The Fifteenth Tamil Nadu Legislative Assembly was constitutedon the 21st May, 2016 after the General Elections held to theTamil Nadu Legislative Assembly on the 16th May, 2016.

I. SUMMONS

Summons for the First Session of the Fifteenth Tamil NaduLegislative Assembly were issued to the Members of the LegislativeAssembly on the 23rd May, 2016 in S.O.Ms.No. 61, Legislative AssemblySecretariat, dated the 23rd May, 2016 to meet at 11.00 a.m on the25th May, 2016.

II. DURATION OF THE MEETINGS

The First Meeting of the First Session of the FifteenthLegislative Assembly commenced on the 25th May, 2016 and wasadjourned sine-die on the 23rd June, 2016 and the SecondMeeting of the First Session of the Fifteenth Legislative Assemblycommenced on the 21st July, 2016 and was adjourned sine-die onthe 2nd September, 2016.

III. SITTINGS OF THE ASSEMBLY

The Tamil Nadu Legislative Assembly sat for 35 days duringthe period from 25th May, 2016 to 23rd June, 2016 and from 21st July,2016 to 2nd September, 2016 on the following days:-

In terms of hours it sat for 166 hours and 38 minutes.

IV. PROROGATION

The First Session of the Fifteenth Tamil Nadu LegislativeAssembly was prorogued with effect from the 14th October, 2016 videS.O.Ms.No.132, Legislative Assembly Secretariat, dated the15th October, 2016.

V. APPOINTMENT OF SPEAKER PRO-TEM

Thiru. S. Semmalai, Member, Legislative Assembly representingMettur Assembly Constituency was appointed as the ‘SpeakerPro-tem’ by the Governor, in exercise of the powers conferred byclause (1) of Article 180 of the Constitution of India. He was alsoappointed as the person before whom oath or affirmation may be madeand subscribed by the Members of the Legislative Assembly underArticle 188 of the Constitution of India. He took the oath in the nameof God in Tamil before the Governor at 1.40 p.m. on the 23rd May, 2016at Raj Bhavan, Guindy and signed the Roll of Members in the AssemblyChamber in the presence of the Secretary on the 25th May, 2016.

VI. OATH OR AFFIRMATION

On the 25th May, 2016, 230 Members made and subscribedthe oath or affirmation before the Speaker Pro-tem in the LegislativeAssembly Chamber. Out of 230 Members, 141 Members took the oathin the name of God and 89 Members solemnly affirmed their allegianceto the Constitution of India. All the Members made and subscribedthe oath or affirmation in Tamil.

The General Elections to the Aravakurichi and ThanjavurConstituencies which here deferred initially and the Bye-election to theThiruparankundram Constitutency were held on 19-11-2016. ThiruvalargalV. Senthilbalaji, M. Rengasamy and A.K. Bose were elected from therespective Constitutencies and took oath in Tamil in the name of Godbefore the Hon. Speaker in his Chamber on 29-11-2016.

Under Article 333 of the Constitution of India, the Governor ofTamil Nadu nominated Dr. (Tmt.) Nancy Ann Cynthia Francis, as aMember of the Fifteenth Tamil Nadu Legislative Assembly representingthe Anglo-Indian Community on the 26th May, 2016. (G.O.Ms.No.525,Public (Election-III) Department dated 26th May, 2016).

The Member took the oath in English in the name of Godbefore Hon. the Speaker in his chamber on the 3rd June, 2016.

The names of Members who made and subscribed the oath oraffirmation are shown in the Annexure-I (Page No.41).

VII. ELECTION OF SPEAKER AND DEPUTY SPEAKER

The election of Speaker and Deputy Speaker were held on the3rd June, 2016.

On the 3rd June, 2016, the Speaker Pro-tem read out to theAssembly the name of the Member who had been validly nominated forthe office of the Speaker together with those of his proposer andseconder.

Thiru P. Dhanapal was conducted to the Chair byHon. Thiru O.Panneerselvam, Leader of the House andThiru M.K. Stalin, Leader of the Opposition.

Hon. the Speaker, thereafter conducted the election of theDeputy Speaker. He read out to the Assembly the name of the Memberwho had been validly nominated for the office of the Deputy Speakerwith those of his proposer and seconder.

VIII. APPOINTMENT OF THE LEADER OF THE HOUSE,CHIEF GOVERNMENT WHIP AND RECOGNITION OF THE

Hon. Thiru O. Panneerselvam, Minister for Finance, Personneland Administrative Reforms was appointed as Leader of the House forthe Fifteenth Tamil Nadu Legislative Assembly with effect from the25th May, 2016 - vide S.O. Ms.No.68, Legislative Assembly Secretariat,dated 25th May, 2016.

Thiru S. Rajendiran, M.L.A. was appointed as the ChiefGovernment Whip with effect from the 25th May, 2016 - videS.O.Ms.No.69, Legislative Assembly Secretariat, dated 25th May, 2016.

Hon. the Speaker recognised Thiru M.K. Stalin, M.L.A. belongingto the Dravida Munnetra Kazhagam Legislature Party as Leader of theOpposition in the Fifteenth Tamil Nadu Legislative Assembly with effectfrom 4th June, 2016 - vide S.O.Ms.No.79, Legislative AssemblySecretariat, dated 4th June, 2016.

The above resolution was adopted nem con after observingsilence for two minutes.

The House was then adjourned for the day as a mark of respectto the departed soul.

XI. QUESTIONS

During the Session, 17,158 Notices of questions were receivedand admitted, out of which 5,400 were treated as Starred questionsand 7,761 were treated as Unstarred questions. 126 Starred questionswere answered on the floor of the House. Though 11 Short NoticeQuestions were received and admitted, no Short Notice Question wasanswered on the floor of the House.

XII. GOVERNOR’S ADDRESS AND MOTION OF THANKS THEREON

His Excellency, Dr. K. Rosaiah, Governor of Tamil Naduaddressed the Members of the Fifteenth Tamil Nadu Legislative Assemblyin the Legislative Assembly Chamber, Secretariat, Chennai-9 at11.00 A.M. on Thursday, the 16th June, 2016.

‘Tamizh Thai Vazhthu’ and ‘National Anthem’ were played atthe commencement and at the end of the Governor’s Address,respectively.

The Motion of Thanks to the Governor’s Address was moved byThiru S. Semmalai and seconded by Thiru Thangatamilselvan on the20th June, 2016.

The discussion on the Motion of Thanks took place in theAssembly for 4 days from 20th June, 2016 to 23rd June 2016.23 Members including the Leader of Opposition took part in the

discussion. Hon. the Chief Minister replied to the debate on the23rd June, 2016.

Five hundred and forty amendments to the Motion of Thanks werereceived, out of which five hundred and thirty three were admitted andthe remaining were disallowed.

On the 22nd June, 2016, 51 Members moved the amendmentsstanding in their names. At the end of discussion on the 23rd June,2016, the amendments moved by the Members were deemed to havebeen withdrawn by leave of the House and thereafter, the original Motionof thanks to the Governor’s Address was adopted in the House on thatday.

2. 5.8.2016 Regarding introduction of e-procurement of paddyfrom farmers and improving the infrastructure in thedirect paddy procurement centres; setting up anintegrated modern rice mill at ValangaimanTaluk ofTiruvarur District with an annual milling capacity of30,000 tonnes of Paddy; setting up of two godownswith equipments like conveyors, stackers andloaders at Kottur and Needamangalam in ThiruvarurDistrict each with a capacity to store 10,000 metrictonnes of food grains; construction of two Silos inThanjavur and Thiruvarur districts with storage

capacity of 15,000 metric tonnes each; Constructionof five warehouses (grain saving godowns) inAmbasamudram, Arakkonam, Namakkal,Manamadurai and Cuddalore with a total capacityof 16,600 metric tonnes; construction of newbuildings for 50 direct Paddy Procurement Centres;construction of new buildings for 90 primaryagriculture co-operative credit societies, primaryco-operative agricultural societies and RuralDevelopment Banks, 9 branches of CentralCo-operative Banks and 2 branches of UrbanCo-operative Banks; modernisation of variousbranches of Co-operative Societies; construction ofown buildings for Sattur Thiyagi SankaralinganarCo-operative Management Institute in Virudunagarand Nagercoil Co-operative Management Institute.

3. 9.8.2016 Regarding the renovation, modernization andupgradation of the Kothayar hydro power station-I,thereby increasing its life span for another 25 yearsand increasing its capacity from 60 MW to 70 MWand the power generated from this project would goup from 150 million units to 225 million units;replacing 17,535 transformers in Chennai sub-urbanareas by Ring Main Unit and 38,844 Pillar boxes inChennai by high rupturing capacity (HRC) six-waypillar boxes; setting up of a 765/400 KVsub-station at Virudunagar with a capacity of2 x 500 MVA to transmit the electricity from UppurThermal Power Project in Ramanathapuram andconnecting the Solar Power Units at Kayathar,Kamuthi and Thappakundu to Virudunagarsub-station; transmission of power to be generatedfrom 2nd and 3rd Units of the Udankudi Sub-station

and from the 765 KV sub-stations at Ariyalur andCoimbatore to other parts of the state would belinked with Virudunagar Sub-station; installationof 20 KV roof-top solar power plants in the officesof Chief Engineers, Superintending Engineers and400 KV / 230 KV sub-stations which would helpgenerate an additional 2.52 MW of solar power.

4. 11.8.2016 Setting up of “Tree Park” spanning 8 hectares onthe Vandalur - Kelambakkam road in which300 tree species which are available in the Easternand Western Ghats would be grown to protect theendangered tree species; setting up of modern foresttree seed centre at Trichy, to meet the emergingneed for supplying genetically improved seeds inthe delta districts and central parts of Tamil Nadu;launching of “Home Herbal Garden” in Salem,Dharmapuri and Namakkal in which womenentrepreneur groups would be set up for growingand selling medicinal plants; installation of InfraRed cameras in important enclosures in the VandalurAringnar Anna Zoological Park to facilitate onlinevideo streaming for public viewing and alsosurveillance of animals by the officials.

5. 11.8.2016 Extension of video conferencing facility to 51 morecourts this year for producing of accused beforecourts; installation of 100 more CCTV and IPcameras in prisons and introduction of smart cardsfor prisoners containing comprehensive particularsof them; construction of an Integrated CourtComplex consisting of 13 courts in Tiruppur;construction of quarters for judges and seven newcourt buildings in the Integrated Court Complex atTiruvallur.

6. 12.8.2016 Regarding measures to improve irrigation acrossthe state like renovation and strengthening of MetturEast Bank Canal and West Bank Canal inNamakkal and Salem districts; lining of Kalingarayancanal passing through Erode with concrete andestablishing baby canals to prevent pollution of thecanal; renovation of 6 dams and their canals and10 lakes in Omalur & Salem; construction of floodprotection wall along the Varaganadhi river atPeriyakulam to preserve irrigated lands and avoidencroachments; construction of a check dam onVaigai river in Thirupuvanam in Sivagangai;de-silting and renovation works of 8 lakes inThiruvannamalai, 7 lakes in Dharmapuri, 12 lakesin Vellore, 22 lakes in Virudhunagar Districts;construction of new building including two auditoriumin PWD Staff training centre at Trichy.

7. 12.8.2016 Regarding construction of 80 new bridges across472 villages in 25 districts with financial assistancefrom NABARD Bank; formation of outer ring roadfrom Jujuvadi to Perandapalli to ease trafficcongestion in Hosur; upgradation of two lane roadsas four lane roads and four lane roads as six laneroads in the periphery areas of Chennai Corporationto ease traffic congestion; setting up of by-passroads on the stretch of Omalur - Sangagiri -Tiruchengode - Paramathi road; formation of thesecond phase of the Rasipuram by-pass road fromAnaippalayam village to Ponkurichi via Malliyankarai- Rasipuram - Tiruchengode - Erode road to reducethe journey time and ease traffic congestion.

15. 29.8.2016 Setting up of polythene film production factory withan installed capacity of 5000 metric tonnes perannum for packaging milk at Ulundurpet, Villupuramdistrict; Setting up of modernized milk booths,improving the cold storage facility and upgradingthe infrastructure at the dairy farms in The Nilgris;setting up of new factory to manufacture tetra pactswith Helicap applicator in Salem; upgrading theinfrastructure in Madurai Dairy farms and renovationof 452 staff quarters in Madhavaram Milk Colony;implementation of a New Pension Scheme, whichwould ensure an additional Rs.3500/- per month forthe benefit of those workers, who work inTamil Nadu Milk Producers Co-operative Union andDistrict Co-operative Milk Producers Union and halfof the Pension would be allowed as family pension;extension of medical facilities and Medical insurancecover for employees of Milk Societies on par withthe Government staff.

16. 30.8.2016 Regarding construction of new building with variousfacilities for the Juvenile home at Kellys, Chennai;increase in food subsidy being given to inmates ofsenior citizen Homes run by service organizationwith Government funding from Rs.300 to 1,200; theincome ceiling fixed for staying in Governmentservice homes, admission of girl students tosecondary grade teacher training scheme andbeneficiaries under the Sathyavani Muthu AmmaiyarMemorial Sewing Machine distribution scheme wouldbe increased from Rs.24,000 to Rs.72,000.

17. 30.8.2016 Regarding welfare measures for the differently-abledpersons like providing modern glowing and foldablewalking sticks for 5000 blind persons; launching ofan early deafness detection programme to prevent

children from losing their sense of hearing in Chennaiand Sivagangai districts; Implementation of trainingprogramme using iPod and an application AAVAAZ(Augmentative and Alternative Communication forMentally Challenged Children) to improve thecommunication abilities of children affected byautism, Alzheimer’s disease and genetic disordersenrolled in primary training centres and mobiletreatment facilities.

19. 30.8.2016 Regarding restoration work like deepening,de-silting, plugging the sewage inlets of theParithupattu lake in Avadi Municipality and creationof islands to attract birds; setting up of “AmmaEnvironment park” at Korukkupet with all facilitiesfor children and display materials for creatingawareness about environment; de-silting andrenovation of Vellode bird sanctuary andMuthampalayam lake in Erode district.

20. 30.8.2016 Regarding provision of Infrastructural facilities forelectrical and electronics industrial estate atCoimbatore; construction of a multistoried industrialcomplex in Thirumudivakkam near Chennai;establishing new SIDCO Industrial complex atNamakkal and Sivagangai districts; developinginfrastructural facilities for entrepreneurs inRamanathapuram, Virudunagar and CoimbatoreDistricts; installation of a solar power unit atKakkalur Industrial Complex in Thiruvallur districtto generate 300 kw of solar power.

21. 31.8.2016 Regarding measures to boost the industrial growthwhich includes setting up of a Biotechnologyincubation centre at Taramani in Chennai; creationof world class infrastructure in the Aerospace Parkat Sriperumpudur - SIPCOT Vallam - VadakalIndustrial Estate; Expansion and Infrastructureimprovement of Electro static precipitator chamberand the cold storage godown in the boiler sectionof TNPL, Karur district and upgradation of machineryunit at TNPL unit in Tirchy district; purchase ofmachineries and vehicles to improve productioncapacity of Tamil Nadu Minerals Limited;undertaking social responsibility activities by theTamil Nadu Cements Limited in coordination withAriyalur district administration like construction ofnew building at the district hospital with modernizedlaundry and providing modern equipments forinpatient and outpatient wards; building additionalclassrooms and other basic amenities forGovernment schools in villages around Ariyalurdistrict, planting samplings and erecting rain waterharvesting structure in Ariyalur district; undertakinginfrastructural development like inner roads, drinkingwater, storm water drainage and street lights atSIPCOT Industrial complex, Cheyyar with spreadover area of 2,300 acres in Thiruvannamalai Districtand the first phase of 1,300 acres work would befinished within 2 years.

As a part of the above plan, touristssites along the sea shores would be modernized,and tourism infrastructure in Kancheepuram andVelankanni would be developed with financialassistance from Asian Development Bank in thenext five years; establishing of a regional Art andCulture Centre at Coimbatore; Renovation of theGovernment College of Fine Arts in Chennai;installation of modern fire extinguisher inGovernment Museum, Chennai and 20 DistrictMuseums; excavation at Alagankulam Village inRamanathapuram District would be undertaken bythe Archaeology Department.

XVII. FINANCIAL BUSINESS

(1) The Revised Budget for the year 2016-2017 was presented tothe Legislative Assembly by Hon. Thiru. O. Panneerselvam, Minister forFinance, Personnel and Administrative Reforms at 11.00 a.m onThursday, the 21st July, 2016.

The General discussion on the Budget took place for 5 daysfrom 25th July, 2016 to 29th July, 2016. Twenty Eight Membersincluding the Deputy Leader of Opposition took part in the Generaldiscussion. The Hon. Minister for Finance, Personnel and AdministrativeReforms replied to the debate on the 29th July, 2016.

Voting of Demands lasted for 22 days from 1st August, 2016to 2nd September, 2016. The dates on which Discussion and votingof Demands for grants took place are as follows:
