RESUME OF WORK TRANSACTED BYTHE TAMIL NADU LEGISLATIVE ASSEMBLY

The Fifteenth Tamil Nadu Legislative Assembly was constitutedon the 21st May, 2016 after the General Elections held to theTamil Nadu Legislative Assembly on the 16th May, 2016.

I. SUMMONS

Summons for the First Session of the Fifteenth Tamil NaduLegislative Assembly were issued to the Members of the LegislativeAssembly on the 23rd May, 2016 in S.O.Ms.No. 61, Legislative AssemblySecretariat, dated the 23rd May, 2016 to meet at 11.00 a.m on the25th May, 2016.

II. DURATION OF THE MEETINGS

The First Meeting of the First Session of the FifteenthLegislative Assembly commenced on the 25th May, 2016 and wasadjourned sine-die on the 23rd June, 2016 and the SecondMeeting of the First Session of the Fifteenth Legislative Assemblycommenced on the 21st July, 2016 and was adjourned sine-die onthe 2nd September, 2016.

III. SITTINGS OF THE ASSEMBLY

The Tamil Nadu Legislative Assembly sat for 35 days duringthe period from 25th May, 2016 to 23rd June, 2016 and from 21st July,2016 to 2nd September, 2016 on the following days:-

IV. PROROGATION

The First Session of the Fifteenth Tamil Nadu LegislativeAssembly was prorogued with effect from the 14th October, 2016 videS.O.Ms.No.132, Legislative Assembly Secretariat, dated the15th October, 2016.

V. APPOINTMENT OF SPEAKER PRO-TEM

Thiru. S. Semmalai, Member, Legislative Assembly representingMettur Assembly Constituency was appointed as the ‘SpeakerPro-tem’ by the Governor, in exercise of the powers conferred byclause (1) of Article 180 of the Constitution of India. He was alsoappointed as the person before whom oath or affirmation may be madeand subscribed by the Members of the Legislative Assembly underArticle 188 of the Constitution of India. He took the oath in the nameof God in Tamil before the Governor at 1.40 p.m. on the 23rd May, 2016at Raj Bhavan, Guindy and signed the Roll of Members in the AssemblyChamber in the presence of the Secretary on the 25th May, 2016.

VI. OATH OR AFFIRMATION

On the 25th May, 2016, 230 Members made and subscribedthe oath or affirmation before the Speaker Pro-tem in the LegislativeAssembly Chamber. Out of 230 Members, 141 Members took the oathin the name of God and 89 Members solemnly affirmed their allegianceto the Constitution of India. All the Members made and subscribedthe oath or affirmation in Tamil.

The General Elections to the Aravakurichi and ThanjavurConstituencies which here deferred initially and the Bye-election to theThiruparankundram Constitutency were held on 19-11-2016. ThiruvalargalV. Senthilbalaji, M. Rengasamy and A.K. Bose were elected from therespective Constitutencies and took oath in Tamil in the name of Godbefore the Hon. Speaker in his Chamber on 29-11-2016.

Under Article 333 of the Constitution of India, the Governor ofTamil Nadu nominated Dr. (Tmt.) Nancy Ann Cynthia Francis, as aMember of the Fifteenth Tamil Nadu Legislative Assembly representingthe Anglo-Indian Community on the 26th May, 2016. (G.O.Ms.No.525,Public (Election-III) Department dated 26th May, 2016).

The Member took the oath in English in the name of Godbefore Hon. the Speaker in his chamber on the 3rd June, 2016.

The names of Members who made and subscribed the oath oraffirmation are shown in the Annexure-I (Page No.41).

VII. ELECTION OF SPEAKER AND DEPUTY SPEAKER

The election of Speaker and Deputy Speaker were held on the3rd June, 2016.

On the 3rd June, 2016, the Speaker Pro-tem read out to theAssembly the name of the Member who had been validly nominated forthe office of the Speaker together with those of his proposer andseconder.

As the nomination received was only in favour ofThiru P. Dhanapal, the ‘Speaker Pro-tem’ declared Thiru P. Dhanapal ashaving been unanimously elected as the Speaker of Tamil NaduLegislative Assembly.

Thiru P. Dhanapal was conducted to the Chair byHon. Thiru O.Panneerselvam, Leader of the House andThiru M.K. Stalin, Leader of the Opposition.

Hon. the Speaker, thereafter conducted the election of theDeputy Speaker. He read out to the Assembly the name of the Memberwho had been validly nominated for the office of the Deputy Speakerwith those of his proposer and seconder.

VIII. APPOINTMENT OF THE LEADER OF THE HOUSE,CHIEF GOVERNMENT WHIP AND RECOGNITION OF THE

LEADER OF OPPOSITION

Hon. Thiru O. Panneerselvam, Minister for Finance, Personneland Administrative Reforms was appointed as Leader of the House forthe Fifteenth Tamil Nadu Legislative Assembly with effect from the25th May, 2016 - vide S.O. Ms.No.68, Legislative Assembly Secretariat,dated 25th May, 2016.

Thiru S. Rajendiran, M.L.A. was appointed as the ChiefGovernment Whip with effect from the 25th May, 2016 - videS.O.Ms.No.69, Legislative Assembly Secretariat, dated 25th May, 2016.

Hon. the Speaker recognised Thiru M.K. Stalin, M.L.A. belongingto the Dravida Munnetra Kazhagam Legislature Party as Leader of theOpposition in the Fifteenth Tamil Nadu Legislative Assembly with effectfrom 4th June, 2016 - vide S.O.Ms.No.79, Legislative AssemblySecretariat, dated 4th June, 2016.

The above resolution was adopted nem con after observingsilence for two minutes.

The House was then adjourned for the day as a mark of respectto the departed soul.

XI. QUESTIONS

During the Session, 17,158 Notices of questions were receivedand admitted, out of which 5,400 were treated as Starred questionsand 7,761 were treated as Unstarred questions. 126 Starred questionswere answered on the floor of the House. Though 11 Short NoticeQuestions were received and admitted, no Short Notice Question wasanswered on the floor of the House.

XII. GOVERNOR’S ADDRESS AND MOTION OF THANKS THEREON

His Excellency, Dr. K. Rosaiah, Governor of Tamil Naduaddressed the Members of the Fifteenth Tamil Nadu Legislative Assemblyin the Legislative Assembly Chamber, Secretariat, Chennai-9 at11.00 A.M. on Thursday, the 16th June, 2016.

‘Tamizh Thai Vazhthu’ and ‘National Anthem’ were played atthe commencement and at the end of the Governor’s Address,respectively.

The Motion of Thanks to the Governor’s Address was moved byThiru S. Semmalai and seconded by Thiru Thangatamilselvan on the20th June, 2016.

The discussion on the Motion of Thanks took place in theAssembly for 4 days from 20th June, 2016 to 23rd June 2016.23 Members including the Leader of Opposition took part in the

discussion. Hon. the Chief Minister replied to the debate on the23rd June, 2016.

Five hundred and forty amendments to the Motion of Thanks werereceived, out of which five hundred and thirty three were admitted andthe remaining were disallowed.

On the 22nd June, 2016, 51 Members moved the amendmentsstanding in their names. At the end of discussion on the 23rd June,2016, the amendments moved by the Members were deemed to havebeen withdrawn by leave of the House and thereafter, the original Motionof thanks to the Governor’s Address was adopted in the House on thatday.

(1) The Revised Budget for the year 2016-2017 was presented tothe Legislative Assembly by Hon. Thiru. O. Panneerselvam, Minister forFinance, Personnel and Administrative Reforms at 11.00 a.m onThursday, the 21st July, 2016.

The General discussion on the Budget took place for 5 daysfrom 25th July, 2016 to 29th July, 2016. Twenty Eight Membersincluding the Deputy Leader of Opposition took part in the Generaldiscussion. The Hon. Minister for Finance, Personnel and AdministrativeReforms replied to the debate on the 29th July, 2016.

XXIII. DIVISIONS

On the 23rd June, 2016 when the motion for consideration ofthe Tamil Nadu Municipal Corporation Laws (Amendment) Bill, 2016(L.A. Bill No.9 of 2016) moved by Hon. Thiru. S.P. Velumani, Ministerfor Municipal Administration, Rural Development and Implementation ofSpecial Programme was put to vote of the House, Thiru. R. Sakkarapanipressed for a Division.

As the Speaker was of the opinion that the Division wasunnecessarily claimed, he asked the Members who are for the ‘Aye’and those for the ‘No’ respectively to rise in their places, as requiredby Rule 99(8) of the Tamil nadu Legislative Assembly Rules and on acount being taken, he declared the determination of the House asfollows:
