I hope this note finds you all well, and ready for Spring. Since we last met at our reunion in Albuquerque, your RAFINO Board has been very busy. Some of the initiatives we are working on are: raising the annual dues from $10 to $12 effective 1 April; adding PayPal to our website for dues and reunion payments; fielding a

district recruiting system; and entering into a partnership with the Financial Management School (FMS) on recruiting and promotion. On 8-9 January, Earl and I visited the FMS at Fort Jackson. We had office calls with the Deputy Commander and Command Sergeant Major, toured the facility, and had an opportunity to speak with several instructors at the school. At a meeting with FMS leaders and staff, I presented an information briefing on RAFINO history, our mission, reunion activities, and our recent efforts to attract younger, retired finance soldiers. Earl briefed the group on our new district recruiting concept designed to get current RAFINO members actively involved in identifying and recruiting retired finance soldiers located in their states. At the meeting, CSM Penn committed to help us identify recent and soon-to-be finance retirees and agreed to work with us on promoting RAFINO at the schoolhouse. Also,

he extended an invitation to me to attend this year’s regimental week activities scheduled for 1-3 May. I accepted, and plan to attend some of the official activities as well as setting up a RAFINO Recruiting/Information Booth on-site. Regimental week traditionally concludes with a formal ball, and Karen and I will be there representing RAFINO. We hope to see many of you there too. Earl and I were well received at FMS, and we appreciated the opportunity to show our flag and tell our story. After the formal meetings, Troy joined us for a lunch gathering attended by several FMS and Soldier Support Institute RAFINO members. The trip was a great opportunity to do some cheerleading for RAFINO and to catch up with some old friends and colleagues. Larry Elsom, President

• Conduct periodic reunions.

If you haven’t heard, the economy is doing great! And, RAFINO is actively recruiting volunteers to assist in implementing its new recruiting concept. It goes without saying, RAFINO recruitment is not just a one-, two-, or three-person endeavor. It requires a team! I am pleased to say we are making progress; however, in order to capitalize to the maximum extent possible, we need help. Three of our four districts have Administrators. District 1 is Fred Selby, District 2 is me, District 3 is vacant, and District 4 is Richard Rosen (Vice President for Recruiting). In addition to filling the vacancy for District 3, we need volunteers to be recruiting reps for our states. If you haven’t

been contacted, and would be willing to represent your state, please let us know. And, if you have not yet been contacted by one of our District Administrators to be a state rep, when you are, we hope you will give that invitation a favorable consideration. RAFINO can remain a strong band of brothers and sisters if we grow both our lifetime membership and the number of our members. Thank you for your current support; and, should you know someone who would add to our strength, please recruit their participation in RAFINO. They will be glad they did!!

New Dues Payment Feature on RAFINO.org. Effective 30 April 2019, we plan tentatively to implement a new convenience (for those of you who are not lifetime members). This new feature integrates the PayPal online payment mechanism into our Treasurer’s dues payment process, allowing you to make your dues payment using your credit or debit card or (if you have one) your existing PayPal account. You do NOT need a PayPal account

to use this feature! You can use your credit or debit card in a secure, online dialog that makes annual dues payments a one-step process with immediate confirmation of the successful payment. You will access this feature via the membership menu on the home page. When it is officially implemented, that will take you to a page where you specify what sort of dues transaction you want to make (annual for <X> years, or Life). Once you have specified what you want to pay, you will get an “are you sure?” page with a PayPal button. Clicking the PayPal button will take you to PayPal’s secure site where you provide the appropriate information on your method of payment and direct PayPal to credit RAFINO. Following this, a short wait (number of seconds will depend on PayPal and internet conditions) and then a confirmation screen will pop up on your computer, tablet, or mobile phone confirming the purchase and your dues account with RAFINO will be automatically updated. Stay tuned for further announcements and details of implementation.

TheTrezSezIn the Winter Newsletter, I reported that we had encountered some downward movement in our

investment accounts. While we ended our fiscal year, on September 30, 2018, with an unrealized gain of $885.15, we witnessed a downward movement in October and November, ending with an unrealized loss of $951.97. That was followed by a real scare in December, when we closed the calendar year with unrealized losses of $3,452.47. Since that time, we have gradually headed back up and recouped a majority of those unrealized losses, so that we had only an unrealized loss of $1,005.50 on February 28, 2019. These numbers do not represent real losses unless we were to liquidate our investments. These fluctuations are normal cyclical events and should not be a cause for concern as we remain quite sound financially. The financial results of our reunion from October, 2018, have now been tabulated, and we showed a net surplus of $701.44 after all bills were settled and refunds made to those that could not attend. These proceeds

were transferred into our coffers in November. Our goal remains to have the reunions be self-sufficient, with all gains reverting to our investment accounts. Another piece of good news is that we now have 238 lifetime members representing 40 percent of our total paid members (593). That is an increase of 15 new lifetime members since our last newsletter. The bad news is that we currently have 85 delinquent members, of which 34 will be dropped from the rolls at the end of this month in accordance with our bylaws. An additional 65 members that are currently late in their payments will also go into the delinquent status at the end of this month unless we receive their payment. If you do the math, that means that a total of 150 members (85 delinquent and 65 overdue) will no longer be members in good standing, or 25 percent of our total dues paying membership (593). We will be addressing this issue at our next board meeting on March 15. If you are one of the 65 that are headed into a delinquent status, you will find that you will no longer have access to the full RAFINO website, so please get your payments, made payable to RAFINO, to me at 3112 Waterfront Dr., Chattanooga, TN 37419. There are several ways you can assist in this regard. The first of these is to log in to your account on the RAFINO website, and you can verify your payment status. The second way you can help is to verify your personal information, especially your home address, telephone number, and email address. When we sent out email reminders in late January, over 20 percent of the overdue members did not have email addresses posted to their record, or they were rejected as invalid.

Join the Army Fifty-one years ago, Herman James, a North Carolina mountain man, was drafted by the Army. On his first day in basic training at Fort Polk, Louisiana, the Army issued him a comb. That afternoon the Army barber sheared off all his hair. On his second day, the Army issued Herman a toothbrush. That afternoon the Army dentist yanked out seven of his teeth. On the third day, the Army issued him a jock strap. As of this week, the Army has been looking for Herman for 51 years!

2020ReunionNewz The reunion in 2020 is progressing well. The 2020 RAFINO Reunion will be held in beautiful Charleston, SC. The location for this event will be the North Charleston Crowne Plaza Hotel during October 7 through 11, 2020. It is in very close proximity to the Charleston Airport, and there is a shuttle that will take you right to the hotel. For those driving, it is easily accessible from Interstate 26, which is the main thoroughfare that leads to Charleston. I am in receipt of the contract from the Crowne Plaza. After review, we will be placing our deposit and locking in the location. I am very pleased with this location, and I believe the team there will be very accommodating to our specific requirements. MembershipUpdate We have established four recruiting districts to help boost our membership. We still need a volunteer for District 3, which includes AL, AR, IA, IL, IN, KS, LA, MN, MO, MS, ND, NE, OK, SD, TN, and WI. LTC(R) Frederick Selby, COL(R) William Daniels, and CSM(R) Richard Rosen have volunteered for the other districts. Responsibilities include identifying representatives for each of the states within their

districts. In some cases, where there are states with five or fewer members, they may consolidate those states to have one representative for those consolidated states. Additionally, they are to assist state representatives when asked. They are to work hand in glove with state representatives, utilizing materials provided by RAFINO leadership, to first work to recruit lifetime members, and then assist in identifying non-members who, either they or their state representatives, will recruit for membership to RAFINO. If you would like to volunteer for this task, please contact COL(R) William Daniels at [email protected].

Stella Awards Mrs. Merv Grazinski, of Oklahoma City, Oklahoma, who purchased a new 32-foot Winnebago motor home. On her first trip home, from an OU football game, having driven on to the freeway, she set the cruise control at 70 mph and calmly left the driver's seat to go to the back of the Winnebago to make herself a sandwich. Not surprisingly, the motor home left the freeway, crashed and overturned. Also, not surprisingly, Mrs. Grazinski sued Winnebago for not putting in the owner's manual that she couldn't actually leave the driver's seat while the cruise control was set. The Oklahoma jury awarded her, are you sitting down? $1,750,000. PLUS a new motor home. Winnebago actually changed their manuals as a result of this suit, just in case Mrs. Grazinski has any relatives who might also buy a motor home.

John L. Ray LTC February 24, 2019 John Linker Ray, 95 years young, passed away on Feb 24, 2019. He enrolled in the US Army Infantry at the age of 18 and fought bravely in World War II in North Africa and Italy. In July,1968, John retired as a Lt Col from the US Army. In lieu of flowers, donations can be made in John's name to The State of Texas Kidney Foundation, 4204 Gardendale #106, San Antonio, TX 78229. George G. Kellum, III COL February 27, 2019 Col. George G. Kellum, III, 77 of Venice, Florida formerly of Zionsville, Indiana passed away on February 27, 2019. He was a retired Army Colonel serving in the U.S. Army for 25 years and CEO at Ortho Indy (15 Yrs.). He is survived by his wife Julie A. Kellum, daughter Kristin A. (Arnold) Hart, son Glenn A. (Lisa) Kellum, brother William C. (Wanda) Kellum and two grandchildren. In lieu of flowers, donations may be made to a favorite charity of your choice . Donald L. Fuller MAJ February 22, 2019 Major (Ret.) Donald L. Fuller, 83, of Bloomington passed away Friday February 22, 2019. In 1953, he joined the National Guard, then the Army, he received a battlefield commission while stationed in Alaska. Surviving relatives include his loving wife of 63 years, Sharlene Fuller, his two sons, Gregory S. Fuller, Michael G. Fuller, two granddaughters, Ashley (Matt) Kavanaugh, Kari Ann Fuller, one great granddaughter, Ella Kavanaugh, two sisters, Kay Carmichael Pierce, Linda Lindahl and several Nieces, Nephews and Cousins. In lieu of flowers, the family wishes any donations be made to the Solsberry Christian Church or the Solsberry Cemetery. James M. Brown SGM February 9, 2019 James M. Brown, 79, of Cumberland passed away February 9, 2019. He was born November 9, 1939 to the late James R. and Bessie Brown. James proudly served his country in the U.S. Army for 28 years to include the Vietnam War, retiring as a Sergeant Major. He then served 22 years at DFAS, for a total of 50 years in DOD. James was preceded in death by his wife, Sharon Brown. He is survived by his daughter, Mary E. Brown; sister, Rose Jeffries; and niece, Sarah Bailey.

Norma Perez Wife of COL Hector February 9, 2019 Norma Perez, 82, passed away 2/9/2019. Norma was born on October 12,1936 in Bayamón, Puerto Rico. She enlisted in the Women's Army Corps and was honorably discharged in 1961. She is survived by her husband Col(Ret) Héctor Pérez, her children Tony, Noris, Javier, Claris (Robert) MacDonald, grandchildren James and John, and sisters Maggie and Doris Rivera. Donations may be made to the American Red Cross of Indianapolis and St. Lawrence Catholic School. James D. Tirey COL February 8, 2019 James Douglass Tirey, 74, went to be with the Lord on Friday, February 8, 2019 in Indianapolis, IN. Jim was born on September 15th, 1944 in Columbus, GA to James and Helen Tirey. In June 1967, he married his wife of 51 years, Judy Lowe Tirey of Corydon, IN and was commissioned into the Army as a Second Lieutenant. Jim is survived by his wife, Judy, his son and daughter-in-law, Mark and Cindy Tirey of Bloomington, sister and brother-in-law, Barbara and Jim Oswald of Mitchell, four grandchildren – Aleksander, Samuel, Clara Jane and Wesley, as well as many nieces and nephews. Donations may be made in Jim’s honor and memory to The Alzheimer’s Association. Warren E. Murray COL January 12, 2019 Warren E. Murray of Annandale, VA on January 12th, 2019. RAFINO is a fraternal/social Veterans' organization put together and run entirely for the enjoyment of soldiers who spent at least a large part of their Army life as Financial Management soldiers. Every Finance soldier eligible for retirement is eligible for membership in RAFINO. The organization offers a fun way to stay in contact with your friends and renew friendships with those whom you may have lost contact with over the years.

The original By-Laws were unanimously approved by the officers of RAFINO on the 31st of August 1987. The vote was based on mail replies of charter members the great majority of whom approved such formation of this society and the necessary steps to make it a non-profit veterans’ organization.

The purposes above may be summarized in one word: fellowship. The two societies come together every two years for a festive reunion. Cities where the reunions have been held in the past include Washington, D.C., Indianapolis, Las Vegas, Ft. Jackson, Orlando, Williamsburg, Branson, Tacoma, San Antonio, Baton Rouge, and in 2018, Albuquerque. These venues offer a great opportunity to not only visit great spots in the U.S. but, as mentioned above, visit with old friends and meet some new ones.

The 2020 reunion will be in Charleston, SC. The 2022 reunion is looking like Indianapolis/Ft Ben Harrison State Park

On October 15, 2016, the previous sister organization, RAFINCO, merged its membership and assets into RAFINO, making the RAFINO the single place for all ranks of retired army finance soldiers.
