Bidders should note that, the detailed
Sanitary ware includes ablutions such as
CV’s and sinks.
The sites have the existing drainage
facilities, bidders will have to undertake all
the pipeline works for the connection from
bathrooms to the existing drainage system
at each specific site. Contractor can refer to

Terminal’s scope of work.
Bidders’ scope of work does not involve the
pavement of the parking area for the
vehicle/ buses. Bidders who have visited
the site on 12th October 2021 for MS2
station witnessed that the whole area of the
depot was fenced and concrete paved.
Thus fences and modification of the
concrete base/ foundation will be applicable
to only areas where CNG project equipment
will be installed.

pipeline is HDPE PE100 PN 10
SDR 11. Considering the
requirements of specification 4437,
Bidder understands that the

PN 10 SDR 11.

Chapter 8.1 CNG Tie-in and
Distribution Lines, for gas supply to
the mother stations, buried HDPE
distribution lines will be used to
supply gas from the existing 12''
HDPE pipeline, using the NNGI
BVS No.15 distribution network.
Bidder understands that the
welding operation for the pipeline
tie-in will be conducted after
shutdown of the NNGI BVS No.15
The tie-in will be made at the existing 12”
HDPE PE 100 SDR 11 where hot tapping
will be required. The Contractor shall
ensure that the supply of natural gas to
downstream customers is not affected
when undertaking hot tapping exercise.

Desiccant Dryer
System
According to contractor’s project
experience, desiccant dryer system
is commonly composed of 2 gas
dryers, one is for dehydration, and
the other is for regeneration.
Moreover, upstream coalescing
filters, desiccant dryer system and
upstream coalescing filters will be
combined and supplied as pre-
Dehydration Skid. And there will be
a dehydration regen gas heater for
regeneration.
However, in the drawings, there is
only one desiccant dryer for each
line. Contractor understand that
one combination of upstream
coalescing filters, desiccant dryer
system and upstream coalescing
filters is for dehydration, while the
standby combination is for
regeneration. Both of combinations
will be supplied together as one
pre-Dehydration Skid. And a
dehydration regen gas heater is
added in pre-Dehydration Skid.
The provided desiccant system on the
drawings was indicated as a vendor item,
desiccant dryer system will most likely
consist out of two separate vessels, with a
centralised control panel.
Bidders should take note that, the
combination as referred in this clarification
(i.e the mainstream combination and
standby combination) each stream should
have a complete set of dehydration and
regeneration system.
The indicated lines are for duty/standby
operation. One line will be used to
continuously operate whereas the other
will be used during maintenance activities
of the duty line.
Duty line and standby line will included its
own desiccant drying system (as supplied
by vendor)

piping connection from the meters
to the individual stoves is under
bidder’s scope.
For point F and G, PE pipeline is
under bidder’s scope, the
downstream installation is out of
bidder’s scope, the interface is 2m
outside the building of F and G.

Payment
Schedule
According to GCC 50.1, payment
shall be certified by Project
Manager and be paid by Employer
on monthly basis.
According to SCC 18, payment will
be made as per five (5) milestones,
not monthly payment.
TPDC is requested to clarify which
payment term shall apply.
Payments shall be made based on the
milestones. This has been further modified
and clarified in the previous responses to
the clarifications as follows:
Payment Schedule, Certificates and Terms:
i. First Payment: The amount of
Advance Payment shall be 15% of
Contract price. The Contractor will
be paid Advance Payment after
submission of the Acceptable
Advance Payment Guarantee,
verification of front end engineering
design documents and endorsement
of Approved for Construction (AFC)
documents.
ii. Second Payment: The Contractor
to be paid 30% of Contract price
upon submission of evidence of
order placement and supply
acknowledgement of all equipment.
iii. Third Payment: The Contractor
shall be paid 30% of Contract price
upon satisfactory completion of
Factory Assessment Test (FAT)
witnessed by the Client, Project
Consultant and endorsed and
approved by the recognized third
party inspector; and upon

submission of evidence of the
delivery notice and release for

be paid 5% of Contract price upon
lapse of defect liability period.

Site Hand over
As per GCC 64.1, when the
Certificate of Completion is issued
by the Project Manager, the
Contractor shall handover the site
and the works to the Employer
within time specified in the SCC
As per the description of SCC 28,
Site handover date will be on the
Effective Contract Date.
The Employer is requested to
clarify when the Contractor shall
handover the site and the works to
the Employer.
According to Clause 64 of the GCC States
that: When Certificate of Completion is
issued by the Project Manager, the
Contractor shall handover the site and the
works to the Employer within time specified
in the SCC. It can be clarified that, the
Contractor will handover the site to Client
after a successful commissioning of the
project, where all snag lists will have been
cleared and Certificate of project
completion signed off.
The Bidders should also note that the
Intended Completion date of the Project is
eight (8) months from the Effective Contract
date as stipulated in the Special Conditions
of Contract (SCC) Clause 1.
