1 Precaution against Natural Disasters 緊急時の対応

(1)Disasters ①Earthquakes

Many earthquakes happen in Japan. It is important to be prepared on an every-day basis just in case an earthquake happens. When an earthquake happens, check the extent of the damages on the television or radio, and do not be confused by rumors or groundless information.

Preparing for Earthquakes To prevent cabinets or bookshelves from falling down, secure them to walls with L-shaped brackets.

Prepare an emergency kit that you can take with you.

If earthquake occurs 1)Hide yourself under the table. ・Protect your head. ・Do not rush outside.

2) Open all windows and doors to secure an

escape route. ・The doors might be distorted due to the earthquake, and might not open.

②Flood

After a heavy rain, riverbanks could collapse and a flood could occur because of the river rising. Try to get reliable information and evacuate as soon as possible if you feel danger.

1)Evacuate in the outfits which do not restrict your movements.

(1)Protect your head with a helmet or protective cotton hood.

(2)Wear cotton long-sleeves shirt and trousers.

(3)Wear fatigue gloves. (4)Wear comfortable and big solid

shoes. (5)Make your evacuation baggage as

small as possible and carry it in a rucksack to keep both hands free.

2) Watch your step. ・As you cannot confirm safe places on Flooded roads walk carefully with a long bar instead of a cane.

3) Pay attention to safety under the water.

・The depth to which you can walk , 70cm for men and 50cm for women in general.

・If it is difficult to evacuate to the

designated evacuation area, make an emergency escape to the 3rd or upper floor of the nearest tall and solidly constructed building.

4) Try not to evacuate alone. ・Close each other’s bodies with a rope

not to get separated and take refuge in a group.

・Keep your eyes on a child.

5) To secure safely for elderly or sick person caring on one’s back, for small children to wear a swim ring.

6) Avoid evacuating by car, because there is a danger you will not be able to move in a flood.

Evacuation Sites In case of evacuation, there are 126 refuge locations in the city, which have been designated in advance as “Regional evacuation sites”, such as an elementary school or junior high school, kindergartens, public halls and community centers.

③Typhoon(台風)

④Be prepared for natural disasters

※“A Relief Card ”providing helpful information necessary in case of

emergency is the last page of the guide. Carry this card at all times to be prepared for a natural disaster.

In Japan from June through October, there are many typhoons that bring strong winds and torrential rain which can cause landslides and flood damage. When a typhoon approaches, pay close attention to the weather forecast and typhoon tracking reports. You should try to stay inside.

When a typhoon occurs 1) Pay attention to the weather forecast on TV or radio.

2) Be sure to close your shutter. Be sure to remove or secure any items

outside your house such as potted plants or laundry poles which may be blown down.

3) Be prepared for a blackout. A flashlight, a portable radio, etc. should be kept.

Water supply might be cut off in a high building.

4) Be prepared for emergency packages, in

case of evacuation.

1) In an emergency, in order to remain calm, it is a good idea to talk with the family and decide the division of roles between family members.

2) Filled out in Japanese make a note of the information required in an emergency, let’s always carry. Let’s keep it in the Emergency Supplies. In a pinch, use this note; please ask the cooperation of people nearby who can speak Japanese.

Evacuation warning and advisory When there is the possibility of a disaster, the mayor and chief of police, etc. will

Warnings are announced when there is a risk that a serious disaster could happen. Warnings more than Advisories implies a situation where vigilance is necessary, but that does not mean that you can relax when it is only an advisory. You should pay attention to weather reports on TV and radio frequently, and prepare for natural disaster.

② Emergency Dial 緊急ダイヤル

The telephone which can be used

If you need to contact the police because a crime has occurred, or there is a traffic accident, dial 110.

If you need a fire engine or an ambulance because of a fire and illness, dial 119. Both the police and fire/medical assistance are available 24 hours a day.

110 is the number to the Police Headquarter Command Post, and 119 are to the Fire Department Command and Control Center. They will take your call, and arrange a police car, fire engine, or ambulance in case of emergency.

You can dial 110 and 119 for free. Even from a public phone, you do not need a phone card or money.

The installation of a Fire Alarm A fire alarm reacts to smoke or heat, and warns you of a fire, making a noise. And it is also classified into two types: a residential smoke alarm and a residential heat alarm. Please install a residential smoke alarm at bedrooms, stairs, and hallways. It is recommended to install a heat one at kitchens because a smoke one has a possibility to react the smoke from food. The installation of a fire alarm is required at every house. A fire alarm keeps you and your family safe.

In a case of rented accommodations, it depends on contracts, generally both lessor and tenant is responsible. Therefore talk with each other and install.

2 The Various Procedures 各種手続きについて (1)Resident Registration

A new Resident Registration System for Foreign Residents started on July 9, 2012.

The Alien Registration System was abolished, and Residence Records (Jyuminhyo) created for foreign residents as with Japanese residents according to the revision of the basic resident registration law.

Foreign residents will also be issued resident cards or special permanent resident

certificates. However, the alien registration certificates currently in the possession of foreign residents will be deemed, for a certain period, equivalent to the resident card or the special permanent resident certificate.

【Who is eligible for the Resident Record? 】

This register will mainly include those foreign nationals who reside legally in Japan longer than three months, such as mid- to long term residents. It will not apply to those visiting Japan for a short period of time as a tourist.

★My number notification card and Individual number card From October 2015, “the My Number” system (social security/taxation number) has started. My Number is one number assigned to each person, this card is important for administrative procedures at the city hall and public offices. My Number is also issued to foreigners with a resident register. The notification card shows the Individual number. You can apply for the Individual Number Card as ID, if you desire one. You can apply for My Number notification card or Individual Number card. To obtain a Notification card or Individual Number card of My Number, you will need to proceed to the office of residence change. ⑤Issuance of Copies of the Residence Register

After the revisions have been enacted, it will be possible to obtain copies of the

Residence Record (Juminhyou) listing all members of households that consist of Japanese residents and/or foreign residents. Please ask for copies at the citizens’ affairs division, branches and administrative

Medical institutions in Japan are largely of two types: large hospitals with well-equipped facilities for examination and admission; and smaller, local clinics (in or shinryojo) for ordinary consultation and care. We recommend that first you have a medical examination at a local clinic, and then receive professional treatment in a large hospital, if necessary.

Although doctors may speak English to some extent, most of the procedures and the documents are in Japanese. It is advisable to ask someone who understands Japanese to go along with you.

(2)Medical Insurance 医療保険

①Public Medical Insurance plans in Japan All those living in Japan must be covered by some form of insurance.

There are two Medical Insurance Systems in Japan: “Social Insurance System” for those working at a company or office; and “National Health Insurance System” for those uncovered by the social Insurance System. Persons insured by public medical insurance are generally required to pay only

part of the actual medical cost incurred (30% of the national flat rate.) However, if a person receives medical treatment without such insurance, they will have to cover all the cost incurred.

②National Health Insurance National Health Insurance is applicable to persons not included in employee insurance plans.

Every foreign national who is registered in the Basic Resident Register is required to enroll in National Health Insurance. An exception is made for people visiting Japan for the purpose of sightseeing, recreation, or medical activity. And a person whose period of stay was less than 3 months when he or she arrived in Japan, but who can prove that he or she will be living in Japan for longer than 3 months, needs to enroll in the National Health Insurance. If any of the incidents listed above occur, please complete the necessary procedures within 14 days at the Insurance Department of the city hall. There may be cases where you will not receive insurance benefits unless you file a notification within 14 days. You have to pay the full amount of the medical expenses.

Please take note that a person whose period of stay is less than 3 months when he or she arrived in Japan and has no residence record, but who can prove that he or she will be living in Japan for longer than 3 months needs to enroll. When applying for tax certification, you are required to provide proof of Identification such as the Resident card. The city hall sends you “noufusho” (statement of payment). The tax is paid at convenience stores, most banks or post offices, at the City Hall or branch offices. When the tax payment is overdue, delinquent charge will be added. Automatic withdrawals can also be made from your bank account. There are some alternative systems such as installment payments. Everyone aged 20 to 60 and having foreign registration who is not insured by the employer is required to enroll and pay insurance premiums. For a foreign national to join, there is a Welfare Pension plan and a National Pension plan.

Persons with a resident registration, aged between 20 and 59, and persons who are not insured by the employer should join the National Pension System.

When you take a bus, please enter the bus from the back door, and get off at the front. To indicate your intention to get off the bus, push the button near the seat before you reach your stop. Please wait until bus is completely stopped and front door is opened. Insert your fare into the box when you get off.

There are single-fare routes which are ¥220 for adults and ¥110 for children (children over 6 to under 12 years old.) The fare for traveling outside of the city center depends upon the distance traveled. You can pay in cash, coupon tickets etc. If you do not have any coins, please use the change maker by inserting a ¥1,000 bill

and pay the fare.

There are two lines, JR Kyoto lines and Hankyu Kyoto line in Takatsuki City. 1) JR Kyoto Line

JR Takatsuki station.

2) Hankyu Kyoto Line →Kanmaki station, Takatsukishi Station, Tonda Station

Bicycle Parking Parking your bicycle or motorized bicycle on the side walk causes a great

danger and inconvenience to many people especially to the elderly and disabled. Please park in the designated areas. When commuting by bicycle or motorized bicycle, attending school or shopping, be sure to use a designated parking area or the nearest bicycle parks.
