    Foreword

    This Compendium of instructions on Works Contract Policy is issued

    for guidance of officials dealing with the subject matter. It contains relevantadministrative orders circulars letters issued by !ailway "oard and #orthern!ailway from time to time. $ome of the old orders circulars have beenincluded because of being relevant% even today% as far as policy guidelinesare concerned though the financial powers limits in connection with variousmatters have been revised substantially.

    The Compendium consists of && chapters and &'( anne)ures undervarious headings related to works contract policy e)cept issues concerningarbitration for which it is planned to issue a separate compendium. *ll theanne)ures have been typed for sake of clarity instead of )ero)ing the oldcirculars. Though every effort has been made to avoid typographicalmistakes% it is +uite possible that some such errors might have crept in. It isadvised that the officials using this compendium do not +uote it and refer tothe original letter circular for such purposes.

    3i8 The concept of inviting combined% design and construction contracts should beavoided as far as possible. ;owever% in unavoidable circumstances combined%design and construction contracts should only be awarded on lump sum basis andnot on item rate basis. !/$ should be appointed as proof consultants to checkthe design D drgs% submitted by the contractors at various stages to the work. Tofacilitate the interim payment to the contractors% the schedule of payment should be decided before entering into the contract agreement. It should be ensured thatthe schedule payment takes care that the portion of work planned to be e)ecutedat the end is priced ade+uately so as to avoid the contractor abandoning the workat the later stage. In these contracts on lump sum basis% the Tenderers should be

    asked to indicate +uantities along with design.
