Posted online Mon., March 3Simpson Lumber Company of� cials announced

Monday they will sell their Tacoma Kraft pulp and pa-per mill to RockTenn, a manufacturer of corrugated and consumer packaging based in Norcross, Georgia, that operates facilities in Canada, Mexico, Chile, Ar-gentina, and the United States—including two facili-ties in Washington state, for approximately $343 mil-lion.

The Tacoma pulp and paper mill, located at 801 E. Portland Ave., employs approximately 425 people. Last year, the mill produced 465,000 tons of material on two paper machines and two pulp dryers that made vari-ous paper grades including containerboard, specialty kraft paper, and pulp. The Tacoma Kraft mill operates a 55-megawatt green biomass fuel cogeneration facil-ity that was completed in 2009 and sells electricity un-der a long-term contract. Simpson Lumber Company has invested $415 million in environmental and other capital improvements since purchasing the mill from Champion International in 1985. RockTenn plans to invest $60 million in the mill during the next three years, and has also entered into a seven-year wood chip supply contract with Simpson Lumber Company.

The transaction is subject to customary closing con-ditions and regulatory approvals and it is anticipated that the sale will be completed later this year.

contract to develop the City of Ta-coma's Strategic Visioning Plan.

The City of Tacoma last embarked on a similar project 10 years ago when it developed "Tacoma Tomor-row: 2005 – 2010," a strategic plan that aimed to identify the City's priorities, opportunities, and initia-tives.

This new effort is designed to build upon previous projects and create a new strategic plan, which is envisioned as a more dynamic, in-tegrated, descriptive, tangible, and detailed plan that will be widely ac-cepted by the community and imple-mented through speci� c initiatives and updates to the City's other plans and programs.

Fern Tiger Associates (Oakland, Calif.); AR-CADD, Inc. (Newton, Mass.); Beckwith Con-sulting Group (LaConner, Wash.); Community

Attributes, Inc. (Seattle, Wash.); BDS Planning & Urban De-sign (Seattle, Wash.); Strategies 360 (Seattle, Wash.); and The Athena Group (Olympia, Wash.) submitted bid applications before the deadline expired on Tues., Feb. 25, at 11 a.m.

The project budget is estimat-ed at $250,000 to $300,000.

Tacoma City Council is tenta-tively scheduled to award the con-tract in late-March. A � rst draft of the strategic plan is tentatively due in August, and councilmem-bers are tentatively scheduled to adopt the strategic plan in Octo-ber. More information is available online at cityoftacoma.org.

ed in Pierce County nearly 60 years ago has been acquired by an out-of-town music retailer.

Music & Arts, a Federick, Md.-based retailer offering music instruments and lessons, has pur-chased seven Music Center stores in the Puget Sound region, including three Pierce County stores: Plaza II Music Center and Hi Ho Music Cen-ter in Puyallup, and Lakewood Music Center in Lakewood. The deal also includes the purchase of South Sound Music Center in Lacey; West Campus Music Center in Federal Way; North Benson Music Center in Renton; and Westside Music Center in Olympia.

A Music & Arts spokesperson told the Tacoma Daily Index Wednesday the Highland Hill Music Center in Tacoma will close. The Index attempted

to reach a local Music Center spokesperson for comment, but did not receive a response.

"We are thrilled to welcome Music Center cus-tomers to the Music & Arts family and to be ex-panding our footprint into Washington," said Music & Arts CEO Kenny O'Brien. "We are committed to continuing to work with Music Center customers in the Tacoma area to provide them with uninter-rupted, top-notch customer service as we continue to build on Music & Arts' reputation of excellence in the coming months and years."

Music Center's roots in Pierce County date back to 1955, when it opened under the name Lakewood Music. It later changed its name as it expanded throughout the Puget Sound region. Music & Arts was founded in 1952 and has 128 retail locations in 23 states.

The City of Tacoma is accepting SEALED PROPOSALS for the above solicitation. Submittals will be received and time stamped only at the Purchas- ing Division, located in the Tacoma Public Utilities Administration Building North, Main Floor, 3628 South 35th Street, Tacoma, WA 98409.

Proposals will be received until 11:00 a.m., Pacific Time, Tues- day, March 11, 2014, at which time they will be recorded and forwarded to a Selection Advisory Committee for evaluation. Proposals are not typically opened and read aloud.

An electronic copy of the complete solicitation documents may be viewed and obtained by accessing the City of Tacoma Purchasing website at www.TacomaPurchasing.org. A list of vendors registered for this solicitation is also available at the website. After 1:00 p.m. the day of bid opening, the names of vendors submitting proposals are posted to the website for public viewing.

A pre-proposal meeting will not be held.

Project Scope: Tacoma Power is soliciting bids for a 480Vac switchgear and 480Vac Motor Control Cen- ter to replace an existing 1960’s era switchgear lineup.

The lead agency for this proposal has made a preliminary determination that this project does not have a prob- able significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2) (c). This deci- sion was made after review of an environmental checklist and other information on file with the lead agency. This information is available to the public upon request. This Preliminary Determination of Nonsignificance (DNS) is issued under WAC 197-11- 340(2). Comments must be submitted by 5:00 p.m. on March 21, 2014. The Responsible Official will reconsider the DNS based on timely comments and may retain, modify, or, if significant adverse impacts are likely, withdraw the DNS. Unless modified by the City, this determination will become final on March 28, 2014. There is no administrative appeal for this determination. Appeals must be filed in conjunction with appeals of the adopted amendments to the Growth Management Hearings Board; appeals shall be taken in accordance with procedures and l imitat ions set for th in RCW 43.21C.075 and WAC 242-02.
