    1. Summary. Attached sheet depicts the universe of ATC advisories issued by theFAA and selected Canadian advisories. Informa tion important to the 9/11 story isbolded in red. The first ground stop advisory, for New York, was issued at 0908EDT . A Boston ground stop advisory followed at 0926 EDT , followedimm ediately by a W ashington D.C . area ground stop at 0929 EDT . Conc urrentwith the latter a national em ergenc y ground stop was issued for all departures, allairports. [Note, this is all before AA77 flies into the Pentagon] At 1106 EDT byorder of the Federal Aviation Com mand Center all airports/airdromes are notauthorized for landing and takeoff. At 1918 EDT FAA convened a user hotlineconference to determine what airplanes were where, on the ground, and to begindiscussion of opening of airports.2. FAA issued 45 advisories that day; the first one to concern hijacking events was#27. According to an FAA-comm issioned study published M arch 6, 2000(Traffic Flow Managem ent: ATC Coordinator's Information Requirements for theNA S), FAA issues as many as 150 advisories on any given day. Ac cording to thesame study, the ATCSCC Advisory system "supplies the airlines w ith a list ofNA S [National Air Space] restrictions. These advisories are transmitted system-wide in the form of text m essages that appear in a text window on the airline'sproprietary flight management system. The advisories can be copied, printed,forwarded, and deleted. At most airlines, advisories are copied into the daily log

    and printed."3. The referenc e study was com mission to "examine the com munic ation structureand inform ation requirem ents of personnel directly involved in mana ging the flowof air traffic within the NA S." Interestingly, am ong all the potentialities for airspace managment discussedweather, airport closures, traffic density, etctherewas no discussion or consideration of hijack ing, pirating, or passengerintervention such as attempting to enter the co ckpit.4. Team 8 provides this work paper as piece of the 9/11 puzzle, a piece relevant toTeam s 7 and 9, but of interest to all teams, g enerally. The paper is intended as astand alone docum ent based on inform ation provided by FAA in response to adocument request.
