    The Tabernacle Sun

The Tabernacle School District has beenbusy over the summer focusing on long-range plans for school district facilities.

On June 3, the state Department of Edu-cation notified all regular operating dis-tricts about their opportunity to be eligiblefor funding for projects to upgrade schoolfacilities.

The ROD-4 Grant Program is the fourthtime the NJDOE has enabled school dis-tricts to receive state funding toward anyproject approved for grant funding.

The Tabernacle School District is eligi-ble for 40 percent state funding toward anyapproved project.

Projects related to security or healthand safety will be given priority by the de-partment when it reviews applications,

    Superintendent George Rafferty said.

The district has filed for five grant appli-cations with the NJDOEs Office of SchoolFacilities to make either security or healthand safety upgrades to the schools, accord-ing to Rafferty.

Rafferty said the district has filed twoapplications to receive funding for provid-ing security upgrades to the entrances ofboth the Tabernacle Elementary and Ken-neth R. Olson Middle schools, as well as toeach schools interior doors.

The estimated amount to upgrade the se-curity in the Tabernacle ElementarySchool is $388,938. The estimated amount

to upgrade the security in the Kenneth R.Olson Middle School is $496,944, accordingto Business Administrator Noreen Boston. If the grants are approved, they will pay 40percent, and the remaining will be paidfrom the school budget.

A third grant application was submit-

ted, requesting funding toward the instal-lation of an emergency generator at theTabernacle Elementary School. Currently, the school does not have any emergencybackup power and cannot operate facilitiesin the event of an outage, according to Raf-ferty.

The estimated cost for an emergencygenerator at the Tabernacle ElementarySchool is $336,255, Boston said.

Last year, we had to cancel school dueto a power outage caused by wind. A siz-able generator at the school would allowbathrooms, refrigeration, network technol-

ogy, lighting and water usage to remain inoperation without interruption, Raffertysaid.

The fourth and fifth applications ad-

School district seeks funding for safety upgrades

Little by little, the effects of

    health-care reform, or Oba-

    macare as its commonly

known, are starting to come to light.

Change in price and type of health in-

surance, and the availability of public

health insurance, will take shape in

    the coming months.

    In July, the Obama administration

made a change to one aspect of health-

care reform that they said would help

make them a friend to American busi-

    ness: They delayed the employer

mandate provision by one year, to

    2015.

    The provision has been controver-

sial since it was announced, because itrequires businesses with 50 or more

    full-time employees to provide health

    insurance.

    The Obama administration pro-

claimed that the delay would give busi-

nesses relief they needed as they are

still attempting to get back up to full

    speed.

But will it work? We doubt it will.

    Take a look at Middletown, N.J., a

    Monmouth-County township of ap-

proximately 66,552 residents as of the

2010 Census. Just last week, the town-

ship cut hours for part-time employeesto avoid having to offer them health in-

surance. The move saves the township

    an estimated $775,000 per year.

Its a great move for the township,

but not so great for the employees,

who now get fewer hours and no

    health insurance through their em-

ployer and possibly also the resi-

dents, who now may have to face a cut

    in services.

    Middletown made the move now,

    even though the employer mandate

    was pushed back to 2015.

    Similar cost-saving tactics could be

used in our town, and the question

would be: How would that affect our

    services, and possibly our neighbors

    own wallets?

That is unknown as of yet, but its a

reality we may have to face not only on

the public employment level, but alsoon the private employment level, as

    businesses make similar cost-cutting

    measures.

It just makes no sense to us.

Not really friendly to businessDelay of Obamacares employer mandate provision delays the inevitable

dress asbestos abatement projectsin each of the schools. Raffertyreports that the abatement proj-ects would be a proactive meas-ure to replace old floor tiling inhigh traffic areas with tiles man-ufactured with materials thatmeet todays health and safety

standards. The estimated amount to up-grade the flooring is $69,975 at theTabernacle Elementary School, and an estimated $78,886 at theKenneth R. Olson Middle School, according to Boston.

Although there is no health orsafety risk to our staff and stu-dents, since we submit toregular inspections, we want tobe proactive and take advantageof available state funding andupgrade our schools, Raffertysaid.

In addition to filing for thegrants, Rafferty reports the dis-trict is submitting an updatedLong Range Facilities Plan to theNJDOE. A LRFP is a comprehen-

sive plan describing all the majorfacility projects the district antic-ipates completing over the nextfive years.

Completing and filing of thegrant applications is labor inten-sive and could not be successfully

completed without the assistanceof our school architect, Mr. ScottEngland, Rafferty said.

England, of the architecturalfirm of Regan Young EnglandButera, is completing and submit-ting the grants and the LRFP incollaboration with Boston.

If funding is not granted, notall the projects will be able to becompleted, Rafferty said.

If the districts applicationsare approved, the Tabernacle

schools can expect to receive im-portant facility upgrades withoutburdening the local taxpayer, hesaid. The Tabernacle schools arebeautiful and well-maintained,and we want to keep them thatway.
