Sub: Modification in air brake pipes & its fittings in LHB Coaches.

Ref: i) This office letter of even no. dated 17.12.2019. ii) Minutes of the meeting held in RDSO on 04.12.2019. ii) This office letters of even no. dated 24.06.2019 & 23.08.2019.

Vide reference (iii) above, drawings of upgraded air brake hoses to ROSO Drg. NO.CG-19036 AIt.1 (Flexible Hose,.650mm for Bogie) & Drg. No.CG-19037 AIt.1 (Flexible Hose-500mm for Brake Actuators) were issued by this office and ZRs/PUs were advised to carry out the modification in air brake pipes & its fittings in LHB Coaches accordingly.

Recently, some Zonal Railways reported regarding quoting of very high price for modified hoses by LHB brake system OEMs and also about the slow progress of the implementation of the modification.

In connection to this, a meeting with all RDSO approved LHB brake system suppliers were held in ROSO on 04.12.2019. Following was discussed & agreed/confirmed by LHB brake system suppliers (copy of MOM at ref (ii) is also enclosed):

~ For existing LHB coaches

1. Firms shall carry out hose modification without any additional cost for coaches covered under AMC.

2. Firms are advised to start replacement of hoses with modified ones without waiting for the prescribed schedule. They shall carryout the modification in all the coaches ' covered under AMC in next immediate schedule.

3. For the coaches not covered under AMC, firms shall review & quote the reasonable rates to Railways for the modified hoses.

~ For new LHB coaches

1. Mis FTRTlL & Mis Escorts shall cut-in the supply of material with modified hoses from 2()1h Dec'2019.

2. PUs should not accept the new supply of material without modified hoses beyond cut-in date.

Apart from the above, a matter for 'Wrong electrical connections in WSP system' was also discussed and the WSP wiring layouts of all brake systems OEMs issued vide this office letter at ref (i), for taking further action on the matter by PUs & Zonal Railways.

MINUTES OF THE MEETING HELD AT RDSO, LUCKNOW ON 04.12.2019 REGARDING VARIOUS ISSUES ON AIR BRAKE SYSTEM OF lHB COACHES

At the outset, Director/Carriage welcomed all the participants of the meeting and following issues were discussed in detail:

~ Air Brake Hose modification

In Existing lHB Coaches:

./ In connection to the CRSEICR letter no.M.102.C&W.LHB dated 28.11.2019 regarding quoting of much higher prices of the modified hoses for LHB coach body to bogie connection & for brake actuators compared to existing AMC rates. In this connection, firms were adyised to review and provide the revised minimum rates of the modified hoses .

./ Firms confirmed that as agreed during meeting dated 12.06.2019 at RDSO, modification shall be carried out {without any additional cost} for coaches during AMC. For the coaches not covered under AMC, revised quotation shall be submitted to Railways. In this connection, MIs KBIL informed that they have started implementing the modifICations in AMC Coaches from Nov'19 .

./ Firms are advised to start replacement of hoses with modified ones without waiting for the prescribed schedule date of replacement hoses. They shall carryout the modification in all the coaches covered under AMC in next immediate schedule. In this connection, firms should give detail plan for replacement in AMC Coaches by 12.12.2019 .

./ While making the plan, n is advised that firms should target to complete 100% modifICation in one of the coaching depot where all or most of the coaches are under AMC, to enable better monitoring of the performance after modification. MIs KBIL confirmed that they shall carry out the implementation in LLHIER and MIs FTRTIL in BBQ/SR on 100% basis.

In new lHB Coaches:

./ Mis KBIL Informed that they have taken cut-in supplying modified hoses to PUs fornew supplies from Oct'2019 .

./ MIs FTRTIL & MIs Escorts were advised to cut-in the supply of material with modified hoses from 20th Dec'2019. They were informed that no further extension · in cut-in time would be agreed to. Accordingly PUs should ensure not to accept the material without modified hoses beyond cut-in date. '

~ Failures of Brake Discs

./ MIs FTRTIL is advised to submit its report for the recent Brake Disc failure occurred in SuratIWR. Further, MIs KBIL & MIs FTRTll informed that the meeting in Railway Board as desired by DMElChg. (Rly.Bd. letter no.2017IM(C)/13812 dated 04.11.2019.) may planned to be conducted In first week of Jan.'20 regarding discussion on failures of Brake Discs occurred over Indian Railway, due to year ending & audit.

~ Wrong electrical connections in WSP system

./ Recently, the problem of non-working of WSP is being reported by Railways which is due to wrong electrical wiring connections in WSP system. In this regard, MIs FTRTll has submitted their wiring scheme and MIs KBll & Mis Escorts were advised to submit the layout for wiring scheme for electrical connections of WSP by 15-12-2019 .

./ Firms were also advised to conduct a training program in PUs and also cover the all the ZRs where the same is not imparted, for awareness & implementation of the above. Firms are advised to submit complete detail of training imparted in Rail s (zone wise) regarding WSP system.
