Meeting of Tamil Nadu State Level Operation Coordination Committee to be held on 30th & 31st March 2017
1. Confirmation of the Minutes of the 2nd TNS_OCC Meeting of
TANTRANSCO held on 27th February 2017 through video conference at Sub-LDC of Chennai, Madurai & Erode. The minutes of the 2nd TNS_OCC meeting were confirmed
2. State Sector Transmission Lines and Elements: Outage proposals for the month of April 2017 in respect of all the Operations Circles, General Construction Circles and Generating Stations were approved and uploaded in TNEBLDC website (http://tnebldc.org/FinalApril2017.pdf) and email forwarded to all concerned officials. All the Operations Circles, General Construction Circles and Generating Stations are to submit the Shutdown proposals for the May month by 22nd of April 2017. As per the outage procedure, the LC program details for the period from 1st May 2017 – 31st May 2017 shall be prepared and uploaded through website http://tnebldc.org in the “Future LC menu” without fail and the same may be discussed in the meeting. Any planned LC for construction works and routine maintenance works will not be permitted during the course of the month if it is not taken up for discussion in forthcoming TNS_OCC meeting
3. Vardah Cyclone: Experience learnt The Vardha cyclone which struck Chennai on 12.12.2016 and its impact on the grid and Communications network failure. SRPC/SRLDC requested to provide the SAT Phone at the following locations is proposed in Stage-I, All SLDC’s, Hydro Stations like Kundah
Thermal Stations in Coastal area like Vallur, NCTPS & NTPL
EE/SLDC/Erode informed that, the Satellite communication network connection given by,
i) Iridium
ii) Inmarsat
iii) Thuraya
iv) Global Star
INMARSAT terminals are only permitted in India. Tata
communications Ltd – (TCL) provide Inmarsat services. NOC for use of
Inmarsat terminals to be obtained from CS cell, Department of
Telecommunications,Room.No:1204, Sanchar Bhavan, 20 - Ashoka

As per the Protection audit remarks by SRLDC, the DG Capacity details are enclosed in the annexure-I. The Superintending Engineer/Operation/Trichy (i/c) reported that, the existing 25 KVA DG Set has been proposed to be enhanced to 75 KVA for 10 Nos 230 KV Substations and for 1 No new provision of 75 KVA DG Set for Nemmeli Thippiakudy 230 KV SS (commissioned on 26.09.2012) and awaiting for allotment. The rest of the Superintending/Operation circles are yet to be furnish the details in the forthcoming TNS_OCC meeting
5. Black Start Restoration Procedure: As per the SRPC/SRLDC instruction, Black Start Restoration Procedure is in order and periodically carried out the mock exercise.
6. Monitoring of Scheme funded from PSDF: As per the OCC meeting instruction from NLDC/SRPC, the action taken report of the PSDF details are enclosed in the annexure- II
7. Preparation of phasing Plan for implementation of new Environmental Norms for Thermal Plants, issued by MOEF &CC: The Superintending Engineer/Betterment submitted the report for action taken report of the implementation of Environmental norms for Thermal Power Plants
8. Insulator Replacement works: The Superintending Engineer/Operation/Korattur informed that, proposals for replacement of porcelain insulators to 400 kV Polymer insulators in the entire stretch of 400kV Vallur – NCTPS-I&II feeders submitted. On approval the work will be carried out and completed soon.
9. Scheduling on LVRT & other Protection requirements & scheduling of Solar Parks at Kamudhi Solar Park : The NCES wing has to be take action and update the status in forthcoming 4th TNSOCC Meeting

Patrolling / Maintenance of Critical lines and Substations : The following lines are critical lines in Coastal areas and inter-regional lines are, 230 kV Udumalpet – Idukki feeder - completed on 08.03.2017
EE/SLDC/Erode reported that, 230 KV Udumalpet – Idukki # line patrolling and maintenance carried out as on 08.03.2017 400 kV NCTPS – Vallur feeder 1 & 2 Alamathy 400/230-110 kV SS
The Superintending Engineer/Operation/Korattur reported that, the maintenance works scheduled and carried out for the month of March-17 in the 400KV NCTPS-Vallur-I & II feeder identified as critical transmission line and 400KV Alamathy SS is identified as critical substation, is furnished herewith.

11. PSS Tuning of Generators: TANGEDCO: Hydro/Thermal/IPP It provides a contribution by damping generator rotor angle swings, which are in the frequency range 1-3 HZ. It provides modulation of field voltage that damps out the power and speed oscillations through normal AVR control.

12. URTDSM:
The requirement of Auxiliary Power Supply System (APS) as per revised BOQ (Excluding input ACDB and one Battery bank of the proposed two battery banks). The Protection and communication wing has to take action and update the status in forthcoming 4th TNSOCC Meeting
13. Study/way forward for Renewable Integration in SR: The high wind and solar generation period, SLDC has to take action for reduce the generation in convention and Central Generating Share and utilise the Non-convention power in resourcefully.
14. Status of Operationalization of ICT at Madurai, Trichy and Pugalur: The Superintending Engineer/Operation/Madurai informed that, the provision of one No.500 MVA additional ICT at Checkanoorani 400/230 kV SS, in PGCIL end 400 kV HV side was commissioned on 29.12.2016 and LV side, 230 kV Bay work is under progress and completed on 30.06.2017.
The Superintending Engineer/Operation/Trichy (i/c) informed that, the provision of 1 No. 500 MVA additional ICT at 400 kV Alundur (PGCIL). At Alundur 230 kV SS, Bay shifting works civil works (Plinth, Structure works) under progress and provision of one No.500 MVA additional ICT at Pugalur PGCIL SS was commissioned on 29.03.2017 at 23:57 hrs.
15. Preparedness for Load change Over during Morning and Evening for TN Systems: Solar and wind ramp up/down forecasting may be obtained from respective promoters for maintaining the schedule deviation with in IEGC.
16. Status of GT Tap Position: Stations: MTPS III – Unit 1 – Provision of Bus Reactor – Under process by Transmission wing and update the status in forthcoming 4th TNS_OCC meeting. EE/SLDC/Erode submitted the report and the details are enclosed in the annexure - III and rest of the other generating stations/substations details are to be furnished at the earliest.
17. MVAR Interchange/MVAR capability testing: EE/SLDC/Erode submitted the report and the details are enclosed in the annexure-IV and rest of the other generating stations details are to be furnished at the earliest.
18. Status review of Bus/Line Reactors, Line Reactors and STATCOM: Stations : MTPS III – Unit 1 – Provision of Bus Reactor Sub Stations : Kayathar, Alamathy. The Superintending Engineer / Operation / Korattur reported, that, Administrative approval and technical sanction obtained for provision of bus reactor at 400KV Alamathy SS. GCC wing has been addressed to take up the work vide Lr.No.SE/O/N/CNI/EA/AE/MM/F.AMY SS/D.NO.368/17DT 06.03.17. Procurement under process and yet to be commissioned by Transmission wing and update the status in forthcoming 4th TNS_OCC meeting.
19 Reactive Power Planning: The status update on capacitor installation is given below, 4 x 2.4 MVAR - 11 kV 35 x 2.4 MVAR - 11 kV 16 x 2.4 MVAR - 22 kV 51 x 2.4 MVAR - 22 kV 13 x 24 MAVR - 110 kV
The above mentioned Capacitor bank are procurement under process by Transmission wing Transmission wing and update the status in forthcoming 4th TNS_OCC meeting.
20. Network Protection /Security issues: (i) SCADA Mapping of feeders of AUFR & df/dt schemes:- As per the CERC vide order dated 27.11.2015 on Petition No.60/MP/2014, SRPC vide letter dated 29.01.2016 had submitted the status report duly certified by SRLDC and SRPC w.r.t implementation of SCADA mapping. At Present SCADA Mapped 92 % completed and balance 8% mapping details to be update the present status.
It is under process and yet to be complete the mapping of AUFR & df/dt schemes by Protection and Communication wing. (ii) SPS Operations. During March 2017, SPS operation report is enclosed with the annexure-V.
21. LVRT Implementation: CE/NCES furnished the quarterly report for the period October 2016 to December 2016 on LVRT status in respect of Tirunelveli and Udumalpet areas in the prescribed format and is enclosed vide annexure and next quarterly report for the period from January 2017 to March 2017 is yet to be furnished.
22. RGMO Implementation/ Extension of RGMO status point to SLDC: In the RGMO meeting at SRPC, CE/MTS submitted the present status are detailed below,

23. TRANSMISSION NETWORK ISSUES AND SYSTEM OPERATION ISSUES: The Superintending Engineer/Operation/Trichy (i/c) reported that, at ALUNDUR 230 KVSS : -
The 230 KV Twin Bus A & B with moose conductor in 230 KV Alundur Sub Station the 400 KV PGCIL /Trichy the installation of 500 MVA 3 rd ICT Work under progress. Also the Bay Shifting and allied work at Alundur SS under Progress.
There is a possibility of existing ICT I & II with Capacity of 315 MVA may be enhanced to 500 MVA at PGCIL Also 3rd Auto with
100 MVA capacity prepared and submitted at 230 KV SS Alundur.
For strengthening the current caring Capacity and replacement of existing Twin Bus served more then it’s life period ( Is 25 Years )
it is proposed Quad Moose estimate prepared and Submitted.
The budget provision has also been made.
The Superintending Engineer/Operation/Korattur reported that,
Due to heavy wind during vardha most of the clamps has to be tightened. Preventive maintenance in EHT lines viz., tightness of bolts and nut, replacement of defective clamps, jumpers etc were carried out to certain extent by utilizing the AMC for the lines till 06.01.17. New tender for AMC of line has to be finalized through e –tender for which DSC has been obtained. Demo P.O is being placed in the NIC portal. As it takes one or two months for finalization, to carry out the above works and for attending breakdown works a temporary advance of Rs.1 lakh per month is required for each division having Lines wing (Korattur & Manali) till finalizing the tender.
An amount of Rs.50,000/ is required for carrying out preventive maintenance in major substations viz Alamathy, Korattur, Koyambedu, Manali and Tondiarpet through temporary advance.
The Superintending Engineer/Operation/Sriperumbudur reported that,
Necessary precautionary measures such as jumper tightness, weak jumper replacement in the critical EHT feeders, clamp tightness in the bus droppers etc., have been completed to manage the loads
during the summer.
Appropriate load management instructions have already been issued to the substation operators to transfer of loads when
situation arises.
The Superintending Engineer/Operation/Villupuram & Sriperumbudur presented a power point presentation and the details are enclosed with the annexure.

Additional Agenda Particulars:
1) Precautionary action to meet the ensuing summer demand.
Premonsoon inspection of all EHT lines are being carried out
thoroughly and also rectifications are being carried out then
and there.
All the substation equipments are inspected thoroughly,
loose jumpers and clamps are tightened and lightning
arrester connections were checked up.
Adequate stock of materials, spares, discs are available at
substation to attend breakdown works.
Tools & Plants are kept intact.
Hire Vehicle is available and is in good condition .
Adequate man power are available to attend breakdown
work, if any.
Station transformers supply kept intact (both regular).
All communication mediums are in good working condition.
AEE/ Maintenance/ 230 KV SS, AE/Maintenance/230 KV SS, AE/ Lines
and all AEEs/Shift are suitably instructed to take precautionary measures and
manage the power situation without any complaints.
At Thiruvarur 230 KV SS, out of 4 Nos. 230KV Sources
(Thanajvur, PPN, Nemmeli Thippiyakudy & Kadalangudy
feeders) 2 Nos. Kadalangudy & PPN are tie opened
condition, requested to be closed during summer to avoid
overloading of feeders
At Eachangadu 230 KV SS, Enhancement of Exg 230/110
KV Auto Tr. from 2x50 MVA to 2x80 MVA has been
sanctioned vide (Per).CH.TANTRANSCO Proceedings
No.173 dt 23.11.15 and One No Transformer allotted from
Kadalangudi 230 KV SS vide Memo No:
CE/TR/SE/TRII/ET/A3/F. Allotment /D.No. 005 /’16, dt.
08.01.2016 .Transportation of transformer and
commissioning pending with GCC.
At Kadalangudy 230 KV SS, The 110 KV Kumbakonam
Load to be transferred to 230 KV Thiruvarur SS .Since the
existing (2X100MVA) each Auto transformer fully Loaded
up to 520 Amps ( LV side) .
At Kadalangudy 230 KV SS, Erection of 1X24 MVAR
Capacitor Bank : Administrative approval was accorded for
erection of 1X24 MVAR Capacitor Bank vide (Per) CMD
Tangedco proceddings No 274 dt 02.07.14.The work was
not yet taken up .Top priority may please be arranged to
complete the work before summer season to avoid low
voltage complaint and VAR compensation.
2) Follow up action on the commissioning activities of ongoing new EHT
SS/ Lines.
ALUNDUR 230 KV SS:
GCC/Trichy speeding up the erectionand commissioning activities to
230KV Mondipatty SS & Provision of 3rd
