WASHINGTON: A judge in Texas has blocked US President Barack Obama’s executive order providing millions of undocumented foreigners with protection from deportation. The White House quickly

called the decision wrong, saying the president had acted within his legal authority and that the adminstration will appeal.The order came from Judge Andrew Hanen of

the Federal District Court in Brownsville, Texas in response to a suit presented by that state and 25 other Republican governors and attorneys general, the Washington Post and New York Times reported Tuesday. The Post said the order seeks to postpone implementation of the order issued in November until a trial on its legality can be held. The president’s plan would offer protection from deportation and work permits to as many as five million undocumented immigrants. The first of those initiatives was to have started receiving applications on Wednesday. Hanen said the Obama administration had not complied with basic administrative procedures for putting such a broad program into effect, the Times said. The Obama administration says the president has acted within federal authority for a president to enforce immigration laws.

The B.C. government tabled a surplus budget on Tuesday that contained a few small tax breaks for families, along with some modest increases for health care and education.1. Budget surplus for 2014-15 to hit $879 million, nearly double earlier forecasts.2. People on income or disability assistance will be able to keep all of their child support payments.

3. Children born since Jan 1. 2007, now eligible for one-time training and education savings grant of $1,200.4. Early childhood tax benefit of $660 per year for children under six starts April 1.5. Families eligible for a new PST tax credit on up to $250 worth of children’s sports equipment, worth $12.65 per child.

6. $564 million extra funding for education over three years, to meet terms of collective agreement with B.C. Teachers’ Federation.7. Temporary personal income tax rate of 16.8 per cent on individuals earning over $150,000 eliminated, as scheduled on Jan 1. 2016.8. $3 billion funding increase for health care over three years.9. Medical Services Plan premiums will continue to rise by four per cent, to $75 per month for individuals, $136 for a family of two, and $150 for families of three or more.10. No changes to BC Ferries funding, minimum wages or social assistance rates.

BANGALORE: Indian Prime Minister Narendra Modi vowed Wednesday to end India’s status as the world’s number one defence importer, saying he wanted 70 per cent of hardware to be manufactured domestically by

the turn of the decade.Speaking at the start of a major aviation industry conference, Modi told hundreds of foreign and local businessmen that his government would favour domestic firms when awarding

defence contracts as part of a larger push to boost India’s manufacturing sector. “We have the reputation as the largest importer of defence equipment in the world,” the prime minister said at the biennial Aero India show in the southern city of Bangalore. “That may be music to the ears of some of you here. But this is one area where we would not like to be number one,” he added. “We are reforming our defence procurement policies and there will be a clear preference for the equipment manufactured in India.” India, which has long been the world’s largest buyer of defence equipment, is in the midst of revamping its ageing military hardware and recently lifted a cap on foreign investment in defence. But while his right-wing government has pledged to push forward with planned military purchases which stalled under the previous centre-left Congress administration, Modi is also determined that the ramp-up in firepower is not at the expense of the domestic defence industry. Modi said he wanted domestically made equipment to account for 70 per cent of the procurement budget within five years, up from the current 40 per cent, in what he said would be a major boon to the economy. “A nation with a strong defence industry will not only be more secure. It will also reap rich economic benefits,” said Modi. “Nearly 60 per cent of our defence equipment continues to be imported and, we are spending tens of billions of dollars on acquisitions from abroad,” he added. “There are studies that show that even a 20 to 25 per cent reduction in imports could directly create an additional 100,000 to 120,000 highly skilled jobs in India.” The five-day air show, which is held at an air base on the northern outskirts of the city, attracts the bosses of hundreds of aviation and defence firms, including Boeing and the French firm Dassault.

ISLAMABAD: The participants of a multi-party conference (MPC) organised by the Awami National Party (ANP) on Tuesday vowed to resist the government’s alleged plan to change the route of the Pakistan-China Economic Corridor. The speakers, mainly from the nationalist parties of Balochistan and Khyber Pakhtunkhwa, warned that the federation could face “serious consequences” if the PML-N

government insisted on excluding the backward areas of the two smaller provinces from the economic route. The event was attended by representatives of almost all the political parties, including those in the

coalition governments with the PML-N. However, no one from the ruling PML-N attended the conference to respond to the criticism.Speaking on the occasion, ANP chief Asfandyar Wali Khan said the changes in the economic corridor would increase the sense of deprivation among the people of the Federally Administered Tribal Areas and smaller provinces. The ANP chief said Pakistan was the only country where leaders had not learnt from the past mistakes.He said all the parties had supported Prime Minister Nawaz Sharif when he was facing a political crisis, but now all of them were being pushed away. He said Mr Sharif was the only prime minister who created crises for his own government. Mr Khan regretted that the PML-N leaders had not even consulted their coalition partners while changing the design of the proposed economic corridor. He vowed to make the project controversial like Kalabagh Dam if the original route was not restored. Leader of Opposition in the National Assembly Syed Khursheed Shah said such controversial decisions would weaken the federation. Claiming credit for the project, Mr Shah urged the government not to change the route that had been agreed during the PPP government. He also called for raising the issue at the Council of Common Interests (CII). Vice-chairman of Pakistan Tehreek-i-Insaf (PTI) Shah Mehmood Qureshi termed the project useful for the whole region, saying that no sane person could oppose it. However, he said, the government was bent upon making it controversial. He alleged that the centre had not consulted the provinces before changing the plan. Abdul Rauf Mengal of the Balochistan National Party-M alleged that the Baloch people were still collecting bodies of their loved ones during the so-called democratic regime. He asked the government to ensure peace in Balochistan before embarking upon such a huge project. Hasil Bizenjo, whose National Party (NP) is a coalition partner with the PML-N in Balochistan, was of the view that the project was vital for China as well and the government should not make it controversial. Interestingly, instead of the Balochistan chief minister who belongs to his own party, Mr Bizenjo asked the Khyber Pakhtunkhwa chief minister to take the matter to the CCI. Aftab Sherpao of the Qaumi Watan Party (QWP) said only strong provinces could ensure a strong federation.

The Conservative government has cut funding to a federal program that promotes immunization, Liberal Leader Justin Trudeau says. There has been a 23 per cent reduction in funding since 2006, Trudeau said during question period in the House of Commons

Tuesday. The Liberals say the government budgeted $10 million for the Public Health Agency of Canada’s immunization program in the 2006-07 fiscal year, compared to $7.7 million for the year ending March 31, 2015. “There are five new measles cases in Ontario. The prime minister has run no ads promoting the life-saving benefits of vaccinations,” Trudeau said. “Will he stop his self-promoting partisan government ads and invest instead now in a campaign that encourages parents to vaccinate their kids?”Prime Minister Stephen Harper didn’t say whether the government was planning ads promoting vaccination, noting simply that he sees promoting its programs as one of the government’s responsibilities. “The minister of health and other members of the government have been very clear on the fact that Canadians should seek proper vaccines against measles and against a range of other illnesses,” Harper said. “These vaccines have historically proven extremely effective in reducing and in some cases even eliminating certain types of previously debilitating ailments.” Health Minister Rona Ambrose, in a statement, responded to Trudeau’s charges by characterizing the Liberal Leader as having “a clear lack of understanding” on the issue. “The concern in the current context is not that information on the measles vaccine is not readily available to Canadian parents; it is that some parents are choosing to ignore the science and choosing not to vaccinate their children,” the statement read. “I will continue to encourage parents to talk to their doctors and vaccinate their children.

A 29 member delegation of Indian school students and teachers from Mumbai, New Delhi, and Dehradun visited Pakistan in January as part of The Citizens Archive of Pakistan’s (CAP)‘Exchange for Change (EFC)20132015’ project conducted in association with Delhi based organisation Routes2Roots. A similar 50member

delegation of Pakistani students and teachers also visited India in February 2015.The visit marks the ‘Physical Exchange’ phase of the current EFC cycle. Visiting students participated in a year long exchange of correspondence with Pakistani students, who they met during their visit to Lahore and Islamabad.

‘I Felt That I’m Not Canadian Anymore’

Rules Make No Reference To Headscarves

A Quebec judge told a woman appearing in her Montreal courtroom she would not hear her case until she removed her hijab. In an audio recording of the proceedings obtained by CBC News, Judge Eliana Marengo is heard telling RaniaEl-Alloul on Tuesday that the courtroom is a secular place and that she is not suitably dressed. “Hats and sunglasses for example, are not allowed. And I don’t see why scarves on the head would be either,” Marengo says in the recording“The same rules need to be applied to everyone. I will therefore not hear you if you are wearing a scarf on your head, just as I would not allow a person to appear before me wearing a hat or sunglasses on his or her head, or any other garment not suitable for a court proceeding.”El-Alloul was in court to apply to get her car back after it was seized by Quebec’s automobile insurance board, the SAAQ. The car was seized after police stopped El-Alloul’sson for driving with a suspended licence. In such cases, the board keeps the car for a month. If someone wants it back sooner, they have to appear before a Court of Quebec judge to make a request. That’s what El-Alloul was trying to do Tuesday afternoon. When El-Alloul first appeared before Marengo, the judge asked her why she had a scarf on her head. El-Alloul replied that it was because she is a Muslim. The judge then said she would take a 30-minute recess. When Marengo returned, she told El-Alloul she had a choice: remove her headscarf immediately or apply for a postponement in order to consult a lawyer. El-Alloul replied that she couldn’t afford a lawyer and that she didn’t want to postpone the case. Marengo then adjourned the case indefinitely.

In an interview, El-Alloul said she couldn’t believe what was happening. “When I came the first day when I made landing in Canada, I was wearing my hijab,” she recalled. “When I swore by God to be a good Canadian citizen I was wearing my hijab, and the judge, I shook hands with him the same day I became Canadian. I was really very happy. But what happened in court made me feel afraid. I felt that I’m not Canadian anymore.”El-Alloul said she’s speaking out because she doesn’t want what happened to her to happen to any other Muslim woman.“When she insisted I should remove my hijab, really I felt like she was talking with me as ... not a human being. I don’t want this thing to happen to any other lady. This is not the work of a judge. She doesn’t deserve to be a judge.”Judge Marengo did not respond to CBC’s request for comment. Annie-Claude Bergeron, spokesperson for the chief judge of the Quebec Court, said she was aware of the case, but that it’s “up to the judge to apply or interpret the law the way they see it.”

During the proceeding, Judge Marengo cited Article 13 of the regulations of the Court of Quebec. That article states: “Any person appearing before the court must be suitably dressed.” It makes no specific reference to headscarves or any other garments. Sameer Zuberi is a board member with the Canadian Muslim Forum and a graduate of the law program at l’Université du Québec à Montréal. He says he’sflabbergasted. “This is really just a no-brainer,” Zuberi said. “The judge should have known better. It’s not the first time somebody walks into a courtroom with a religious dress. Jews, men who wear the kippa, have been here for decades and they’ve certainly been involved in a courtroom setting.” El-Alloul says she would like to file a formal complaint, but she’s not sure how to proceed. Complaints against judges of the court of Quebec can be filed with the Conseil de la Magistrature du Quebec, which is responsible for supervising the conduct of judges appointed by the province. The website of the Conseil suggests that there are many reasons someone might make a complaint, including if “a judge is impolite, aggressive or ridicules a person appearing before him or her, or if a judge becomes impatient for no reason.” Liberal Leader Justin Trudeau criticized the judge’s move on Twitter.“News of a judge refusing to hear a woman’s case while she wore a hijab. This incident is unacceptable……..All Canadians deserve to have their rights protected, especially in a court of law. Let’s remember who we are.”

• Eat less. Excess weight increases swelling and bloating. This is at the root of oxidative stress and the ageing of our cells.• Think before having seconds. Avoid having a starter, main course and pudding at every meal and ‘Eat according to your hunger, only when you are hungry.’• Cut down on red meat. Eating a lot of fatty meats (red meat, game, lamb) and processed meat (ham, sausages) raises the risks of certain kinds of cancer cancer of the colon, the pancreas and even of the prostate. Try to content yourself with eating meat once or twice a week.

Verdict: Badlapur’s brilliance lies in its unpredictable climax, unforgettable performances and unmatched direction!Review by Adnan Murad: After giving a lavished flick with dollops of visual sophistication and a meandering screenplay (refer to: Agent Vinod), Sriram Raghavan has made a grand comeback with Badlapur. Sriram Raghavan’s finesse in handling noir drama is unmatchable in Bollywood. Be it Ek Hasina Thi or Johnny Gaddaar, Raghavan has always proved his mettle in this genre. His movies unfold with a stark alacrity which keeps the audience glued to the screen. Badlapur is a gritty, realistic and gripping drama. This thriller develops at a taut pace, starting as a light- hearted love story and later gradually growing in suspense with its shocking proceedings. The director knows his job well and lets the audience simmer in anticipation as he slowly cooks a meaty plot. Varun Dhawan is very impressive in a completely different role. This is one of his most restrained acts, and his serious character comes as a pleasant surprise after all the comic, lighthearted and womanising characters he has played before. He is phenomenal in this role, getting everything about his character absolutely spot on, whether it’s his expressions, his body language or his emotional outbursts. Nawazuddin Siddiqui - you can’t take your eyes off him. This man is simply too good an actor. Sly and manipulative, his persona exudes pure evil, without even the stereotype evil laugh. His eyes strike a fear that resonates deep in your soul even hours after the movie is over, Siddiqui is the character you keep thinking of. Yami Gautam doesn’t get enough scope to perform. Ashiwini Kalsekar is adequate in a not so meaty role. Divya Dutta does her job well. Radhika Apte is superb and sensational as a wife. Out of the female lot it is Huma Qureshi who stands out as a call- girl in a brief role. I think she bought a touching sensitivity to the character. There was a lot of depth in her performance. The moment when she ignores eye-contact with a customer she doesn’t like while dancing for him is mind-boggling. Her eyes have so much to say to the audience. She exudes an inimitable charisma on the screen leaving all and sundry spellbound. Kudos! The film has a taut and succinct screenplay. The editing is crisp but after the thrilling first half the second half looks a bit drag specially towards the end. The direction by Sriram Raghavan is impeccable. The movie is technically brilliant. The cinematography is brilliant and the camera effects at places really make a sound impact. Music is soothing to the ears with melodious songs like Jee Karda and Jeena Jeena. You would want to stand up and applaud when the end credits roll, for this will be easily one of the finest films you have seen in recent times. Looking at the kind of cinema that’s being churned out these days, you’ll have to wait probably really long to watch a film of this stature. So, don’t wait. Don’t miss this one. For this really deserves to be applauded.

World Cup 2015

The 2015 Cricket World Cup is the 11th Cricket World Cup, jointly hosted by Australia and New Zealand from 14 February to 29 March 2015. 14 teams will play 49 matches in 14 venues, with Australia staging 26 games at grounds in Adelaide, Brisbane, Canberra, Hobart, Melbourne, Perth and Sydney while New Zealand hosts 23 games in Auckland, Christchurch, Dunedin, Hamilton, Napier, Nelson and Wellington.The final match of the tournament will take place at the Melbourne Cricket Ground.

The hosting rights were awarded at the same time as those of the 2011 Cricket World Cup, which Australia and New Zealand had originally bid to host, and the 2019 Cricket World Cup, which was awarded to England. The 2011 tournament was awarded to the four Asian Test cricket playing countries, India, Pakistan, Sri Lanka and Bangladesh, in a 10 to 3 vote (Pakistan later lost the co-hosting rights due to a terrorist attack on the Sri Lankan team). The International Cricket Council were sufficiently impressed with the trans-Tasman bid that it was decided to award the next World Cup to Australia and New Zealand.This is the second time that the tournament will be held in Australia and New Zealand, with the first being the 1992 Cricket World Cup. Sachin Tendulkar has been named as the 2015 Cricket World Cup Ambassador by the ICC for the second time, after 2011 Cricket World Cup where he was the ambassador.

LAHORE: The Pakistan Cricket Board (PCB) has no intentions of taking help from former Test captain and pace bowling icon Wasim Akram during the World Cup. Well-placed sources in the PCB told Dawn that they avoided contacting Wasim though the latter had expressed his desire to lend a helping hand to the Pakistan team, which had lost both of its matches in the current World Cup. “The PCB listens to Wasim’s statement seriously as it considers advice from all former cricketers. But after a thorough discussion, it was decided that he should not be asked for help as he is busy in his role as a broadcaster,” a PCB official said on the condition of anonymity. In a recent statement, Wasim had criticised the PCB that no one from the Board had asked him for help though he wanted to help the Pakistan squad. The official further said the PCB also avoided Wasim because he was too involved in Indian cricket and was also coaching an IPL team.
