Welcome and Introductions:
Since the facilitator, Rafael Montalvo, was delayed, Beth Alden, Executive Director of the Hillsborough MPO
began the meeting of the Transportation Management Area Leadership Group for the Metropolitan
Planning Organizations (MPOs) of Hillsborough County, Pasco County, and Pinellas County, and agencies
within the regions. Ms. Alden was accompanied by Whit Blanton, Executive Director of Forward Pinellas.
Everyone in attendance introduced themselves. Ms. Alden thanked the host, AECOM, for the use of their
facility. Hillsborough County Commissioner, Hernando-Citrus MPO representatives, and TBRPC
representatives were welcomed to the meeting. Tampa Bay Partnership (TBP) was extended an invitation
to participate with the TMA in the regional transportation priorities planning; however, they declined the
invitation and their representatives will continue to attend meetings and participate. The leadership group
received copies of the invitation letter and the response from TBP. Mr. Montalvo requested public
comment take place after his arrival. Mr. Montalvo later joined the group and provided an overview of the
meeting agenda and conducted public comment.
Summary of November 4 , 2016, Tampa Bay TMA Workshop: The group received updates on the
SR 54/56 Corridor, bicycle facilities on the Howard Frankland Bridge & other bicycle related items,
adoption of the TMA Group’s Priority Project Recommendations for 2016, implications for the
TMA Group and for the region of two Federal Highway Notices of Proposed Rule Making that will
require coordination with the MPOs.
Public Comment:
Sharon Calvert, Hillsborough County resident, expressed several concerns regarding transit.
Ed Turanchik commented on transit projects, metrics, and reaching out to constituents.
Commissioner Eggers expressed concerns about being extremely committed with engaging residents.
MPOAC Legislative Priorities Updates – MPO Staff Directors
Mr. Blanton provided the update from the Metropolitan Planning Organization Advisory Council meeting.
The group consists of 27 MPOs from Florida, which is the largest group in the nation. Every few months,
the group meets to discuss statewide transportation issues, policies, and initiatives. Every year, the
MPOAC adopts a set of legislative policy priorities. This year, the governing board of the MPOAC approved
the 2017 Policy Priorities. The priorities remained essentially the same, with the addition of a priority to
focus on statewide clarity of how transit projects in the state of Florida are funded – particularly how

surface transportation fund dollars for transit are used. The MPOAC’s policy position is to remove the
current cap and allow urban areas to work with their district to figure out the right mix for their area. This
will advocate for broadening the array of funding options for transit. The transportation regional incentive
program continues to be a topic that is discussed at the state level.
Premium Transit Study Status Report – Katherine Eagan, CEO Hart & Scott Pringle, Jacobs Engineering
Ms. Eagan introduced the Regional Transit Feasibility Plan item, and Scott Pringle, the consultant
developing the plan, provided the update to the group. Mr. Pringle discussed planning of the project,
alternatives, coordination with stakeholders/agencies/business community, and public outreach.
The implementation schedule:
Year 1: February 2017 (Evaluation Plan); April 2017 (Where are the top performing corridors?); June 2017
(What are the best projects?); September 2017 (How and when projects are built?).
Year 2: October 2017 – June 2018: Draft and final Implementation Plan; July 2018 – September 2018: FTA
coordination and documentation.
Following the presentation, Mr. Montalvo, the facilitator, apologized for arriving late. A lengthy discussion
took place regarding the plan.
Councilmember Doreen Caudell expressed concerns about regionalized efforts for funding displayed in
the presentation. Commissioner Sandra Murman had questions about the financial analysis on the
public/private partnerships, consideration of non-grant options from the Federal Government, TDPs, and
land use coordination. Beth Alden stated that the Planning Commission/MPO assisted the City of Tampa
a couple of years ago, to adopt a transit orient development overlay in the comprehensive plan and
offered to assist Hillsborough County. Commissioner Kemp expressed concerns about corridors. She
stated that there is too much focus on federal funding opportunities, and community engagement should
not be postponed. She encouraged having engagement prior to October. Mr. Pringle stated that
engagement will occur during the first year of the project, as well as, via social media and surveys.
Commissioner Janet Long commented on public-private partnerships and suggested speaking in lay
language, when communicating with the public versus using acronyms, which may cause a lack of trust.
Councilman Jim Kennedy made comments regarding the Federal Transit Administration (FTA)
submittal/approval process estimated time frames for completion. Councilman Kennedy suggested a
broader discussion combining a (local funding source to match up with transportation needs) regional
plan for Pinellas, Hillsborough, and Pasco accepting the change and next steps as a potential future agenda
item. Cassandra Borchers stressed the project’s purpose is to identify a corridor. If at the end of the
process, there’s a network of corridors that the regional leadership think warrants investment, that would
be separate from the study that is taking place. Commissioner Jack Mariano inquired about the start date
of the Capital Investment Program.
Dave Sobush, with TBP, let the group know that the invite to join the group at the table was appreciated;
however, given the shift to a 100% private organization with no public funding, they felt it was best to
maintain a healthy distance between a body made up of public sector and themselves. They will continue
to attend meetings and participate in conversations. A paper was issued by the Eno Center for
Transportation on behalf of TBP. If anyone would like to receive a copy, they can contact Mr. Sobush.

Councilmember Caudell thanked the agencies represented and reminded the group of the TMA
Leadership’s Purpose. Commissioner Murman suggested including metrics to support recommendations
to build trust with the public.
The transit study update is a standing item on the agenda, and it will not be the last opportunity for the
group to provide input.
Port Tampa Bay Master Plan – Charles Klug Principal Counsel, Port Tampa Bay, presented on the port’s
master plan.
Following the presentation, Councilwoman Caudell thanked Mr. Klug for his presentation. She inquired
about the Port’s involvement for plans regarding of an underwater tunnel to replace part of the Skyway
Bridge.
Tampa Street Car Modernization and Extension Study – Milton Martinez, P.E., Chief Engineer, City of Tampa
The street car modernization project is at the beginning of the process. Mr. Martinez agreed to present
in April, since the group was short on time for the remainder of the agenda. Mr. Martinez mentioned that
Phase I of the process culminates a submittal letter to the FTA. In addition, they are in the process of
finalizing dates for a series of public meetings in early March, early April, and early May. They are planning
to poll the community to find out types of services and technology they would like to see. Smaller
stakeholder meetings will be held as well.
Florida Greenways and Trails Update – Ray Chiaramonte, Executive Director, TBARTA provided the
update. Florida Greenways and Trails is currently making decisions on projects for next year, and
the Florida Legislature has set funding at $25 million. Mr. Chiaramonte suggested the
prioritization of trail corridors and the SUN Trail program. TBARTA has put together a vision for
the future, and they are calling it Southwest Coast Regional Trail/Gulf Coast Trail. This trail would
go from Pinellas County to the west coast of Florida. TBARTA has received seventy letters of
support from government agencies in the regions. In June 2017, the state will select priorities for
the next five-year period. Mr. Chiaramonte stressed submitting shovel-ready project applications.
Additional information will be provided in April if available. Following the update, Commissioner
Pat Kemp thanked Mr. Chiaramonte for coordinating the regional trail summit in Venice.
Framework for Regional Transportation Planning – Member MPO Staff Directors
• Review scope of study and timeframe for launch
• Planning for May 12 Regional Meeting, including meeting objectives, topics and logistics
Mr. Blanton began the update and provided a brief overview for regional transportation planning and the
decision-making process. A scope of work, reviewing Best Practices, has been put together in
collaboration with TBARTA and the MPOs. The Collaborative Labs workshop will be held Friday, May 12
from 10:00 a.m. until 2:00 p.m. at the St. Petersburg College EpiCenter. After the second workshop, a
recommendation will be sent to the Governor’s office. Councilman Cohen stated that he is very
enthusiastic to participate in the Collaborative Labs workshop process and everyone coming together as
a region. Invitations were extended to the Hernando-Citrus MPO, the Sarasota-Manatee MPO, the Polk
TPO, all the TBARTA Board members, and the Tampa Bay Partnership. To RSVP for the workshop, please

executive directors create a timeline showing accomplishments of the TMA Leadership Group.

Mr. Sean Sullivan announced that the Regional Planning Council will hold a transportation summit at
Hilton Carillon Park in St. Petersburg on February 16. Registration information can be found at TBRPC.org.
Initial member identification of Potential Updates to Priorities for Future Discussion
Mr. Montalvo referenced the 2016 Top Five Priorities and potential discussion topics for the remainder of
the year. He polled the group regarding updates and additions to the lists that needed to be tabled for
discussion. Some members of the group preferred to pass and other members highlighted the following
items:
• Councilman Kennedy suggested looking at nonfederal funding for the premium transit study and
related projects.
• Councilmember Caudell suggested funding as well.
• Bill Jonson proposed metrics for measuring success in transportation within the
region/performance measures and targets for the region. (note: this item is already on the list of
potential topics)
• Commissioner Marino recommended connecting toll roads.
• Commissioner Seel suggested funding and a presentation by the P3 Group.
• Mr. Chiaramonte recommended implementation of One Bus Away technology and a regional
coalition. (It was suggested to hold off on this since HART and PSTA are working on the project.)
• Mr. Klug suggested a presentation on how other communities with transportation revenue
resources, and how other communities are addressing getting away from relying on the gas tax
and leaning more towards the use of electronic vehicles.
• Commissioner Kemp is interested in possibilities with waterways and the ferry, greenways and
trails, and automated vehicle opportunities.
• Ms. Alden mentioned the next steps for the pilot transit automated vehicle program that HART is
working on with FDOT.

Tampa Bay Transportation Management Area (TMA) Leadership Group
Purpose
There is a role for a TMA-focused discussion forum, not currently performed by any existing transportation
organization. That role includes developing regional consensus priorities for the TMA, especially in the allocation
of federal & state funds. The group will focuses on major cross-county transportation markets and traffic
movements, and on helping the Tampa Bay metropolitan area speak with one voice in discussions of regional
transportation prioritization issues and financial resources.
First-year tasks will include developing TMA priorities and at least one project that demonstrates that the
Leadership Group can effect change. Potential candidates for an initial project include managed lanes with Bus
Rapid Transit (BRT) along a major tri-county spine.
Members
The Tampa Bay TMA Leadership Group will is comprised of three members of each MPO board (Hillsborough,
Pasco & Pinellas) as voting members, and non-voting advisors from Hernando/Citrus MPO, FDOT, and TBARTA,
and the TBRPC. TMA Rrecommendations will beare by consensus. The staff support group will is comprised of
staff of each MPO, the these agencies identified above and the, transit agencies and the Tampa Bay Regional
Planning Council, the latter as needed..
Organization
Meetings of the Tampa Bay TMA Leadership Group will beare held approximately every other month. Meetings
of the TMA staff support group will beare held periodically by conference call. Each group participating MPO or
agency will havehas a meeting notification list by mail or e-mail, and interested parties may request to their
respective MPO to be notified of meetings.
The TMA Leadership Group acts in an advisory role to each of the three participating MPOs. The MPOs , which
will have final approval of TMA work products. Leadership members will beare responsible for conveying
concerns of their respective MPOs to the TMA group, and for conveying TMA group discussion and
recommendations back to the MPOs.
This group’s work will be is staffed jointly by the staff of the three MPOs. Public notice for meetings will beis
provided by all three MPOs according to their typical procedures.
Tampa Bay Transportation Management Area (TMA) Leadership Group
2016 Top Five Priorities
���� Tampa Bay Express Phase 1 - New express toll lanes with dynamic pricing and express bus service in the medians of I-275, I-4, and I-75.
Status: Funding is requested for reconstruction of two interchanges, I-275/SR 60 and I-275/I-4; construction of I-275 express lane segments; and for locational studies for transit centers in the Gateway and Fletcher/Fowler areas. Project Development and Environmental (PD&E) studies are underway, and construction is funded for the Howard Frankland Bridge replacement – including express lanes and transit – and express lanes on I-4 east of the Selmon Connector and on I-275 north of ML King Blvd.
���� Westshore Multimodal Center & Connections to Downtown & Airport - A regional intermodal transfer center, with connections to the Tampa International Airport people-mover and to Downtown Tampa via extended, modernized streetcar.
Status: The site for the intermodal center has been acquired, and funding is requested for future design and construction. The airport people-mover is being extended to within 1½ miles of the proposed center, by HCAA. Tampa is studying the feasibility of the TECO Historic Streetcar extension and modernization with rapid trams; funding for a future design phase is requested.
���� CSX Rail Corridors - Potential regional commuter transit route. Two CSX-owned rail lines can accommodate passenger service and make regional connections between Hillsborough, Pasco, and Pinellas Counties. A feasibility study for premium transit is being conducted by HART with FDOT financial support.
���� Regional Farebox System - Standardized fare payment media across the counties in Tampa Bay will allow passengers more seamless regional transportation trips. Total implementation cost is $12 million, only $5 million of which is funded.
���� Regional Express Bus - Interstate, bridge and toll facilities present opportunities
for premium express bus service connecting the tri-county region. At a minimum, opportunities exist on the Veterans/Suncoast Expressway, the SR 60 corridor between Tampa International Airport and Clearwater Beach, and the Gandy Blvd. corridor to link downtown St. Petersburg with downtown Tampa, potentially utilizing the planned Selmon Extension.

CSX Rail Corridor Opportunities In September 2015, CSX Corporation announced at the TMA Leadership Group meeting that CSX is willing to sell two Tampa Bay corridors (shown in dark red, at right) in an arrangement similar to that reached for Orlando’s SunRail commuter ser-vice. Freight trains would continue to use the rail at specified times of day. The concept of shared passenger and freight use of these tracks has been studied in previous years by the Tampa Bay Commuter Rail Authority, TBARTA, and the MPOs. Forecasts of potential ridership indicate there is demand for the service. Further, reuse of existing track can substantially reduce the construction cost to one-half to one-third the cost of building new light rail lines. Vehicles must be rated crash-safe to share track with freight. The last decade has seen real progress in manufacturing safe, sturdy cars that are nearly as compact and agile as light rail-- like this one now operating in the Dallas–Fort Worth area. The TMA Leadership Group finds the concept of adding passenger service on these existing tracks to have merit in adding cost-effective capacity for metro area commuting.

2016 Top Priorities for Multi-Use Trails
���� Duke Energy Trail - The trail is partially funded with two gaps needing design and
construction. The north gap is from John Chesnut Park to Bright House Field and the south gap is from Belleair Rd to the San Martin Bridge. Once completed, the Duke Energy trail will link with the Pinellas Trail to create a 70-mile loop that includes a connection to Hillsborough County via the Courtney Campbell Trail.
���� Starkey Trail Connector - Connection from Pinellas Trail to the Starkey Wilderness Trail through the Brooker Creek Preserve. Approximately eight miles bridging a vital gap between Pasco and Pinellas Counties. Request/Status: $4m for Construction; Planning & Alignment Studies Complete
���� South Coast Greenway Phase 1 - A 2.3-mile segment in rural and small-town
Ruskin, between College Ave. and 19th Ave NE. Immediate potential for extension through Waterset Community. Right-of-way agreement with TECO in final stages. Request/Status: Hillsborough County requests $2.2m for construction.
���� Bypass Canal Trail – A 13+ mile trail southward from Flatwoods Park, on the banks
of the Bypass Canal per agreement with the Southwest Florida Water Management District. Using existing parks in Temple Terrace and the Florida State Fairgrounds areas as trailheads, the corridor expands future access to the Old Fort King and Withlacoochee State Trail. Request/Status: Hillsborough County requests $750,000 for a PD&E phase.
���� Orange Belt Trail – The approximately 37 mile long trail would extend from the
Starkey Trail (C2C connector) in the Trinity area of southwest Pasco County to the existing Withlacoochee State Trail trailhead (connects to Good Neighbor/South Sumter Connector) at U.S. Highway 301 in Trilby in northeast Pasco County. The planned trail alignment generally follows the historic Orange Belt Railroad line that crosses Pasco County in a southwest to northeast direction. The Orange Belt Trail is scheduled for a route study which will determine exact alignment and preliminary engineering funded ($1.9M) in 2017. Request/Status: Pasco County requests $15.5M for right-of-way acquisition and construction.

Elected Officials, Government Agencies, Transportation Organizations,
and Business Leaders of the Tampa Bay Region will review the current
state-of-the-practice of transportation planning across the eight
counties of West Central Florida. The May 12 collaborative workshop
will then focus on how do we get better results by working together.
Defining what successful regional coordination means for Tampa Bay,
and identifying barriers to it, will guide the next phase of the study:
independent research into national best practices. A second
collaborative workshop will be held after that research is complete.
