India - Witnessing explosive urban growth…

FY 2051 – 750

million

FY 2021 – 538

million

FY 2001 – 308

million 27

Urban clusters with population > 1 mill ioUrban population in

India

Mumbai-Pune - The largest urban cluster

With population increasing from 20 mn in 2001 to 38 mn in 2021

• Urban population set to grow from 308 million to 750

million by 2050

• Economic Migration  – Agricultural population would decrease

from 65% in 2001 to 40% in 2050(Agricultural population in US fell from 70% in 1870 to 28% in

1950 and to 2% today)

• Demographic Shift – 52.3% of India’s population below the age

of 25, migrating to urban areas for employment

• Experts, like C K Prahalad, have expressed the need for

500 new cities

Existing cities have peaked…

Existing cit ies are stretched – Future cities are needed

• Indian cities were planned for much lower

population support capacities. Hence,

• Inadequate physical & social infrastructure

• Low service quality and adequacy

• Congestion & pollution

• Long commutes

• So natural outcome

• Poor live-ability

• Expensive real estate

Page 7: T6.1 Gulabchand Decentralizing

…and have city governance challenges!!!

Paradigm shift in city governance needed

• Most Indian cities have in-efficient civic

institutions. Hence,

• Myopic and poorly managed service delivery

• Systemic & bureaucratic delays

• Multiplicity of civic bodies

• Lack of coordination in development planning

and implementation

• Lack of accountability

• Reactive decision making.

• 73rd and 74th Constitutional amendments have not been

implemented in true spirit.
