WELCOME

Oceania Athletics Association President – Welcome Message Greetings from Port Vila and a warm welcome to the Athletes, Officials, Team Managers and many other friends of Oceania Athletics Association. It is with much pleasure that we welcome you to Port Vila, Vanuatu. The past year has seen a resurgence in Vanuatu athletics, and nothing highlighted this more than the performances in front of a home crowd at Korman Stadium last December for the Pacific Mini Games. The legacy of those games, is being felt at our championships, with both people and sponsors getting on board with the Melanesian Championships, who have proven what a wonderful job that Vanuatu can do with the Mini Games. This edition of the Melanesian Championships, is special, as it also serves as the qualification meet for the Youth Olympic Games, to be held in Buenos Aires in October 2018. The first time, this meet has been held outside of Australia. We welcome our Sponsors of the Championships, without such support, these Championships wouldn’t be possible. Thank you to Digicel, Vanuatu Broadcasting and Vanuatu Beverages. The Local Organising Committee for these Championships has worked tirelessly to ensure the Championships are brought to fruition and are a huge success - we take this opportunity to thank each of the Members of the Local Organising Committee for their commitment. Passports and Visa Requirements People visiting Vanuatu for a holiday may be issued with a Visitors Permit on arrival provided they are in possession of a confirmed onward or return ticket to a place to which entry is authorised, have sufficient funds to support themselves and a passport that is valid for six months beyond the intended stay. Vanuatu Vanuatu is a Y-shaped archipelago consisting of about 82 relatively small, geologically newer islands of volcanic origin (65 of them inhabited), with about 1,300 kilometers (810 mi) between the most northern and southern islands. Two of these islands (Matthew and Hunter) are also claimed and controlled by France as part of the French collectivity of New Caledonia. The fourteen of Vanuatu's islands that have surface areas of more than 100 square kilometers (39 square miles) are, from largest to smallest:

Espiritu,Santo, Malakula, Efate, Erromango, Ambrym, Tanna, Pentecost, Epi, Ambae or Aoba, Gaua, Vanua Lava, Maewo, Malo and Aneityum or Anatom. The nation's largest towns are the capital Port Vila, on Efate, and Luganville on Espiritu Santo. The highest point in Vanuatu is Mount Tabwemasana, at 1,879 metres (6,165 ft), on the island of Espiritu Santo.

Airports Port Vila’s main airport is Bauerfield Airport. Located approximately 8km from the main street of Port Vila, and 7 km from the Holiday inn Resort. Flight Operators

Transport of Oversized Baggage Each airline has different relegations regarding oversize baggage, and extra baggage allowances. If your federation is transporting equipment, please make OAA aware of all equipment. OAA will do the best to ensure all equipment is transported to and from. If any additional cost, this will need to meet by the Member Federation.

Currency The Vanuatu currency is known as the Vatu. Although Australian dollars are accepted by many shops, restaurants and hotels in Vila, and a few in Luganville (Espiritu Santo), they are not readily accepted outside of these town centres or on outer islands. All major foreign currencies are exchangeable in Vanuatu for Vatu. Daily fluctuations in the exchange rate do occur, so it's best to plan ahead.

Banks Banks found in Vanuatu are Westpac, ANZ, National Bank of Vanuatu and Bred Bank. Banking hours are as follows: ANZ – 9am to 3.30pm, Monday to Friday. ANZ have (ATMs) in Port Vila, Luganville and at Bauerfield International Airport. Bank South Pacific (BSP) – 8.30am to 4pm, Monday to Friday. Visit www.bsp.com.vu for more information. National Bank of Vanuatu (NBV) - 8.30am to 3.30pm, Monday to Thursday; Fridays to 4pm. The NBV Airport office is open for all arrivals and departures. There are NBV ATMs in Luganville, Port Vila and at the Port Vila Post Office. Bred Bank Ltd - Open Monday till Friday from 8.30 am to 3.30 PM (foreign exchange till 4.30PM) with an ATM outside the Port Vila branch.

There are currently more than 250 EFTPOS outlets around Port Vila and Luganville which accept the following cards – Visa, MasterCard, Cirrus, Amex, JCB & Plus card and Access International Debit Card. Major credit cards Visa, MasterCard, and to a lesser extent, American Express and Diners Club are accepted at most major resorts and hotels and some restaurants and shops in Port Vila. Cash advances on Visa and Mastercard are available during bank hours. Travellers cheques are widely accepted by the major banks and most of the larger resorts and hotels in Port Vila. International and domestic cash transfers are available at Western Union branches, Vanuatu Post and Goodies in Port Vila (Opening hours: 8 am until 5.30-6.00 pm Monday to Friday and 8.30 am to 4.00 pm weekends and public holidays). ATM facilities are available only in Port Vila, Efate & Santo. Other outer islands don’t have ATM facilities except Espiritu Santo and Port Vila and overseas travellers can use their credit cards.

Cash when travelling Generally, it is handy to carry at least 500 VT to 2,000 VT with you to any activity as some cafes and tours don't have EFTPOS or credit card facilities. If travelling outside of Port Vila or Luganville, it is important to plan ahead and take plenty of Vatu with you. For remote areas, it is best to take coins and smaller-denomination notes.

Tipping In accordance with Vanuatu custom neither tipping or bargaining are practised in Vanuatu.

ATM There is an ANZ ATM located at the Holiday Inn, in the Foyer next to reception.

Communication Vanuatu has two main telecommunication companies; Telecom Vanuatu Limited (TVL) and Digicel. Both companies have stores in Port Vila and are open Monday to Friday from 8:00am to 4:30pm and Saturday, 8:00am to 11:00am. The code for making international calls out of Vanuatu is 00, while for calls to Vanuatu, it is 678. There are public telephones at airports and post offices and phone cards can be purchased in local currency from the post office. Mobile phone Vanuatu is on GSM digital and as such, roaming agreements exist with a few international mobile phone companies. Almost all of Vanuatu is covered, but in the more remote areas, reception can dip in and out, and one carrier could have better coverage in an area than the other.

If you'd prefer not to roam, both TVL and Digicel offer plans designed for tourists - TVL has a 'Smile SIM card' package (3,000 VT including 2,500 VT credit) and Digicel has a 'Digicel Tourist SIM' package (1,000 VT including 1,000 VT credit). Topping up is easy - most stores sell top-up cards and there are numerous street umbrellas who can top-up for you.

If you intended to travel throughout Vanuatu, it may be beneficial to invest in a Dual SIM mobile phone to ensure you have as complete coverage as you can.

All athletes, team management and technical officials will receive a local sim card free of charge

from sponsor Digicel. This will be distributed on arrival into your designated hotel.

Internet In Port Vila and Luganville there are a number of cafes who offer Wi-Fi with a purchase of a drink or meal. Internet facilities are also available at some post offices. Most hotels and resorts also offer Wi-Fi to their guests, although at some, this is at an additional cost. While connection speeds are improving, expect to be accessing the internet at around 100KB per second on a good day. On most outer islands, however, it won't be possible to get online. It is possible to purchase mobile internet from TVL or Digicel, but similar issues with reception do occur. Both hotels, all guest will receive complimentary wifi for the duration of their stay.

Electricity

240V, 50HzHz. Three pin plugs (as found in Australia and New Zealand) are used predominately in hotels in Vanuatu although French two-point plugs can be found in small resorts/bungalows. Foreign, two pin plug adapters are readily available in most hardware or Chinese stores in Port Vila and Luganville. Town power is provided in Port Vila, Luganville, Lenakel and Lakatoro. A number of rural guest houses have their own generators or use solar power.

Dress Light-weight casual clothing during the day is usually sufficient, year-round. During the cooler season, long pants and a long-sleeve top may be required during the evening. In the wetter season, it is recommended that you bring a water-proof jacket. Modest attire should be worn outside of public bathing areas and Port Vila, out of respect for local customs.

Language There are over 120 distinct languages and many more dialects spoken in Vanuatu making it one of the most culturally diverse countries in the world. The national language of Vanuatu is Bislama (pidgin English) however English and French are also official, and commonly spoken languages.

Business and Shopping Hours Business hours are usually 7:30am to 6:00pm Monday to Friday with ‘siesta’ from 11:30am to 1:30pm. Some shops close for lunch during siesta hours though supermarkets, banks, the post office and Chinese-owned shops remain open. Larger supermarkets remain open until 7.30pm. Shops are open Saturday's until 6.00pm, while supermarkets are open until 7:30pm. Most shops are closed on Sundays, except on cruise ship days when shops in Port Vila are open. Chinese-owned shops remain open all weekend. Alcohol cannot be bought in any shop or supermarket after 12:00pm on Saturday and all-day Sunday.

The markets are generally open 24 hours, Monday till Saturday, however it is best to shop early in the morning when all the new, and fresh, produce has arrived. Markets have generally been closed on Sunday, however, some smaller ones are starting to open.

Restaurants Some of Vanuatu's best dining experiences can be found within the hotels and resorts that cater primarily to international visitors. Take the opportunity to try the diverse range of top quality cuisine with local seafood including fresh lobster or reef fish sought after by many. The local grown Vanuatu beef is also featured extensively on menus throughout the island and has a world-class reputation. A great variety of culinary experiences lure food lovers to Vanuatu and the country's historical ties with France are evident in the offering of French cafés restaurants dotted around Efate. Restauranteurs in Vanuatu take their food seriously and in addition to the delectable fresh seafood, fresh fruits, produce and tender local beef there's escargot, foie gras and a selection of mouth-watering desserts. When the sun sets there's plenty of choice for where to enjoy an evening meal with water views or for those who want to be part of the action join The Barge Floating Restaurant for a fun-filled time and picturesque journey around Efate's waterways. For a casual bite to eat or perhaps a little chocolate or gelato indulgence you can't go past Port Vila's range of cafes and takeaway dining options. You'll find your favourites on offer, catering to every taste, with pizza, mexican delights, BBQ steak, right through to veal cordon bleu, freshly baked muffins, and homemade cookies and cakes. You can even head down for Moonlight Cinema on Saturday's at Nambawan Café which is located on the seafront at the heart of Port Vila.

Transport Buses Privately owned mini buses are the most common form of transport in Port Vila and run unspecified routes through municipal areas. Public mini buses have a red ‘B’ on their number plate. Buses also run in Luganville and northeast Malekula, and on Tanna island. As they do not have a fixed route, just flag one down and advise the driver where you would like to go. Be aware that if the bus is full when you get on board or other passengers get onboard, you may be the last passenger to be dropped off. However, if time permits, buses can be an interesting way to see the town. Bus fares within the greater Port Vila area are 150 VT per trip, and start from 200 VT to villages or areas outside of town, and exact change in most cases is required, for payment.

Taxis Most islands have taxis which are marked by a red ‘T’ on their number plate and are usually 4WD open utilities. Taxis are plentiful in the capital of Port Vila but are more expensive than buses costing around 100 VT per kilometre, however can present a more affordable option if travelling in a group and you want to get to your destination via the most direct route. The cost can also be increased by the state of the road. In Port Vila, there is a set price of 1,400 VT from the airport to down town, while to access other parts of Efate, utilities are licensed to carry passengers and can be found at the Port Vila market. However, you should always negotiate a price with your driver before starting your journey.

Boat Vanuatu Ferry and Vanuatu Cargo (+678 7326999 / 7762064 / 5526999) operates between Port Vila, Malekula, Ambrym, Santo and Tanna, while Big Sista (776 0660) operates a weekly service between Port Vila and Santo, stoping at Epi and Malekula along the way.

Rental Car Rental car company offices are located at Port Vila’s international airport and in downtown Vila (Efate) and Luganville (Santo). Cars, 4WDs and vans are available for hire if you are aged 23 or over. Both international and national driving licences are accepted, as long as you have held your licence for at least one year. Scooters are also available for hire in Port Vila. The minimum rental age is 17 years, or you must possess an open car licence.

Road warnings Driving is on the right-hand side of the road (as in France) – always give way to traffic coming from the left. The speed limit in Vila and Luganville is 50km/h, and 80km/h out of town Road conditions and signage outside of town centres can be rough, so take care. Watch for people or animals on the road, and ask for directions if in doubt. If you are driving outside of town centre, be certain to check there is enough fuel in your tank, as petrol stations are restricted to urban areas.

Visitor Information The Port Vila Vanuatu Tourism Information Centre is located at Pilioko House, situated on the main street in downtown Port Vila. The centre is open from 7:30am to 4:30pm, Monday to Friday and on Saturday mornings and public holidays from 7:30am to 12:00pm. On cruise ship days the centre is open from 8:00am to 2:00pm. The Vanuatu Tourism Information Centre in Luganville, Santo is located next to the Apex Hotel in the Centre of Luganville. Information hours are from 7:30am to 4:30pm Monday to Friday and Saturday, 8:00am- 12:00pm. If a cruise ship falls on a Saturday, Sunday or public holiday, the office is open from 8:00am to 2:00pm.

Health Malaria is endemic in Vanuatu however visitors do not need vaccinations, although anti-malarial medication is recommended if you are travelling outside of Port Vila and Efate. CAUTION: Most anti-malaria medication increases your risk of sunburn. Bring 15+ sun cream, even in winter. Hepatitis B and tuberculosis exists throughout the islands but should be of no concern to travellers if normal precautions are taken. Hospitals, and several private English and French doctors can be found in Port Vila and Luganville, while small clinics and dispensaries with limited resources can be found throughout the outer islands. Serious injuries and medical conditions will require medical evacuation to more modern facilities in Australia, New Zealand or New Caledonia, so travel insurance is strongly recommended. There are no dangerous animals or insects in Vanuatu.

Water With little industry or agriculture and no unusual water borne bugs, Vanuatu’s town water supply is very safe to drink. However, if you're intending to travel to the outer islands, it is recommended that you purchase bottled water in Port Vila or Luganville as supplies in the outer islands are limited. Teams will receive water provided by the sponsors Vanuatu Beverages at Korman Stadium, from Tuesday 8th of May until end of competition, Friday 12th of May. Team Managers will be responsible for the collection of bottled water. This will be collected from Competition Management.

Medical and Travel Insurance We remind you that all Member Federations are responsible for subscribing to an insurance policy that covers illness and/or injury to any member of their delegation and/or team travelling to and from competitions and during the event itself. Although Vanuatu is a safe destination, many tours and activities, especially in outer islands, fall under the 'adventure (dangerous) category'. Such activities can include parasailing, scuba diving, motorcycling and even trekking. It is strongly recommended that travel insurance be purchased before arrival in Vanuatu. However, be sure to check that the policy you ensure covers the adventure (dangerous) category, as well as ambulances and an emergency flight home.

Climate Vanuatu is renowned for its beautiful subtropical climate with what seems like endless sunshine, clear blue skies and mild temperatures. Vanuatu's weather is enjoyable almost year-round with only a few months of the whole year characterised by a cooler, drier climate. Summer in Vanuatu falls between November to March with average temperatures reaching 28°C. The summer months are hot and humid but are generally well cooled by the sea breezes. Winter occurs during April to September and even then, temperatures still average 23°C. Swimming can be enjoyed year-round as the water temperature only varies slightly from 22°C to 28°C. The warmer weather and more humid months during December to April are when Vanuatu experiences the majority of its wet season with decent rain every month.

OAA and Hotel staff will meet you on arrival into your hotel. They will distribute per diems, sim

cards, and any other relevant information.

Check in time for both hotels is 2:00pm.

Departures and Check out: Check out of both hotels is 11am.

All incidentals and anything charged to the room, will be the responsibility of the occupants of that room. All room bills will need to be paid in full prior to check out.

Departure transfer times and details will be distributed to Team Managers and placed in hotels

on Thursday 10th of May.

Damage to Property It will be the Team Manager’s responsibility to ensure that the athletes under his/her care do not cause damage to the rooms. Any damage caused by athletes will be paid for before departure by Team Managers or billed to the Federation. Athletes causing the damage will face the OAA Disciplinary Tribunal and accept the penalties (if any given.

Alcohol The legal drinking age in Vanuatu is 18. Any athlete caught drinking underage will face disciplinary action.

Incidentals All incidentals and anything charged to the room, will be the responsibility of the occupants of that room. All room bills will need to be paid in full prior to check out.

Supermarket: There is a large supermarket opposite the stadium called Bon Marche. This has a large selection of any products you may need.

Dining Hall Breakfast and dinner will be provided at each hotel. Lunch will be provided in form of per diem. This will be distributed to team management on arrival. Competition Transport As Cocomo, is directly opposite the stadium, there will be no shuttles provided during competition times. Shuttles will be provided to and from closing dinner for athletes and officials staying at Cocomo resort. Holiday inn – there will be two shuttle buses on rotation to and from the holiday inn to the stadium from Tuesday 8th of May until Friday 12th of May. This will run from 11am until approximately 6pm. The distance from the Holiday Inn to Korman Stadium is approximately a 15 to 20-minute walk.

Village Mayor: Carlee Beattie, is the village mayor. She will be the first point of call on any accommodation,

transport, or any other non-competition requests and questions.

Carlee is a current world record holder. First person to correctly guess what event and her

performance will win a prize.

The village mayor will be based at the Holiday Inn. She will be mobile and accessible via phone. Phone number is on page 7.

Opening and Closing Ceremonies Opening Ceremony will be conducted at Korman Stadium, on Wednesday 9th May at 3:00pm. Team Management will need to provide the Organisational Delegate with a short paragraph about the members of their team. This needs to be done on arrival into Port Vila:

• Names of Team Captains and Flag Bearers

• Athletes who competed at Olympic Games, World Juniors etc.

• First time team members Flag Bearers are asked to assemble at the Call Room (Korman 2) at 1:15pm to march out with VIP at 1:30pm. There will be a Closing Ceremony Dinner on Friday 11th of May. This will take place at the Holiday Inn, in their beachside marquee. A confirmation of attendance needs to be given to the organisational delegate by Wednesday 9th of May at 1:00pm.

Medical Procedures During the competition, including training and warm-up, first aid services will be available. These will include Red Cross First aid support. Physio and other medical personnel can be available at cost of federation.

Duty of Care The Duty of Care will remain with Team Management for the entire period of their stay in Port Vila.

Doping Control Drug testing may be undertaken at the Oceania Regional Championships. The Local Organising Committee has provided an adequate facility in which the sampling and secure storage of samples can be conducted. Please ensure that your athletes understand the procedures. Make sure that someone responsible who knows the procedures attends the process with them. It is a very personal experience and if it is the first time that they are required to complete the procedure, they may find it very embarrassing. They have no choice in the matter, once asked by a member of the Drug Testing Agency.

Written Questions Any enquires concerning the Championships must be made in writing. These questions will be answered at the Technical Meeting. The forms on which the questions must be written on will be distributed upon your arrival in Vanuatu and also sent to Federations prior. Entries Each Federation may enter a maximum of three competitors in an individual event. Each Federation may enter one relay team in each of the contested relays. No additional entries will be accepted at the Technical Meeting, except in exceptional circumstances. Federations may however, substitute athletes already entered in the events, where required. Accompanying all entries must be a copy of an athlete’s current passport. At regional championships, the host federation is afforded the opportunity to field a second team. Athletes must be entered in to a specific team and cannot represent both teams during the meet.

Uniforms a. It is an Oceania Athletics Association requirement that all athletes, selected as part of a

Federation team, must wear their official Federation uniform. b. A photograph of each Federation’s competition uniform, front and back, must be

submitted to the OAA Office prior to or when entries close. c. All clothing worn by competitors must conform to the requirements of IAAF Rule 143.

Advertising These rules apply to the competition only. If Federations wish to display other advertising on clothing or bags, they must ensure that their athletes are aware that any unacceptable advertising will be taped in the Call Room before entering the arena. Advertising rules apply to the whole competition, which includes the medal presentation ceremony and any media interviews.

Competition Numbers a. Competition numbers will be supplied by Oceania Athletics Association. b. Competition numbers will be given to Team Managers who will be responsible for issuing them to all

athletes from their Federation. c. The vest numbers issued to competitors for these Championships must be worn firmly attached with

no fewer than four pins so the entire number and sponsorship information can be easily read. No part of the number shall be folded under.

d. Athletes will be issued a total of 3 bibs. IMPORTANT – The first bib with the name will go on the front, the second bib with the name will go onto the athlete’s bag, and the bib with the number will go on the back of the athlete’s uniform.

e. Relay teams will be issued a Federation bib which will be placed at the front. f. The OAA will enforce IAAF Rule 143.8 which disqualifies an athlete from competing if he/she tampers

in any way with the competition number. If an athlete loses their number, or it is tampered with, it will be the Team Manager’s responsibility to replace them at a cost of $2500 Vanuatu Vatu per set.

Confirmation of Entries a. Confirmation of entries is the responsibility of Team Managers. b. The Local Organising Committee (LOC) will provide each Team Manager with a copy of their entries

upon arrival. c. Team Managers should check these entries and return with substitutions/deletions to the

Competition Manager within 24 hours of arrival. d. An updated list of competitors and events will be provided at the Technical Meeting. e. Confirmation of entries must be received at the Technical Information Centre (TIC) by noon on the

day prior to the conduct of the event. f. Team Managers must notify any late scratching to the Technical Information Centre (TIC) not later

than one hour before the scheduled starting time of each event. Where an athlete is injured during warm-up the TIC should be notified immediately.

g. After close of confirmation of each event, heat allocations and lane draws will then be conducted for those events requiring them. Draws for all events will be posted on the notice board outside the Technical Information Centre (TIC) as soon as they become available.

Results Services Results will be posted

• and Live Results on the Oceania Athletics website Team Managers will be provided with results at the end of each day and a complete set at the end of the Championships.

Additional Heats and Elimination Rounds If additional heats or elimination rounds are required, all entrants for that event will be notified through their Team Manager.

Scratching An athlete shall be excluded from participation in all further events in the competition, including relays where:

a. a final confirmation was given that the athlete would start in an event but then failed to participate, so that it was not practicable to delete that name officially from the list of starters for the event.

b. he/she qualified in preliminaries or heats for further participation in an event, but then failed to participate further.

The provision of a medical certificate, endorsed by a medical officer appointed or approved by the OAA and /or Organising committee, may be accepted as sufficient reason to accept that the athlete became unable to compete after confirmation closed or after competing in a previous round but will be able to compete in further events on a subsequent day of the competition. (IAAF Rule 142.4 and notes (i) (ii).

Call Room Procedures a. All athletes are required to report to the Call Room prior to their event. b. Athletes will proceed to the start of their event from the Call Room accompanied by an official.

Athletes who proceed to the event site not having gone through the Call Room and, not accompanied by an official, may not be allowed to compete.

c. There will be one Call time. The times at which athletes should report to the Call Room prior to scheduled start time of their event are: Pole Vault 70 minutes Discus, Javelin, Hammer, High Jump 50 minutes Long Jump, Triple Jump, Shot Put 40 minutes Relays 25 minutes Track 20 minutes

d. This time allows for all Call Room procedures and movement to the competition site. The remainder of the time may be used to complete the warm-up at the competition site, if the site is not in use for another event.

e. If an athlete is already competing in another event at the designated call time, the Team Manager must notify the Call Room of this prior to the designated call time.

f. Confiscated items will not be taken off athletes in the Call Room. They may remain in your bag but not be used at the event site or until you have exited the Field of Play through Post Event Control.

g. All teams will be supplied with a Call Room schedule.

Private Implements a. Athletes who wish to use their own throwing implements during the Championships must lodge them

with the Technical Manager in the Equipment Room 2 hours prior to the event starting. The implements will be impounded until after the event when athletes may collect them from the Technical Manager.

b. Personal implements lodged with the Local Organising Committee will be added to the pool of implements to be used in the competition and may be used by any athlete, not just the athlete who lodged it.

Progression to Finals (Track Events) The number of rounds and heats to be conducted for all track events, and the number of athletes who progress to the next round, will be determined in accordance with IAAF Rule 166. Rules for progression and qualifying rounds are as follows. Starting Heights Starting heights and progressions will be confirmed at the Technical Meeting along with progressions.

Starting Blocks Starting blocks must be used for all events up to and including 400m and only those supplied by the Local Organising Committee (LOC) may be used.

Spikes The maximum spike length is 7mm for all events except high jump and javelin, which has a maximum spike length of 9mm.

Relays Confirmations Relay confirmation sheets must be completed by the Team Manager and handed into the Technical Information Centre (TIC). The composition of the team and the running order shall be officially declared no later than one hour before the first published call for the first heat of each round of competition. Further alterations may be made on medical grounds only if verified by a medical officer appointed by the Local Organising Committee (LOC) until the final call for the particular heat/final in which the team is competing. (IAAF Rule 170.18)

Relay –Medley Relay The medley relay team will consist of 4 athletes. The order of running will be 100m, 200m and 400m. The relay will start at the normal 4x100m start, first change (100m - to - 100m) at the 4x100m first change, second change (100m - to - 200m) at the 4x100m second change, 200m runner runs in lanes to the scratch line of the 4x100m third change (corresponds with 100m start line) then breaks from lanes and final exchange (200m - to - 400m) is in the 4x400m takeover zone for the final 2 exchanges for the 4x400m. The final runners line up in the same order as the start list, they will not be in lanes but "compressed". If any team is clearly in front, then if anyone changes order, that is allowed in accordance with Rule 170.20/ 170.21 (providing there is no jostling or obstruction), however it is likely that the final runners will stay in the start order.

Medal Presentations Medal presentations will be made as soon as possible after the event.

• All place getters are asked to assist with this procedure by going with an official at the completion of the event.

• Team Managers are requested to assist in ensuring athletes are readily available and are wearing their approved team uniforms or team track suit. (IAAF Rule 143.1)

Protests and Appeals • Protests must be lodged initially with the Referee as per IAAF Rule 146 within 30 minutes of the

announcement of the result.

• Appeals to the Jury are to be made in writing on the appropriate appeal form which can be collected from the Technical Information Centre (TIC). The cost of an appeal will be $8,000 Vatu. Appeals can be made by either the Athlete or the Team Manager and should be lodged in the Technical Information Centre.

• At these Championships an approved team official may be present to assist an athlete whenever an athlete is being addressed or questioned by a Referee or Jury of Appeal.

Para Athletes • All athletes must report to the Call Room

• Athletes will receive 6 attempts in Field events

• Athletes will compete under the WPA Rules

• Specific para events contested will be 100m, 400m Javelin, Shot Put and Long Jump

• Other events will be accommodated and included into relevant event with able bodies athletes

• Para events will be scored using para world records to determine placings and medals

• All track events will be conducted as finals. Athletes competing in track events will be seeded according to age

• The IAAF Start Rule will be applied to all Exhibition Athletes over the age of 16 years

• Exhibition/Masters - no medals will be presented for athletes competing in Exhibition Events or Masters Events

• A Certificate of Participation will be issued following the Championships for all athletes competing in Exhibition and Masters Events.

Venue The Championships will be conducted at Korman Stadium. This has recently been resurfaced and held the 2017 Pacific Mini Games.

Training Training will be available at Korman Stadium from 5th of May until 11th May. When the stadium is not in use during the Championship athletes will have access to training. A training timetable will be sent to all Federations prior to the Championships and also posted at the Championship Village. Implements, equipment (hurdles, starting blocks) and relay batons will be available to athletes and coaches during training times. These can be obtained from the equipment room at the stadium and athletes/coaches using the equipment will be asked to leave their accreditation with the LOC personnel in charge.

Warm Up During Competition Warm up will be permitted on the Main Stadium at allocated times and at the direction of the Competition Director. Otherwise, warm up will be allowed on grass fields, located at the back of the main grandstand.

Team Management Supervision Duty of Care during Training and Warm Up days remains with Team Managers/Coaches. Team Managers and Coaches will not be permitted onto the Field of Play during competition.
