberta’s fiscal problems, but it has an opportunity to solve them. Doing so will require spending restraint, and a responsible, prudent approach to public finances that the province has lacked in recent years.

Roy Romanow’s government during the early 1990s succeeded at the very task now facing the NDP government in Alberta — eliminating large and dangerous budget deficits left behind by a Progressive Conservative government. If Notley follows a similar policy path as the Saskatchewan NDP, prioritizing spending restraint and deficit reduction, her government can achieve similar successes and help ensure Alberta’s future fiscal and economic health.

Sylvan Lake RCMP responded to the following calls for service between June 13 and 19:

June 134:44 p.m. – RCMP

received a call about attempted property damage at Fox Run School in Sylvan Lake. A teacher at the school witnessed three males throwing something against a door window. The males fled and were not located by police conduct-ing patrols in the area.

11:14 p.m. – A traffic stop on 50th Avenue in Bentley resulted in the arrest of two males on out-standing warrants. While conducting a search of the males a quantity of mari-juana was also seized along with drug paraphernalia. A 19-year-old male from Lacombe was charged with possession of marijuana under 30 grams. A 20-year-old male from Caroline was processed for warrants and released.

June 141:32 a.m. – A domestic

disturbance at a residence on Laurel Road in Sylvan Lake is being investigated by RCMP. Witnesses report-ed an intoxicated female, known to the male resident of the home, entered into the residence and began a verbal altercation, also damaging property on scene. All parties were ques-tioned including the sus-pect female. No charges were laid.

2:33 a.m. – A 911 call was received by RCMP dis-patch of an intoxicated male driving erratically in the vicinity of 54th Avenue in Eckville. Constables con-ducted an extensive patrol

Woman allegedly threatened with machete

in domestic disputein the area but the suspect vehicle was not located.

6:20 a.m. – A 22-year-old Sylvan Lake male is fac-ing charges in relation to a domestic assault at a resi-dence on Fulmar Close in Sylvan Lake. RCMP attend-ed the address after a 16-year-old female advised that she was physically assaulted by a former boy-friend. She did not sustain serious injury. Alcohol was a factor. A male is charged with assault and overcom-ing resistance to the com-mission of an indictable offence.

2:05 p.m. – A theft from No Frills grocery store in Sylvan Lake is being investi-gated by police. Several hundred razor blades were stolen from the store by sus-pects driving a green Pontiac vehicle. A male and female were observed by witnesses stealing numer-ous items from the shelves at the pharmacy before flee-ing the location.

6:31 p.m. – A structure fire at Parkview Apartments in Sylvan Lake resulted in an evacuation at the loca-tion. Police and fire crews attended the complex on 50th Street where residents were evacuated as a precau-tion. A pot left on a stove in one of the apartments was

the cause of the alarm. There were no damages or injuries.

7:06 p.m. – RCMP attended a residence on 45th Street Crescent in Sylvan Lake for a domestic dispute in progress. A 45-year-old female told police that she had been threatened with a machete by her 52-year-old common law spouse. She did not sus-tain life threatening inju-ries. A male is charged with assault with a weapon and uttering threats against a person.

June 1510:58 p.m. – A traffic

stop for a vehicle mainte-nance infraction has result-ed in multiple charges against a 21-year-old female. The vehicle was determined to be stolen from Blackfalds. Various items including drugs were located in the vehicle. A Red Deer female was subse-quently charged with pos-session of crystal meth; pos-session of property obtained by crime over $5,000; pos-session of property obtained by crime under $5,000; mis-chief under $5,000; and other offences under the Traffic Safety Act and Gaming and Liquor Act.

June 164:44 p.m. – Three males

were arrested in relation to a traffic stop in Sylvan Lake. RCMP observed a driver speeding on 47th Avenue at which time the vehicle was stopped. A strong smell of marijuana in the vehicle resulted in a search. A 26-year-old Sylvan Lake male was charged with driving at an unreasonable speed and possession of marijuana under 30 grams. A 20-year-old male from Sylvan Lake was arrested on outstand-ing warrants and an 18-year-old male passen-ger was released without charge.

June 1710:57 a.m. – A con-

struction crew contacted police after the driver of a van drove through a restricted zone almost striking a flag person. A photo was taken of the vehicle and plate and for-warded to the RCMP. The driver of the vehicle, a 53-year-old Sylvan Lake male, was notified of the infraction and was subse-quently charged with dis-tracted driving.

June 187:04 p.m. – A 911 call

from a residence in Lacombe County resulted

in the arrest of a female. RCMP investigated the call and determined that a ver-bal dispute had occurred between a 65-year-old male and a 50-year-old female. The female refused to cooperate with police and was arrested for obstruction of a peace offi-cer and breach of peace. She was transported to cells where she remained until sober.

9:07 p.m. – A 21-year-old Sylvan Lake male was charged under the Traffic Safety Act in relation to a collision on Wildrose Drive at Wilkinson Circle in Sylvan Lake. A truck collided with a light stan-dard at the location caus-ing damage. Fortunately, there were no injuries. The driver was charged with driving carelessly.

June 1910:54 p.m. – RCMP

attended a residence on Old Boomer Road after a 911 call was dispatched regarding a youth involved in a physical altercation with occupants of the home. A 17-year-old youth was determined to be under the influence of a substance and was arrested and charged with refusing to comply with conditions of a court order. He was transported to hospital by EMS for observation.

The Town of Sylvan Lake FCSS department has secured a major grant from Alberta Human Services related to the provision of a Parent Link Centre in Sylvan Lake, site in Eckville and outreach to Benalto. This is an opportunity to be in on the ground fl oor of this exciting program and truly make a major impact! The position we are currently looking to fi ll is as follows:

FAMILY LIAISON ADVOCATEOne Year Term with possibility of extension –

28 hours/week

POSITION SUMMARY:

The Family Liaison Advocate will provide supportive referrals, advocacy and case plan development to families/caregivers/single parents with children 0 to 5 years, who are experiencing long or short-term diffi culties that negatively impact their ability to build protective factors and provide positive parenting. Flexible hours and providing supports in Sylvan Lake, Eckville and Benalto are requirements of this position.

SUMMARY OF FUNCTION:

• Provide in-take support and assess client needs including eligibility for identifi ed services

• Establish a trusting relationship with parents/caregivers and their circle of infl uence i.e. family members; service providers

• Liaise with other social support agencies and health care providers involved with parents/caregivers, upon clients’ permission, to ensure comprehensive and effective case plan management

• Provide crisis intervention supportive referrals to appropriate service providers i.e. RCMP; Victim Services; Mental Health Counselling; Community Partners; Parent Support & Resource Centre; Healthy Families; Information & Referral; Lakeview Parent Link supports

• Coordinate support group sessions i.e. Grief and Loss; Budget Management; Self-Empowerment; Mediation Support

TRAINING AND EXPERIENCE REQUIREMENTS:

• Bachelor’s Degree in Social Work, Human Services or equivalent education and experience

• Minimum 2 years’ experience working with high risk families and/or advocacy

• ASIST; Mental Health First Aid; Motivational Interviewing or completion within 6 months of employment or at fi rst available access for training

• Ability to work effectively and proactively with parents/caregivers; service providers; professionals; and community members

• Experience facilitating small groups • Exceptional verbal and written communication skills; adept

POSITION TITLE: HOME SUPPORTPart Time – Maximum of 24 hours/week

Home Support Workers will provide routine homemaking and housekeeping duties for low income seniors and for low income adults with disabilities or short term medical conditions. Home Support Workers are friendly visitors in the clients’ homes performing home support duties on a weekly or bi-weekly basis as determined and scheduled by the Seniors Services Coordinator. Hours and days of work will vary depending on program need.

Responsibilities:

• Vacuuming, dusting, washing fl oors, cleaning washrooms • Cleaning and organizing kitchen appliances and cupboards,

removing unnecessary clutter from hallways and pathways that could potentially cause falls/injuries

• Laundry and other related laundry tasks • Helping clients to create grocery lists, meal planning and

assisting with the preparation of meals and snacks – i.e. opening cans; placing food in the microwave and/or oven – the Home Support Worker will not bring home made meals or beverages into the clients’ homes or prepare meals for clients

• Monitor necessary housekeeping supplies and equipment (client provides cleaning supplies and equipment)

• Report to the Senior Services Coordinator any issues, concerns or hazards concerning clients

• Adherence to the Home Support Operating Procedures and Code of Conduct

• Administrative duties such as completion and submission of all home support services reports/forms to the Senior Services Coordinator

• Refer clients to the Senior Services Coordinator to make changes to their schedule or for any other concerns, questions or referrals

POSITION TITLE: Development Offi cer

Reporting to the Manager of Development this position will assist with issues pertaining to land use planning for The Town of Sylvan Lake which includes the administration, monitoring and enforcement of the Land Use Bylaw. You will review, evaluate, make decision and recommendation on development permit applications, issue compliance certifi cates, co-ordinate and conduct fi eld inspections and investigations, land use amendments, facilitate public inquires, prepare recommendations and reports for the Development Authority, Council and the Subdivision and Development Appeal Board.

SUMMARY OF FUNCTION

• Responsible for providing direct service to the general public and development community regarding land development within the parameters of the Municipal Government Act, Municipal Development Plan, Land Use Bylaw, Areas Structure Plans, outline plans and Town policy and practices. Respond to inquiries from the public, developers, and builders regarding planning and development control matters.

• Utilize the LUB to process and render decisions where authorized on development permit and building permit applications and present recommendations to the Development Authority.

• Prepare reports, make recommendations, support and/or provide guidance and deliver presentations to the Municipal Planning Commission (MPC), Council and Subdivision and Development Appeal Board. Liaise interdepartmentally with RCMP and other Enforcement and Bylaw Agencies, the public, developers for site specifi c development, redevelopment through personal meetings, phone conversations, letters and e-mail interaction. Continual interaction with Contracted Building Inspectors on matters pertaining to the Alberta Building Code.

• Administer, monitor and enforcement of the Land Use Bylaw and follow through with investigation of complaints that are LUB related. This position is the Appointed Designated Offi cer responsible for the preparation and execution of Stop Work Orders in accordance with the Municipal Government Act which includes registration and discharges of Orders at Land Titles Offi ce using Spin II. Provide effective negotiations relative to enforcement issues with professionals and the public at large.

• Providing continual mentoring to the Assistant Development Offi cer, Development Clerk and backup for other team members in their absence.

• Participate in development and revision of statutory plans bylaws and Land Use Bylaw as required.

• Process request for compliance certifi cates in accordance with municipal regulations and provincial regulations.

• Complete special projects as required. General departmental GIS mapping where required.

• Follow the Health and Safety Program guidelines and adhere to the working responsibility and accountabilities as outlined in the program manual.

TRAINING AND EXPERIENCE REQUIREMENTS

• Post-secondary training in land use planning or related discipline, including completion of or registration in the Land Use Planning Certifi cation Program;

• 3 years or more experience in development or related fi eld; • Solid understanding of appropriate legislative framework,

development processes and the Municipal Government Act. • Develops, implements, and maintains high standards of

excellence in customer service to meet and exceed customer expectations, both internal and external, with an emphasis on tact and diplomacy.

• The ability to communicate clearly and effectively, both orally and in writing, to a wide audience including Federal, Provincial, and Municipal Government departments, businesses, organizations, developers, citizens and town staff;

• Ability to work independently and as part of a team; • Proven record of positive interaction with all internal and

external customers. • Ability to multi-task and effective in planning, organizing and

prioritizing work to produce measurable results; • Familiarity with the online Land Titles information and registry

system (Spin II) • Profi cient computer skills and training in computer

Under the direction of the FCSS Manager, the Volunteer Centre Administrator is responsible for on-going recruitment and screening of volunteers; promoting volunteer opportunities through community outreach, accessing agency Memorandums of Understanding, facilitating community presentations, and advertising and promoting volunteer opportunities and the Volunteer Centre; coordinating volunteer training sessions for agencies and volunteers as well as monthly volunteer meetings; spearheading and coordinating Volunteer Week activities including the Gala Awards, Volunteer Recognition Tea and Button Campaign; creating a monthly Volunteer Centre Newsletter; using social media to promote the Volunteer Centre.

• Recruit volunteers and seek out volunteer opportunities through on-going community outreach and engagement

• Interview and match potential volunteers with the appropriate volunteer activity and provide on-going follow up on volunteer experience for both volunteers and organizations

• Promote Volunteer Centre through regular advertising and development of a community wide promotions campaign

• Utilize Volunteer Centre wall board; create monthly newsletter detailing volunteer activities, opportunities and volunteer recognition; utilize social media e.g. Facebook, Twitter, Town website

• Set up meetings and facilitate presentations on a regular basis with community groups/organizations/businesses to promote the Volunteer Centre and volunteer opportunities

• Utilize Volunteer Alberta best practices for all aspects of the Volunteer Centre

École HJ Cody School Grade 12 students paid homage to the past and embraced the future as they celebrated their high school graduation over the weekend.

The Class of 2015’s two-day celebration kicked off on Friday night with a prom, before continuing on with a commencement ceremony at the Multiplex on Saturday. For the first time in recent years, all graduation events were held exclusively in Sylvan Lake.

The school’s 159 graduates, who according to princi-pal Dave Elwood made up one of the school’s largest graduating classes ever, were taken on a trip down memory lane by commencement ceremony guest speak-ers Linda Hiekkinen McNamara, Lee Hunter, Louise

Staudinger Butterfly and Bernadeanne Stinn Morelli — all members of Sylvan Lake School’s graduating class of 1965.

One of the biggest differences between then and now, the guest speakers noted, was the size of the graduating class — theirs had just 19 students.

Innisfail-Sylvan Lake MLA Don MacIntyre presented graduate Morgan Nemish the MLA Citizenship Award along with a personal gift from he and his wife.

In congratulating the graduates, he encouraged them to embrace the opportunities that now lie ahead of them.

“(In the past), opportunities were not as limitless as you have today,” he said. “Go far and go hard, and give it your best.”

Sylvan Lake Mayor Sean McIntyre encouraged gradu-ates to remember the people who helped them not only through high school, but also in other aspects of life,

referring to the late Sharon Holoboff as an example.“She was more than a teacher; she was a mentor, a

friend and an inspiration,” he said. “She passed away this week, and she’ll be missed by more people than I can count.”

McIntyre then presented the Mayor’s Citizenship Award to graduate Madison McDonald.

Further greetings were brought by Chinook’s Edge School Division associate superintendent and trustee Lissa Steele and Jackie Swainson, respectively, while the HJ Cody School choir performed musical interludes.

Graduates Nicole Hartley and Madison McDonald delivered the valedictory address before diplomas were presented and farewell remarks given by principal Dave Elwood, marking the end of an eventful weekend and a 12-year educational journey.

One of the biggest challenges students face when they head back to school is managing their money. In fact, an RBC Student Finances Poll reveals that 71% of respondents are worried that their savings will not cover all of their school expenses for the year.

“With a full schedule of classes, study-ing, and exams, students have enough concerns before even considering their finances,” says Mandy Mail, director of student banking at RBC Royal Bank. “The best way to ensure that student funds last for the entire school year is to create a

plan early on, and stick to it all year long.”Mandy offers these tips on how to

make your money last:• Create a realistic budget – Determine

how much money is available from all sources including loans, grants, and part-time and summer jobs. Set aside an amount for fixed costs such as tuition and rent, and establish a monthly budget for other expenses. • Plan for social spending – Discretionary

• Track your purchases – Use your smartphone and find an online budget tool to note purchases and track spending. Review both each month to be sure you are not overspending and make any necessary adjustments.

A conference aim-ing to raise awareness on dealing with vari-ous forms of violence is coming to Sylvan Lake this fall.

The second annual Creating a Vision for Non-Violence will take place Nov. 3 at the Community Centre, following its

successful inaugural event in Innisfail last year.

Offering such a wide variety of sub-ject matter that cov-

ers anything from bullying to domestic violence, the confer-ence will be beneficial to a wide audience, including anyone

“The main goal is

to bring awareness about violence within Central Alberta and how it affects our communities and our residents,” she said. “The conference shares resources, ideas, solutions and initiatives that will tackle the issues around family vio-lence and bullying.”

Carlson added vio-lence is often preva-lent in rural commu-nities, which she said comes as a surprise to some. For that rea-son, she feels events

such as the confer-ence are essential in helping educate and raise awareness of the problem.

“People are more isolated in the rural communities, where-as in the city, people keep each other in check more,” she said. “People get stressed and they get angry and they don’t know how to deal with those frustrations, and they take it out on the people closest to them sometimes.”

Conference attend-ees will also learn what other commu-nities are doing to deal with similar issues. Through group work and idea sharing, plenty of new ideas will be explored.

“It brings new life and awareness to (dealing with vio-lence) so it’s not brushed under the rug anymore,” said Carlson. “This is still a real issue in all of our communities, and we need to deal with it. “People need to know that they are supported and that they can get help with those situations.”

Sylvan Lake Buccaneers lacrosse players gathered to celebrate a successful season with their year-end barbecue and awards evening at the Community Centre last Wednesday.

This year marked the first the Buccaneers played as part of an autonomous Sylvan Lake Lacrosse Association. And with a number of its teams picking up medals along the way, association president John Hess has no hesitation in calling the season a success.

“For the first year we did fantastic,” Hess said. “There’s a lot of families that have really learned to love this game. They came in here with their eyes wide open and a little overwhelmed, but they got into it.

“We have a bunch of new families who love the sport

now, and that’s what makes it successful to me.”Hess said one of the association’s biggest accomplish-

ments this season was successfully handling the Buccaneers’ 150 registered players — nearly twice as many as last year’s 84. Even with plenty of newcomers and inexperienced play-ers on teams, the Buccaneers remained competitive throughout the season.

“That’s huge considering that we doubled our numbers this year,” he said. “Almost half of every team had never played before. It grew bigger than I expected, but we had great people that pulled it all together and made it happen.”

And the sport wasn’t just new to some of the Buccaneers’ players, Hess added. For many parents, the season marked their first involvement with it too.

“It’s a big thing to try and teach the kids, but they learn it fast,” he said. “It’s a lesson for the parents, and you have to get them to listen and buy into what the game is, how it plays and how it’s different (than hockey).”

Nonetheless, one of the most satisfying aspects of the Buccaneers’ first season, he assured, was seeing players develop and improve their skills.

“I have kids who never played it before, and one of them ended up being my captain,” he said. “He (went) from not being able to throw or catch the ball on the first day to being the captain of the team at the end of the first year.”

Hess added many Buccaneers players are already look-ing forward to the next season, which begins next spring.

With record crowds in attendance last year, organizers of the Benalto Pro Rodeo are full of optimism heading into this year’s event.

The rodeo, now in its 98th year, will take place July 3, 4 and 5 on Benalto Rodeo Grounds.

Last year saw between 4,000 and 5,000 spectators attend over three days, indicating the rodeo remains very much a popular draw as it nears its centennial year.

“We had record crowds last year on Saturday — it was phenomenal,” said Benalto Agricultural Society presi-dent Neal Arksey, adding improvements such as this year’s addition of new beer gardens will help the rodeo flourish. “It’s a great tradition that’s now been going on 98 years, and we’re just trying to make it better for every-body.”

Arksey said the rodeo offers a different experience than that of others such as the Calgary Stampede. Its comparatively intimate setting, he feels, allows for a viewing experience like no other.

way back in the stands with a set of binoculars to watch — any seat in the house is a good seat.”

As has been the case in previous years, the rodeo will be accompanied by a variety of other events throughout the weekend, including live music performances, pan-cake breakfasts, demonstrations and the highly popular Junior Rodeo.

The lattermost, according to Arksey, allows younger competitors to put their skills to the test in an environ-

ment that emphasizes fun, with the pony races a particu-larly popular draw.

“It’s more or less going out there and having some fun,” he said.

The Junior Rodeo kicks off at 10 a.m. on July 3, while the Pro Rodeo begins at 7 p.m. on the same day and wraps up on July 5.

A l e x a n d e r Campground & Cabins was built in 1925 on eight-to-10 acres of lakefront property and named for Henry Hussfeldt’s father-in-law, Alexander Loiselle, a pioneer set-tler and property owner in Sylvan Lake.

The popular campground had 21 cabins and an office, and was situation approximately where the Wild Rapids Waterslide is today.

The photo of Antler Lodge is taken from behind the main building and shows several cabins as well as the Uptown Theatre and the Jackson Block across Main Street. To the right is the May & Turner Meat and Grocery Store with their residence attached.

In 1946, Ted and Ginty May bought Antler Lodge

from Clara Wilkinson. Besides the rental cabins, the Lodge also housed the telephone office (until 1963 when the system was automated), the Calgary Power office and Mah Chew’s restaurant. In 1969, the building was sold to Cliff Long and family, and then later to Allan Fisher when it was torn down for the new Cobb’s Store.


In 1947, Mr. and Mrs. Emil W e s t e r built cab-ins on 45 A v e n u e b e t w e e n 46 and 47 Street. The business first started as “summer only” rentals then later rented year-round. This photo shows three of the cabins and Emil Wester sit-ting in front of the office sign.

Not everyone who holidayed at Sylvan Lake owned a cottage, so the next best thing was rent-ing one. Many cottages were available to rent, as well as campgrounds and boarding houses. Before the advent of motels, there were several groups of “tourist cabins,” such

as the ones pictured.In 1948, Jerry Phillion built a tourist facility with nine cabins, a wash

house, recreation hall, family residence and a tenting area at 46 Street and 49 Avenue. This was sold in 1967 to Joe Yando, who in turn sold it to Stan and Marge Mellott in 1971, when it was named “Mellott’s Cabins.” Scott McKinnon bought the property in 1975 and renamed it “The Flying Scotsman.” Mrs. Wright was the last owner before the land was taken over for seniors housing.

It is time to bring to everyone's attention what our Municipal Planning Commission (MPC) is doing and allowing around this beautiful town we call home.

On June 1, I along with fellow neighbours attended an MPC meeting for devel-opment removing two sin-gle-family homes and replac-ing them with two four-plexes. I wish to inform residents of the lack of knowledge the MPC has with regards to zoning bylaws, how unprepared they were for this meeting and what they are allowing.

The notice of proposed development that was mailed to area residents had an incomplete legal description and described the parcel as Low Density R1, which is incorrect. A Land Use Bylaw controls the use of land in our community. It states how land may be used, where buildings and other struc-tures can be located, lot sizes/dimensions, parking requirements, building heights and setbacks from the street. They contain specific requirements that are enforceable. Several bylaws were not adhered to.

Not one of the MPC members seemed to be knowledgeable on what an R2 zoning entails. Three of these members at this meet-ing are elected members of our council. They could not properly answer how gar-bage is removed from a fourplex building. The bal-conies are not in compliance. The size of the decks were never noted by development authority as being on the side yard.

MPC is allowing the land relaxation, which states in the bylaw 55 per cent max-imum parcel coverage to 61 per cent.There is already a parking problem at the Bethany Centre and Sylvan Lake Lodge — people are already having to park on 47 Avenue, 48 Street and 47 Street. These proposed four-

plexes have eight parking stalls each, and eight stalls in the drawing are tandem parking. Tandem parking is not allowed as the bylaw states.

In our agenda, it states that with the way the devel-oper has the tandem parking configuration in place, it will

likely lead to people parking on the street. Furthermore, there is already a non-con-forming fourplex in this block as well as the next block south, and more wrongs do not make a right.

Staff continuously used the term “discretionary” and ignored other Land Use

Bylaws. The significant number of written respons-es opposed to this — 11, to be exact — were completely unheard at this meeting. I was never told adjacent landowners do not pay the $150 appeal fee until I showed staff the bylaw. I inquired about this with

Planning and Development. It took 40 minutes of my time, and in the end I left with no answers. I did receive a confirming phone call later on.

Let's adhere to R2 zoning and not piecemeal older areas of town. If they stuck to the R2 Land Use Bylaw,

the land would comfortably situate two duplexes. There is no need for this as there is no shortage of land in Sylvan Lake.

Fellow neighbours and I will be appealing this.
