uum history
Universiti Utara Malaysia was established to primarily develop and promote management education in the country. Its academic programmes are especially geared towards providing a broad spectrum of academic knowledge and intellectual skills in the area of management, accounting, economics, information technology, public administration, human resource management, entrepreneurship, finance and banking, law, marketing, management of technology, communication, social work, multimedia, education, decision science, international affairs, business management, tourism, muamalat administration, development management, logistics and transportation, hospitality, risk and insurance management, media technology, agribusiness management science, business mathematics, industrial statistics and counseling. Universiti Utara Malaysia also acts as a catalyst for socio-economic development in the northern region of Peninsular Malaysia. It is envisaged that the University's basic infrastructure, state-of-the-art facilities and international pool of human resources will provide the much needed impetus to develop and sustain most, if not all socio-economic activities in the region. In addition to its core business of providing quality teaching, conducting extensive research, and promoting a culture of scholarly publications, the University will contribute to the social, economic and intellectual development of communities beyond the campus. The University has a crucial role to play when engaging the surrounding local communities in community-based projects, in developing or strengthening community-university partnerships through collaboration with other government agencies and/or the private sector.

The International Conference on International Studies (ICIS) is proud to
announce the unveiling of its new permanent logo as part of the on-going efforts of
rebranding ICIS bi-annual conference organized by the School of International
Studies (SoIS), Universiti Utara Malaysia (UUM). The new logo incorporates a
distinctive set of symbol, shape and color, and each signifies different meaning and
connotation. The launching of the new ICIS logo also serves as a milestone for the
Conference since its inception in 2005. It is a fervent hope that ICIS will evolve and
progress towards becoming one of the prestigious international conferences in the
field of International Studies. Its design integrates the official logo of UUM, a premier
public tertiary institution in the northern region of the country that aims to become
‘The Eminent Management University’ as its main identity. The logo circular form
represents the most basic identity of ICIS as a platform where academics, students,
researchers, policymakers, and practitioners can get together to form a vibrant
network of scholarship community and deliberate vital issues at the domestic and
international levels. The ICIS acronym represents the Malaysian identity, as both the
colors and the silhouettes constitute the national flag of this country. The integration
of multicolored stripes in black, red, yellow and green in the logo represents diversity
and internationalism. Three of these colors are the colors of the Kedah flag, the state
where ICIS is originated from. More specifically, black represents strength and
authority; green symbolizes nature, prosperity, freshness, and progress; yellow
signifies warmth, exuberance, and positivity; red serves to accentuate energy,
determination and passion. The green color is also essential as it represents the
identity and tagline of UUM - ‘A University in a Green Forest’.

Message from the Vice Chancellor of Universiti Utara Malaysia Bismillahirrahmanirrahim. Assalamualaikum Warahmatullahi Wabarakatuh and Greetings. I am indeed honoured to be a part of this prestigious 8th International Conference on International Studies (ICIS) 2020 organized by The School of International Studies (SOIS), Universiti Utara Malaysia (UUM) in collaboration with the Institute of Diplomacy & Foreign Relation (IDFR), Kuala Lumpur. On behalf of the organizer and the University, it gives me great pleasure to welcome all our esteemed colleagues to the conference. ICIS 2020 continues a tradition of bringing together researchers, academics and professionals from all over the world, experts in foreign affairs, politics and social sciences. In its 14-year history, for the first time the conference is fully conducted virtually due to the Covid-19 pandemic. Despite the absence of a vibrant atmosphere that normally surrounds all the previous conferences held, it is hoped that this conference would still be able to produce the same outstanding outcomes. The conference particularly encouraged the interaction of research students and developing academics with the more established academic community in an informal setting to present and to discuss new and current work. The theme for this year’s conference, which is Sustaining Global Strategic Partnership in The Age of Uncertainties, is indeed most timely and in line with the themes from previous conferences. The interrelatedness between ‘global strategic partnership’ and ‘uncertainties’ can be clearly seen from the words of Prof Klaus Schwab who stated in his book that “We do not yet know just how the 4th Industrial Revolution will unfold, but one thing is clear: the response to it must be integrated and comprehensive, involving all stakeholders of the global polity.” I am confident that the participants of this conference will fully utilise all available information technology tools at your disposal to engage in active and meaningful deliberations on how global strategic partnership can be sustained particularly during this uncertain times due to various factors particularly the COVID-19 pandemic that has affected the way we use to live, work and relate to one another. I also believe that positive interactions and exchanges of ideas, expertise and experiences among esteemed scholars in this conference, including some international scholars befitting the status of this conference, will help nations in the Southeast Asian region to quickly rebuild and resume all the developmental programmes planned pre Covid-19 pandemic. This conference is an ideal platform to better one’s networking and collaboration between participants, and its deliberations will provide the policy makers with practical solutions to some pressing and contemporary issues in international studies, particularly with regard to the means to sustain global strategic partnership during these uncertain times. In conclusion, I would like to express my utmost appreciation and gratitude to all authors and participants for their contributions. Message from the Assistant Vice Chancellor and Dean’s of School of International Studies, Universiti Utara Malaysia Distinguished guests, Ladies and gentlemen,
Assalamu’alaikum and good day.
The School of International Studies (SOIS), Universiti Utara Malaysia (UUM), would like to welcome everyone to ICIS2020. This is our 8th edition of ICIS and this year we are organizing it with our co-organizers which are the Institute of Diplomacy & Foreign Relations (IDFR), Kuala Lumpur, The Universitas Prima Indonesia, Medan and the Ghazalie Shafie Graduate School of Government, UUM.
ICIS has been our flagship international biennial conference since 2004. It has been a platform to gather international scholars, professionals, students and enthusiasts to share their latest research and views on a broad spectrum of International Studies. This year, due to the Covid19 pandemic, we opted to have it fully online and are proud to inform that 101 presenters will be taking part. On top of that, we also are lining up top international and national keynote speakers and two superb workshops. This will also give the opportunity for everybody to build up their networking and be abreast of current international issues. The theme of this year’s conference, ‘Sustaining Global Strategic Partnership In The Age Of Uncertainties’, reflects the worries that we are facing due in part to the prevalence and the seriousness of the covid-19 pandemic which impacted everyone and at every level and walks of life. I hope this conference will at least offer some explanations, discussions and possible way forward out of this predicament. I would like to thank all of our co-organizers above and both of our sponsors- Yayasan Dakwah Islam Malaysia and Uniutama Education and Consultancy Sdn Bhd. for their assistance and cooperation. My hat goes off to the main organizing committee from SOIS, headed by Assoc. Prof. Dr. Ummu Atiyah Zakuan and her relentless team members to make sure that this 8th edition will take place this year despite all the challenges and obstacles that they successfully overcome. Recognition is also due to the Corp Comm UUM Unit, the UUMIT and all that have supported this conference.
My special thanks go to the Yang Berbahagia Prof. Dato’ Dr Ahmad Bashawir Hj Abdul Ghani our Vice Chancellor for his personal attention to this conference and all the keynote speakers that will surely contribute immensely to the success of this conference. We have the combination of an international scholar in Professor Barry Buzan, a professional administrator by our Secretary General of MOHE Dato’ Sri Muhammad Shahrul Ikram Yaakob and our experienced State Executive Member Dato’ Wira Dr. Ku Abdul Rahman Ku Ismail. Message from the Director’s ICIS 2020 of Universiti Utara Malaysia
I am happy and honoured to welcome all delegates to our 8th International Conference on International Studies 2020 (ICIS 2020), and for the first time, this conference is being held virtually. The Covid-19 pandemic, which caught us by surprise, has resulted in movement and travel restrictions as the international community battles to contain the spread of this invisible enemy. And to ensure the safety of the delegates and committees, we have decided to conduct our conference by online means. This conference also gives us a unique experience, making us more agile and creative in doing our tasks, online as well as offline. What we have learned from this experience is that communication and technology are the two most important commodities, especially during this unprecedented crisis in our living memory. With this in mind, only genuine team work works! Our co-organizers and contributors also formed a strong synergetic combination to make this conference a reality. Most importantly, we would like to thank all presenters and participants from different parts of the globe who will participate in this conference. We received 145 abstracts, with 101 of them being finalised for presentation. Notably, participants will be drawn from Nigeria, Zimbabwe, Thailand, Indonesia, India, Sudan, China, Pakistan, United Arab Emirates (UAE), Bangladesh, Somalia and Malaysia. This conference is a biennial event, and the main theme of the current conference iS“Sustaining Global Strategic Partnership in the Age of Uncertainties. We expect our conference to provide a platform to discuss and scrutinise contemporary issues and challenges confronting both state and non-state actors, thereby triggering the formation of multilateral networks to deal with various challenges in this Age of Uncertainties. Our complex environment and landscape characterised by pandemics, economic crises, cyber-related security threats, climate change and so forth, surely would test to the limit humanity’s resolve to develop strategic partnerships that may offer viable solutions. We are proud to bring an internationally renowned academic, Emeritus Professor of International Relations, Barry Buzan, from the famed London School of Economics & Political Science, together with other distinguished guests from the Ministry of Foreign Affairs and the Kedah State government. We also infused few creative elements in this conference; namely, two complementary workshops on Bibliometric Analysis and Case Study Writing & Winning Research Grant to give more substantive experiences for the presenters. This conference is also historic because for the first time, the conference logo is materialized. Finally, I would like to thank all the organizing committee members for their commitment and dedication in organising this event in a challenging time. We extend our profound appreciation to all our co-organizers and contributors for the support rendered to make this event a major success.
