1.0 PURPOSE AND SCOPE

1.1 Purpose

This procedure provides instructions for flushes and emergency pumping transfers of

waste from the annulus of Double-Shell Storage Tanks 241-AZ-101 and 241-AZ-102 to Double-Shell Storage Tank 241-AY-101.

1.2 Scope

1.2.1 This procedure involves:

2.2 General Information

Pumping the appropriate annulus will require installing an electric pump(s) and an air driven pump in the annulus pump pit, connecting a rigid jumper with a crane operated

3-way valve from the annulus transfer pumps to the annulus pump pit wall nozzle via the following routing:

Tank 241-AZ-101 annulus

241-AZ-01F annulus pump pit wall nozzle U2 which connects the existing transfer line to

241-AZ-01A central pump pit wall nozzle U3. Then, installation of the appropriate jumper in the 241-AZ-01A central pump pit from wall nozzle U3 to wall nozzle U10 which connects the existing transfer line to 241-AZ-02A central pump pit wall nozzle U11. Then, installation of the appropriate jumper in the 241-AZ-02A central pump pit

from wall nozzle U11 to wall nozzle U10 which connects the existing transfer line to 241-AX-A valve pit wall nozzle L5. Then, installation of the appropriate jumper in the 241-AX-A valve pit from wall nozzle L5 to wall nozzle L1, after which waste will be transferred via the route established in emergency pumping procedure TO-001-189.

3.0 PRECAUTIONS AND LIMITATIONS

3.1 Personnel Safety

Warning - The material being transferred is a hazardous material, caustic,

radioactive, thermally warm, and under pressure.

Warning - In addition to contamination hazards, Operators should be aware of the possibility of muscle strain when positioning valve handles, and of coming

into contact with poisonous snakes and spiders. If injured or bitten, report to First Aid, then notify the Shift Manager/OE, and Health Physics Technician.

Follow hazard controls as identified in standing JHA TF-SJHA-0001 latest revision.

3.2 Radiation and Contamination Control

When performed without a work package, this procedure is limited to radiological areas and work activities permitted by a general radiation work permit

When work is performed in or when work will result in a high contamination, high

radiation, or an airborne radioactive area, then an approved Job Control System work package must be developed which is reviewed by Radiological Control per the ALARA procedure TFC-ESHQ-RP_RWP-C-03.

Caution - Valving must be performed in the order specified as found on the 241-AW

Flush Pit Drain Valving Checklist to prevent possible contamination of the 271-AW-801 Service Building and the associated raw water piping in this building.

3.3 Environmental Compliance

Environmental Compliance must be notified in the event of a leak during transfer

operations per the Environmental Compliance On-Call List. Environmental Compliance will make the appropriate leak or release notification.

To meet the requirements of Washington Administrative Code (WAC), Chapter 173-303, Dangerous Waste Regulations, spilled or leaked waste must be removed from transfer

piping secondary containment, with the exception of catch tanks, within twenty-four hours of detection.

3.3 Environmental Compliance (Cont.)

Catch tanks, which accumulate leakage or spilled waste during transfer/recirculation

operations must be pumped within the agreed-to frequencies of the Silver Working Group Close-Out Item 27, dated April 17, 1997 (Closeout Form: Environmental Compliance Issues, Identifier, Department Of Energy - Richland (DOE/RL) Letter 95-PCA-342, Tracking # 27, April 17, 1997). This agreement, which brings catch tank operation into

compliance with WAC 173-303, has been signed by the Washington State Department of Ecology, and Department Of Energy - Richland. If any waste is accumulated in catch tank(s) during a transfer, contact Environmental Compliance per the Environmental Compliance On-Call List. Environmental Compliance will inform the appropriate

organizations to initiate pumping as required under the agreements.

Regulatory requirements under the Resource Conservation Recovery Act (RCRA) and Washington Administrative Code (WAC), Chapter 173-303 do not recognize CAM's as part of the compliant leak detection system. A Resource Conservation Recovery Act

compliant leak detection system is defined as;

1. Three continuously operating conductivity probes, or equivalent, installed in each

annulus within one quarter (3) of an inch off the annulus floor, with allowance for normal engineering tolerances.

AND

2. One continuously operating in-tank surface level monitor installed within the primary Double Shell Tank.

The Resource Conservation Recovery Act requirements, being more restrictive than the

Final Safety Analysis Report (FSAR) Technical Safety Requirements (TSRs), take precedence.

4.3 Field Preparations

The document RPP-5842 "Time Deployment Study for Annulus Pumping" addresses the

time frames and key activities that must occur to prepare for pumping a DST annulus. A synopsis of these activities are as follows;

The pieces of equipment for annulus pumping are staged in trailer HO-64-07008. The drawings associated with annulus pumping are summarized in Drawing Index H-14-104118. Other key documents summarizing details associated with annulus

The following equipment and systems must be installed, tested and prepared for use through appropriate work packages prior to commencing the transfer addressed by this

procedure:

Annulus electric pump(s) with connected piping assembled and installed in the affected tank annulus pump pit

Annulus air operated pump with connected piping assembled and installed in the

affected tank annulus pump pit

Crane operated 3-way valve and annulus pit jumper installed that connects the 3-way valve, electric pump(s),and air operated pump to the appropriate transfer line to the central pump pit

Annulus pump controller skid placed in the affected Tank Farm and connected to an appropriate 480 volt electrical source.

Air compressor to supply the air operated pump installed and electrically

connected to the annulus pump controller skid

Dilution water system installed and connected to an appropriate hose bib.

All necessary JUMPER changes required to route waste from 241-AZ Farm to 241-AY Farm.

5.0 PROCEDURE

5.1 Prepare to Transfer

NOTE - Steps 5.1.1 through 5.1.27 may be performed in any order.

5.1.1 ENSURE that the Shift Manager/OE has reviewed that the current equipment verification has been performed per procedure TO-025-005, Perform Equipment Verification For East Tank Farm Transfers prior to transfer, AND

INITIAL the "TO-025-005 equipment verification complete" box on the

Transfer Data Sheet 1.

5.1.2 VERIFY any additional AZ Farm equipment listed in the Additional AZ Farm Annulus Equipment Checklist has been appropriately tested, AND

INITIAL the top box in the last column of Additional AZ Farm Annulus

Equipment Checklist .

5.1.3 VERIFY NO leak detectors on the transfer route are bypassed by checking the "Temporary Modification and Bypass Logs" at 272-AW, the Liquid Waste Processing Facility (LWPF), and the Shift Turnover and Timely Order

Sheets at 242-A.

5.3.5 IF the annulus pit sump pump shutdown is due to abnormal circumstances,

5.3.6 IF the annulus pit sump pump shutdown is a normal shutdown, PERFORM

the following:

5.3.6.1 IF the ELECTRIC PUMP is operating; PERFORM the following:

5.3.6.2 PRESS the annulus electric pump STOP button located on the on

the portable annulus pump controller skid.

5.3.6.3 TURN OFF the Dilution Water Flow.

5.3.6.4 TURN OFF the sending 241-AZ annulus pit sump pump circuit breaker, located on the portable annulus pump controller skid.

5.3.6.5 NOTIFY Shift Manager/OE.

5.3.7 IF the AIR OPERATED PUMP is operating, PERFORM the following;

5.3.7.1 PRESS the STOP button for the Air Compressor located on the portable annulus pump controller skid

5.3.7.2 OPEN (Position OFF) the electric power switch to the air

compressor located on the portable annulus pump controller skid.
