SECTION 1 – SPECIFIC CONDITIONS

1.01 LOCATION OF THE WORK SITE AND ACCESS The proposed Work for the Project is located at the various locations listed below: 1. Crescent Lake Tank is located at the corner of 13th Avenue North and 5th Street 2. Oberly Pumping Station – Tanks 1 and 2 are located at 6198 66th Street North 3. Washington Terrace Pumping Station – Tank No. 3 is located at 2801 66th Avenue North Access to the Work sites shall be over public streets and rights-of-way. Any damage to existing pavement or other surface improvements outside the Contract Pay Limits, attributable to the CONTRACTOR's activities, shall be restored to like-new condition by the CONTRACTOR at the CONTRACTOR's expense. 1.02 SCOPE OF WORK The essential portions of the proposed Work for the Project consist of furnishing all labor, materials and equipment required for the complete execution of all painting work specified as described herein and as reasonably inferred to be surface preparation, performed painting and repairing the water storage tanks at the listed locations. Estimated quantities and Contract Pay Items are listed in the Proposal. 1.03 ESTIMATED QUANTITIES The estimated quantities listed in the Proposal for the various Contract Pay Items shall be used for the purposes of comparing bids and determining amounts for which the bid and performance bonds shall be furnished. Certain estimated quantities listed are greater than the quantities required to complete the Work as shown on the Plans. The greater quantities and quantities of work items not shown may be for contingent work; compensation for contingent work will be made if required and approved by the ENGINEER. The CITY reserves the right to vary the estimated quantities or to delete the Work and the corresponding Contract Pay Items from the Contract. The CONTRACTOR will be compensated for Work actually performed as indicated on the Plans, in the Specifications, or authorized by the ENGINEER, all in accordance with the unit prices and lump sum prices contained in the Proposal. The bidder shall quote in the Proposal a unit or lump sum price for which he will perform the Work for each of the Contract Pay Items.

1.04 PLANS AND SPECIFICATIONS Technical Specifications Sections 1, 20 and TS-1 thru TS-9 have been prepared specifically for this Project. Other Technical Specifications sections are CITY Standards and only the applicable portions of them govern the Work to be performed. Where a specifically prepared Technical Specifications section is not in agreement with CITY Standards Technical Specifications, the specifically prepared section shall govern. The CONTRACTOR shall furnish all labor, equipment, and materials to construct the Project and all miscellaneous and appurtenant work complete in place as specifically described and included under each Contract Pay Item as shown, specified, or directed by the ENGINEER in accordance with the obvious or expressed intent of the Contract. 1.05 SAFEGUARDING SURVEY MARKS The CONTRACTOR shall safeguard all existing property monuments, benchmarks, and other survey marks adjacent to and within the Project limits, and shall bear the cost of re-establishing them if disturbed or destroyed. 1.06 INSPECTION AUTHORITY The ENGINEER is a duly authorized project representative assigned by the Director of the Water Resources Department and has ultimate responsibility for contract administration and inspection for this Project. The ENGINEER may assign field inspection responsibilities to a Design Professional employed by the CITY and/or City Inspector who is an employee of the CITY. Each step of construction is subject to approval by the ENGINEER prior to proceeding with a subsequent step in accordance with the General Conditions article headed "Tests and Inspections" and as supplemented herein. During the progress of the Work and up to the date of final acceptance, the CONTRACTOR shall at all times afford representatives of the CITY, the County, the State, the Department of Environmental Protection, the Department of Labor, or any other agency with jurisdiction, every reasonable, safe, and proper facility for observation of the Work done or being done at the site, and also the manufacture or preparation of materials and equipment at the place of such manufacture or preparation. The Project line of authority will be presented at the Pre-construction Conference. 1.07 PROJECT SCHEDULE

The CONTRACTOR shall submit a Project schedule in accordance with “General Conditions” articles headed "Project Schedule" and "Progress Charts" and as supplemented herein, and with the sequence of performance below. The Crescent Lake EWT work shall be performed in 2 Phases. The CONTRACTOR shall start with the first phase of the Crescent Lake EWT. The Contract Time and work shall start on the day after the Notice to Proceed is issued. Only one ground storage tank shall be worked on at any given time in the sequence described below. Seven calendar days’ notice shall be given by the CONTRACTOR to allow the CITY time to prepare each ground storage tank for the start of work. The work in each tank is to be completed in its entirety and approved by the CITY prior to starting work on the next tank. This approval shall include acceptable bacteriological test results. The CONTRACTOR may mobilize to the next tank site but cannot not start work until bacteriological test results are accepted by CITY from the previously completed tank work. The sequence of performance is as follows:

Phase 2: Crescent Lake EWT Remaining spot painting 60 The sequence of the GS tank repairs may change based upon CITY requirements at the time of award, however the time allotted for the work on the 3 ground storage tanks shall remain as stated above. The total contract time for this project is 190 calendar days. 1.08 PROJECT START DATE

A. Contract Time will begin on the calendar day after issuance of the Notice to Proceed. Due to the need to complete the work on the Crescent Lake Elevated Tank as early as possible, the Project Start Date may be as early as April 4, 2016. The contractor shall be prepared to mobilize and begin work on that day. Extension of Contract Time shall be requested in the manner set forth in the General Conditions article headed "Changes in the Work," subsection headed "Changes in Contract Time," and shall include:

1. Manufacturer's signed affidavit stating reason for delay and lead time required. 2. Number of calendar days requested.

3. Reasons Contract Time must be extended. 4. Stipulation of all Work, including Schedule, which is to be performed during the grace

period. 5. List of what insurance and bonds will be active.

B. Documentation shall be presented to the CITY prior to, or during, the Preconstruction

Conference.

C. It may be possible that certain Work items can be accomplished by the CONTRACTOR prior to receipt of the custom equipment or materials if, in the opinion of the ENGINEER, not impacted.

E. Failure of the CONTRACTOR to substantively obtain the custom equipment or materials, if

through no fault of the CITY, will not be justification for extending the Contract Time extension beyond the above maximum duration.

1.09 STORM PREPAREDNESS PLAN Within 5 days of the date of Notice to Proceed, the CONTRACTOR shall file with the ENGINEER a Storm Preparedness Plan. The plan shall outline the necessary measures the CONTRACTOR proposes to perform at no additional cost to the CITY upon the issuance of an official storm warning issued by the National Weather Service. In the event of inclement weather, or at the ENGINEER's direction, the CONTRACTOR shall carefully protect the Work, private property affected by the Work, and stored materials against damage or injury from the weather. If, in the opinion of ENGINEER, any portion of the Work or materials is damaged or injured by reason of failure on the part of the CONTRACTOR to protect the Work, such Work and materials shall be removed and replaced at the CONTRACTOR's expense. 1.10 MATERIALS AND EQUIPMENT All materials, appurtances, and types of construction shall be in accordance with the Technical Specifications and shall in no event be less than that necessary to conform to the requirements of any applicable laws, ordinances, and codes. All materials and equipment to be incorporated into the Work shall be new, unused, and correctly designed. They shall be of standard first grade quality, produced by expert workmen, and be intended for the use for which they are offered. Materials or equipment which, in the opinion of the ENGINEER, are inferior or of a lower grade than indicated, specified, or required, will not be accepted. Only "Asbestos-Free" materials shall be incorporated into the Work, unless the Technical Specifications specifically call for otherwise. Material suspected of being Regulated Asbestos Containing Material (RACM), includes but is not limited to: thermal and acoustic insulation, joint

compound, mastic, adhesive, vinyl floor tile and sheeting, ceiling tile, plaster, wall board, roofing felt, and shingle. Shop drawings for material or equipment suspected of being RACM shall list all contents, shall be noted "Asbestos-Free," and shall be screened by the CONTRACTOR prior to submittal to confirm that it is "Asbestos-Free." All materials delivered to the Project site shall have been approved through the shop drawing procedure and shall be in their original labeled and unopened containers. In the event that asbestos-containing material installed by the CONTRACTOR is discovered either during construction, following completion of construction, or following acceptance of the Contract Work by the CITY and closeout of the Contract, it will be the responsibility of the CONTRACTOR to pay all costs incurred to remove and replace those materials, including repair or replacement of all adjacent materials which are affected by the abatement process. 1.11 MANUFACTURER The names of proposed manufacturers, manufacturers' representatives, suppliers, and dealers who are to furnish materials, fixtures, equipment, appliances, or other fittings, shall be submitted by the CONTRACTOR to the ENGINEER for approval in accordance with the General Conditions article headed "Shop Drawings and Submittals" to afford proper investigation and checking. Such approval must be obtained before Shop Drawings will be accepted for review. No manufacturer will be approved for any materials to be furnished under this Contract unless the manufacturer is of good reputation and has a plant of ample capacity. The CONTRACTOR shall, upon the request of the ENGINEER, be required to submit evidence that the manufacturer has manufactured a product similar to the one specified and that the product has been used for a like purpose for a sufficient length of time to demonstrate its satisfactory performance. All transactions with the manufacturer and subCONTRACTORs shall be through the CONTRACTOR. Any two or more pieces of material or equipment of the same kind, type, or classification and being used for identical types of service, shall be made by the same manufacturer. 1.12 SAMPLES The CONTRACTOR shall, when required, submit to the ENGINEER for approval, typical samples of material and appliances. The samples shall be properly identified by tags and shall be submitted sufficiently in advance of the time when they are to be incorporated into the Work so that rejections thereof will not cause delay. A letter of transmittal from the CONTRACTOR requesting approval shall accompany all such samples. 1.13 EQUIVALENT QUALITY In the Contract Documents, whenever an article, material, apparatus, equipment, or process is called for by trade name or by name of a patentee, manufacturer, or dealer, or by reference to catalog of a manufacturer or dealer, it shall be understood as intending to mean and specify the article, material, apparatus, equipment, or process designated, or any equal thereto in quality,

finish, design, efficiency, and durability, and equally serviceable for the purposes for which it is intended. Whenever material or equipment is submitted for approval as being equal to that specified, the submittal shall include sufficient information and data to demonstrate that the material or equipment conforms to the Contract requirements. The decision as to whether or not such material or equipment is equal to that specified shall be made by the ENGINEER. Upon rejection of any material or equipment submitted as the equivalent of that specifically named in the Contract, the CONTRACTOR shall immediately proceed to furnish the designated material or equipment. Neither the approval by the ENGINEER of alternate material or equipment as being equivalent to that specified, nor the furnishing of the material or equipment specified, shall in any way relieve the CONTRACTOR of responsibility for failure of the material or equipment, due to faulty design, material, or workmanship, to perform the functions required of them by the Contract Documents. 1.14 MATERIAL AND EQUIPMENT DELIVERY AND STORAGE In conformance with the General Conditions article headed "Material and Equipment Delivery" the CONTRACTOR shall deliver materials in ample quantities to ensure the most speedy and uninterrupted progress of the Work to complete the Work within the allotted time. The CONTRACTOR shall also coordinate deliveries in order to avoid delay in, or impediment of, the progress of the Work of any related CONTRACTOR. The CONTRACTOR shall provide space for storage of materials and equipment. Pipe strung along roads and rights-of-way shall be placed in a manner that will not endanger or restrict pedestrian or vehicular traffic. 1.15 SERVICE OF MANUFACTURER'S REPRESENTATIVE The Contract amount shall include the cost of furnishing a competent and experienced representative of the equipment manufacturer who shall assist the CONTRACTOR, when required, to install, adjust, test, and place in operation the equipment in conformity with the Contract Documents. After the equipment is placed in operation, the representative shall make all adjustments and tests required by the ENGINEER to prove that the installed equipment is in proper and satisfactory operating condition. The representative shall instruct personnel as may be designated by the ENGINEER in the proper operation and maintenance of such equipment. 1.16 CONTAMINANTS CONTAINMENT / DISPOSAL

A. When Work activities encounter or expose any abnormal condition that may indicate the existence of a hazardous or toxic waste, Work activities shall stop in the vicinity of the abnormal condition and the CONTRACTOR shall notify the ENGINEER

immediately. The presence of tanks or barrels; discolored earth, metal, wood, or groundwater; visible fumes; abnormal odors; excessively hot earth; smoke; or other conditions that appear abnormal, may be signs of hazardous or toxic wastes and shall be treated with extraordinary caution.

Every effort shall be made by the CONTRACTOR to minimize the spread of any

hazardous or toxic waste into uncontaminated areas.

The CONTRACTOR's operations shall not resume until directed in writing by the ENGINEER.

Disposal of the hazardous or toxic waste will be made in accordance with the

requirements and regulations of any CITY, County, State, or Federal agency having jurisdiction. Where the CONTRACTOR performs work necessary to dispose of hazardous or toxic waste, and the Contract does not include Pay Items for disposal, payment may be made as provided in the Contract Standards: General Conditions article headed "Unforeseen Subsurface Conditions."

1.17 PREVENTION, CONTROL, AND ABATEMENT OF EROSION AND WATER

POLLUTION The CONTRACTOR shall be responsible for prevention, control, and abatement of erosion, siltation, and water pollution resulting from construction of the Project until final acceptance of the Project. The CONTRACTOR shall implement all appropriate turbidity management practices at the point of discharge into a storm sewer, gutter, or other conveyance to ensure that state water quality standards are not violated at the point where the storm drain, gutter, or other conveyance discharges into a surface water. All necessary provisions shall be taken to ensure compliance with the water quality standards of the State of Florida. Attention is called to Chapter 62-302, Florida Administrative Code, and in particular, the requirements that turbidity shall not exceed 29 NTUs above background level. Adequate silt containment procedures and equipment shall be used to control turbidity, at no additional cost to the CITY. 1.18 MAINTENANCE OF STORM DRAINAGE SYSTEM The CONTRACTOR shall be responsible at all times to maintain the operation of existing storm water facilities, or, when existing storm water facilities are removed, to provide equivalent capacity alternate forms of storm water removal adequate to prevent upstream flooding in excess of existing conditions. This responsibility shall include the installation of temporary connections, bypass pumping, or other temporary means necessary until the new drainage system is fully operational.

1.19 SPILL OR DISCHARGE OF WASTEWATER OR RECLAIMED WATER The discharge of wastewater or effluent (reclaimed water) into waters of the State and/or into canals, ditches, and ponds that are connected to waters of the State is prohibited. Any spill or discharge of wastewater or reclaimed water shall be immediately reported to the ENGINEER, the CITY’s Wastewater Collection System Manager (892-5612), and the CITY’s Emergency Dispatch Center (893-7261). In the event of a spill or discharge, the CONTRACTOR shall immediately control, contain, and stop the spill or discharge and shall repair any damage to the CITY’s facilities. The CONTRACTOR shall be responsible for any penalties and costs charged to the CITY by the FDEP and for all costs incurred by the CITY as a result of the CONTRACTOR’s actions or as a result of the CONTRACTOR’s negligence. 1.20 SEQUENCE OF OPERATION A. Sequence of Performance: See 1.07 Project Schedule

B. General - Plant and Miscellaneous

It is essential that any Project Work conducted at the CITY of St. Petersburg facilities be sequenced to prevent obstruction of normal daily operations.

The CONTRACTOR shall include in the Project Schedule a Sequence of Operations

conforming to the following order:

1. Store equipment and materials at locations and in a manner approved by the ENGINEER.

2. Confine work and personnel to designated areas in accordance with the

Specifications.

3. Clean up work areas daily so as to present a safe and neat appearing work site.

C. No Time Extension If the ENGINEER orders construction or a phase of construction, to be stopped due to

the CONTRACTOR's neglect to adhere to the Sequence of Operations as outlined herein, the Stop Work Order shall not constitute a basis for extension of time.

1.21 WORK IN STREETS AND HIGHWAYS All Work within streets and highways shall be subject to the regulations and requirements of the appropriate agencies. Methods and materials of construction used in restoration within such streets and highways shall conform to the requirements, inspection, and approval of the duly authorized

representatives of the appropriate agency having jurisdiction. Restoration Work shall include: removal and replacement of pavement, sidewalk, curb, and gutter; replacement of storm drainage facilities; excavation and backfilling; and storage of materials and equipment.

1.22 WORK IN PRIVATE PROPERTY In the event that, in the opinion of the CONTRACTOR, obtaining a temporary construction easement outside the limits of the right-of-way, of CITY-owned property, or of the easement(s) obtained by the CITY is necessary or desirable, it shall be the sole responsibility of the CONTRACTOR to obtain such temporary easement from the owner of the property. If such easement is obtained by the CONTRACTOR it shall contain provision to hold the CITY harmless from any operations of the CONTRACTOR within the easement limits. The CONTRACTOR shall not conduct construction operations on private property outside the limits of the right-of-way, of CITY-owned property, or of the easement(s) obtained by the CITY unless a copy of the Temporary Construction Easement Agreement is filed with the ENGINEER. Upon completion of Work in easements, the CONTRACTOR shall restore the property, including all fences or other structures disturbed by his operations, to as good as or better than the condition in which he found it. 1.23 MOBILIZATION Mobilization shall include all preparatory work and operations necessary to begin the Project, including moving of personnel, equipment, plant, and all else necessary to commence work. The cost of bonds, insurance, shop drawings, and preconstruction expenses shall also be included. If a separate Pay Item is included for mobilization, payment will be as specified for that Pay Item. If no Pay Item is included, costs for mobilization shall be included with the costs for the major Work items included in the Proposal. 1.24 PERMITS Construction projects performed for the CITY will require licenses and permits in the same manner as private construction projects within the CITY. The CONTRACTOR shall secure, at his expense, all licenses and permits, and shall comply with all applicable laws, regulations, and codes as required by the State of Florida and/or the City of St. Petersburg. The permit fee schedule for the general construction, grounds improvement, electrical, plumbing, mechanical, and other Work is on file at the City Construction Services and Permitting Division, Municipal Services Center, One Fourth Street North, St. Petersburg, Florida, (727/893-7231).

1.25 FIELD OFFICE AND APPURTENANT STRUCTURES General: All structures for use by the CONTRACTOR or ENGINEER shall be temporary. Permanent facilities shall not be used for field offices or for storage. Structures may be new or used, but must be serviceable, adequate for the required purpose, and shall not violate applicable codes or regulations. All security requirements for such facilities shall be provided and maintained by the CONTRACTOR. Before the final estimate will be paid, and as directed by the ENGINEER, the CONTRACTOR shall clean up the area, remove any temporary facilities, finish grade, and restore the area to original condition as approved by the ENGINEER. 1.26 PROJECT SIGN No sign by the CONTRACTOR, any subCONTRACTOR, or any material supplier, will be allowed on the Project site. 1.27 WATER PURCHASE Water used in connection with this Project may be purchased from the Water Resources Department, 1650 Third Avenue North, in accordance with the provisions of Resolution No. 86-902, "Water Services Procedures and Regulations." 1.28 UTILITIES Prior to construction, the CONTRACTOR shall familiarize himself with the location of all existing utilities and facilities within the Project Site and with the applicable provisions of the General Conditions article headed "Public Convenience and Safety." The CONTRACTOR shall notify utility companies at least 48 hours, excluding Saturdays, Sundays, and legal holidays, prior to excavation. Utility companies shall be contacted by calling the utility notification center "Sunshine" at 1-800-432-4770. The CITY will furnish to the CONTRACTOR the available records of CITY utilities. The CONTRACTOR shall locate and mark all CITY utilities for his reference and for use by utility companies. The CONTRACTOR shall act as the CITY’s agent for locating and marking CITY underground utilities within the Project limits, in accordance with the Florida Underground Facilities Damage Prevention and Safety Act (FS 556). In all cases where existing utility lines may be interfered with by the Work, the CONTRACTOR shall give a minimum of 48 hours notice to the owners of such utilities to permit them to relocate the lines prior to construction. Existing utilities have been shown on the Plans insofar as

information is reasonably available. However, it will be the CONTRACTOR's responsibility to preserve all existing utilities whether shown on the Plans or not. 1.29 NEIGHBORHOOD NOTIFICATION (N/A) Not less than 7 days prior to the commencement of Work in the right-of-way, the CONTRACTOR shall notify all residents and businesses along the construction route with a printed door hanger notice indicating the scheduled date of construction, the type of construction, and the CONTRACTOR's and Superintendent's name, address, and telephone number. The notice shall contain wording indicating that the property owners or businesses should remove from the right-of-way any bush, flower, planting, landscaping materials, etc., that they wish to save. The door hanger text and a list of residents and businesses to which the notification has been delivered shall be compiled and submitted to the ENGINEER prior to the CONTRACTOR commencing Work in a particular block. After such notification, any such item remaining in the right-of-way and requiring removal shall be removed and disposed of by the CONTRACTOR. Restoration of such items will not be required of the CONTRACTOR, except for sodding of disturbed yard and parkway areas. However, the CONTRACTOR shall exercise reasonable caution in order to avoid damaging such items where possible. 1.30 SHOP, FIELD, AND LABORATORY TESTING The ENGINEER may require testing by certified personnel of certain materials to be incorporated in the Work, such as: soils density, pavement, concrete pipe and appurtenances, and welds. In the event any such testing is required by the ENGINEER, a detailed description will be found in these Technical Specifications concerned with the specific item of Work. Where reference is made in the DOT-SSRBC for design mixes, tests of materials, or work performed, or where in the opinion of the ENGINEER, tests are required to ascertain compliance with the Specifications, the CONTRACTOR shall have such tests made by an approved testing laboratory. No additional payment will be made for these tests. 1.31 SOIL BORING DATA (N/A) Soil boring data, including groundwater elevations or conditions, are available for bidder's inspection at the offices of the City Engineering Department. These data are presented only as information that is available which indicates certain conditions found and is limited to the exact locations on the dates indicated. 1.32 SOILS DENSITY TESTS (N/A) Soils density testing shall be performed by the CITY at no cost to the CONTRACTOR.

Retesting of failed tests, in excess of 10 percent of tests performed, shall be at the expense of the CONTRACTOR. The CONTRACTOR may have independent soils compaction tests performed, at no cost to the CITY; however, the results of these tests may not constitute a basis for acceptance or rejection of the Work. All soils used in backfill shall be compacted with suitable equipment in layers as specified. Maximum density shall be defined as the oven-dried density in pounds per cubic foot of the soil at optimum moisture content as determined by the latest revision of AASHTO T180. Prior to any backfill operation, a representative sample of the backfill material shall be taken by certified personnel, and tested in a certified laboratory as approved by the ENGINEER, to determine the relationship between the moisture content and density of the material when compacted in accordance with AASHTO T180. When the densities and corresponding moisture contents for the sample material have been plotted as specified, a curve shall be produced. The moisture content corresponding to the peak of the curve shall be termed the "optimum moisture content" of the sample under the above described compaction. At least one representative sample, as described above, shall be taken thereafter for every significant observed change in soil characteristics or as ordered by the ENGINEER. The maximum density of the representative sample as herein specified shall become the basis for determining the in-place percentage of maximum density required in the Technical Specification for the specific item of Work. In-place density testing shall employ the use of nuclear equipment in accordance with the latest revision of AASHTO T238 Method B "Density of Soil and Soil-Aggregate in Place by Nuclear Methods." In-place density shall be taken upon completion of each compaction layer or more often as ordered by the ENGINEER. 1.33 SALVAGED MATERIALS (N/A) The CONTRACTOR shall not proceed with demolition of existing materials or equipment without approval from the ENGINEER for the method of disposal. All materials which are not returned to the CITY yard shall be disposed in an approved disposal site. The ENGINEER may request confirmation of the site's approval for disposal of the specific materials. Salvaged materials shall be loaded on CONTRACTOR trucks and returned to the CITY Utilities Complex Yard, 1635 Third Avenue North. The CITY will designate the specific location at the yard for placement of salvaged materials by the CONTRACTOR.

1.34 AS-BUILT DRAWINGS

A. General: For all elements of construction, the CONTRACTOR shall furnish the ENGINEER one set of marked-up Contract Plans blueline prints showing as-built conditions, as specified in the General Conditions article headed "As-Built Drawings."

The drawings shall show the name, address, and phone number of the CONTRACTOR. Each drawing shall be certified by a responsible representative of the CONTRACTOR and dated. The as-built drawings shall reflect any differences from the original Contract Plans in the same level of detail and units of dimension as the Plans.

1.35 PRE-CONSTRUCTION CONFERENCE

A. Prior to beginning work on the Crescent Lake EWT, Oberly and Washington Terrace Tanks, a joint meeting shall be held with representatives of the CONTRACTOR and major subcontractors, the ENGINEER, the CITY, and other invited parties or government agencies which may be affected by or have jurisdiction over the Project.

B. This meeting is intended to introduce the various key personnel from each organization and

discuss the Contract Documents, the start of the construction, order of work, labor and legal requirements, insurance requirements, names of major subcontractors, method of payment, shop drawing requirements, protection of existing facilities and other pertinent items associated with the project.

1.36 FINAL COMPLETION

A. Project shall be deemed fully completed when the designated CITY Inspectors, and ENGINEER agree that all work required by the specification and drawings has been completed satisfactorily to the intent of these documents. The individual tanks will not be considered completed in their entirety and approved until the results of the bacteriological tests are acceptable by CITY.

B. The parties mentioned above shall make a final inspection walk-through on each

individual tank and submit a written acceptance to the contractor before a final payment on a tank is made.

1.37 SPECIAL CONSIDERATIONS A. Staging Area

The CONTRACTOR's use of property for storage of materials, parking of trailers,

employee parking, and other uses, shall be as shown on the Plans. If no area is designated, the CONTRACTOR shall submit a staging plan to the ENGINEER for approval prior to mobilizing to the site. The ENGINEER and the CITY will jointly approve this plan.

CONTRACTOR shall restrict operations to approved staging areas and parking

areas. Use of unpaved areas for roadways and parking shall not be permitted, unless approved in writing by the ENGINEER.

No onsite temporary fuel storage will be allowed unless pre-approval of the

method of storage is obtained in writing from the ENGINEER/Project Manager. All

fuel storage shall be properly contained to prevent accidental spills from leaking

into the surrounding environment. B. Utilities

The CONTRACTOR shall provide telephone and sanitary facilities for his employees. The CONTRACTOR may connect to existing plant electrical and water outlets, if not in use by the CITY, and if use of these utilities does not affect operation of the plant, as approved by the ENGINEER.

C. Employee Dress and Appearance

All CONTRACTORs, subCONTRACTORs, sales representatives, and their employees, must be dressed in such standards as not to bring discredit to the CITY of St. Petersburg. In all cases, all workers and employees working at the plant shall

wear shoes, pants, and shirts. No verbiage can be on the clothing which would

discredit the CITY. All persons shall be professionally dressed and act professionally while on CITY property.

D. Background Check

Access to many CITY locations require a background check for security purposes. Prior to beginning work, CONTRACTOR shall provide the name, sex, race, date of birth, driver’s license number and issuing state, and social security number for each employee who will provide services to the CITY. Persons with one or more of the following criteria will fail the CITY’s background check and will not be allowed access to CITY locations:

2. Have an outstanding arrest warrant against them. 3. Been convicted of a 1st or 2nd Degree Felony. 4. Have misdemeanor convictions for drugs or lewd and lascivious.

E. Unloading and Delivery of Materials and Equipment

The CONTRACTOR shall have adequate staff and equipment at the site to receive materials and equipment. CITY employees and CITY equipment shall not be used to assist the CONTRACTOR in receiving deliveries.

F. Use of CITY Facilities

Except as otherwise authorized, the CONTRACTOR shall not use CITY telephones, restrooms, break rooms, or other facilities provided for CITY employees' comfort.

The CONTRACTOR shall not use the CITY's mailing address to receive mail.

The CITY will not accept mail for the CONTRACTOR addressed to CITY offices or mail box.

G. Cleanup

Any waste or extra materials (including sandblast, rubble, brush, dirt, trash, sludge, packing crates, boxes, etc.), or equipment and materials replaced, will be the CONTRACTOR's responsibility for proper disposal. There shall be no onsite disposal.

The CONTRACTOR shall do a thorough cleanup of the construction area daily.

All wire scraps, pipes, fittings, paper scraps, boxes, paint cans, scrap metal, and

other scraps, shall be cleaned up daily. Any damage to the existing facility, equipment, grass, landscaping, pavement, or

surrounding structures, shall be restored to as good as or better condition by the CONTRACTOR.

H. Painting

1. No lead base paint, including primer, may be used. All paint systems shall have low volatile organic content (VOC).

2. All coatings that come in contact with drinking water shall comply with

Florida Administrative Codes and be approved by the United States

Environmental Protection Agency (EPA), the NSF International, the Underwriters Laboratories Inc. (UL), or other FDEP/EPA approving agency. This approval must be in writing and a copy of the approval shall be submitted with the shop drawings.

I. Miscellaneous

1. The CONTRACTOR shall not assume that existing valves can be closed and drip proof. After closing valves, the CONTRACTOR shall conduct adequate tests to determine the leakage of the valve and shall submit a procedure to the ENGINEER for handling this leakage during the shutdown period.

2. Quality of materials and workmanship not specified shall conform to the

highest quality of standards of that trade. J. Work Times

1. Work shall be limited to an hour work day between the hours of 7am and 5pm Monday through Friday.

2. Work shall be discontinued on Saturdays, Sundays, and City-designated holidays. See General Conditions for exceptions to allow work on these days.

SECTION 20 - PAY ITEM DESCRIPTIONS

20.01 INTRODUCTION It is the intent of the City to itemize major construction associated with the Project as Pay Items in the Proposal, and specify method of measurement and payment for all listed Pay Items. As may be noted below, incidental work which may be associated with a specific Pay Item is to be included in the cost proposed by the bidding contractor for that Pay Item. The City will not allow for additional compensation beyond those Pay Items included in the Proposal. It is important therefore that all Bidders fully acquaint themselves with all Plans, Specifications, City Standard Details, and other details pertaining to the Work. Work not shown or called out in either the Plans or the Specifications, but necessary in carrying out the intent of the Project or in the complete and proper execution of the Work, is required and shall be performed by the Contractor as though it were specifically delineated or described. No additional compensation will be considered for this associated and necessary Work. The Contractor shall not use contingency Pay Items without prior written approval from the Engineer. 20.02 BASE BID PAY ITEMS

Pay Item 2.6 CST Cover Flashing Removal & Re-installation Oberly Tank 1

A. DESCRIPTION: Payment for this item shall be on a lump sum basis for the

removal and replacement of the aluminum dome cover perimeter flashing at the Oberly Tank 1. This work shall be performed by a certified CST Cover installer. Certification shall be submitted with the contractor’s bid. CST Covers shall furnish all labor, materials and equipment to completely remove and replace the perimeter flashing on one 146 foot diameter aluminum dome roof as follows. The perimeter flashing and counterflashing shall be 0.050 inch 3003-H16 aluminum sheet. Fasteners shall be 7075-T73 aluminum or 300 series stainless steel. Sealant and gaskets shall be neoprene or silicone by Pecora, General Electric or equal. Work shall also include replacement of hub covers as required including sealant and fasteners. The contractor shall coordinate and schedule this work such that painting operations can be performed and completed within the contract time. Two certified installers are CST Covers (310) 353-5100, and Florida Environmental Construction (352) 241-4756.

B. PAYMENT: Payment will be made at a lump sum price

A. DESCRIPTION: Payment for this item shall be on a lump sum basis for the removal and replacement of the aluminum dome cover perimeter flashing at the Oberly Tank 2. This work shall be performed by a certified CST Cover installer. Certification shall be submitted with the contractor’s bid. CST Covers shall furnish all labor, materials and equipment to completely remove and replace the perimeter flashing on one 146 foot diameter aluminum dome roof as follows. The perimeter flashing and counterflashing shall be 0.050 inch 3003-H16 aluminum sheet. Fasteners shall be 7075-T73 aluminum or 300 series stainless steel. Sealant and gaskets shall be neoprene or silicone by Pecora, General Electric or equal. Work shall also include replacement of hub covers as required including sealant and fasteners. The contractor shall coordinate and schedule this work such that painting operations can be performed and completed within the contract time. Two certified installers are CST Covers (310) 353-5100, and Florida Environmental Construction (352) 241-4756.

B. PAYMENT: Payment will be made at a lump sum price

A. DESCRIPTION: Payment for this item shall include all costs to furnish all

labor, material, equipment, and all other work required for the surface preparation and painting entire surface of the top rim angle (interior side) and painting of the top 4 inches of the interior tank shell of the Washington Terrace Pumping Station Tank 3.

B. PAYMENT: Payment will be made at a unit price.

A. DESCRIPTION: Payment for this item shall include all costs to furnish all labor, material, equipment, and all other work required for the removal of the lead based paint of the top 36 inches of the exterior shell of the Washington Terrace Pumping Station Tank 3. Work shall be in accordance with all applicable local, state and federal regulations. This includes removal, handling, storage, transportation and disposal of the hazardous material.

20.03 Contingency Allowance Pay Item No. M-1.0, M-2.0 and M-3.0

A. DESCRIPTION: The proposal includes an allowance for various extra work contingencies. Any amount of extra work and/or alterations to the proposed Work charged to the allowance shall be fully documented and authorized by the Engineer as follows.

1) The Contractor shall include in the Contract Total Price the allowance so

named in the Proposal Form.

2) The Contractor shall not proceed on any additional Work to be covered by the allowance until authorized in writing by the Engineer.

3) The Contractor shall cause the Work so covered to be done by such

subcontractors or suppliers, and for such sum within the limit of the allowance as authorized by the Engineer.

4) Prior to final payment, an appropriate change order will be issued as

recommended by the Engineer to reflect actual amounts due to the Contractor on account of Work covered by the allowance, and the Contract Total Price shall be correspondingly adjusted.

5) The allowance shall not be used for incidental work shown on the Plans

or specified in the Contract Documents, or for other work required to render the Project complete.

TS-01 SUMMARY OF WORK

1.1. GENERAL:

A. The work covered in these specifications shall be performed at the City of

St. Petersburg, Water Resources Department, Crescent Lake Elevated

Water Tank, corner of 13th Avenue North and 5th Street, St. Petersburg,

Florida.

B. Crescent Lake Elevated Water Tank (EWT)

1. The "Crescent Lake Tank" is a 500,000 gallon, ellipsoidal bottom,

dome roof, riveted steel, elevated water storage tank with the

following characteristics:

Capacity: 500,000 Gallons

Tank Mfr.: R.D. Cole

Year Built: 1926

Head Range: approx. 38.0'

Tank Diameter: 50'- 0"

Height to Bottom: 102'-0"

Number Of Columns: 8 – Wide Flange Structural Sections

Riser/Type: 60" Dia./Wet

2. The tank exterior was last painted in 2000, using an epoxy primer

with a urethane top coat. The interior was last painted in 2014,

using epoxy coatings.

C. The Phase 1 Crescent Lake EWT work is anticipated to be preparation for

the mural repainting. However, the CONTRACTOR’s Phase 1 work may

occur at the same time as the mural contractor is on site and preparing to

perform their work. Accordingly, the CONTRACTOR shall facilitate the

mural contractor’s work and coordinate efforts to avoid conflicting

operations and common work areas.

D. The project sites are existing operating water tanks. It will be necessary

that contaminants, including paint chips, solvents, thinners, paints, etc., be

kept from contaminating any nearby potable water. The CONTRACTOR

shall take whatever precautions are necessary to prevent contamination of

the water supply at all times during this contract.

E. The CONTRACTOR shall furnish all supervision, labor, tools, materials,

equipment, scaffolding and/or other structures, supervision required for

the transportation, unloading, storage and application of the paint and

associated products covered by these specifications for the repair and

repainting of the specified areas of the Crescent Lake Elevated Water

Tank.

1.2 SCOPE OF WORK:

The work on the Crescent Lake EWT will be split into two Phases performed at

different times during the Project as described in Section 1 Specific Conditions,

1.07 Project Schedule. The overall project consists of providing all labor,

materials, supervision, power, equipment and supplies for repair, surface

preparation, and painting of the following scope of work items:

A. Remove all parakeet nests on exterior of tank, including painter’s rail, legs,

stairs, balconies, etc. Nests shall be removed as intact, to protect fledglings

and eggs, and lowered to the ground (not dropped).

B. Remove Painter’s Rail at top perimeter of shell. Removal shall not generate

significant heat to damage the coatings on the interior shell.

C. Pressurized water cleaning of specified surfaces ONLY. They are as

follows:

1. Crescent Lake EWT

i. Pressurize water clean all surfaces of exterior bowl, shell, legs,

stiffeners, cross bracing rods, balconies, stairs and spider rods.

D. Paint specified surfaces ONLY. They are as follows:

1. Crescent Lake EWT

i. Areas of spot corrosion on exterior shell, bowl, legs,

stiffeners, cross bracing rods, balconies, stairs and spider rods.

Note: Spray painting will not be allowed at any location.

E. Surfaces not to be pressurized water cleaned and painted include the

following:

1. Crescent Lake EWT

i. Roof, riser, and tank interior.

ii. Lighting fixtures, panel boxes and bird deterrent devices

not previously painted.

This tank is painted with murals and lettering on the tank shell, bowl, and

riser. The riser is not included in this scope of work. Spot repairs will be

performed on areas of corrosion within the mural portion. No surfaces

outside of these spot repaired areas containing artwork or lettering shall be

damaged in any way during this project. This includes paint splatter. In

the case where the CITY and/or ENGINEER deems that the mural or

artwork on the Crescent Lake tank has been damaged as a result of work

performed by the CONTRACTOR, whether accidental or coincidental, the

damaged area shall be prepared and repainted to match the surrounding

scheme and blend as much as possible at the CONTRACTOR'S expense.

All new coatings shall be compatible with, and of equal or greater quality

of, the original coatings used for the art work.

TS-03 SPOT SURFACE PREPARATION

3.1. GENERAL:

A. All surfaces to receive protective coatings shall be cleaned as specified herein

prior to application of said coatings. The CONTRACTOR shall examine all

surfaces to be coated and shall correct all surface defects before application of

any coating material.

B. Protection of Surfaces Not To Be Coated: Surfaces which are not to receive

protective coatings shall be protected during surface preparation, cleaning and

coating operations. All hardware, lighting fixtures, nameplates and other

surfaces not to be painted shall be removed, masked or otherwise protected.

Drop cloths shall be provided to prevent coating materials from falling on or

marring adjacent surfaces. Spray painting will not be allowed.

C. Care shall be exercised not to damage adjacent property during cleaning

operations. The CONTRACTOR shall be fully responsible for and shall

promptly repair any and all damage to adjacent work or adjoining property

occurring from cleaning or coating operations.

D. Paint chips and blast abrasives shall be contained and removed from site

following surface preparation (i.e., not left sticking to parking lots or scattered

through grass).

E. Damaged and/or defective coating shall be removed by the specified cleaning

procedure to meet clean surface requirements before recoating.

F. All surfaces must be clean and dry prior to the application of any coatings.

G. All prepared surfaces must be primed the same day as surface preparation in

order to prevent flash rusting or re-contamination of the substrate.

H. In areas where paint has chipped off, the edges shall be "feathered" so that an

edge is not visible after new paint is applied. This includes old coating

damage that has previously been painted over.

I. At border lines between surface prepared areas and areas not to be painted, the

edge of the existing coating shall be feathered smooth. If the border involves

a change in color, the border shall be a straight line or follow the contour of

the structure.

J. All removed paint chips and paint debris shall be contained and removed from

the site at the CONTRACTOR's expense.

3.2. EXTERIOR STEEL SURFACES

A. At spot preparation areas, all oil, grease, mold, mildew, chalk, loose paint,

loose rust or other surface contamination shall be removed by pressurized

water cleaning (minimum 3000 p.s.i., 3-5 gallons per minute, potable water) in

accordance with SSPC-SP WJ-4 – Light Cleaning, prior to any application of

coatings. A WJ-4 prepared surface shall be free of all visible oil, grease, dirt,

dust, loose mill scale, loose rust and other corrosion products, and loose

coating. Any residual material shall be tightly adhered to the metal substrate

and may consist of randomly dispersed stains of rust and other corrosion

products or previously applied coating, tightly adherent thin coatings, and

other tightly adherent foreign matter. Coatings, mill scale, and foreign matter

are considered tightly adherent if they cannot be removed by lifting with a dull

putty knife. Supplement pressurized water cleaning with power tool cleaning

in accordance with SSPC-SP 15 as described in the following paragraph.

B. All rusted and abraded spots and coatings damaged by welding shall be power

tool cleaned in accordance with SSPC SP-15 (Commercial Grade Power Tool

Cleaning) immediately prior to the application of the specified coating.

Provide a minimum surface profile of 1 mil on all prepared bare metal

surfaces. Comply with deeper profile requirements if specified by the

ENGINEER or coating manufacturer. The perimeter of the power tool-

cleaned areas shall be feathered to make a smooth transition into intact

existing coatings.

C. No exterior abrasive blasting is allowed.

3.3. SURFACE PREPARATION CERTIFICATION

A. The CONTRACTOR, a representative of the paint manufacturer, and the

ENGINEER, shall approve the method of each type of surface preparation.

Each method shall be used on a trial surface at the site. The remaining like

surfaces shall be prepared using the approved method.

TS-04 SPOT COATING APPLICATION WORK SCOPE

4.1 MATERIALS:

A. All surfaces encompassed by this specification shall be coated with the

designated paint system as specified in Section 5 - Products and Coating

Systems. The coating shall be applied in strict accordance with the

Manufacturer’s instructions although spray painting will not be allowed.

B. Materials, supplies and articles provided shall be the standard products of

manufacturers. Paints in a particular coating system shall be the products

of a single manufacturer unless otherwise specified.

C. The standard products of manufacturers other than those specified may be

considered when it is demonstrated to the ENGINEER that they are equal

in quality, composition, durability, usefulness and convenience for the

purpose intended. Requests for substitutions will only be considered,

provided the following minimum conditions are met:

1. The proposed coating system shall use an equal or greater number

of separate coats to achieve the required dry film thickness.

2. The proposed coating system shall use coatings of the same generic

type.

3. All requests for substitutions shall have the directions for

application and descriptive literature which includes generic type,

nonvolatile content by volume and information confirming that the

substitution is equal to the specified coating system.

4. The CONTRACTOR shall provide Certified Laboratory Data

Sheets showing the results of complete spectrographic and

durability tests performed on the proposed substitute. Tests shall

be performed by a laboratory which conforms to the provisions of

the American Society for Testing and Materials (ASTM E329) and

which is a member of the American Council of Independent

Laboratories. Costs incurred in the testing program shall be borne

by the CONTRACTOR.

D. Information to be Provided: The following information shall be provided

on each coating system and shall be delivered to the ENGINEER at least

two (2) weeks before contract letting date.

E. For each primer and finish coating, the CONTRACTOR shall provide the

manufacturer’s Product Data Sheets and Material Safety Data Sheets

outlining Handling and Application Instructions and the data listed below:

1. Surface preparation recommendations.

2. Primer, intermediate, finish coating, pot life and specific mixing

instructions.

3. Minimum and maximum dry and wet film thickness per coat.

4. Minimum and maximum curing time between coats, including

atmospheric conditions for each.

5. Curing time before submergence in liquid, if applicable.

6. Thinner and thinning ratios to be used with each paint.

7. Ventilation requirements.

8. Allowable atmospheric conditions during which the paint may be

applied, including ambient temperature, relative humidity and

surface temperature.

9. Allowable application methods.

10. Maximum allowable moisture content of surface to be painted, if

applicable.

11. Maximum storage life.

12. Manufacturer's certification that painting materials are in

accordance with the appropriate referenced standards.

13. Material Safety Data Sheets (MSDS) and cautions concerning

health hazards.

4.2 MATERIAL STORAGE:

A. All coatings shall be protected from direct sunlight and stored in a separate

structure provided by the CONTRACTOR. The structure shall be

constructed of non-combustible materials. It shall have sufficient

ventilation to prevent the concentration of fumes and vapors.

B. Coating storage environmental conditions shall conform to the coating

manufacturer's recommendations. The CONTRACTOR shall be solely

responsible for the protection of their material stored at the job site.

C. Coating materials shall be delivered to the job site in the original and

unopened containers, with legible labels, marked with the proper

designation of the product, as well as the manufacturer.

D. All coating materials at the job site shall be subject to inspection by the

ENGINEER.

4.3 MIXING:

A. Mechanical vibrators, air driven mixers, or spark-proof electric impellers

may be used to thoroughly mix the coating after properly measuring the

required components. Mix only complete kits of material. Mixing of

partial kits is not allowed. Catalysts, thinners and other components shall

be added only in the exact quantities specified by the coating

manufacturer. Containers used for mixing shall be dry and clean and shall

not be used for any other purpose, such as solvent storage. Materials that

are mixed and not used prior to expiration of pot life of the coating shall

be discarded.

4.4 APPLICATION:

A. Unless otherwise specified, the application of paint shall be in accordance

with SSPC-PA-1-04 and the paint manufacturer's printed instructions for

surface preparation, mixing, thinning, and paint application unless

otherwise specified herein. The CONTRACTOR shall fully comply with

all recommendations and instructions set forth by the paint manufacturer.

All coatings shall be applied before the shelf life of the coating expires.

B. Paint shall be applied only on thoroughly dry surfaces and during periods

of favorable weather, unless otherwise allowed by the paint manufacturer.

Except as provided below, painting shall not be permitted when the

ambient and surface temperatures are below 50o Fahrenheit, or when

freshly painted surfaces may be damaged by rain, fog, dust or

condensation, and/or when it can be anticipated that these conditions will

prevail during the drying period.

C. Paint shall be applied in a uniform layer, with a 50% over-lap pattern. All

runs and sags shall be brushed out immediately or the paint will be

removed and repainted. Spray painting will not be allowed.

D. Care shall be taken to keep coating material from entering the tank through

the vent spaces.

E. The dry film thickness of each coat and the entire system shall follow the

coating manufacturer’s recommendations and this specification. The

number of coats specified shall be a minimum to achieve the specified

film thickness.

F. Drying time between coats will adhere to the coating manufacturer’s

recommendation with conditions of temperature and humidity taken into

account. All paint and coating materials shall be stored prior to

application under cover and at a temperature within 10o Fahrenheit of the

anticipated application temperature.

G. All painting equipment shall be maintained in good working order and

shall be comparable to that described in the coating manufacturer’s most

recent application instructions. It shall be thoroughly cleaned and

inspected daily.

H. Except where otherwise specified, thinning shall be done only if necessary

for the workability of the coating material and then only in accordance

with the coating manufacturer’s most recent printed application

instructions. Use only approved manufacturer’s thinner.

I. All paint damaged areas which shall be touch-up painted shall be feathered

after surface preparation to provide a smooth, even surface before priming.

Touch-up systems will be the same as original specification.

Manufacturer’s complete touch-up recommendations shall be followed.

J. Top quality, properly styled brushes and rollers shall be used. The

brushing or rolling shall be done so that a smooth coat, as nearly uniform

in thickness as possible, is obtained. Brush or roller strokes shall be made

to smooth the film without leaving deep or detrimental marks.

K. All edges, nuts, bolts, clevises, turnbuckles, etc., shall have special care

taken in applying the prime coat. These areas shall be coated before

applying the prime coat to remaining surfaces. This is to insure proper dry

film thickness on these areas.

4.5 FILM THICKNESS AND CONTINUITY:

A. Coating system thickness is the total thickness of primer and finish coats

and does not include passivators or sealers.

B. Measurement of dry paint thickness over steel surfaces will be done in

accordance with SSPC-PA 2.

C. Coating thickness shall be determined by the use of a Dry Film Thickness

Gauge, such as a Mikrotest III, Elcometer Inspector III, Positest,

Positector, or equal.

D. CONTRACTOR shall provide free of charge, to the ENGINEER a Dry

Film Thickness Gauge (as listed above) to be used to inspect coating by

ENGINEER and CONTRACTOR. The gauge shall be kept at the job site

at all times during working hours, and will be returned after completion of

the job if requested.

E. The CONTRACTOR shall make all necessary rigging available to the

Resident Project Representative, and assist in the operation of this rigging

during any and all testing operations. Pinholes and holidays and all areas

tested shall be repainted to the required coverage and re-tested.

F. It shall be the CONTRACTORS responsibility to advise the Resident

Project Representative that coated areas are ready for testing. No coating

will be approved unless the Resident Project Representative has performed

the required tests.

TS-05 PRODUCTS AND COATING SYSTEMS

5.1 GENERAL:

A. Definitions: The term “paint”, “coatings” or “finishes” as used herein,

shall include surface treatments, emulsions, enamels, paints, epoxy resins

and all other protective coatings, excepting galvanizing or anodizing,

whether used as a pre-treatment, primer, intermediate coat or finish coat.

The term “DFT” means minimum dry film thickness.

B. General: Coating materials shall be sealed in containers that plainly show

the designated name, formula or specification number, batch number,

color, date of manufacture, manufacturer’s directions and name of

manufacturer, all of which shall be plainly legible at the time of use.

C. The CONTRACTOR shall use coating materials suitable for the intended

use and recommended by their manufacturer for the intended service.

D. Compatibility: In any coating system, only compatible materials from a

single manufacturer shall be used in the work. Particular attention shall be

directed to compatibility of primers, intermediate, and finish coats. If

necessary, subject to the approval of the ENGINEER, a barrier coat shall

be applied between all existing prime coat and subsequent field coats to

insure compatibility.

E. Colors: All colors and shades of colors of all coats of paint shall be as

selected or specified by the CITY. Each coat shall be of a different shade,

as directed by the ENGINEER, to facilitate inspection of surface coverage

of each coat. Finish colors shall match colors currently used by the CITY.

Prior to purchase, a color sample shall be approved by the CITY for each

color used. A one foot square test area of the intended surface will be

painted with each color for acceptance before approval.

F. Protective Coating Materials: Products shall be standard for recognized

manufacturers regularly engaged in production of such materials for

essentially identical facilities, and with previous successful experience in

such manufacturer for comparable applications. Where requested, the

CONTRACTOR shall provide the ENGINEER with the names of not less

than three (3) successful applications of the proposed manufacturer’s

products demonstrating compliance with this specification requirement.

G. The cost of all testing and analyzing of the proposed substitute materials

that may be required by the ENGINEER, shall be paid by the

CONTRACTOR. If the proposed substitution requires changes in the

contract work, the CONTRACTOR shall bear all such costs involved and

the costs of allied trades affected by the substitution.

H. Material Source: Each of the following manufacturers are capable of

supplying many of the industrial coating materials specified in this article.

Where manufacturers and paint numbers are listed, it is to show the type

and quality of coatings that are required. Proposed substitute materials

must be shown to satisfy the material descriptions and to equal or exceed

the properties of the listed materials.

1. Sherwin Williams Co.

2. Tnemec Company, Inc.

3. Carboline Coatings, Inc.

4. Induron Coatings, Inc.

I. Minimum coverage rates shall not be less than the manufacturer’s

recommendations.

J. Maximum coverage rates shall not exceed manufacturer’s

recommendations.

K. No Lead based paints, including primers, may be used. All paint systems

shall comply with federal, state and local VOC regulations.

L. All coatings that come in contact with drinking water, shall comply with

Florida Administrative Codes and be approved by the Environmental

Protection Agency, the National Sanitation Foundation (NSF), the

Underwriters Laboratories (UL), and the Florida Department of

Environmental Protection (FDEP). This approval must be made in writing

and a copy of the approval shall be submitted with the shop drawings.

5.2 COATING SYSTEM – CRESCENT LAKE EWT:

EXTERIOR SPOT REPAIRS:

A. Each coat shall be of a contrasting color to facilitate application and

inspection.

B. A five gallon kit of the finish coat of paint shall be supplied to the CITY as

touch-up paint. This kit shall be "fresh" at the time of final acceptance of

the tank. The touch-up kit shall have a minimum shelf life of one (1) year.

C. The CONTRACTOR shall be responsible for all damages that may be

caused by this painting operation to surrounding property.

D. All exterior surfaces shall be cleaned as specified in Section 3.2

‘EXTERIOR STEEL SURFACES’.

E. PRE-COAT: Apply by brush one coat of the specified primer to all rivet

seams, all lap joints, all structural members, rods, turnbuckles, ladders,

manholes, lugs and brackets and other difficult to coat areas. Drying time

at this point is not critical and application of first coat may proceed as soon

as brushed areas are coated.

F. SPOT PRIME COAT: Apply by brush or roller to all bare metal surfaces

Sherwin Williams Co. Epoxy Mastic Aluminum II at a dry film thickness

of 4 mils to 6 mils. Coverage rates shall not be less than 4 mils nor exceed

manufacturer's maximum recommendations. Drying time between coats

shall be as indicated on the manufacturer's product data sheets.

G. SPOT INTERMEDIATE COAT: Apply by brush or roller to specified

exterior surfaces, Sherwin Williams Co. Macropoxy 646 Fast Cure Epoxy

at a dry film thickness of 5.0 mils to 10.0 mils. Coverage rates shall not be

less than 5.0 mils nor exceed manufacturer's maximum recommendations.

H. SPOT FINISH COAT: Apply by brush or roller to specified exterior

surfaces, Sherwin Williams Co. Acrolon 218 HS at a dry film thickness of

3.0 mils to 6.0 mils. Repairs on mural shall not receive finish coat.

Coverage rates shall not be less than 3.0 mils nor exceed manufacturer's

maximum recommendations.

I. COVERAGE RATES: The total dry film coating thickness of the three

coat system shall be no less than 12.0 mils.

6.3 COLOR:

A. All colors and shading for this project shall be approved by CITY.

B. The finish coat shall be shaded to closely match the color of the existing

coating.

C. Due to inconsistent color fading of the exiting coating, up to 3 different

shades of finished paint may be required to ensure a reasonable color

match.

D. Trial areas of the finished coat shall be applied and allowed to fully cure in

order to ensure shading closely matches existing color.

E. Lead based paints, including primers, may not be used. All paint systems

shall have EPA and OSHA compliant V.O.C.s.

TS-06 INSPECTION

6.1. GENERAL:

A. Throughout the duration of the work, a formalized inspection program will be

maintained. The CONTRACTOR will be familiarized with the inspection

program at the Pre-Construction Conference.

B. Once the CONTRACTOR has been familiarized with this program, it will be

the CONTRACTORS' responsibility to provide to the CITY, through the

ENGINEER, with clear, accurate information required for the inspection

reports.

C. The CONTRACTOR will have the following test equipment available for use

at the job site at all times during the progress of work:

1 Sling Psychrometer

2 Surface Temperature Gauge

3 Wet Film Thickness Gauge

4 Dry Film Thickness Gauge (Properly Calibrated): Mikrotest III,

Elcometer Inspector III, Positest, Positector, or approved equivalent.

D. It will be the CONTRACTOR'S responsibility to fill out a daily inspection

report form. This form will be furnished by the ENGINEER. No request for

payment will be processed unless accompanied by completed inspection report

forms. Random inspections will be performed by the ENGINEER or CITY

personnel. It is expected that information furnished on the check forms will

coincide with the CONTRACTOR form.

E. The following information will be part of the information required for the

inspection reports:

F. The ENGINEER and CITY shall have access to all areas of the work at any

time.

G. The prime and finish coats will be checked for specified dry film thickness.

H. Each operation of the work sequence shall be inspected and accepted before

performing the next operation. The CONTRACTOR will notify the Inspector

that portions of the work are ready for inspection and will assist the Inspector

in making all necessary tests and inspections.

I. No rigging and/or staging shall be removed before required inspection and

approval is made. The CONTRACTOR shall assist the Inspector in the use

and operation of all equipment for access to the surfaces to be tested.

J. Approval by the ENGINEER of an area does not release the CONTRACTOR

from providing the quality and workmanship provided by this specification.

K. It will be the responsibility of the CONTRACTOR to provide safe access to

all EMPLOYEES, SUBCONTRACTORS, and CITY REPRESENTATIVES

by way of compliance with:

TS-07 SITE PROTECTION AND RESTORATION

7.1. DURING PAINTING OPERATIONS:

A. The CONTRACTOR shall keep the immediate area around the site free from

all extraneous materials and protect it from any damage resulting in the

painting operations. The CONTRACTOR shall protect the site area from any

paint related damage.

B. The CONTRACTOR shall take care not to damage or cause damage of any

kind to any equipment, machinery or tools belonging to anyone other than the

CONTRACTOR.

C. The CONTRACTOR shall be entirely responsible and liable for all damage

and injury as a result of his operations to all adjacent public and private

property. Care must be exercised or other protective methods to assure that

adjacent property is not damaged by the surface preparation and painting

operation.

D. Upon completion of painting, the CONTRACTOR shall remove surplus

materials, protective coverings, and dumpsters and thoroughly clean all

surfaces and repair any paint related damage.

7.2. FINAL CLEANING:

A. At the conclusion of the work, the CONTRACTOR shall remove from the

site, all his surplus materials and temporary structures. The site shall be left in

as good a condition as when the work began.

B. All landscaping shall be protected during surface preparation and painting

operations. Any damaged or destroyed landscaping, grass and shrubbery shall

be removed and replaced with new plants or sod. Damaged grass shall be

restored using Bahia sod only.

TS-08 WARRANTY

8.1. GENERAL:

A. All work covered under this contract shall be guaranteed for a period of one

(1) year after completion and acceptance of the work. The supplier and

CONTRACTOR shall submit separate warranties. The CONTRACTOR shall

warrant the workmanship and the manufacturer shall warrant the materials

used. In the event of any failures during warranty period, both parties shall

combine efforts to correct the failures at no cost to OWNER.

B. A first anniversary inspection will be scheduled by the CONTRACTOR

during the eleventh month following acceptance of the work. A report shall

be furnished to the CITY describing the condition of the paint system and

other work covered under this contract. Any latent defects found during this

inspection shall be promptly repaired by the CONTRACTOR. Any location

where coats of paint have peeled off, bubbled, cracked, chipped, faded

excessively, or thinned excessively shall be considered a failure of the paint

system. The ENGINEER shall make the final decision as to the locations of

failures. The CONTRACTOR shall make repairs at all points where failures

are observed by removing the deteriorated coating, cleaning the surface, and

recoating with the same paint system.

1. The CONTRACTOR shall provide all rigging and scaffolding to

provide ENGINEER and CITY access to all areas were work was

performed.

2. It will be the responsibility of the CONTRACTOR to provide safe

access to ENGINEER and CITY for inspection by way of compliance

with:

a. 29 CFR 1926 Subpart L Scaffolds

b. 29 CFR 1910 Subpart D Walking Working Surfaces

c. 29 CFR 1926 Subpart M Fall Protection

C. Failure on the part of the CONTRACTOR and/or the Manufacturer to

schedule this warranty inspection will not relieve them of warranty

responsibility and any defects found by the CITY after the normal warranty

period will be assumed to have occurred during the year while the warranty

was in effect.

bottom, dome roof, welded steel water storage tanks with the

1. The Washington Terrace Pumping Station Tank 3 is a 3,000,000-

D. The project sites are existing operating water tanks. It will be necessary

that contaminants, including paint chips, solvents, thinners, paints, etc., be

kept from contaminating any nearby potable water. The CONTRACTOR

shall take whatever precautions are necessary to prevent contamination of

the water supply at all times during this contract.

transportation, unloading, storage and application of the paint and

associated products covered by these specifications for the repair and

repainting of the specified areas of the ground storage tanks.

1.2. SCOPE OF WORK:

The overall project consists of providing all labor, materials, supervision, power,

equipment and supplies for repair, surface preparation, cleaning, painting and

disinfection of the following scope of work items:

A. Clean, prepare and paint specified surfaces ONLY. They are as follows:

1. Oberly Pumping Station Tanks 1 and 2

a. Remove and reinstall/replace exterior dome roof bottom

flashing/panel to gain access to roof brackets

b. The top rim plate (top and bottom, interior and exterior;

includes drilling drain holes)

c. Roof support brackets

d. The top 4” of the interior tank shell.

2. Washington Terrace Pumping Station Tank 3

a. Remove and reinstall/replace exterior dome bottom roof

flashing to gain access to roof brackets; Furnish and install

new bug screen.

b. The top rim angle (interior and exterior sides)

c. Roof support brackets

d. The top 4” of the interior tank shell.

e. The top 36” of the exterior tank shell from rim angle down

to and including entire wind girder and support brackets.

Note: Spray painting will not be allowed at any location.

C. Tank Disinfection

1. Oberly Tanks 1 & 2 and Washington Terrace Tank 3 shall be

cleaned and disinfected upon completion and approval of the repair

and painting work in accordance with the most recent version of

AWWA Standard C652 “Disinfection of Water Storage Facilities”.

2. The CITY will perform sampling and bacterial testing. The tanks

will not be considered completed in its entirety and approved until

the results of the bacteriological tests are acceptable by CITY.

3. Should the initial treatment not provided acceptable test results, the

CONTRACTOR shall repeat the tank disinfection process at no

additional cost to CITY until acceptable results are obtained.

4. Only 1 GST will be out of service at one time. CONTRACTOR

shall not begin work on next successive ground storage tank until

current tank is accepted and placed back into service by CITY.

D. Leaking valves

1. CITY will close valves to GSTs as tight as possible, but cannot

guarantee leakage will not occur. Leakage may create

uncomfortable work conditions due to water disinfection agents.

The CONTRACTOR shall provide sufficient forced ventilation to

ensure safe work conditions for its employees and CITY

inspectors.

TS-03 SURFACE PREPARATION

3.1. GENERAL:

A. All surfaces to receive protective coatings shall be cleaned as specified herein

prior to application of said coatings. The CONTRACTOR shall examine all

surfaces to be coated and shall correct all surface defects before application of

any coating material.

B. Protection of Surfaces Not To Be Coated: Surfaces which are not to receive

protective coatings shall be protected during surface preparation, cleaning and

coating operations. All hardware, lighting fixtures, nameplates and other

surfaces not to be painted shall be removed, masked or otherwise protected.

Drop cloths shall be provided to prevent coating materials from falling on or

marring adjacent surfaces. Spray painting will not be allowed.

C. Care shall be exercised not to damage adjacent property during cleaning

operations. The CONTRACTOR shall be fully responsible for and shall

promptly repair any and all damage to adjacent work or adjoining property

occurring from cleaning or coating operations.

D. Paint chips and blast abrasives shall be contained and removed from site

following surface preparation (i.e., not left sticking to parking lots or scattered

through grass).

E. Damaged and/or defective coating shall be removed by the specified cleaning

procedure to meet clean surface requirements before recoating.

F. All surfaces must be clean and dry prior to the application of any coatings.

G. All prepared surfaces must be primed the same day as surface preparation in order

to prevent flash rusting or re-contamination of the substrate.

H. In areas where paint has chipped off, the edges shall be "feathered" so that an edge

is not visible after new paint is applied. This includes old coating damage that

has previously been painted over.

I. At border lines between surface prepared areas and areas not to be painted, the

edge of the existing coating shall be feathered smooth. If the border involves

a change in color, the border shall be a straight line or follow the contour of

the structure.

J. All removed paint chips shall be contained and removed from the site at the

contractor's expense.

3.2. EXTERIOR STEEL SURFACES – (Washington Terrace Tank 3)

A. Oil, grease, mold, mildew, chalk, loose paint, or other surface contamination shall

be removed by High Pressure Water Wash (minimum 3000 p.s.i., 3-5 gallons

per minute, potable water) prior to any application of coatings.

B. All rusted and abraded spots and coatings damaged by welding shall be power

tool cleaned in accordance with SSPC SP-11 (Power Tool Clean to Bare

Metal) immediately prior to the application of the specified coating. The

perimeter of the power tool-cleaned areas shall be feathered to make a smooth

transition.

C. No exterior abrasive blasting is allowed.

D. LEAD BASED PAINT REMOVAL

1. Comply with the requirements of 29CFR1926.62 including written plans,

procedures and processes.

2. Remove all existing lead based paint from the top 3 feet (36 inches) of the

tank exterior circumference using one of the following methods

a. Vacuum Shrouded Abrasive Blast Cleaning

b. Wet Abrasive Blast Cleaning

c. Alternate Method Acceptable to the Owner

3. Control emissions of dusts, mists, particulates and debris through the use of

vacuum shrouding, tarpaulins, channeling and collecting devices to protect the

ground, air and water from lead contamination.

4. The surface shall be free of all paint and paint residues and produce negative

results when the surface is tested by use of Lead Check™ Test Swabs at no

less than 10 locations approved by the Engineer (Owner’s Representative)

5. Contain, collect and containerize all lead contaminated debris, dusts, mists and

waters. Use approved DOT waste storage containers.

6. Decontaminate all reusable lead paint removal equipment, tarps, tools etc.

prior to demobilization. Items that are not decontaminated to less than 8,000

ug lead/Ft2surface area shall be treated as lead contaminated waste.

7. Collect random, representative samples of each lead contaminated waste

stream for determining the proper waste classification as hazardous or non-

hazardous waste.

8. Submit a written Lead Based Paint Removal Protection Plan for review and

acceptance by the Engineer. Including the following at minimum:

a. Method(s) to be employed for lead based paint removal

b. Method(s) to control release of and collect lead contaminated dusts,

mists, particulates, debris and water.

c. Processes for decontamination and testing reusable lead paint removal

equipment, tarps, tools, etc.

4.3 INTERIOR STEEL SURFACES

A. Oberly Pumping Station 1&2 and Washington Terrace Tank 3

1 Oil, grease, mold, mildew, chalk, loose paint, or other surface

contamination shall be removed by High Pressure Water Wash

(minimum 3000 p.s.i., 3-5 gallons per minute, potable water) prior to

any application of coatings.

2 All rusted and abraded spots in the upper shell and rim angle area,

including the roof support brackets, shall be power tool cleaned in

accordance with SSPC-SP11 (Power Tool Clean to Bare Metal).

3 The remaining surfaces to be coated shall be scarified by sanding.

4.4 SURFACE PREPARATION CERTIFICATION

The contractor, a representative of the paint manufacturer, and the CITY and/or CITY’S

Consulting Engineer, shall approve the method of each type of surface preparation. Each method

shall be used on a trial surface at the site. The remaining like surfaces shall be prepared using the

approved method.

TS-04 COATING APPLICATION WORK SCOPE

4.1 MATERIALS:

A. All surfaces encompassed by this specification shall be coated with the

designated paint system as specified in Section TS-05 - Products and

Coating Systems. The coating shall be applied in strict accordance with

the Manufacturer’s instructions although spray painting will not be

allowed.

B. Materials, supplies and articles provided shall be the standard products of

manufacturers. Paints in a particular coating system shall be the products

of a single manufacturer unless otherwise specified.

C. The standard products of manufacturers other than those specified may be

considered when it is demonstrated to the ENGINEER that they are equal

in quality, composition, durability, usefulness and convenience for the

purpose intended. Requests for substitutions will only be considered,

provided the following minimum conditions are met:

1. The proposed coating system shall use an equal or greater number

of separate coats to achieve the required dry film thickness.

2. The proposed coating system shall use coatings of the same generic

type.

3. All requests for substitutions shall have the directions for

application and descriptive literature which includes generic type,

nonvolatile content by volume and information confirming that the

substitution is equal to the specified coating system.

4. The CONTRACTOR shall provide Certified Laboratory Data

Sheets showing the results of complete spectrographic and

durability tests performed on the proposed substitute. Tests shall

be performed by a laboratory which conforms to the provisions of

the American Society for Testing and Materials (ASTM E329) and

which is a member of the American Council of Independent

Laboratories. Costs incurred in the testing program shall be borne

by the CONTRACTOR.

D. Information to be Provided: The following information shall be provided

on each coating system and shall be delivered to the ENGINEER at least

two (2) weeks before contract letting date.

E. For each primer and finish coating, the CONTRACTOR shall provide the

manufacturer’s Product Data Sheets and Material Safety Data Sheets

outlining Handling and Application Instructions and the data listed below:

1. Surface preparation recommendations.

2. Primer, intermediate, finish coating, pot life and specific mixing

instructions.

3. Minimum and maximum dry and wet film thickness per coat.

4. Minimum and maximum curing time between coats, including

atmospheric conditions for each.

5. Curing time before submergence in liquid.

6. Thinner and thinning ratios to be used with each paint.

7. Ventilation requirements.

8. Allowable atmospheric conditions during which the paint may be

applied, including ambient temperature, relative humidity and

surface temperature.

9. Allowable application methods.

10. Maximum allowable moisture content of surface to be painted.

11. Maximum storage life.

12. Manufacturer's certification that painting materials are in

accordance with the appropriate referenced standards.

13. Material Safety Data Sheets (MSDS) and cautions concerning

health hazards.

4.2 MATERIAL STORAGE:

F. All coatings shall be protected from direct sunlight and stored in a separate

structure provided by the CONTRACTOR. The structure shall be

constructed of non-combustible materials. It shall have sufficient

ventilation to prevent the concentration of fumes and vapors.

G. Coating storage environmental conditions shall conform to the coating

manufacturer's recommendations. The CONTRACTOR shall be solely

responsible for the protection of their material stored at the job site.

H. Coating materials shall be delivered to the job site in the original and

unopened containers, with legible labels, marked with the proper

designation of the product, as well as the manufacturer.

I. All coating materials at the job site shall be subject to inspection by the

ENGINEER.

4.2 MIXING:

J. Mechanical vibrators, air driven mixers, or spark-proof electric impellers

may be used to thoroughly mix the coating after properly measuring the

required components. Catalysts, thinners and other components shall be

added only in the exact quantities specified by the coating manufacturer.

Containers used for mixing shall be dry and clean and shall not be used for

any other purpose, such as solvent storage. Materials that are mixed and

not used prior to expiration of pot life of the coating shall be discarded.

4.3 APPLICATION:

K. Unless otherwise specified, the application of paint shall be in accordance

with SSPC-PA-1-82/91 and the paint manufacturer's printed instructions

for surface preparation, mixing, thinning, and paint application unless

otherwise specified herein. The CONTRACTOR shall fully comply with

all recommendations and instructions set forth by the paint manufacturer.

All coatings shall be applied before the shelf life of the coating expires.

L. Paint shall be applied only on thoroughly dry surfaces and during periods

of favorable weather, unless otherwise allowed by the paint manufacturer.

Except as provided below, painting shall not be permitted when the

ambient and surface temperatures are below 50o Fahrenheit, or when

freshly painted surfaces may be damaged by rain, fog, dust or

condensation, and/or when it can be anticipated that these conditions will

prevail during the drying period.

M. Paint shall be applied in a uniform layer, with a 50% over-lap pattern. All

runs and sags shall be brushed out immediately or the paint will be

removed and repainted. Spray painting will not be allowed.

N. Care shall be taken to keep coating material from entering the tank through

the vent spaces.

O. The dry film thickness of each coat and the entire system shall follow the

coating manufacturer’s recommendations and this specification. The

number of coats specified shall be a minimum to achieve the specified

film thickness.

P. Drying time between coats will adhere to the coating manufacturer’s

recommendation with conditions of temperature and humidity taken into

account. All paint and coating materials shall be stored prior to

application under cover and at temperature with 10o Fahrenheit of the

anticipated application temperature.

Q. All painting equipment shall be maintained in good working order and

shall be comparable to that described in the coating manufacturer’s most

recent application instructions. It shall be thoroughly cleaned and

inspected daily.

R. Except where otherwise specified, thinning shall be done only if necessary

for the workability of the coating material and then only in accordance

with the coating manufacturer’s most recent printed application

instructions. Use only approved manufacturer’s thinner.

S. All paint damaged areas which shall be touch-up painted shall be feathered

after surface preparation to provide a smooth, even surface before priming.

Touch-up systems will be the same as original specification.

Manufacturer’s complete touch-up recommendations shall be followed.

T. Top quality, properly styled brushes and rollers shall be used. The

brushing or rolling shall be done so that a smooth coat, as nearly uniform

in thickness as possible, is obtained. Brush or roller strokes shall be made

to smooth the film without leaving deep or detrimental marks.

U. All edges, nuts, bolts, clevises, turnbuckles, etc., shall have special care

taken in applying the prime coat. These areas shall be coated before

applying the prime coat to remaining surfaces. This is to insure proper dry

film thickness on these areas.

4.4 FILM THICKNESS AND CONTINUITY:

4.4.1 Coating system thickness is the total thickness of primer and finish coats

and does not include passivators or sealers.

4.4.2 Measurement of dry paint thickness over steel surfaces will be done in

accordance with SSPC-PA 2 .

4.4.3 Coating thickness shall be determined by the use of a Dry Film Thickness

Gauge, such as a Mikrotest III, Elcometer Inspector III, Positest,

Positector, or equal.

4.4.4 CONTRACTOR shall provide free of charge, to the ENGINEER a Dry

Film Thickness Gauge (as listed above) to be used to inspect coating by

ENGINEER and CONTRACTOR. The gauge shall be kept at the job site

at all times during working hours, and will be returned after completion of

the job if requested.

4.4.5 The CONTRACTOR shall make all necessary rigging available to the

Resident Project Representative, and assist in the operation of this rigging

during any and all testing operations. Pinholes and holidays and all areas

tested shall be repainted to the required coverage and re-tested.

4.4.6 It shall be the CONTRACTORS responsibility to advise the Resident

Project Representative that coated areas are ready for testing. No coating

will be approved unless the Resident Project Representative has performed

the required tests.

TS-05 PRODUCTS AND COATING SYSTEMS

6.1 GENERAL:

A. Definitions: The term “paint”, “coatings” or “finishes” as used herein,

shall include surface treatments, emulsions, enamels, paints, epoxy resins

and all other protective coatings, excepting galvanizing or anodizing,

whether used as a pre-treatment, primer, intermediate coat or finish coat.

The term “DFT” means minimum dry film thickness.

B. General: Coating materials shall be sealed in containers that plainly show

the designated name, formula or specification number, batch number,

color, date of manufacture, manufacturer’s directions and name of

manufacturer, all of which shall be plainly legible at the time of use.

C. The CONTRACTOR shall use coating materials suitable for the intended

use and recommended by their manufacturer for the intended service.

D. Compatibility: In any coating system, only compatible materials from a

single manufacturer shall be used in the work. Particular attention shall be

directed to compatibility of primers, intermediate, and finish coats. If

necessary, subject to the approval of the ENGINEER, a barrier coat shall

be applied between all existing prime coat and subsequent field coats to

insure compatibility.

E. Colors: All colors and shades of colors of all coats of paint shall be as

selected or specified by the CITY. Each coat shall be of a different shade,

as directed by the ENGINEER, to facilitate inspection of surface coverage

of each coat. Finish colors shall match colors currently used by the CITY.

Prior to purchase, a color sample shall be approved by the CITY for each

color used. Exterior finish colors shall match existing paint color. A one

foot square test area of the intended surface will be painted with each color

for acceptance before approval.

F. Protective Coating Materials: Products shall be standard for recognized

manufacturers regularly engaged in production of such materials for

essentially identical facilities, and with previous successful experience in

such manufacturer for comparable applications. Where requested, the

CONTRACTOR shall provide the ENGINEER with the names of not less

than three (3) successful applications of the proposed manufacturer’s

products demonstrating compliance with this specification requirement.

G. The cost of all testing and analyzing of the proposed substitute materials

that may be required by the ENGINEER, shall be paid by the

CONTRACTOR. If the proposed substitution requires changes in the

contract work, the CONTRACTOR shall bear all such costs involved and

the costs of allied trades affected by the substitution.

H. Material Source: Each of the following manufacturers are capable of

supplying many of the industrial coating materials specified in this article.

Where manufacturers and paint numbers are listed, it is to show the type

and quality of coatings that are required. Proposed substitute materials

must be shown to satisfy the material descriptions and to equal or exceed

the properties of the listed materials.

1. Tnemec Company, Inc.

2. Sherwin Williams Co.

3. Carboline Coatings, Inc.

4. Induron Coatings, Inc.

I. The specified coverage rates of the coatings are minimums. The

maximum application shall be 150% of the minimum specified, i.e., 5 mils

minimum will be 7.5 mils maximum.

J. Maximum coverage rates shall not exceed manufacturer’s

recommendations.

6.2 COATING SYSTEM – Oberly Tanks 1 & 2 and Washington Terrace Tank 3:

INTERIOR

A. All interior coatings, caulking materials, and linings of potable water tank

shall be approved for application in accordance with NSF-61 for use in

potable water systems.

B. All interior surfaces including roof brackets shall be cleaned as applicable

in Section 4.3.B ‘SURFACE PREPARATION’.

C. Each coat shall be of a contrasting color to facilitate application and

inspection.

D. The CONTRACTOR shall be responsible for all damages that may be -

+caused by this painting operation to the remaining tank interior. Care

shall be taken to not scratch or otherwise harm the existing interior coating

system.

E. PRE-COAT: Apply by brush, one (1) coat of the specified first coat to all

weld seams, roof lap joints, structural members, manholes, edges, lugs and

brackets. Drying time at this point is not critical and application of first

coat may proceed as soon as brushed areas are coated.

F. PRIME COAT: Apply by brush, roller, or spray to all bare metal, prepared

interior surfaces, Tnemec Company's Series N140 PotaPox Plus at a dry

film thickness of 3 mils to 5 mils.

G. INTERMEDIATE COAT: Apply by brush, roller, or spray to all interior

surfaces, Tnemec Company Series N140 PotaPox Plus at a dry film

thickness of 3 mils to 5 mils.

H. TOP COAT: Apply by brush to all interior surfaces, Tnemec Company

Series N140 PotaPox Plus at a dry film thickness of 3 mils to 5 mils.

I. COVERAGE RATES: Maximum coverage rates shall not exceed

manufacturer's recommendations per coat. The total dry film thickness of

the interior system shall be no less than 9.0 mils.

A. CAULKING: After the finish coat has cured per the manufacturer's

recommendations, all of the roof lap joints, angles, and brackets that

cannot be removed and other areas as indicated by the inspector shall be

caulked using a one component polyurethane sealant as manufactured by

Sika Corporation, Sika-flex 1a. The sealant shall be applied per the

manufacturer's data sheets.

6.3 EXTERIOR – Oberly Tanks 1 & 2 and Washington Terrace Tank 3:

A. Each coat shall be of a contrasting color to facilitate application and

inspection.

B. A five gallon kit of the finish coat of paint shall be supplied to the CITY

as touch-up paint. This kit shall be "fresh" at the time of final acceptance

of the tank. The touch-up kit shall have a minimum shelf life of one (1)

year.

C. The CONTRACTOR shall be responsible for all damages that may be

caused by this painting operation to surrounding property.

D. All exterior surfaces shall be cleaned as specified in Section 4.2

‘EXTERIOR STEEL SURFACES’.

E. PRE-COAT: Apply by brush one coat of the specified primer to all rivet

seams, all lap joints, all structural members, rods, turnbuckles, ladders,

manholes, lugs and brackets and other difficult to coat areas. Drying time

at this point is not critical and application of first coat may proceed as

soon as brushed areas are coated.

F. SPOT PRIME COAT: Apply by brush or roller to all bare metal surfaces

Tnemec Company's Series 135 Chembuild (beige) at a dry film thickness

of 3 mils to 5 mils. Coverage rates shall not be less than 3 mils nor exceed

manufacturer's maximum recommendations. Drying time between coats

shall be as indicated on the manufacturer's product data sheets.

G. SPOT INTERMEDIATE COAT: Apply by brush or roller to all exterior

roof surfaces, Tnemec Company's Series 73 Endura-Shield (High Build

Acrylic Polyurethane) at a dry film thickness of 2.0 mils to 3.0 mils.

Coverage rates shall not be less than 2.0 mils nor exceed manufacturer's

maximum recommendations.

H. FINISH COAT: Apply by brush or roller to the specified exterior

surfaces, Tnemec Company's Series 1075 Endura-Shield II (High Build

Acrylic Polyurethane) at a dry film thickness of 2.0 mils to 3.0 mils.

Coverage rates shall not be less than 2.0 mils nor exceed manufacturer's

maximum recommendations.

I. COVERAGE RATES: The total dry film coating thickness of the three

coat system shall be no less than 10.0 mils.

6.3 COLOR CODING:

A. All colors for this project shall be approved by the CITY. Finish coat color

shall be shaded to match existing coating.

B. No Lead based paints, including primers, may be used. All paint systems shall

have EPA and OSHA compliant V.O.C.s.

C. All coatings that come in contact with drinking water, shall comply with

Florida Administrative Codes and be approved by the Environmental

TS-06 INSPECTION

7.1. GENERAL:

A. Throughout the duration of the work, a formalized inspection program will be

maintained. The CONTRACTOR will be familiarized with the inspection

program at the Pre-Construction Conference.

B. Once the CONTRACTOR has been familiarized with this program, it will be

the CONTRACTORS' responsibility to provide to the CITY, through the

ENGINEER, with clear, accurate information required for the inspection

reports.

C. The CONTRACTOR will have the following test equipment available for use

at the job site at all times during the progress of work:

1 Sling Psychrometer

2 Surface Temperature Gauge

3 Wet Film Thickness Gauge

4 Dry Film Thickness Gauge (Properly Calibrated): Mikrotest III,

Elcometer Inspector III, Positest, Positector, or approved equivalent.

D. It will be the CONTRACTOR'S responsibility to fill out a daily inspection

report form. This form will be furnished by the ENGINEER. No request for

payment will be processed unless accompanied by completed inspection report

forms. Random inspections will be performed by the ENGINEER or CITY

personnel. It is expected that information furnished on the check forms will

coincide with the CONTRACTOR form.

E. The following information will be part of the information required for the

inspection reports:

1 Equipment:

Safety Equipment (Cloths, Breathing Equipment)

Rigging (Staging Type, Ladders, Scaffolds, Etc.)

Water Blast Equipment

2 Material:

F. The ENGINEER and CITY shall have access to all areas of the work at any

time.

G. The prime and finish coats will be checked for specified dry film thickness.

H. Each operation of the work sequence shall be inspected and accepted before

performing the next operation. The CONTRACTOR will notify the Inspector

that portions of the work are ready for inspection and will assist the Inspector

in making all necessary tests and inspections.

I. No rigging and/or staging shall be removed before required inspection and

approval is made. The CONTRACTOR shall assist the Inspector in the use

and operation of all equipment for access to the surfaces to be tested.

J. Approval by the ENGINEER of an area does not release the CONTRACTOR

from providing the quality and workmanship provided by this specification.

K. It will be the responsibility of the CONTRACTOR to provide safe access to

all EMPLOYEES, SUBCONTRACTORS, and CITY REPRESENTATIVES

by way of compliance with:

TS-07 SITE PROTECTION AND RESTORATION

7.1 DURING PAINTING OPERATIONS:

A. The CONTRACTOR shall keep the immediate area around the site free from

all extraneous materials and protect it from any damage resulting in the

painting operations. The CONTRACTOR shall protect the site area from any

paint related damage.

B. The CONTRACTOR shall take care not to damage or cause damage of any

kind to any equipment, machinery or tools belonging to anyone other than the

CONTRACTOR.

C. The CONTRACTOR shall be entirely responsible and liable for all damage

and injury as a result of his operations to all adjacent public and private

property. Care must be exercised or other protective methods to assure that

adjacent property is not damaged by the surface preparation and painting

operation.

D. Upon completion of painting, the CONTRACTOR shall remove surplus

materials, protective coverings, and dumpsters and thoroughly clean all

surfaces and repair any paint related damage.

8.2. FINAL CLEANING:

A. At the conclusion of the work, the CONTRACTOR shall remove from the

site, all his surplus materials and temporary structures. The site shall be left in

as good a condition as when the work began.

B. All landscaping shall be protected during surface preparation and painting

operations. Any damaged or destroyed landscaping, grass and shrubbery shall

be removed and replaced with new plants or sod. Damaged grass shall be

restored using Bahia sod only.

TS-08 WARRANTY

8.1 GENERAL:

A. All work covered under this contract shall be guaranteed for a period of one

(1) year after completion and acceptance of the work. The supplier and

CONTRACTOR shall submit separate warranties. The CONTRACTOR shall

warrant the workmanship and the manufacturer shall warrant the materials

used. In the event of any failures during warranty period, both parties shall

combine efforts to correct the failures at no cost to OWNER.

B. A first anniversary inspection will be scheduled by the CONTRACTOR

during the eleventh month following acceptance of the work. A report shall

be furnished to the CITY describing the condition of the paint system and

other work covered under this contract. Any latent defects found during this

inspection shall be promptly repaired by the CONTRACTOR. Any location

where coats of paint have peeled off, bubbled, cracked, chipped, faded

excessively, or thinned excessively shall be considered a failure of the paint

system. The ENGINEER shall make the final decision as to the locations of

failures. The CONTRACTOR shall make repairs at all points where failures

are observed by removing the deteriorated coating, cleaning the surface, and

recoating with the same paint system.

1. The CONTRACTOR shall provide all rigging and scaffolding to

provide ENGINEER and CITY access to all areas were work was

performed.

2. It will be the responsibility of the CONTRACTOR to provide safe

access to ENGINEER and CITY for inspection by way of compliance

with:

a. 29 CFR 1926 Subpart L Scaffolds

b. 29 CFR 1910 Subpart D Walking Working Surfaces

c. 29 CFR 1926 Subpart M Fall Protection

d. 29 CFR 1926 Subpart X Stairways and Ladder

e. 29 CFR 1926.453 Aerial Lifts

C. Upon conclusion of inspection and/repairs of potable water tank interiors,

CONTRACTOR shall perform tank disinfection in accordance with current

AWWA C652.

D. Failure on the part of the CONTRACTOR and/or the Manufacturer to

schedule this warranty inspection will not relieve them of warranty

responsibility and any defects found by the CITY after the normal warranty

period will be assumed to have occurred during the year while the warranty

was in effect.
