I. SUMMONS

Summons for the Third Session of the Fifteenth Tamil Nadu Legislative Assembly were issued to the Members of the Legislative Assembly vide S.O.Ms.No. 78, Legislative Assembly Secretariat, dated the 5th June, 2017 to meet at 10.00 A.M on the 14th June, 2017.

II. DURATION OF THE MEETING

The Meeting of the Third Session of the Fifteenth Legislative Assembly commenced on the 14th June, 2017 and was adjourned sine-die on the 19th July, 2017.

III. SITTINGS OF THE ASSEMBLY

VI. QUESTIONS

During the Session, 6961 Notices of questions were received and 3503 were admitted, out of which 1167 were treated as Starred questions and 2321 were treated as Unstarred questions. 212 Starred questions were answered on the fl oor of the House. Answers to 200 Unstarred questions were placed on the Table of the House. Though 19 Short Notice Questions were received and 15 were admitted, none of them were answered on the fl oor of the House.

IX. STATEMENTS MADE BY THE MINISTERS UNDER RULE 110 OF THE TAMIL NADU LEGISLATIVE ASSEMBLY RULES

During the period, 28 statements were made on the fl oor of the House by Hon. Chief Minister under Rule 110 of the Tamil Nadu Legislative Assembly Rules. The details are as follows:-

1. 19.6.2017 Regarding setting up of Hi-tech labs in Government High Schools and Higher Secondary Schools to impart Computer skills; 3,090 High Schools would get 10 Computers each and 2,939 Higher Secondary Schools would get 20 Computers each, together at a cost of Rs.437.78 crore; Smart class room would be set up in 3000 Primary and Middle Schools in the fi rst phase at a cost of Rs.60 crore; a new building would be constructed for Directorate of School Education in 1 lakh sq. feet at a cost of Rs.33 crore which would be named as “Puratchi Thalaivar MGR Centenary Building” to mark the centenary celebration; allocation of Rs.39.01 crore to develop various infrastructure facilities in High Schools and Higher Secondary Schools of Tamil Nadu.

2. 19.6.2017 Regarding enhancing basic infrastructure facilities for 43 Government Arts and Science Colleges at a total cost of Rs.210 crore and the buildings to be constructed in these 43 colleges would be named as “Puratchi Thalaivar MGR Centenary Buildings”; opening of 7 new Government Arts and Science Colleges and 3 University constituent Arts and Science Colleges during the academic year 2017-2018; introduction of 268 new courses (60 for Under Graduates, 75 for Post Graduates and 133 for Research Students) in Government Arts and Science College during the academic year 2017-2018 for which 660 Assistant Professor posts would be created.

3. 19.6.2017 Regarding construction of a new sports complex with various infrastructure facilities in Kanchipuram; construction of world class swimming pool complex at Manonmaniam Sundaranar University Campus in Tirunelveli with all basic amenities; a fi rst grade Sports Centre for water sports Canoeing and Kayaking would be set up near the Tamil Nadu Physical Education and Sports University Complex at Melakottaiyur in Kancheepuram District.

4. 19.6.2017 Regarding distribution of Finger Print Reader and Printing Machine to all Fair Price Shops in Tamil Nadu; all Primary Agriculture Co-operative Credit Societies would be computerized with assistance from NABARD Bank; construction of new buildings for 114 Co-operative Societies; construction of Commercial Complex for Viraganur Primary Agricultural Co-operative Credit Society in Madurai; opening of 15 new branches of District Central Co-operative Bank in Trichy and Dharmapuri districts and modernization of 27 Co-operative Institutions; increasing credit limit for petty trade from Rs.10,000/- to Rs.25,000/- by Central and Urban Co-operative Banks; construction of a 12,000 metric tonnes modernized godown in

Madhavaram; construction of 30,000 metric tonnes Solar roof type godowns in 14 places in 9 districts to increase the storage capacity; basic amenities would be undertaken in 25 godown complexes under the control of the Civil Supplies Corporation with NABARD subsidy; basic maintenance works would be taken up at 15 old godowns of Civil Supplies Corporation.

5. 19.6.2017 Regarding enhancing the compensation / relief in case of death of forest department offi cials from Rs.4 lakh to Rs.10 lakh; formulation of the Tamil Nadu Environment Tourism policy, 2017 to safeguard forestry; setting up of two round the clock river monitoring stations with online link to monitor the quality of the water in the Bhavani river.

6. 24.6.2017 Announcement regarding a cash award of Rs.10 lakh to Thiru. Rifath Sharook a teenager from Karur district and his six member team, who developed a tiny satellite, named “Kalam Sat”, weighing 64 grams which had won the fi rst prize among 80,000 designs received from 57 countries. The satellite would study radiation and temperature in space and was launched by NASA on 22.6.2017.

7. 29.6.2017 Regarding setting up of 400 KV sub-station and connected transmission lines at Manalmedu in Nagapattinam district and a new 400 KV Gas Insulated Substation (GIS) in Koyambedu along with connected transmission lines; upgradation of the existing 230 KV Tharamani substation as 400 KV Gas Insulated Substation (GIS); setting up of 500 MW Ultramega Solar Photovoltaic Power Park at Naripaiyur in Kadaladi Taluk of Ramanathapuram district under Engineering Procurement Construction (EPC) basis; setting up of 31 new sub-stations,

upgradation of 314 operational high tension transformers, setting up of new 33/11 KV feeders and strengthening existing 33/11 KV feeders in Greater Chennai Corporation; setting up of 4 new 230 KV sub-stations, 44 new 110 KV sub-stations and 80 new 33 KV sub-stations across the state; a MOU signed by the Tamil Nadu Energy Development Agency and Energy Effi ciency Services Ltd., (EESL) to invest Rs.11,000 crore for next 3 years for speedily taking up effi cient capacity execution, increase the renewable potential and reduce the consumption of fossil fuel.

8. 29.6.2017 Setting up of a Multi-Modal Logistics park by Tamil Nadu Industrial Development Corporation (TIDCO) jointly with the National Highways Authority of Central Government spread over 360 acres at Puzhuthivakkam and Vayalur villages in Tiruvallur district, which would ease traffi c congestion to a large extent, reduce air pollution and transport expenses and this scheme includes the constructional facilities of Ponneri Industrial Node Development Scheme; development of Phase II of SIPCOT Thoothukudi Industrial Complex in Ottapidaram Taluk, Thoothukudi spread over 1,600 acres adjacent to Phase-I; initially infrastructural facilities would be developed across 600 acres within 2 years which would bring Rs.500 crore investment, direct employment to 10,000 persons and indirect employment to 20,000 persons.

9. 29.6.2017 Announcements regarding setting up of 3 industrial estates at Arcot Taluk in Vellore district, Uthukkottai Taluk in Thiruvallur district and Chengam Taluk in Thiruvannamalai district; the Erode district Micro and Small Industries Association would setup 20 godowns, administrative offi ce, display centre and negotiation hall which would benefi t 700 micro industries; the Kakkalur Micro and Small Industries Association would set up a training centre, marketing and display centre, negotiation hall which would benefi t 120 micro industries; construction of sewage treatment plant in Thirumudivakkam Industrial Estate (Unit I) which would benefi t 60 micro industries and various infrastructural developments in Thirumudivakkam Industrial Estate Association (Unit II) which would benefi t 100 micro industries; starting of Value added Catechin Tea Production Units in the Kaikatti and Mahalinga Industrial Co-operative Tea Factories, Nilgiris District with the assistance of the Institute of Himalayan Biosource Technology, Palampur, Himachal Pradesh.

10. 29.6.2017 Construction of new building with all infrastructural facilities by demolishing the 38 year old Annai Sathya Ammaiyar Memorial Children’s Home in Salem to accommodate 100 children.

11. 29.6.2017 Distribution of aides (Rollator/Walker) to 1000 differently abled children below 3 years of age; setting up of an audit committee with technical experts which would create fully and speedily facilities for differently-abled persons.

12. 3.7.2017 Upgradation of 3,500 km stretch of rural roads under Tamil Nadu Rural Roads Development Scheme and upgradation of 2,659 km long rural roads and 25 high rise bridges under the 2nd phase of Prime Minister Rural Road Scheme during the years 2017-2018; construction of one

thousand buildings at a rate of Rs.60 lakh each for the Federations of Self Help Groups for strengthening and facilitating them to exchange their views and offer training and for marketing their products by holding exhibitions in rural areas; to achieve the goal of ‘Totally Hygienic Tamil Nadu’ free of open defecation, 26.45 lakh individual house toilets would be constructed under the ‘Swachh Bharat’ Movement and National Employment guarantee scheme with an incentive component of Rs.12,000/- toilet; to improve the solid waste management scheme in all village Panchayats and to modernize the procedures for the removal of wastes by way of providing additional infrastructure facility of street litter bins, tricycles / push carts and battery operated push carts to villages adjoining Municipal Corporations, Municipalities and Town Panchayats, those in hill regions and to large Village Panchayats with big population; allocation of Rs.7000 crore Bank loan to Women Self Help Groups during the current year

18. 11.7.2017 Regarding implementation of a scheme offering 50% subsidy of Rs.8,000/- per acre hybrid vegetable seeds to farmers for enhancing production of high-yielding grafted vegetables like tomato, brinjal, lady’s fi nger in 22 districts covering about 11,250 acres, which would benefi t 2,250 farmers; providing solar operated pump sets to 1000 farmers this year at 90% subsidized rate, for which the Tamil Nadu Electricity Generation and Distribution

Corporation now provide 30% subsidy and the Agriculture Engineering Department would provide the balance of 60% subsidy; setting up of a Centre for Excellence for Bio-Technology with various hi-tech instruments at Tamil Nadu Agricultural University campus, Coimbatore as a 10 year project; setting up of 597 “pack houses” at farm level this year at a cost of Rs.2 lakh each to reduce produce wastage after harvest and to improve the management of distribution chain of horticultural products; renovation and modernization of 160 sub-agricultural extension centres in the current year; to improve the learning skills of students in three agriculture colleges at Kudimiyanmalai, Eechankottai and Vazhavacchanur and in the other centres of Agriculture University-Killikulam, agriculture colleges in Coimbatore and Thoothukudi Districts, Periyakulam Horticulture college, Mettupalayam Forest College and Research Institute and in various other institutes including National Pulses Research Centre, Vamban, Cuddalore Sugarcane Research Institute and Ooty Horticulture Research Station, basic facilities and infrastructure facilities including seed hubs would be created with NABARD subsidy; fi lling up of 430 posts of Agricultural Assistant through Tamil Nadu Public Service Commission.

21. 14.7.2017 Regarding implementation of the 3rd phase of Tamil Nadu State Wide Area Network during 2017-2022 which would greatly benefi t the Government Departments and the general public; “Amma e-village” would be set up in every district which would offer Wi-Fi hotspots, smart street lighting, tele education and tele-medicine, which would be implemented by Tamil Nadu e-Governance Agency; a MOU signed between State and Central Government for implementing Optical Fibre Network connectivity to 12,524 villages, and also to cover urban areas so that the people could enjoy the benefi ts of digital revolution and get various services of the Government through this scheme known as “Tamil Net” and fund allocation would be shared by Tamil Nadu Arasu Cable TV Corporation (TACTV) and Electronic Corporation of Tamil Nadu (ELCOT).

22. 14.7.2017 Increasing the income ceiling to Rs.72,000/- per annum for eligibility to get the benefi ts under the Economic Development Scheme, wherein families belonging to the Backward Classes / Most Backward Classes / De-Notifi ed Communities are given house sites, sewing machines and laundry iron boxes at no cost; increasing the income ceiling of the families of the girls belonging to Most Backward Classes and De-Notifi ed Communities from Rs.25,000 to Rs.72,000 to get the benefi ts under the Rural Girl Child Education Incentive Scheme.

24. 19.7.2017 Setting up of Tamil Cultural Heritage Museum in Madurai to protect the rich heritage culture of the Tamils; institution of an award in the name of Singaravelar, carrying a cash component of Rs.1 lakh, one sovereign gold medal and a citation which would be presented to persons who publish scientifi c works in Tamil and strives for the upliftment of the downtrodden society and labourers during the Tamil New Year day celebrations by the Tamil Development Department; journalists pension would be hiked from Rs.8,000/- to Rs.10,000/- and the pension for their families would be increased from Rs.4,750 to Rs.5,000/-

25. 19.7.2017 Increasing number of benefi ciaries from 500 to 1000 for whom subsidy is being provided for undergoing Pilgrimage to Manasarovar in China and Mukthinath in Nepal; two thousand temples located in rural areas inhabited by Adi Dravidar and Tribal Communities which are not under the purview of Hindu Religious and Cultural Endownments would receive Rs.1 lakh each for renovation works.

(1) On the 23rd June, 2017, Hon. Thiru. K.A. Sengottaiyan, Leader of the House (Minister for School Education, Sports and Youth Welfare) moved the following motions:-

(a) “That under Rule 229 (b) of the Tamil Nadu Legislative Assembly Rules, the Report of the Committee of Privileges presented to the Assembly today in regard to a matter of privilege against Tvl. S. Ambeth Kumar, K.S. Masthan, K.S. Ravichandran, N. Suresh Rajan, K. Karthikeiyan, P. Murugan and Ku.Ka. Selvam, Members belonging to Dravida Munnetra Kazhagam Party be taken up for consideration today itself”.

The Motion was put to vote and carried.

(b) “That under Rule 229 (d) of the Tamil Nadu Legislative Assembly Rules, the recommendations on the above Report be accepted by the Assembly.”

However, before the Motion was put to vote, the Hon. Speaker stated that the abovesaid members had expressed their regret in person before him on 21.7.2017 and assured him that such acts will not be committed by them in future. Hence, Hon. Speaker suggested that the seven Members belonging to Dravida Munnetra Kazhagam party may be warned for their act of breach of privilege of the House and to drop further action in the matter and requested that the House consider modifying the above Motion moved by the Leader of the House accordingly. Based on the request of the Hon. Speaker, the following Motion was moved by the Leader of the House.

XIV. PRIVILEGE MATTERS

(1) On the 20th February, 2017, Thiru. P. Vetriivel, Member of Legislative Assembly gave a notice of privilege to Hon. Speaker against Tvl. S. Ambeth Kumar, K.S. Masthan, K.S. Ravichandran, N. Suresh Rajan, K. Karthikeiyan, P. Murugan and Ku.Ka. Selvam, Members of the Dravida Munnetra Kazhagam Legislature Party, stating that, among other things, the abovesaid members had manhandled the Hon. Speaker, tearing his shirt and for their grossly disorderly behaviour during the Vote of Confi dence held on 18.2.2017. As the Hon. Speaker prima facie was of the opinion that there was a breach of privilege of the House, he had suo-moto referred the matter to the Committee of Privileges under Rule 226 of the Tamil Nadu Legislative Assembly Rules for examination and report.

The Report of the Committee of Privileges on the above privilege issue was presented to the House on 23.6.2017. It had recommended that the abovesaid Members be suspended from the service of the House for a period of six months and during this period, they shall not be entitled to draw salary and receive any benefi ts, facilities and privileges available to them as a Member of the Legislative Assembly. However, before the Motion for consideration of the Report was put to vote, the Hon. Speaker stated that the said members had expressed their regret in person before him on 21.6.2017 and had assured him that such acts will not be committed by them in future. Hence, Hon. Speaker suggested that the abovesaid seven members may be warned for their act of breach of privilege of the House and to drop further action in the matter. He requested the House to consider modifying the recommendation imposing the punishment on them. Based on the request of the Hon. Speaker, the House passed the motion as amended and the seven members of the Dravida Munnetra Kazhagam Legislature Party were warned for their act of breach of privilege of the House and further action was dropped in the matter.

(2) On the 19th July, 2017, Hon. Speaker Suo moto referred to the Committee of Privileges under Rule 226 of the Tamil Nadu Legislative Assembly Rules for examination and report on the matter of privilege against Members belonging to the Dravida Munnetra Kazhagam party for lowering the dignity of the House by showing prohibited items in the House.

The Motion was seconded by Thiru. Duraimurugan and was put to vote and carried.

XVI. ANNOUNCEMENTS

(1) On the 19th July, 2017, Hon. the Speaker announced in the House that those press Reporters who have Assembly gallery passes could collect ball point pens and notepads from Bills-II Section.

(2) On 19th July, 2017, Hon. Chief Minister announced in the House that the Government has decided to increase the salaries and allowances of Members of Legislative Assembly, allowances of Hon. Ministers, Hon. Speaker, Hon. Deputy Speaker, Leader of Opposition, Chief Government Whip and also pension and family pension to former Members of Legislative Assembly and Legislative Council.

Thiruvalargal M. Thamimun Ansari, U. Thaniyarasu and S. Karunaas complimented the Hon. Chief Minister in this regard. Hon. Speaker also complimented on behalf of the House.

(3) On 19th July, 2017, Hon. the Speaker announced in the House the statistical details of the important events and business transacted by the Fifteenth Tamil Nadu Legislative Assembly during its second and third sessions.
