1.0 EXECUTIVE SUMMARY

1.1 Project Profile

Tamil Nadu Newsprint and Papers Limited (TNPL) was promoted by

the Government of Tamil Nadu for the manufacture of newsprint and

printing and writing (P&W) papers, using bagasse as the principal

fibre source. The mill, located at Kagithapuram in Karur District

(≈400 km south west of Chennai), was commissioned in October

1985 with an installed capacity of 90,000 tpa of newsprint and P&W

papers (PM #1). The capacity has been increased by adding two

more paper machines and introducing Elemental Chlorine Free pulp

mills and now produces 400,000 tpa of paper.

The mill has always strived to attain best possible standards of

quality, by practising ISO 9001:2000 standards in the

manufacturing operations. The mill has established an Environment

Management System (EMS) complying with ISO 14001 standards

and has been acknowledged by the Centre for Science and

Environment (CSE) by awarding the “THREE GREEN LEAVES” under

“GREEN RATING PROJECT”.

Considering the installed production capabilities of Chemical Bagasse

Pulp (CBP) and Hard Wood Pulp (HWP) streets, about 60,000 tonnes

of pulp needs to be purchased

TNPL proposes to install a 300 BD tpd capacity of Deinking Plant

(DIP) to replace the imported pulp and make the mill self sufficient

in fibre demand and upgradation of Captive Cogeneration Plant

(CCP) to meet the power requirement for existing and proposed

facilities by installation of one (1) 125 tph new high pressure

Circulating Fluidised Bed Combustion boilers and one (1) new 41

MW TG of double extraction condensing turbo generator (here after

refered as “Project”).

The total cost for the proposed plan is Rs 310 Crores. Out of this,

about Rs 39 Crores is earmarked for Environmental control and

management including water conservation measures.

1.2 Environmental Impact Assessment (EIA) and Environmental Management Plan (EMP)

1.2.1 Objective of the Study

As per environmental impact assessment notification dated on 14th

September 2006, any new industrial establishment or expansion of

production, capacities or change of product requires environmental

clearance (EC) to be obtained from Ministry of Environment and

Forest (MoEF), New Delhi. Considering the above points,

environmental impact assessment (EIA) report along with

environment management (EMP) has been prepared for various

environmental components, which may be affected due to the

proposed deinking plant and upgradation of captive cogeneration

plant of TNPL mill, Kagithapuram, Tamil Nadu.

The risk assessment and disaster management plan have also been

prepared to meet the eventualities during operation of the proposed

project of TNPL mill, Kagithapuram, Tamil Nadu.

The findings of the studies conducted during three (3) months

starting from December 2011 are discussed in the following

paragraphs.

1.3 Environmental Setting of the Site

Adequate land is available within the existing plant for

implementation of the proposed project. The proposed project area

is located within the existing plant premises at Pugalur-

Kagithapuram in the district of Karur, Tamil Nadu State. The site is

located at the intersection of longitude 77o49’25’’E and latitude

11o3’10’’ N and falls under Survey of India Topo sheet No 58 E/16,

F13, I/4 and J/1.

The site is about 400 km (aerial) from Chennai, the State capital

and it is about 18 km from Karur, the District Headquarters. The

National Highway NH-7, which connects Salem with Karur, is at 3

km in northeast direction from the plant site.

2.0 DESCRIPTION OF THE ENVIRONMENT

Primary baseline environmental monitoring studies were conducted

during three (3) months from December 2011 representing winter

season and details are as follows:

2.1 Soil Environment

A total of ten (10) samples within the study area were collected and

analyzed. It has been observed that the texture of soil is sandy clay

in the study area. The pH of the soil extract varied from 7.9 to 8.4.

The electrical conductance varied from 267 to 415 µmhos/cm

indicating its favourable for agricultural soils.

Nitrogen values ranged between 32.4 to 148.7 kg/ha. The nitrogen

content in the study area falls in less to good category.

2.2 Meteorology & Ambient Air Quality

• Meteorology

On-site monitoring was undertaken for various meteorological

variables in order to generate the site-specific data. Data was

collected every hour continuously from December 2011 to March

2012 representing Winter season. The maximum and minimum

temperatures recorded during the study period are 36oC and 16oC.

The relative humidity found varying from 17.5 to 25.9. The

predominant winds are mostly from ENE (26.3%) and E (17.9%)

directions. A total of 27.9 mm rainfall was recorded during study

period. The skies for the most part of the study period were

observed to be cloudy and clear.

• Ambient Air Quality

To establish the baseline status of the ambient air quality in the

study area, the air quality was monitored at ten (10) locations. The

monitoring was carried out during winter season. The summary of

The results of the monitored data indicate that the ambient air

quality of the region in general is in conformity with respect to

rural/residential norms of National Ambient Air Quality standards of

CPCB, with present level of activities.

2.3 Water Environment

Eight (8) groundwater samples and eight (8) surface water samples

within the study area were considered for assessment. The water

samples were collected and analysed during winter season.

Surface Water Quality

The pH and conductivity of surface water varies from 7.7 to 8.0.

The TDS ranges from 422 to 768 mg/l. The chlorides and sulphates

were found to be in the ranges of 53-128 mg/l and 25.9 to 43.0

mg/l respectively. It is observed that chlorides and sulphates ranges

are well within the permissible limits. The physico-chemical and

biological analysis revealed that all the parameters were well within

the prescribed limits of IS: 2296 Class ‘C’ limits.

Ground Water Quality

The pH and conductivity vary from 7.6 to 8.3 and from 1330 to

9700 µS/cm respectively. Total dissolved solids ranged between

490mg/l and 6790 mg/l respectively.

Sodium and potassium contents are found to be in the range of 120-

1034 and 1-180 mg/l respectively. Chlorides and sulphates content

vary between 120 to 2730 mg/l and 72.6 to 785 mg/l respectively.

The heavy metal contents were found to be well within the limit.

Total coli forms and Insecticides and pesticides were found to be

absent. The physico-chemical and biological analysis revealed that

most of the parameters are well within the prescribed limits of IS:

10500.

2.4 Noise Level Survey

The noise monitoring has been conducted at ten (10) locations in

the study area. Day time and night time noise levels at residential

areas found to be varying from 45.1 dB(A) to 53.6 dB(A) and 41.5

dB(A) to 44.3 dB(A) respectively. In general, the noise levels are

found to be within the acceptable levels in residential areas.

2.5 Flora and Fauna Studies

Flora and fauna studies have been carried out in and around 10 km

from proposed project to assess the composition status of floral and

faunal components. During field survey, a total of 362 species of

plants of which 39.5% were phanerophytes, 37.5% were

therophytes,16.57 were hemicryptophytes,4.14% were hydrophytes

and others were 1.94%.

2.6 Socio-Economic Environment

As per 2001 census the study area consists of 179,487 persons

inhabited in the study area of 10 km radial distance from the

periphery of the proposed plant. The males and females constitute

49.87% and 50.1% of the study area population respectively. The

average household size of the study area is 3 to 4 persons. The

density of population reveals that the study area has an overall

density of about 440 persons per km2. In the study area, 15% of the

population belongs to Scheduled Castes (SC) and 0.01% of the

population belongs to Scheduled Tribes (ST). The study area

experiences total literacy rate of 62%. As per 2001 census records,

altogether the main workers works out to be 52.5% of the total

population. The marginal workers and non-workers constitute to

3.8% and 43.6% of the total population respectively.

3.0 ANTICIPATED ENVIRONMENTAL IMPACTS AND MITIGATION MEASURES

3.1 Impact during Construction Phase

The environmental impacts during the construction stage will be

short term, temporary in nature and will be confined very close to

project sites. The manpower required for these activities should

preferably be employed from nearby villages.

3.1.1 Land Environment

No additional land is required for project, since the available space

of around 6 acres in the mill will be used for proposed project. The

proposed area for the project is already a developed area and is flat.

Hence, no major impact is envisaged on land use pattern of the

proposed project site.

3.1.2 Impact on Soil

The construction activities will result in loss of vegetation cover,

topsoil and earthen material to some extent in the plant area.

However, it is proposed to use the soil and earthen material for green

cover development and levelling of project site. Green cover will be

developed in the proposed project site in phased manner from

construction stage onwards.

Apart from localized construction impacts at the plant site, no adverse

impacts on soil in the surrounding area are anticipated.

3.1.3 Impact on Air Quality

The main sources of emission during the construction period are the

movement of equipment at site and dust emitted during the

levelling, grading, earthwork, foundation works and exhaust

emissions from vehicles and equipment deployed during the

construction phase is also likely to result in marginal increase in the

levels of SO2, NOx, PM and CO. The impact will be for short duration

and confined within the project boundary and is expected to be

negligible outside the plant boundaries. The impact will, however, be

reversible, marginal and temporary in nature. Proper maintenance

of vehicles and construction equipment will help in controlling the

gaseous emissions. Water sprinkling on roads and construction site

will prevent fugitive dust.

3.1.4 Impact on Terrestrial Ecology

The initial construction works at the project site involves land

clearance. During construction vegetation may be disturbed. Green

cover will be developed phase wise during construction to improve

the aesthetic value in the area and to screen out the fugitive dust

generated during construction.

The removal of vegetation from the soil and loosening of the topsoil

generally causes soil erosion. However, such impacts will be

confined to the project site and will be minimized through paving

and water sprinkling.

There are not many existing matured trees in the site. However,

green cover will be developed surrounding the plant facilities. The

existing trees will be preserved to the extent possible. Thus, no

major adverse impacts are envisaged on terrestrial ecology.

3.1.5 Socio-Economic Impacts

The proposed project will provide either direct or indirect job

opportunities to the local population as far as possible.

3.2 Impact during Operation Phase

3.2.1 Impact on Soil

Most of the impacts of proposed project on soils are restricted to the

construction phase, which will get stabilized during operational

phase. The impact on the topsoil will be confined to the proposed

project area.

3.2.2 Impact on Water Environment

In the plant, water is used mainly for Deinking plant, apart from

cooling water requirement and domestic purposes. The mill has

water drawl permission for 72,000 m3/day. The project will not

require additional water and likely to come down about 1000

m³/day due to installation of air cooled condenser in the place of

water cooled condenser. The total water requirement at present of

the mill and colony met from river Cauvery.

The existing wastewater treatment plant is adequate for the

proposed operation. Wastewater is/will be treated to conform to the

statutory standards of state pollution control board and MoEF before

discharging for irrigation.

The run-off water from the roof of the new structures and paved

areas shall be collected through storm water drainage system and

led to rain water harvesting structure.

The quality of water resources in the study area will not be

adversely affected.

3.2.3 Impact of Solid Waste Generation

The solid waste from the DIP-CCP is mainly fly ash and sludge. Fibre

sludge generated from wastewater treatment plant are the other

solid wastes.

The total ash expected from the plant will be about 150 (140+10)

tonnes per day. This will be used for making cement at TNPL’s mini

cement mill. The WWTP sludge (waste pulp) and SFT sludge will be

given to small paper mills to make low grade paperboards. The

sludge generated from the DIP plant of 90 tpd (dry basis) will be

used as a feed stock in the cement mill.

The sludge from sewage treatment plant will be dried and used as

manure for green cover maintenance. Canteen/sanitary waste will

be composted and used as manure for green cover development.

3.2.4 Noise Environment

The main noise generating sources from the proposed project will be

DIP machine, pumps, compressors along with cooling tower and

boilers. The noise levels at the source for these units will be in the

range of 80-90 dB (A).

3.2.5 Impact on Aquatic Ecology

The wastewater is given sufficient treatment to statutory levels of

Tamil Nadu State Pollution Control Board. The treated waste water

will be fully utilised for irrigation. Hence no impact of wastewater

disposal is envisaged on the aquatic bodies.

3.2.6 Impact on Reserve/Protected Forest

In 10 km study area there is no forest area was observed.

3.2.7 Impact on Human Health

The impact from the air emissions is not expected to be significant

since the stacks design and the atmospheric conditions are such that

the ambient air quality at present as well as in future after the

proposed facility comes up well within the prescribed ambient air

quality limits set forth by CPCB.

3.2.8 Impact on Public Health and Safety

The discharge of waste materials (stack emission, wastewater and

solid wastes), from process operations can have potential impact on

public safety and health. The impact from the discharge of waste

products is not expected to be significant since, the adverse impacts

on ambient air, water and soil quality are predicted to be low.

It is predicted that the impacts on public safety will be very low, due

to the effective safety system and safety management available in

the plant.

Overall, the impact on public safety and health from the proposed

project activities will be insignificant.

4.0 POST PROJECT ENVIRONMENT MONITORING PROGRAMME

Post project environmental monitoring is important in terms of

evaluating the performance of pollution control equipments installed

in the project. The sampling and analysis of the environmental

attributes will be as per the guidelines of Central Pollution Control

Board/Tamil Nadu Pollution control board (TNPCB). The frequency of

sampling and location of sampling will be as per the directives of

TNPCB.

5.0 ADDITIONAL STUDIES

5.1 Risk Assessment & Disaster Management Plan

The preliminary risk assessment of the plant has identified no

hazardous events, which would project damaging energies outside

of the plant boundary. Events identified for offsite facilities are

estimated to occur at extremely low incident frequencies and/or not

to significant levels of consequence. Management of hazardous

event scenarios and risks in general can be adequately managed to

acceptable levels.

An effective Disaster Management Plan (DMP) to mitigate the risks

involved has been prepared. This plan defines the responsibilities

and resources available to respond to the different types of

emergencies envisaged. Training exercises will be held to ensure

that all personnel are familiar with their responsibilities and that

communication links are functioning effectively.

6.0 PROJECT BENEFITS

It would be some what difficult to quantify all the benefits of a

project of this type and nature of state and national economy

because there are too many “spin-off” indirect benefits in addition to

direct benefits.

Some of the specific benefits are presented below:

The project will create direct employment to about 40 persons.

In addition to the direct employment at the mill, the project

would generate indirect employment to about 200 persons in

the industries and service organizations which will be supported

by the operations of the mill. In addition about 500 people may

get benefited in ancillary business such waste paper collection

and additional transport due to increased material movement.

In construction phase, approximately 400 people will be

employed in a day.

At optimum production level, prior to this project, mill requires

approximately 60,000 tpa of wood pulp to be imported which

will be replaced in the import of waste paper to the tune of

about 100,000 tpa for DIP and about 24,000 tpa of imported

coal for CCP. Considering the above there will a net recurring

savings of valuable foreign exchange to the tune of about Rs 50

Crores per annum.

The overall power generation per tonne of coal will be increased

from 1.58 to 1.78 MW per ton of coal by replacing the

inefficient low pressure boilers with efficient high pressure

boilers and efficient turbine.

By way of cost reduction being effected by substituting DIP in place

of imported pulp and replacing the inefficient boilers, the cost of

production will come down, resulting in higher profit margin. Being a

Tamil Nadu Government unit, the Tamil Nadu Government will be

benefited by higher contribution to its exchequer.

7.0 ENVIRONMENT MANAGEMENT PLAN

7.1 Environment Management Plan during Construction Phase

7.1.1 Air Quality Management

The activities like site development, grading and vehicular traffic

contribute to increase in PM and NOx concentrations. The mitigation

measures recommended to minimize the impacts are:

Water sprinkling in construction area;

Proper maintenance of vehicles and construction equipment;

and

7.1.2 Water Quality Management

The mitigation measures recommended to minimize the impacts are

sedimentation tank to retain the solids from run-off water; oil and

grease trap at equipment maintenance centre; septic tanks to treat

sanitary waste at labour colony; and utilizing the wastewater in

green cover development.

7.1.3 Noise Level Management

Operation of construction equipment and vehicular traffic contribute

to the increased noise level. Recommended mitigation measures

include good maintenance of vehicles and construction equipment

and restriction of construction activities to day time only. Plantation

of trees around the project facilities will be done to attenuate the

noise. Provision of earplugs and earmuffs to workers will be made.

7.1.4 Ecological Management

During construction, vegetation in the plant premises is required to

be cleared. The felling of trees will be kept at minimum.

Transplantation of existing matured trees will be undertaken and

transplanted in the area earmarked for green cover development.

Extensive plantation has been done under green cover development

for the existing plant. Green cover has been developed and well

maintained along the internal roads and mill area. The mill has

made elaborate arrangement in developing green cover inside the

mill.

As part of the proposed project, this will be further improved.

7.2 Environment Management Plan during Operation Phase

7.2.1 Air Pollution Management

Fugitive and stack emissions from the proposed project will

contribute to increase in concentrations of PM, SO2, and NOx

pollutants. The mitigative measures recommended in the plant are:

Installation of ESP of efficiency more than 99.9% to limit the

PM concentrations below 100 mg/Nm3;

Provision of adequate stack height for wider dispersion of

gaseous emissions;

Provision of water sprinkling system at storage yard, etc.

7.2.2 Water Pollution Management

No fresh wastewater will be generated from deinked pulp line as

paper machine back water will be used, and marginal quantity of

fresh water used in DIP will be recycled elsewhere in the mill. The

recommended measures to minimise the impacts and conservation

of fresh water are:

Water conservation and recycling;

Air cooled condenser for conservation of water;

Provision of drain for existing storm water system to collect

and store run-off water during rainy season and utilization of

the same in the process to reduce the fresh water requirement;

and

Suitable rainwater harvesting structures will be constructed.

7.2.3 Noise Pollution Management

Equipments will be designed to conform to noise levels prescribed by

regulatory authorities. Provision of thick green cover to attenuate

the noise levels will be made.

7.2.4 Solid Waste Management

The solid waste from the CFBC Boiler (CFBC #7) will be mainly ash.

Additional ash expected from the proposed project will be about 10

tonnes per day. This will be used as feed stock in cement mill. The

expected waste sludge from deinking plant will be about 90 tpd

which will also be used as feed stock in TNPL’s mini cement mill.

7.2.5 Green cover Development

Green cover has been developed and well maintained along the

internal roads and mill area. The mill has made elaborate

arrangement in developing green cover inside the mill. Till date,

about 2,63,133 plants have been planted in and around the plant,

residential colony and other areas. As part of the proposed project,

this will be further improved.

7.2.6 Cost Provision for Environmental Measures

It is proposed to invest about Rs 39 Crores on pollution control,

monitoring systems for proposed equipment implementation of

environmental pollution control measures.

8.0 CONCLUSIONS

Growth and development, in harmony with the environment, has

always been the approach of TNPL, Kagithapuram.

1. The DIP and upgradation of CCP is structured to be inline with

the requirements of MoEF/CPCB/TNPCB;

2. Community impacts will be beneficial, as the project will

generate significant economic benefits for the locality; and

3. Continued improvement in wastewater treatment facilities

coupled with high energy electro static precipitator will result in

minimising the impacts on the environment.

Hence, with the effective installation of Deinking Plant (DIP) and

upgradation of Captive Cogeneration Plant during the planning,

design, construction and operation phases, the proposed project can

proceed without any negative impact.
