    B A C K G R O U N DIt is FAA policy to maintain a state-of-the-art command and control system to ensure 24-hour a day agency-wide integration of critical an d time-sensitive information in supportof FAA senior leadership, the National Airspace System Q S f AS), and National SecurityEmergency Preparedness.FAA Order 1990.1, FA A National Com man d and Control System, datedNovember 18, 1998, established p olicies and procedures and assigned respo nsibilities forthe FAA Command an d Control System, which includes the FAA Operations Centernetworks. The FAA National Command an d Control System provides FAA authorities atall levels with timely, accurate information to enable the planning, directing, an dcontrolling of significant events that could adversely impact the FAA mission. This orderestablishes reporting requirements for all elements within the FAA having knowledge ofevents or activities that im pact or have the potential for impact on the agency and requireresponse by FAA lea dership.FAA policy states that timely reporting of significant events that impact the FA A and theNA S, shall be ac com plishe d through reporting to the appropriate operations centers, withsubsequent reporting to the Washington Operations Center, ADA-30. This requirementdoes not supersede established channels of communication and operational coordinationof events that are the responsibilities of associate administrators, assistant administrators,office heads reporting to the Administrator, and their respective regional elements.The Federal Aviation A dm inistration Operations Centers N etwork is the focal point fo rproviding the o perationa l com ma nd and control capab ility to the Adm inistrator, regionaladministrators, and the Directors of the A eronautical and Technical Cen ters as well asagency executives. This netwo rk is comprised of the Washington Operations Center(WOC), nine regional operations centers, the Aeronautical Center O perations Center, andthe Technical Center Operations Center.Three coordinating centers cooperate with the FAA Operations Centers Network in theexchange of information involved in day-to-day FAA operations:a The Air Traffic Control System Command Center (ATCSCC)a The National Maintenance Coordination Center (NMCC)a The Civil Aviation Security Intelligence Watch (ACI Intel Watch)The ROC is under th e operational an d adm inistrative control of the RegionalAdministrator wh o reports to the Associate A dm inistrator for Regions a nd Centers,ARC-1. The ROCs interact with agency managers an d external organizations, bothGovernment and industry, to recommend, inform, and coordinate on all aspects of policyimplem entation relevant to the FAA Operations Center Network.
