BELFIELD PUBLIC SCHOOL

Dear Parents/Guardians: Welcome to Belfield Elementary! What an exciting time to be a student and a teacher! Our world is changing so quickly and it is our goal here at Belfield Public School to educate our students to meet the challenges that this global environment will bring. As our faculty and staff work together, we are all in agreement that our mission is to teach each child, not only academic skills, but interpersonal skills as well. Academic, social, and emotional well-being will be fostered at Belfield Elementary. We will guide students toward personal responsibility and the decision making skills they will need to function in society. As a parent, I sent my child to school with the intention that she would be treated with respect and would be in a safe and nurturing environment. As an educator and administrator, I, along with my staff, will make every effort to provide the kind of school that we would want for our own children. Our school will be a warm, caring, and safe environment where boys and girls can work diligently, achieve academic success, and show courtesy to their peers and to all school personnel. ADMITTANCE 1. The school doors open at 8:15 a.m. Students will be counted tardy

after 8:25 a.m. 2. Students who do not ride the school bus are asked NOT to come to

school before 8:15. WE DO NOT HAVE STAFF SUPERVISION BEFORE 8:05 AND AFTER 3:15. Bus students coming before 8:15 are to go to the playground or the East entrance of the Elementary building.

REGISTRATION POLICY Student Data: A birth certificate and immunization records of any Kindergarten or new student entering Belfield School must be presented at Registration time. A Record Release form, signed by the parents, is required from all transfer students at the Registration time. Anytime there is a change of address, telephone number, or doctor, parents are to notify the school.

Immunization: The following immunizations are required for K-6 students:

4=OPV (oral polio) or IPV (inactivated polio virus)

Minimum requirement: 3-OPV or IPV if the 3rd dose is given after the 4th birthday

4-IPV or OPV if received any combination of the tow vaccines.

5-DtaP (diphtheria, pertussis, and tetanus)

Children K-8 are required to have proof of two MMR’s.

One dose of chickenpox (Varicella) required for entrance into Kindergarten.

Kindergarten, 1st and 2nd grade students are required to have 3-HBV (hepatitis B) vaccines. The law does allow exemptions for medical, philosophical, moral, or religious reasons. However, when there is a danger of an epidemic from any of the communicable diseases for which immunization is required, those children who are not adequately immunized, including children exempt, will be excluded from school until the danger of epidemic is over.

OPEN ENROLLMENT The Belfield Public School Board at a regular or special meeting will act upon Open Enrollment applications received from other North Dakota school districts. All applications will be reviewed and acted upon in the same chronological order as they were received by the school district of residence. Check with the Superintendent for application deadlines. The business manager or designee will notify the parent or guardian and the resident district of the acceptance or rejection of an application within five days of the date on which action was taken.

EAST DOOR ACCESS The East entrance door will be locked every morning after the students have entered the building at approximately 8:20 a.m. The door will remain locked all day. Parents and visitors will need to use the West entrance.

BREAKFAST SCHEDULE

Breakfast will be served from 7:45 to 8:15. Students eating breakfast are to use the West gym door entrance and go directly to the Lunch Room. Students must be in their classroom at 8:25.

LUNCH SCHEDULE

Dismissal for Lunch for Grades K-3 will be at 11:30. Classes for Grades K-3 resume at 12:20 Dismissal for Lunch for Grades 4-6 will be at 12:30. Classes for Grades 4-6 resume at 1:20.

In case of inclement weather and school has to be canceled or dismissed early, an announcement will be made on KDIX or KLTC.

LUNCHROOM MANNERS

1. Only three students at the kitchen window at a time; the rest of the students should be in a single line along the side of the gym.

2. Students will use an inside voice. 3. Students will not exchange or share food with each other. Nor will they

remove food or drink from the lunch room. 4. Students will not throw food. 5. Students must raise their hand and be granted permission before being

allowed to leave the table area to get seconds or be excused to sit in the bleachers.

6. Students are to be seated on the bleachers until dismissed to go outdoors or go back to their classroom.

7. Absolutely no fighting or playing with balls while seated on the bleachers.

PLAYGROUND RULES

The noontime recess is always supervised. The students are expected to play in the designated area unless told otherwise by the supervisor. The following playground rules are to be observed by all of the students:

1. Students will treat each other with respect. 2. Students will not put others down or use inappropriate language on the

playground. 3. Students will follow directions of the supervisor/s the first time they are given

(playing in designated areas, playing by the rules, listening in general to the supervisor/s, etc.)

4. Swings must be used properly. One on a swing at a time, no bending backwards, no twisting, no running through the swing area or under the swing to push a child.

5. Two on a teeter-totter at a time, legs must straddle teeter-totter, no side sitting.

6. No climbing on the metal electrical box or the fire escape. 7. No climbing on or behind the bike stand. 8. Stay away from the classroom windows and doors. 9. No students will be allowed behind the block storage building 10. No throwing balls against the building or kicking balls over the fence or into

the street. 11. No walking up on the slides. 12. No talking or bouncing of balls when lining up as a class to go inside. 13. Absolutely no throwing of snowballs. 14. When the bell rings signaling the end of a recess period, all students will

immediately proceed to the designated area for the purpose of entering the building in a quiet manner.

Disciplinary consequences will be determined by seriousness of the infraction.

BUILDING RULES No running in the hallways or in the classroom. No loitering in the restrooms. The school building will be open for early admittance during inclement weather.

Students are to come to the East entrance and remain in the foyer area until 8:15.

Students are to leave the building and the school premises at dismissal time. Students are not permitted to chew gum, eat candy or sunflower seeds in the

building at anytime during the school day. All teachers will enforce this policy. Two pairs of shoes are recommended; one for the outside recess and the other

pair for Phy Ed.

TELEPHONE

The office telephone is a business phone and not to be used by students, except in an emergency or with permission from the classroom teacher. Students are not allowed to use the phone to make personal arrangements. (Such as requesting permission to go to another child’s home.)

RELEASE TIME

According to Section 15-34.2-17 of the ND Century Code, the Belfield Public School Board is allowing one hour per week for religious education for Grades 1-6. before a student will be released on a weekly basis, the parents must complete a form that is available in the Principal’s office.

DISMISSAL Grades K-6 will be dismissed at 3:10. All non-bus students should leave the school grounds immediately after dismissal.

BUS CONDUCT The disciplinary authority of the school shall exist over all students while being transported to and from the school. The driver of the bus shall be in charge and control of discipline while they are being transported. The responsibility for supervision begins when the student boards the bus and ends when the student is delivered to the student’s final destination. The board requires students to conduct themselves in the bus in a manner consistent with established standards for classroom behavior. The Superintendent or School Board may establish specific rules in keeping with this policy. In cases when a student does not conduct himself/herself properly on a bus, the bus driver shall document the incidents and report them to the parents and administration and request their cooperation in correcting the student’s behavior. Students who become a serious disciplinary problem on the bus may have their riding privileges suspended by the bus driver who will notify the Superintendent. Before suspension, the driver will discuss the problem with the student, the student’s parents, and the administration and give the student an opportunity to explain his/her behavior. This suspension of riding privileges shall not exceed the balance of the school year. In such cases, the parents of the student involved will become responsible for seeing that their student gets to and from school safely and are not eligible for reimbursement. The Policy shall extend to any trip under school sponsorship, including extracurricular trips. Students shall respect the wishes and directives of staff and chaperones appointed by the school. Policy adopted by the School Board 05/14/92.

HEALTH AND SAFETY Sickness When a child gets sick in school, a member of the staff will notify the parents. No child will be sent home unless the school is assured that there is someone at home who can responsibly care for the sick child.

Communicable Diseases Children who have a communicable disease are asked to remain at home until the doctor gives them permission to return to school. A student infested with head lice must remain at home until the Southwest District Health Unit finds the child to be nit free.

First Aid/Accidents In the event an accident occurs within the school, or a student or other individual becomes suddenly ill, the responsibility of the school personnel is to provide emergency care, notify parents or guardian, and in serious instances, summon an ambulance and/or arrange for hospitalization. If your child becomes acutely ill or is seriously injured during school hours, the school will inform the parents/guardian, who will make the decision whether to pick up the child at the school or meet the child at the hospital. The child may be transported by school personnel or by ambulance at the discretion of the principal or her designee. If the school is unable to reach the parents, an attempt will be made to contact the child’s emergency contact person or the child’s personal physician as designated on the registration form.

FIRE AND TORNADO DRILLS Fire drills are required by law and are safety precautions. A fire evacuation plan is posted in each room. When a fire alarm sounds, all must walk out of the building in silence. The windows and doors are to be closed in each room. The first students to reach the outside doors are to hold them open until all have left the building. The teachers are to take roll call from a class list upon arriving outside.

ANIMALS Animals should not be brought to school without prior approval from the principal and/or the teacher. All animals must be vaccinated prior to bringing them to school. The parents must bring the animal to school and take it home immediately after the presentation/demonstration. Proof of rabies vaccination will be required for dogs and cats.

INSURANCE BENEFITS

The North Dakota High School Activities Association has terminated the insurance for accidents on the school grounds or in the school building during school hours. This also includes extracurricular activities.

DRESS CODE Students are encouraged to dress comfortably and cleanly. Since the attire of students is important to the overall school image, any clothing insignia or saying which is inappropriate for an education environment may not be worn. Clothing styles or accessories, which are immodest, reveal a student’s undergarments, or are potentially dangerous, may not be worn in school. Coats and/or bulky jackets may not be worn indoors. Students wearing inappropriate clothing, based on the criteria listed above, may be asked to turn their clothing inside out, sent home to change with parent knowledge, or asked to remove objectionable accessories. For safety reasons, shoes must be worn throughout the school day. Headgear may not be worn in the building and may be confiscated by an authority figure.

WINTER APPAREL Proper attire (warm coats, caps, gloves or mittens, snow pants, snow boots) is to be worn by the students when it is cold. Students will be going outside (except under extremely cold weather conditions) for the entire noon hour playtime or a portion of it during the wintertime. Please see to it that your children take their warm clothing with them when they leave the house in the morning.

PERFECT ATTENDANCE Students who maintain perfect attendance throughout the year will have their names posted on the hallway bulletin board by the West Entrance. Attendance will be reviewed at the end of the month.

CHILDREN’S INTERNET PROTECTION ACT (CIPA)

Schools applying for e-rate funds must have a technology protection measure in place that blocks or filters Internet access. The Technology Coordinator may disable this filter for bona fide research. The policy must include monitoring the on-line activities of minors. The internet safety policy must address:

Access by minors to inappropriate matter Safety and security with e-mail, chatting on the Internet, etc. Unauthorized access Unauthorized disclosure Measures to restrict minors’ access to materials that are harmful to minors

This measure is necessary for e-rate funding and Title III of the ESEA and Library Services and Technology Act funds. EduTech, or Internet service provider, provides filtering to our school district with 8d6 Technologies Hardware. The URL database is updated daily. This filter prevents students from accessing web sites that are not consistent with K-12 curriculum. The categories blocked are: alcohol, anarchy, chat, criminal skills, cults, drugs, gambling, hate groups, obscene and tasteless sites, personal ads, pornography and public web proxies. The filtering policy can be found on the EduTech web site: http://www.sendit.nodak.edu.

SCHOOL RECORDS Parents and adult students (18 years of age) who wish to review any or all of the school records pertaining to the student should contact the building Principal for an appointment. The records will be reviewed with school personnel. Parents may have copies of the records for the cost of copying. If parents or adult students believe something in the records is inaccurate, misleading, or otherwise violates privacy or other rights, they may request that it be corrected or they may have comments added to the record. Steps to do this are listed in Board Policy FDB. Record information will not be revealed to persons or agencies without the written consent of parents or adult students. Nonetheless, it is the policy of this district to forward school records without parent consent to schools in another district to which the student is applying. Also, federal law permits a school district to identify certain information as “directory information” which may be released publicly without permission of the parents. The district identified this information as the following: name, address, telephone number, date and place of birth, major field of study, participation in activities and sports, weight and height of members of athletic teams, dates of attendance, diplomas and awards received, and most recent previous school attended. If you do not want this information released, please contact the Elementary Principal at Belfield Public School within ten (10) school days from date this school handbook is received.

ALCOHOL AND DRUGS Possession of alcohol and/or drugs is prohibited on school property or at school sponsored activities. Any student in possession or under the influence of alcohol or drugs will be referred to the building principal. Violations will result in disciplinary steps as outlined in the Student-Parent Handbook, Board Policy, and by NDHSAA. For further information, refer to Board Policy FHCF.

TITLE IX POLICY The Belfield Public School District does not discriminate on basis of gender in the educational programs or activities, which it operates, nor does it discriminate in employment practices. The Superintendent has been designated as the individual responsible for coordinating the efforts of the Belfield Public School to comply with and carry out its responsibilities under Title IX and parts 87 of Health, Education, and Welfare regulations including any investigating of complaints alleging non-compliance.

NON-DISCRIMINATION POLICY FBB-E Statement: The Belfield Public School District, in the county of Stark and State of North Dakota, supports the provisions of Title IX of the Educational Amendments of 1972, Title VI of the Civil Rights Act of 1963, and Section 504 of the Rehabilitation Act of 1973 which commit all schools to the elimination of discrimination on the basis of race, color, national origin, sex and handicap in employment and in those programs and activities offered to its students. It is the expressed intent of the Belfield School District to provide equal opportunity for all students, free from limitations of race, color, and national origin in making decisions related to the employment of personnel, school facilities, curriculum activities and regulations affecting students. Location of Policy: A copy of the Belfield Board policy is available for review in each school building administrative office.

SECTION TWO

The school’s 504 and/or ADA Coordinator, on request, will provide a copy of the

school’s grievance procedure and investigate all complaints in accordance with this

procedure. The grievance procedure should include a statement that a copy of each of the

acts of the regulation on which this notice is based, may be found in the Coordinator’s

office. The person who believes that they have been discriminated against based on

disability shall discuss the grievance and the completed grievance form with the school

Section 504 and /or ADA Coordinator who, shall in turn, investigate the complaint and

reply with an answer to the complaint.

Step One: A written statement of the grievance signed by the complainant shall be submitted to the

school Section 504/ADA Coordinator within ten (10) business days of receipt of answers

to the informal complaint. The Coordinator shall further investigate the complaint and

reply in writing to the complainant within ten (10) business days.*

Step Two: If the complainant wishes to appeal the decision of the Coordinator, he/she may submit a

signed statement of appeal to the Superintendent of schools within ten (10) business days

after receipt of the Coordinator’s response. The Coordinator and Superintendent cannot

be the same individual. The Superintendent shall meet with all parties involved,

formulate a conclusion, and respond in writing to the complainant within ten (10 business

days.*

Step Three:

If the complainant remains unsatisfied, he/she may appeal through a signed written

statement to the School Board of Education within ten (10) business days of his/her

receipt of the Superintendent’s response in Step Two. In an attempt to resolve the

grievance, the Board shall meet with the concerned parties and their representative within

for (40) business days of the receipt of such an appeal. A copy of the Board’s disposition

of the appeal shall be sent to each concerned party within ten (10) business days of this

meeting.

Step Four:

The complainant may file a complaint with the Office for Civil Rights at any time before

or during the grievance procedures: Office for Civil Rights, Chicago Office, US Dept. of

(Fax: 312-353-4888), TDD: 312-353-2540)

* If the Superintendent also serves as the Section 504/ADA Coordinator, the appeal must go to another
