CAMP stated he is a pilot for UNITED AIRLINES.On September 7,2001, CAMPwasaboard flight number657, from Newark, New Jersey to Chicago, Illinois. The Captainin Commandof the flight was ROGER STRANTZ, who is based inDallas, Texas. STRANTZ approved another captain fromSKYWAYAIRLINES to fly in jump-seat as a part of a reciprocity agreementbetween the airlines which allows employees to fly on

competitors' airlines.CAMP advised that the protocol is the requestingcaptain must identify to the captain in command and present hisairline credentials as well as his pilot's license to gain accessto the jump-seat If it is available. CAMP advised thisinformation was input into the UNITED AIRLINES computerandshould contain the SKYWAY pilot's name, airline, and his startdate of employment.CAMP stated it is typical that all of thepassengersboard the aircraft first and then the requesting pilot presenthimself to the Captain in Commandat the cockpit and requests tobe seated in the jump-seat. CAMP described he individual fromSKYWAY AIRLINES, as a mddle-eastern male, 5'11",210-220 Ibs.,with dark balding hair and glasses, and large gaps in his frontteeth, and who he believes is in his 40's. CAMP advised thisSKYWAY pilot had a mddle-eastern name that hecould notpronounce. The SKYWAY AIRLINE captain knocked on thecockpitdoor, stepped inside and stood there acting very strange. TheSKYWAY pilot then asked the Captain in Command If hecould beseated in the jump-seat. CAMP told STRANTZ he was uncomfortablewith this pilot seated in the cockpit, so STRANTZ asked theSKYWAY pilot to have a seat in the passenger section of theaircraft. The SKYWAY AIRLINE pilot turned and left the cabincarrying a bag with him however,he left a blue insulated typebag in the cockpit. STRANTZcalledout to the SKYWAY pilot andtold him to take this bag with him andstore it with his otherbaggage. CAMP thought it was strange that a pilot would becarrying such a bagwith him, because it appeared to be a lunchbag or something to hold beverages, very small and insulated.CAMP discussed with STRANTZ that it was odd fora pilot to act insuch a manner.

Upon openingthe aircraft doors, theSKYWAY AIRLINE pilot exited theaircranimmediately. In April, 1994, GANADILY was hired bySaudi Arabian Airlines, also knownas Saudia Airlines, as a flightinstructor at Saudia's flight training academy. GANADILY has beenemployed by Saudia since that time; at present, he is assigned as a747 First Officer.

GANADILY typically flies routes in the Middle East,Southeast Asia and the Far East On occasion, however, he flies toEurope and to the US,often as a crew member onso-called VIPflights hired by the Saudi Royal Family.GANADILY wasadvised that information received by the FBIindicates that GANADILY was among a group of Individuals, apparently of Middle Eastern heritage, for whom airlines ticketswere purchased by a Florida tour agency on a September 23,2001,flight from JFK Airport in New York City to Los AngelesInternational Airport LAX.GANADILY denied any knowledgeof such anoccurrence, and, after consulting his personal logbook, advised that he was inBombay, India, from September21-24,2001. GANADILY provided thename of anAmerican pilot, Captain GRAFF, as the pilot incharge ofGANADILVs crew at that time.GANADILY then wasadvisedof the names of otherindividuals identified as having been the intended recipients of

tickets purchased for the above-described flight. GANADILY advisedthat the names SALEM BEN HEMED, ABDUL RAHMAN QUDSI, and JEHAMAHALLAWI correspond to those ofpersons known to him as fellowSaudia pilots.GANADILY advised that he and the above-named Saudiapilots all were members of a VIP flight crew that entered the US atNewark, New Jersey, in May, 2001. After reviewing records in hispossession, GANADILY advised that he and the above-namedSaudiacrew members, along with another crew member named ZOHAIR MANUAL,entered the US at Newark, New Jersey, on May 20, 2001. The crewsubsequently flew fromJFK to LAX on May 23, 2001, via a UnitedAirlines flight, andreturned to Saudi Arabia aboard a SaudiaVIPflight from LAX to Jeddah, Saudi Arabia, several days later.MANJAL did not accompany the crew to Los Angeles aboard the May23, 2001, JMsdAirlines flight.GANADILY then produced acopy of aSaudia AirlinesGeneral Declaration, which he described as a document furnished by

The General Declaration, which is designed tofacilitate entry bySaudia flight crews into aforeign country, contains information concerning the flight and its crew, includingnames of crew members, purpose of the flight, and other relevantdata.

Review of the document shownby GANADILY to theundersigned agents indicated that GANAOILY, BEN HEMED, MAHALLAWI,and QUDSI allwere aboard aSaudia flight which entered the US atNewark, NewJersey,on May20,2001.It is noted that thedate of GANADILYs flight fromJFKto LAXwith the other above-noted Saudia crew members was May 23,2001; the date of the UnitedAirlines flight from JFK to LAX forwhich tickets reportedly were purchased for GANADILY, BEN HEMED,MAHALLAWI and QUDSI by a Florida tour company was September 23,

2001.GANADILY stated that, to his knowledge, Saudia Airlinesdeals directly with USairline companies when reserving flights forits crew members aboard USairlines' aircraft. GANADILY advisedthat, assuming the Information provided to the FBIconcerning thepurchaseof tickets for GANADILYand other Saudia crew memberswasmstaken as to the date of the flight, hestillcannot think of asituationwherein Saudia would purchase United Airlines tickets forits crew members through a US-based travel agency.GANADILY advised that further clarificationof SaudiaAirlines procedures relative to purchase of tickets aboard USairlines for Saudia crews possibly could be obtained throughcontact with Saudia's JFK dispatch center located above the SaudiArabian Airlines ticket counters in the JFK Delta Airlines

Terminal.GANADILY stated that, in his opinion, it wouldbeextremely difficult for anyone to assume the Identity of a SaudiaAirlines pilot Inorder to gain entry to the USunder falsepretenses or to gain access to the cockpit of another airline'saircraft. GANADILY explained that SaudiaAirlines does not haveagreementswith any US-based carriers, such as those which existbetween certain USairlines, whereina Saudia pilot can "deadhead"or ride in a cockpit iumoseat. Moreover, in GANADILVs opinion, immgration and customs controls at US points of entry are suchthat anyone attempting to use a Saudia employee's company ID likely

AMMERMAN, n the presence of his wife, LORIAMMERMAN,was apprised of the purpose of the interview and theidentity of the interviewing Agent. He thereafter provided thefollowing information:He has been employed as a pilot for United Airlines forapproximately seventeen years. He believes that he mayrecognizeasmany as four of the dead hijackers having been on one of hisflights between one and two years ago. It was anafternoonflight from San Francisco to Denver but he can not recalladditional identifying information. The first pilot, identity

unrecalled, was doing a standard "walk around" inspectionof theaircraft while he was making flight preparations seated alone inthe cockpit of the Boeing 757. He was briefly startled whenduring the boarding process he realized five or six MiddleEastern looking males, wearing casual western clothing, hadstepped into the area behind him n the cockpit. Thecockpit /door wasopen and it is not unusual for people to think they canwalk in part way and ook at the cockpit area of the aircraft. /On this occasion, themales started talking among themselves andseemed reasonably knowledgeable regarding flying an aircraft. One male asked another, "Is this a 757 or 7677".
