NGA Overview 1
The National Geospatial-Intelligence Agency (NGA) delivers world-class GEOINT that provides a decisive advantage to policymakers, warfighters, intelligence professionals and first responders.
Anyone who sails a U.S. ship, flies a U.S. aircraft, makes national policy decisions, fights wars, locates targets, responds to natural disasters or even navigates with a cellphone relies on NGA. NGA enables all of these critical actions and shapes decisions that impact our world through the indispensable discipline of GEOINT.
NGA is a unique combination of intelligence agency and combat support agency. It is the world leader in timely, relevant, accurate and actionable GEOINT. NGA enables the U.S. intelligence community and the Department of Defense (DOD) to fulfill the president’s national security priorities to protect the nation. NGA also anticipates its partners’ future needs and advances the GEOINT discipline to meet them.
NGA manages a global consortium of more than 400 commercial and government relationships. In its multiple roles, NGA receives guidance and oversight from the DOD, the director of national intelligence and Congress.
The NGA director serves as the functional manager for GEOINT, the head of the National System for Geospatial Intelligence (NSG), and the coordinator for the Allied System for Geospatial Intelligence (ASG). In this capacity, the director is charged with synchronizing operations to realize a professional, interoperable, agile and integrated GEOINT enterprise.
GEOINT requires a wide array of foundation data, comprises a significant amount of information and analysis, and is crucial to other intelligence disciplines. Because of this, NGA supports diverse mission sets including strategic intelligence, warfighter support, homeland defense, safety of navigation, humanitarian assistance and disaster relief, indications and warning, cyber threat analysis, and special event planning.
Often, NGA has the only ‘eyes’ focused on global hot spots and can give unique insight into these critical areas. NGA creates and maintains the geospatial foundation data, knowledge and analysis that enables all other missions.

OUR MISSIONS
Under Executive Order 12333, and in accordance with procedures approved by the attorney general of the United States, NGA is restricted in the collection of intelligence information directed against U.S. citizens. Collection is allowed only for an authorized intelligence purpose – for example, if there is a reason to believe an individual is involved in international terrorist or international narcotics activities. NGA also provides intelligence support to domestic disaster relief and special security events in the United States. NGA’s activities are conducted in a manner that protects the legal rights of all U.S. persons, including the freedoms, civil liberties, and privacy rights guaranteed by the Constitution and federal law.
STRATEGIC INTELLIGENCENGA provides GEOINT that allows the president and national policymakers to make crucial decisions on counterterrorism, weapons of mass destruction, global political crises and more.
WARFIGHTER SUPPORTNGA enables the DOD to plan missions, gain battlefield superiority, precisely target the adversary and protect our military forces.
INDICATIONS AND WARNING NGA often has the only ‘eyes’ focused on global hot spots and provides timely warnings to the warfighter and national decision-makers by monitoring, analyzing and reporting imminent threats.
SAFETY OF NAVIGATION NGA provides and maintains the maps, charts and publications for navigation in the air and on the seas with the most current information for U.S. military forces and global transport networks.
FOUNDATION GEOINTFoundation GEOINT — including topographic, elevation and terrain, land cover, and geodesy information — helps us describe the world in which we live. NGA leads the DOD and intelligence community in the production, procurement, assessment and cataloging of geospatial data.
HUMANITARIAN AND DISASTER RELIEF NGA supports federal agencies’ — such as the Department of State and the Federal Emergency Management Agency — responses to humanitarian and disaster response missions.
SPECIAL EVENT PLANNINGWhen requested, NGA supports planning for special events such as presidential inaugurations, state visits by foreign leaders, international conferences and major public events (e.g., Olympics, Super Bowl).
HOMELAND DEFENSENGA provides vital GEOINT that contributes to counterterrorism, counternarcotics, and border and transportation security efforts.

ANALYSIS (A)The Analysis Directorate delivers timely, relevant and actionable GEOINT in support of national security objectives, safeguarding U.S. interests at home and abroad.
CHIEF INFORMATION OFFICE – TECHNOLOGY (CIO-T)The Chief Information Office and Information Technology is responsible for the implementation, management and communication of NGA’s nascent technical capabilities at the directorate and enterprise levels.
FINANCIAL MANAGEMENT (FM)The Office of Financial Management’s mission is to drive sound resource decisions that advance GEOINT.
GEOINT ENTERPRISE OFFICE (G)The GEOINT Enterprise Office executes GEOINT Functional Management, leading and overseeing the NSG and ASG to realize a fully integrated and interoperable GEOINT Enterprise.
HUMAN DEVELOPMENT (HD)The Human Development Directorate recruits, hires, develops, recognizes

RESEARCH (R)Research is NGA’s scientific research organization, responsible for continuously bringing powerful new capabilities into operations. It is also a trusted technical partner for the NSG against the hardest operational challenges. Research collaborates with other research organizations in government, industry, academia and international partners.
SECURITY AND INSTALLATIONS (SI)The Security and Installations Directorate enables GEOINT by providing premier protections, security and facilities. It comprises experts in installation operations, facilities management, security and counterintelligence, enabling secure online and on-demand access to GEOINT.
SOURCE (S)Source creates, collects and brokers authoritative GEOINT content and services based on customer needs and powered by unique command of the GEOINT supplier market, unparalleled tradecraft expertise and cutting-edge technology. Source’s key mission areas include collections, foundation GEOINT, safety of navigation and content dissemination.

The U.S. has a long and proud history of GEOINT. From George Washington’s early days as a land surveyor; to World War I pilots taking aerial photos with handheld cameras; to analysts developing public websites addressing humanitarian crises and natural disasters, our tradecraft has changed significantly over time and continues to evolve to meet our nation’s needs.
Prior to the creation of the National Imagery and Mapping Agency (NIMA), NGA’s predecessor organization, there was no central agency designated to fulfill the DOD’s imagery and mapping needs. Recognizing this shortfall, in 1995 Secretary of Defense William Perry, Director of Central Intelligence John Deutch, and Chairman of the Joint Chiefs of Staff General John Shalikashvili wrote a joint letter to Congress affirming their commitment to create a single mapping and imagery agency within the DOD.As a result, the National Defense Authorization Act of 1997 created NIMA on Oct. 1, 1996. NIMA improved the overall effectiveness and efficiency of imagery and mapping support to customers by streamlining processes
and designating a central resource. The new agency emerged from eight separate organizations. Organizations absorbed entirely included the Central Imagery Office, Defense Dissemination Program Office, National Photographic Interpretation Center and Defense Mapping Agency. In addition, the Central Intelligence Agency, Defense Intelligence Agency, National Reconnaissance Office and Defense Airborne Reconnaissance Office each contributed elements of their operations specializing in imagery exploitation.
Seven years after its creation, to better reflect the agency’s emphasis on GEOINT, NIMA became the National Geospatial-Intelligence Agency on Nov. 24, 2003. NGA’s headquarters moved to its current location in Springfield, Virginia, in 2011.
NGA and its predecessor organizations have been consistently instrumental in national defense. From NPIC analysts identifying missile sites in Cuba at the start of the Cuban Missile Crisis in 1962, to NIMA analysts aiding in recovery efforts following the 2003 Space Shuttle Columbia disaster, NGA has made significant contributions to missions and operations that shaped history.
