Schwille explained that an inspection by Natural Resources Conservation Services revealed repair would be necessary for the worn-down, north-facing front toe slope of the site. “The structure is over 50 years of age, and the proposal is an application to repair the front slope, which has melted down to an angle,” Schwille said. “The wave action is getting into the front slope of the dam embankment itself, but this repair would improve the life of the structure. They would replace it with rock and riff-raff on top of it.” He explained that should the application be approved for structural repair work, NRCS would cover 95% of the cost; up to 4% would be covered by state funding; and the county would be responsible for remaining cost, which could fall anywhere between 1 and 4%. The court also held a brief public hearing regarding the proposed partial closure of Limestone County Road 171 near Coolidge. Road and Bridge Administrator Jerry Herin provided some context, explaining that shortening the unpaved, sand road by about 2,000 feet would benefit a few citizens and have no impact on a large majority of county residents. Allen Miller and Elaine Wyatt voiced support for the closure, as it would prevent unnecessary but frequent turnarounds at the site of their second home. With no further comments on the closure, the public hearing ended, and the court approved the partial closure of LCR 171. The court voted to re-open bids for Sand, Contract-Hauling, and Bridge & Lumber, as none of those categories received bids. Carter Ranch LLC was awarded hay-cutting rights for Limestone County Detention Center, and Limestone County Parks 2 and 3. In other matters the court: Approved the consent agenda; Took no action on enacting a County Burn Ban; Accepted the retirement of LCSO K9 Jack; Approved utility line agreement for City of Kosse to bore an additional waterline; and Approved budget transfer #466 (Road and Bridge); decreasing contingency of $300,000 by $56,00 to use for bridge materials and shop uniforms.
