    worsening the governments off-the-range holding crisis for captured mustangs and

    burros.

    BLM holding facilities are at capacity, with 50,000 wild horses and burros warehousedvs. fewer than 32,000 wild horses and 5,800 burros left in the wild. This plan would add

    hundreds of horses to holding facilities, perpetuating this unsustainable model.

    BLM and FS lands must be managed for all Americans, not a handful of special intereststhat use our public lands for economic gain. The American public wants to see Americas

    wild horses and burros protected on the range where they belong.

    In light of the above, the Herd Management Area Plan for the Spring MountainsComplex must incorporate the following tenets:

    o Removals of horses and burros from these areas should be avoidedin all butverifiable emergency situations.

    o Allowable Management Levels (AMLs) must be increasedto maintain geneticdiversity and avoid sending any additional horses or burros to BLM holdingfacilities.

    o PZP fertility control must be used at a sufficient scale to control populations atacceptable levels. BLM should work with the community to implement an

    effective fertility control program for these herds.

    o Horses and burros found outside the HMAs and WHTs must be relocated backinto their designated ranges.

    o On the range management strategies must be developed to prevent horses andburros from leaving designated ranges and to facilitate their appropriate usage ofthe HMAs and WHTs. Such strategies shall include water

    developments/restoration, fencing removal (or construction in limited necessarycases), additional wildlife crossings or underpasses in areas where highways are

    limiting full access to the range and other measures.

    o Herd Area territory must be restored to these HMAs and WHTs. Areas that weredesignated for wild horse and burro use in 1971 but later closed as habitat should

    be restored wherever possible to maximize the land that horses and burros can usein the Complex.
